최근 인터넷의 발달로 활발히 게시되고 있는 전문 지식 정보들이 유용한지를 판별하기 위해 시맨틱 웹 등의 기술을 이용한 다양한 소프트웨어들이 개발되고 있다. 이러한 소프트웨어들은 개별적으로 우수하게 지식을 판단할 수 있는 수단을 제공하지만, 이를 통합적으로 관리하여 사용자들의 요구에 적합하게 유용한 소프트웨어를 개발할 수 있는 시스템은 현재 미미한 상태이다. 따라서 이러한 소프트웨어 및 데이터를 통합적으로 관리할 수 있는 시스템이 필요하다. 이를 위해 본 논문에서는 소프트웨어 및 데이터의 통합을 통해 사용자가 원하는 소프트웨어를 등록하고, 이를 데이터와 통합하여 사용할 수 있는 실행 환경을 제공하는 콘텐츠 관리 시스템을 설계한다. 제안하는 시스템은 기존 콘텐츠 관리 시스템보다 사용자가 동적으로 소프트웨어를 등록 및 사용할 수 있는 환경을 제공하기 때문에 경제적인 측면에서는 비용을 절감할 수 있는 콘텐츠를 선택할 수 있으며, 관리적인 측면에서는 소프트웨어 및 데이터 자원의 재활용성을 높일 수 있다.

What the structure of knowledge management capability (KMC) to improve the organizational performance is an important issue for researchers and practitioners with growing interest in recent years. In this paper, we begin with a deep thinking about the resource-based view and knowledge-based view of the firm applying to knowledge management issues. By exploring the two underlying theories of knowledge management, together with an intensive review and interpretation of existing literatures, we obtain six major dimensions of KMC. We then propose an integrated conceptual model of KMC and its relationship with organizational performance. A PLS analysis of the gathered data from organizations in Korea which already have enterprise-wide knowledge management systems is conducted to validate the proposed model. We discuss several meaningful implications and draw several insightful conclusions surrounding the KMC.

The National Assembly and its institutions have heavy duties to the nation. Knowledge and information resources which they produce, manage and preserve are part of history and evidence of democracy. Therefore, activities for systematic management and long-term preservation of the resources are important tasks at a national level. However, organizational status of the institutions, which are in charge of management and preservation of the resource, are not in accord with their responsibilities. In this context, this study aims at analyzing necessary and sufficient conditions for establishing the National Assembly Larchiveum and at exploring possible strategies. The study conducts literature reviews concerning necessities, procedures, and success factors of collaboration. Futhermore it analyzes various cases and divides them into several types based on collaborative levels and geographical categories. Based on these theoretical discourse the study discuss the history of the National Assembly's memory institutions and obstacles to their collaboration. As a result, it provides alternative strategies for establishing the National Assembly Larchiveum.

최근 기업의 경쟁력 강화를 위하여 기업내의 지식을 중요한 자원으로 인식하고 활용하는 지식경영의 필요성이 강력히 대두되고 있다. 이러한 지식경영의 주요 활동을 지원할 구체적인 방법론으로 정보기술의 활용 방안이 다각도로 제시되고 있으나, 실제적인 연구는 아직 초보단계에 있다고 하겠다. 본 연구에서는 지식의 생성, 저장, 그리고 추출 및 활용이라는 지식경영의 주요 과제를 효과적으로 해결하는 방안으로써 인공지능기법인 사례기반추론과 유전자 알고리즘을 이용한 통합방법론을 제시한다. 본 연구에서 제시하고 있는 방법론은 생성된 지식의 표현, 저장, 그리고 추출에 사례기반추론기법을 활용하였다는 점 이외에 다음과 같은 두 가지 특징을 가지고 있다. 첫째로는, 해결하고자 하는 문제에 가장 적절한 과거 지식이 추출되도록 함으로써 활용 효과를 높일 수 있도록 하였다는 점이다. 둘째로는, 환경의 변화를 반영할 수 있는 방안을 제시하고 있다는 점이다. 본 인공지능 통합방법론은 신용평가부서의 지식관리모형을 통해 검증해 본 결과 그 효과가 입증되었다.

