  • Benefit transfer is a method, which obtains an estimate for the economic valuation of non-marketed commodities at a given site through the analysis of studies that have been previously carried out to value similar commodities at a different location. The objective of this study was to estimate benefit transfer values for the construction of the integrated sewerage system in the catchment area of dams in Korea. For pooled data analysis, five models were suggested in this study. Among five models, model 2 showed only 6 to 7% errors when the willingness-to-pay(WTP) predicted in the policy-site, Dam Soyang was compared with that estimated using contingent valuation method(CVM) in the study-sites, Dams Namgang, Hapcheon, and Daecheong. However, the WTP estimate predicted by model 1 showed the absolute errors of 42 to 47% when it was compared with WTP estimated using CVM in Dams Andong and Imha. It seemed that residents of Dams Andong and Imha have feeling of being victimized since two dams were constructed very adjacently, the upstream area was designated as drinking water source protection zone, and thereafter their developmental economical actions have been significantly restricted.

  • This study aims to suggest the values and utilization measures of the stone walls in Jeju Island as place assets. The discussion on this subject may serve as a breakthrough to resolve the current situation where the stone walls in Jeju Island have been focused on for their potential value not for their practical value as place assets. Moreover, specific measures to utilize Jeju stone walls may become a vehicle to seek the sustainable development of the region. This study discussed the types, functions and values of the stone walls in Jeju Island as place assets and suggested practical measures to use the structures based on their regional distribution. The in-depth discussions largely concluded that there might be five values and seven utilization measures with regard to the Jeju stone walls. The results of the study are expected to be utilized as a new indicator for the regional development of Jeju Island.

  • Cultural heritage contains traditional values and we have to conserve its intrinsic value. But in the other hands it is argued that it's no need to preserve heritage for its own sake, and nowadays we appreciate that active use of heritage is enhancing its value and making position secure in its society. It will need not only to protect heritage, but also to ensure its use, and its economic value are harnessed to the benefit of local communities. We are going to enter upon experience economy through information society and to have a creative economy policy discourse. The effects of globalisation on societies are manifested in the attrition of their values, identities of vernacular heritage. Therefore relationship between development and heritage must be examined. In this article I suggest the methodologies of vitalizing cultural heritage based creative industries, especially through making the creative ecosystem and optimising the performance of the cultural heritage based cluster.

  • The reality which cannot protect existing tangible intangible modern cultural heritage in Daejeon is makes historical value and identity of a city weakened and then, this leads to absence of the foundation of urban regeneration based on the history. References as recording inheritance indicates characteristics or identity of the area and they represent the physical mental symbol of the area; images of diverse structures or sceneries with historical or cultural characteristics are contents of urban regeneration based on history and culture, which can be utilized as historical sources to verify realness of disappearing modern cultural heritage. Therefore, understanding and utilization of modern cultural heritage through this study on regional archiving can be deemed to be the first stage to bring community spirit, affection and pride to local residents. In this connection, this study intends to suggest a policy direction not only to maintain realness of modern cultural heritage through preservation and utilization but also to expect formation of settling and fellowship as well as cultural economical effect from the viewpoint of urban regeneration.

  • Last year, a new perception of the right to peace on the Korean Peninsula was adopted: DMZ Yanggu Peace Declaration 2021. The Declaration reflects that there is a raising of necessity for a new perception and approach from the perspective of DMZ-related laws, sustainable ecological environment and security. Gangwon is making considerable efforts to make the border area in DMZ as an area of peace by continuously enhancing publicity on the establishment of the 'Peace Special Self-Governing Province'. This study suggests the necessity of a paradigm shift towards the significance of the interkorean border region that it should function as a passage between the South and the North rather than a dam. For, to be renewed as a sustainably developing region through newly constructed flow of communication, the wall of hostility must preliminarily fall dawn. Then a question arises about how Gangwon is, out of other border region, most eligible for the reconsideration of its significance as a border area. The answer relies on the newly established agenda and understandings towards the right to peace in the perspective of founding the policy for the Unification of the Korean Peninsula. Furthermore, the conservation of DMZ ecological environment through enlistment of UNESCO Biosphere Reserve should go hand in hand with the ultimate value of global agenda of the conservation and protection of the environment. The study insists that the peace zone is a prerequisite for the adaption of the era of future-oriented glocalization featured by the Fourth Industrial Revolution.
