본 연구는 1982년부터 2002년까지 우리나라 15개 산업부분의 패널자료를 이용하여 지식생산함수추정을 시도하였다. 해당 산업부문의 지식생산활동에서 서로 다른 산업부문간에 산호작용영향이 중요하다는 관점을 고려하여 Mark et al. (2005)이 제시한 DSUR(Dynamic Seemingly Unrelated Regression)추정량을 이용하여 관련된 지식생산함수의 모수를 추정하였다. 본 연구의 추정결과를 살펴보면, 우리나라 지식생산함수에서 연구원 규모가 지식생산에 기여하는 탄력성정도는 0.25이며, 기존 지식축적량이 기여하는 탄력성정도는 0.353으로 나타났다. 이러한 실증분석 결과는 우리나라의 경우에 기존 지식축적량이 새로운 지식생산에 기여하는 탄력성정도가 1보다 작음을 보여준다. 지식생산함수의 관하여 추정된 계수의 크기가 시사하는 바는 우리나라의 장기적 경제성장률은 제품 및 서비스생산함수에 관련된 탄력성과 인구성장증가율에 따라서 결정되기 때문에 정부의 직접적인 R&D정책개입보다는 지식관리 및 보급 그리고 공유체계정비라는 간접적 R&D정잭개입을 통하여 지속적인 경제성장전략을 추진해야한다는 주장을 뒷받침한다고 볼 수 있다.

The purpose of this paper is to analyze industrial and innovation networks of long-live area of Honam Region and to suggest a policy direction for regional development of rural areas where have been neglected in the knowledge-based information society. Four counties (Sunchang, Damyang, Gokseong, and Gurye) in the Southwestern region of Korea are regarded as long-live belt of Korea. Production and innovation networks :Ire analyzed based on intensive surveys of firms in the belt. Major findings from the surveys are as follows. First, there are considerably strong local networks of production firms in terms of supply of input materials and labor. There are strong backward industrial linkages of the production firms with agricultural activities and considerable forward linkages with tourism industry. In addition, Internet is becoming a useful tool for sales of the new products. Second, the analysis of the innovation networks in the long-live area suggests the development of 'virtual innovation cluster' in the era of knowledge-based information society. The results imply that this innovation networks can be developed as a virtual innovation cluster in the rural areas, which can be the basis for the development of rural innovation systems.

In the knowledge-based economy the innovation through continuous research and development(R&D) is crucial for the economic development and competitiveness of the region or country. The role of university as an institution which creates and diffuses new knowledge and technology should be highly emphasized these days in that context. This study explores the university-industry collaboration. More specifically, technology transfer and knowledge exchange between a university and external industrial partners are examined and the influences of such activities are, then, evaluated in the aspects of innovation and competitive advantages of the industrial partners. The case study on the Chonnam National University indicates that the considerable amount of knowledge and technology developed within the university tended to transferred to local areas, namely Gwangju and Jeonnam region. It can be claimed that the university, at least Chonnam National University, has positive impacts on the regional economy through technology transfer and knowledge share.

Cyber attacks expose sensitive information and cause fatal damage in both the public and the private sectors. Therefore, MKE (Ministry of Knowledge Economy) Cyber Security Center was founded on July 25, 2008, to perform three major roles. First, it detects and analyzes cyber attacks for the both sectors. Second, its ISAC (Information Sharing & Analysis Center) service analyzes and evaluates the vulnerability of the communication and network infrastructure to security threats, including control systems. Third, it provides CERT/CC (Computer Emergency Response Team Coordination Center) service to prevent and to respond to computer security incidents. This study focuses on the MKE Cyber Security Center's service analysis, which is playing an increasingly larger role in the both sectors. Based on this analysis, after grasping the response services activity and pointing out the problems, this study suggests improvements to the MKE Cyber Security Center.

차세대 검색 엔진의 모형으로 일컬어지는 질의/응답 시스템을 개발하는데 있어서, 보다 정확하고 유연한 검색 결과를 제공하기 위하여 개념망에 기반한 지식베이스 구축의 필요성이 대두되고 있다. 본 논문은 기존의 개념망에 속성 구조를 추가한 확장 개념망과 속성에 의해 분류되는 정답문서 집합으로 구성되는 지식베이스를 이용한 질의/응답 시스템을 제안한다. 본 논문의 지식베이스에서 정의한 속성은 질의/응답에서 정답문서를 효과적으로 연계시켜 사용자에게 보다 유연한 정답을 제공할 수 있게 한다. 본 논문에서는 경제 분야의 지식베이스의 활용 예를 설명한다.