지식관리시스템은 효과적으로 지식 프로세스를 지원하고, 다양한 비정형의 지식들을 처리하기 위한 다양한 시도를 하고 있다. 그러나 지식 검색, 정보 추출, 관리 등에서 근본적인 약점을 갖고 있으며, 다양한 지식 자원들을 통합하고 연동하는데 어려움이 있다. 이 한계들을 극복하고 지식관리 방식을 개선하기 위한 다양한 연구들이 시도된다. 본 연구에서는 차세대 웹 기술을 적용함으로써 지식관리시스템이 직면한 한계들을 극복하여서 새로운 사업 기회를 가질 수 있는가를 연구하였다. 그리고 기존 지식관리시스템 아키텍처와 비교하여 변경되는 부분을 방안을 제시하고, 새로운 차세대 웹에 의한 지식관리시스템 아키텍처의 미래기술에 대하여 연구하였다.

The purpose of this study is to design semantic web and policy direction for national knowledge and information management. The paper describes all the components needed to accomplish the objective: 1) creating unchangeable and unique identifiers for metadata elements, resources, and ontology classes and properties; 2) recommending active use of XML namespaces; 3) establishing metadata and application profile standards for national integrated searching; 4)developing a metadata registry to promote semantic interoperability among metadata; 5) discussing the need of creating ontologies using W3C OWL and ISO Topic Maps; 6) providing intelligent search services based on metadata; and 7) presenting future directions and tasks of national knowledge and information management.

효율적이고 체계적인 정보관리를 위해 최근 연구들은 시멘틱웹(semantic web), 지식관리, 메타데이터의 통합 등에 많은 관심을 두고 있다. 그러한 연구들은 자원(resources)의 기술을 어떻게 표현할 것인가에 대한 기술구조와 그 구조를 표현하기 위한 기계 언어 등을 다루고 있다. 특히 자원의 기술을 어떻게 표현할 것인가에 대한 기술적인 구조로 가장 널리 사용되는 것은 RDF와 토픽맵(Topic Maps)을 들 수 있다. 정보조직이나 시멘틱웹 등의 연구에서 자주 등장하는 위의 개념들을 정확하게 이해하고 무엇보다 그 개념들 간의 관계를 알아보는 것이 중요할 것이다. 본 연구에서는 RDF와 토픽맵에서, 정보 즉 표현하고자 하는 대상을 표현하는 방법을 살펴보고, 두 기법간의 상호운용성에 대한 선행연구로 RDF와 토픽맵의 유사점과 차이점을 비교하고자 한다.

There have been various attempts of Knowledge Management System in order to effectively support Knowledge Process and to manage a wide variety of unstructured knowledge. However, Knowledge Management System basically has some significant weakness for searching knowledge, extracting information and maintenance, and some difficulties to integrate such various knowledge resources. Several studies had been conducted to overcome these weaknesses and to improve the method of knowledge management. The purpose of this study is 1) to examine the effectiveness of Semantic Web Technology that has a great attention lately; whether it is useful to overcome the weaknesses, and 2) to review its strong points and some future uses. Further, differences of Semantic Web Technology compared to existing Knowledge Management System Architecture are reviewed. Finally, a new Semantic Web Enabled KMS Architecture is proposed. Also some prospects for future market direction are suggested.

Information on and knowledge of science and technology in the knowledge-based society can be a valuable natural resource and a source of competitive advantage for a country. In addition, in conducting research and developing technologies, information on and knowledge of science and technology is becoming increasingly important and customer's needs are becoming more diverse. This study thus aims to propose appropriate strategies for effectively coping with needs of those customers who use such knowledge and information by actively reflecting a broad diversity of customer' needs and comments. Using such strategies, we developed a standardized and integrated helpdesk system to enhance the quality of customer support and other services, customer monitoring service, and customer satisfaction.

전자정부의 고도화 등 정보화 사업의 규모가 확대되면서 성공적인 정보화 사업의 추진을 위한 표준 및 지칭의 중요성이 증대되고 있다. 이러한 정보화 표준 밀 지칭은 조직의 지식, 인력, 정보기술, 업무, 시스템 등의 정보자원과 정보화 추진 절차 및 사용자/개발자 관점에 따라 체계적으로 개발되고 개선되는 것이 필요하다. 이 논문은 정보화 추진을 위해 필요한 표준 일 지침을 분류하는 다양한 과정을 통합하여 효율적이고 체계적으로 지침 및 표준을 관리, 개발할 수 있는 분류체계를 제시한다. 또한 이를 토대로 향후 정보화 표준/지침의 개발을 위한 방향을 모색한다.
