The purpose of this study is to identify the strategy of alliance portfolio and to compare the firm's characteristics and internal capabilities of each strategy for the successful utilization of alliance. We conducted a cluster analysis and ANOVA on 477 samples, which have alliance experience among the manufacturers responding to the Business Survey by Statistical Office in both 2012 and 2013. As a result of the analysis, it was found that firms have alliance portfolio based on strategy such as exploration, exploitation, and ambidextrity. There are statistically significant differences in the number of patents, technology capability, marketing capability, and global capability among the alliance portfolio strategy type.

환경영향평가는 대규모 개발사업을 대상으로, 계획 확정후 사업 실시단계에서 개발사업 시행에 따른 환경영향 저감방안을 중점 검토하는 제도인데, 사전환경성검토는 행정계획과 환경상 민감지역의 소규모 개발사업을 대상으로, 계획 확정 이전단계에서 환경적 측면에서 입지나 개발의 적정성 타당성을 사전에 검토하는 제도이다. 사전환경성검토는 2006년 6월부터 대상 행정계획을 구체적 개발사업의 상위 행정계획으로 확대하고, 계획의 적정성, 입지의 타당성을 미리 검토할 수 있도록 하고, 검토과정에서 주민, 전문가, 시민단체 등 이해관계자의 의견수렴을 거치도록 하는 전략환경평가 체제로 개편됨으로써, 환경갈등이나 사회 경제적 문제를 예방할 수 있는 기반을 보다 강화하였다. 환경부 주관의 사전환경성검토가 전략환경평가를 강화하는 동안 건설교통부가 중장기기본계획에 대한 전략환경평가를 시행하기 시작하였다. 우리나라의 전략환경평가는 건설교통부와 환경부가 전략환경평가를 별도로 운영하는 데 따른 비효율성, 국토계획과 환경계획의 연계성 부족, 선거공약으로 제안된 대규모 개발계획 등에 대한 객관적 환경평가의 어려움 등의 문제를 가지고 있다. 따라서 본 연구는 전략환경평가제도의 정립을 위해, 환경정책패러다임의 변천, 환경영향평가와 사전환경성검토의 발전, 전략환경평가의 현황과 선거공약으로 제안된 대규모 개발계획에 대한 전략환경평가의 한계 등을 고찰한 후, 전략환경평가제도의 발전방향과 개발계획과 환경계획의 연계통합방안을 모색하고자 한다.

In order to minimize regional disparities between the North and the South, it is very important to reduce shortages of food and energy in North Korea in the short and mid-term. In the long term, it is important to reduce not only regional disparities between two Koreas but also regional disparities in North Korea. It is important to consider national policies of the North, the South and other countries in Northeast Asia in the process of building regional development policies for North Korea because the future of regional development in North Korea depends on policies of stakeholder in Northeast Asia. This study suggest some policy directions for regional development in North Korea. At first, building new industries, such as hi-tech industries and MICE, is important for regional development potentials in North Korea. Also, we should take some special development strategies according to regional potentials in North Korea. For example, Nampo region should be specialized through hi-tech industries. Wonsan region should be specialized through MICE. Finally, this study suggests some policy issues to the South Korean government. Financial support from South Korean government about inter-Korean economic cooperation should have priorities on the regions where have potentials of hi-tech industries and MICE. Also, we should implement inter-Korean economic cooperation policies under consideration about spatial aspects.

본 연구의 목적은 정부의 R&D 지원사업에 참여하는 유형별 중소기업들의 R&D참여 요인에 관한 연구이다. 각 정부부처별 R&D 지원사업이 지역전략산업별, 뿌리기술전문기업, 부품소재기업등 특수 산업분야별, 다양한 형태로 운영되고 있으며, 각 기업에 보조금, 지원금 및 마케팅, 기획, 교육등의 다양한 지원이 이루어지고 있고 각 기업들 또한 이에 참여하게 된다. 따라서 본 연구는 이와 같은 정부 R&D지원사업의 참여요인 즉, 다양한 유형의 중소기업이 정부 R&D과제 참여에 긍정적인 영향을 미치는 지에 대한 가설을 검증한다. 또한 기술적 성과인 R&D 참여강화와 기술역량 강화에 영향을 미치는지에 대한 가설을 검증한다. 이 분석결과를 통한 연구결과, 중소기업의 연구개발투자에 영향을 미치는 요인중 지역전략산업별, 뿌리기술전문기업, 부품소재기업등 특수 산업분야별등 기업유형에 따라 정(+)의 영향을 미치고 있다는 결과를 바탕으로 정부지원사업에 참여하는 유형별 중소기업들의 전략적 R&D참여를 위한 방향설정에 도움이 될 것이다.