지식의 생성, 활용, 배급이 경제적 부의 창출의 원천이 되는 지식기반 경제 패러다임에서 소프트웨어 산업은 그 중요성이 더욱 강조되고 있다. 급속한 성장세를 지속하고있는 소프트웨어 산업은 대표적인 지식산업이라고 할 수 있다. 따라서 소프트웨어 산업의 전략적 육성은 경제전반에 걸친 엄청난 파급효과를 가진 중요한 과제이다. 본 연구에서는 소프트웨어 산업의 현황을 분석한다. 중소기업의 성장이 궁극적으로 전체 소프트웨어산업의 발전에 필수적이라는 이해를 바탕으로 현행 중소기업관련 법규를 분석하고 중소 소프트웨어 사업자의 활동영역을 확대시키는 지원정책을 제안한다. 추후 심층적인 연구를 통해서 지원정책의 효과적인 시행을 위해서 필수적인 지원사업범위와 대상 중소기업 규모를 결정해야 할 것이다.

This paper aims to analysis sectoral innovation patterns of technological innovation and localized knowledge spillover in Korean manufacturing sector. Sectoral innovation system approach proposed that the specific pattern of innovative activity and knowledge spillover in an industry can be explained as the outcome of different technological regimes. Technological regime is defined by the particular combination of technological opportunities, appropriability of innovations, cumulativeness of technical advances and properties of the knowledge base. Based on a sample of 2,882 firms in manufacturing sector, this paper provides empirical estimates of the relationships between firm's product innovation and localized knowledge spillover. Results of the analysis provide considerable support to the hypothesis that firm's product innovation and localized knowledge spillover are related to the nature of the underlying technological regime. In the industry based on the tacit and specific knowledge, firm's product innovation is positively related to the localized knowledge spillover. This paper also shows that high stability in the ranking of innovators are related to high degrees of cumulativeness and appropriability.

This paper deals with the deepening global competition of talent between regions as well as states in the process of globalization and the transition toward knowledge-base economies. This study figures out the global geography of talent by examining the distribution and spatial changes of the talent at the global scale. It also analyzes key policies and mechanisms by investigating various countries' policies to attract global talents. Finally this paper points out the limitation of current city-regional development strategies for global competition in that it lacks the consideration of the importance of the talent. In response to that, we propose the strategy to focus on the quality of place to attract the global talent for the city-region development.

새로운 경영 패러다잉의 전환과 지식경제시대에 도래하고 있는 현재, 기업들은 기업의 생존을 위한 경영방식의 일환으로 지식경영을 도입하고 있다. 지식경영은 지식의 창조, 공유 및 활용을 포함한 개념으로서, 지식의 효율적인 공유 및 활용을 위해 지식경영을 응용한 지식관리시스템이 활발히 도입 중에 있다. 본 논문의 목적은 지식관리시스템의 도입현황(배경, 도입내용, 효과)의 사례률 비교, 분석하여 도입관련 시사점을 제시한다. 지식관리시스템의 배경은 지식공유를 통하여 핵심역량을 강화하고, 경영목표를 달성하기 위해 지식을 통합, 광리할 필요성으로 도입하였고, 도입 내용은 조직의 산재된 지식을 통합, 분류하여 지식데이터베이스를 구촉하였고 지식경영 중심의 기업문화률 이루고, 평가와 보상 체제를 구축하였다. 지식관리시스템의 도입 효과는 지식이 차별화 된 경쟁도구로 인식되면서, 개인의 지식이 조직의 지식으로 전환되면서 지식의 자본화가 이루어졌고, 조직구성원들의 업무효율성 또한 증대되었다. 사례분석결과 성공적인 지식경영을 위해, 지식경영을 위한 가치관 및 기업문화를 정착하고 기업특성에 맞는 방식을 고안해 지식경영을 실천하고, 파일럿 프로젝트를 실행한 후 단계적으로 확산해야한다는 것을 알 수 있었다. 또한, 전략적, 문화적, 조직적, 기술적 측면의 구체적인 시사점이 제시되었다.
