생명정보 인프라 구축을 통해 바이오인포매틱스 핵심기술을 축적함으로써 생명정보 전반의 기반기술을 구축할 것이다. 유수 생명정보 데이터베이스에 대한 향상된 검색기능을 제공하고 새로운 개념의 통합검색 관리시스템을 구축함으로써 관련 연구자들의 연구능력을 고취함과 동시에 독창적인 검색시스템으로 보다 풍부한 연구기회를 부여하여 국내 생명정보 연구에 기여할 것이다.

세계 에이즈 회의는 UNAIDS, IAS(국제에이즈협회)가 주관하는 행사로서 개최 초기에는 에이즈라는 질병 자체에 대한 새로운 별견을 공유하는 데 주력했지만, 점차 에이즈 자체에 대한 지식이 축적됨에 따라 사회, 공공 보건, 공동체 기반 사회, 지역별, 국가별로 전개된 특수한 경험을 공유하고 함께 이해하는 것에 중점을 두고 전개되고 있다. 단일한 질병을 주제로 한 국제 행사로는 최대 규모라는 점에서 에이즈가 전 인류에게 미치고 있는 심각한 영향을 확인할 수 있는 자리였다.

통합 이후 2년 동안 KISTI는 지속적인 노력을 통해 정보유통의 기반을 축적해 가면서 새로운 변화와 도약을 준비해 왔다. 정보유통은 변화하는 사회시스템과 함께 끊임없는 변화를 추구해야 하는 분야이다. KISTI의 역할도 정보유통을 통한 사회적인 효과와 기여를 위해 정보유통 기관이 수행해야 할 새로운 영역이 무엇인가를 고민하고, 개발하여 적용 및 확산해 나가는 노력을 통해 지속적으로 진화되어 나가야 할 것이다.

The purpose of this study is to study the laws of storage and utilization in various perspectives in order to maximize the storage of knowledge and to use stored knowledge. In other words, it analyzes the relationship rules in five viewpoints of 'human and knowledge', 'human and goods', 'the law of exact intersection with humans', 'human architecture formation process', 'human and knowledge' This course studies how to maximize the relationship rules between knowledge storage and utilization through knowledge management, intuition, rapid decision-making, and understanding of various knowledge. In order to maximize the value of knowledge in the organization, the knowledge management system obtained in this way systematically organizes various information about the knowledge creation of the members and distributes it to all employees to use it for their work. As an information management infrastructure, To effectively manage the various knowledge and know-how accumulated in the organization and to share them with each other.

집단지성을 이용한 지식검색 서비스는 개방적 구조와, 축적된 자료를 공유할 수 있다는 커뮤니티적인 특성으로 큰 인기를 얻고 있다. 하지만 방대한 지식공유속에서 사용자가 진정으로 원하는 답변 획득은 점점 더 어려워지고 있다. 최근 알고리즘적으로 가장 정교하다고 평가 받는 구글을 통해 상위에 랭크된 검색결과들 중에는 집단지성을 통해 구축된 위키피디아, Yahoo Q/A 과 같은 Social 검색엔진의 검색결과들이 상당수 존재한다. 본 논문은 대부분의 질문은 인간으로부터 문제해결의 실마리를 얻을 수 있다는 점과 온라인상의 사용자에 대한 연구를 통해 지식검색 서비스 사용자중 Influence를 찾는것에 목적이 있다. 이에 국내 Social 검색 엔진의 대표인 네이버 지식iN을 중심으로 지식검색내의 사용자 활동성과 신뢰성을 분석하고, 이를 기반으로한 Influence 지수 산정 알고리즘을 제안한다. 제안된 알고리즘을 통한 Influence 지수는 지식검색 서비스에서 문제 해결의 실마리를 가진 사용자를 찾는 중요한 지표가 될 것이다.