This research has focused on CI development by regional government, with emphasis on CI case study of Suncheon, Chonnam Province. Suncheon is located at the most east pan of Chonnam Province and famous as a starting point of temple Tour. CI for Suncheon City was studied and developed to promote the pride and love for Suncheon and to enhance the unique image of Suncheon to the tourists.

Place Marketing is a new strategy for the regional development, using the regional image, facility and history. The purpose of this paper is to search the possibility of place marketing in the area of railway. Already there were some cases to vitalize the close line and out-of-business station. In this context, some ideas to connect the railway with trip, leisure and regional festival are recommended. For the market place, the cooperation with local government is essential.

본 연구에서는 충북 남부 3개군 지역(옥천ㆍ보은ㆍ영동)의 중소 제조기업의 경영실태 및 애로기술을 대상으로 실증조사 되었다. 지역의 특정상황의 전제 하에 지방 중소기업들의 실질적인 문제점들을 발견하고, 그 개선 방안을 탐색함은 물론 산ㆍ학ㆍ연 컨소시엄 사업의 성공적인 수행을 위해 시도되었다. 세부적으로는 중소 제조기업의 경영 및 애로기술 특성을 일반적 사항, 경영애로요인, 경영전략, 현장개선기법, 정보화, 제품 및 공정 기술상의 애로기술 현황파악의 6개 영역으로 조사되었다. 조사결과들은 추후 산ㆍ학ㆍ연 공동기술개발 사업에 있어 창의적, 틈새적 과제발굴 및 신제품 기술개발의 토대마련이 될 뿐 아니라, 지역경제 발전을 위한 산ㆍ학ㆍ관의 지원 전략 수립에 적극 활용 될 것으로 판단된다.

The Hunchun area is the only development and opening line in Jilin Province and the Changchun-Jilin-Tumen Developmental Plan area, and as a hub area for regional logistics, promoting the logistics competitiveness of the Hunchun area is an important factor in promoting economic development in the Northeast region. The purpose of this study is to derive the factors for activating logistics competitiveness in Hunchun area by applying SWOT analysis and to present them to policy-makers by drawing priority of factors for promoting logistics competitiveness in Hunchun area through AHP survey of Chinese and Korean logistics experts. According to the analysis, the weighting was high in order of opportunity factors and strength factors, and the priority was high in order of factors such as promotion and expansion of One Belt, One Road policies, active support through national policies, construction of international logistics center cities, construction of logistics centers, and supply of bulk cargo. Finally, from a comprehensive perspective, this study presented policy implications such as SO Strategy (Strength-Occupancy Strategy) and ST Strategy (Strength-War Strategy) focusing on the strengths of the Hunchun Region for the strategy of strengthening the logistics competitiveness of the Hunchun area.

이 글은 강원남부 탄광지역의 쇠퇴와 인구사회학적 변동 양상을 검토하는데 그 목적이 있다. 이를 위해 우선 탄광지역의 특성을 살펴보고 탄광지역이 쇠퇴하게 된 원인을 규명하고자 한다. 그 다음으로 지역사회에 나타나고 있는 산업구조와 인구구조의 변화를 중점적으로 살피고자 한다. 연구 결과 태백지역이 쇠퇴하게 된 직접적인 요인은 석탄산업 합리화 정책의 시행으로 볼 수 있다. 이와 함께 태백지역은 탄광산업이 지역성장이 유일한 원동력이었다는 사실 즉, 탄광산업의 쇠퇴는 바로 이 지역의 급격한 경기침체와 인구유출의 직접적인 원인이 되었음을 알 수 있다. 급격한 경기침체는 산업구조의 변화에서 잘 드러나고 있으며 인구유출 양상은 지역의 인구변화 추이에서 잘 드러나고 있다. 최근 폐광지역개발지원특별법에 의해 수립된 종합개발계획도 상당 부분 무산되거나 기약 없이 미뤄지고 있다는 점과 지역개발을 강원랜드 카지노에만 지나치게 의존하고 있는 문제점 등이 드러나면서 지역경기 침체와 인구감소 추세는 계속되고 있다. 탄광지역의 주민소득 증대는 물론 새로운 고용창출로 지역경제를 활성화시키는 보다 구체적이고 실질적인 발전 전략이 필요하다.

Lately most Asian countries have tried to develop their ports into a hub port in their region. However, only a few studies examined the theoretical rationale for hub port strategy. Thus, this paper aim to identify the effectiveness of hub port development strategy in global and regional perspectives, respectively. For this aim, the paper conducts regression analysis on the relationship between port size and growth ad calculates the Hirshman-Herfindahal Index on Asian container ports. According to the empirical results, larger ports have grown faster than smaller ports in the world container ports und European/North American ports. However, in the case of the Asian container ports, the result was opposite. And port concentration in Northeast Asian ports is decreasing gradually during the last two decades. Consequently, the effectiveness of hub port development strategy was not very strong in Northeast Asian region.