This study aims not only to examine the globalization, imformationization, and networking as background of knowledge-information-based society, but also to clarify the research fields of 'geography of knowledge' and further research themes for economic geography in a knowledge-information-based society. As a result of globalization, the degree of regional disparity, which had decreased with neoliberal policy in Europe and America in 1980's, has increased in early development states such as China and Eastern European countries. In opposition to the globalization that has led to increasing regional disparities at a global scale, many scholars argue that grassroots globalization or globalization from below is needed. Based on a pessimistic view on globalization, many maintain that unequal access to information has enlarged the gap between rich and poor. They also argue that the study of the geography of poverty is crucial in oder to solve the problem of bipolization. According to the world system theory, spatial grasp of commodity chains, actors' diversities, flows towards innovation in learning knowledges, and geographical, organizational, and institutional proximities are intertwined. Because these elements make significant influences each other in social networks, the interrelationships among those elements should be carefully considered. A 'geography of knowledge' deals with manufacturing, finance and service, media, cultural, and creative industries. Former researches in economic geography have tended to deal with those industries separately without attempting to make meaningful linkages among discussions on those industries.

The importance of Knowledge Management (KM) can be easily recognized in many diverse aspects of the theory studies and in KM's efforts to help implement the government's policy to innovate corporation management. The core of KM is to improve the circulation of knowledge by generation, accumulation, sharing, utilization and acquisition by learning. The improvement of knowledge circulation would result in high quality and quantity of intellectual assets in corporations and make decision-making more efficient. This, too, is the operational philosophy of the special libraries. The primary objective of this study is to promote KM by presenting KM methodology and by explaining a theoretical background and cases, based on the existing special libraries. I cite an example of a case wherein merging intellectual assets and human resources activated the company culture. The reference service system, which is the core of the special library, was used in this merging.

Process-based knowledge management is `have knowledge operation system based in the task process and provide the accumulated knowledge of an organization for its members performing their task through a system in an appropriate format.' If it is embodied in the organization it is expected to significantly enhance the task process and knowledge. Meanwhile, Maier and Remus realized that if the organization`s strategy is added to the existing objective of knowledge management promotion strategy, it is in accord with major objectives of the process management such as BPR or BPM. Based on this, Maier and Remus devised a framework for promotion strategy of process-based knowledge management. As a result of analyzing their framework by applying it to examples of knowledge management promotion of the Ministry of Labor, it was found that process-based knowledge management should be applied in order to solve the problems and reflect improvement suggestions which had been constantly pointed out. Furthermore, the direction to be applied in connection with the improvement suggestions was presented in this study.

정보여과 에이전트는 자체의 적응성(adaptability)과 자율성(autonomy)을 특징으로 사용자의 선호도와 관심을 학습하여 사용자 프로파일을 지식베이스의 일부로 구축하는 기능을 수행한다. 이러한 사용자 프로파일은 사용자의 학습의도에 맞게 지식을 탐색하고 축적하는 적응성(adaptability)을 가져야 한다. 본 논문에서는 지능적 정보여과 에이전트가 사용자의 선호도와 관심을 학습하여 적응적인 사용자 프로파일을 구축하기 위한 기법으로서, 사용자가 제시한 학습예제로써의 웹 문서들로부터 사용자의 학습의도를 내포한 질의어를 중심으로 연관 지식을 탐색하여 추출하는 웹 도큐먼트 기반 사용자 중심 연된 객체 추출과 만유인력 모델을 기반으로 한 연관 객체 관계성 가중치 기법을 제시한다.

본 논문에서는 한국어 형태소 분석기가 처리할 수 없는 어휘적 중의성 해결을 위한 방법으로 부분 문장 분석 기법을 연구한다. 부분 문장 분석 기법의 신뢰도를 높이기 위해서 말뭉치를 이용한 데이터를 통해 학습한 경험적 규칙을 이용한다. 학습한 경험적 규칙을 오류 유형에 따라 확장하고 전문화하여 축적된 연구결과를 지식 베이스로 삼아 한국어 맞춤법 및 문법 검사기에서 사용하는 부분 문장 분석기의 성능을 향상시킨다. 본 논문에서 사용한 확장하고 전문화한 지식 베이스는 말뭉치에서 얻은 경험적 규칙을 기반으로 한다. 이 경험적 규칙은 언어적 지식을 기반으로 한다.
