Comparative Appraisal of Sustainable Development in Korean Metropolis (우리나라 대도시의 지속가능발전성 비교평가)

  • The paper has its focus on comparative appraisal of sustainable development in korean metropolises. In reference to OECD, UNCSD, PCSD and BBR indicator lists, somewhat transformed 14 themes and 42 quantitative indicators were chosen in economic, social and environmental sector. In next step, for the standardization of the indicators the own value of each Metropolis was relatively appraised based on the mean value of each indicator of the metropolises. If necessary, the indicator which has negative characteristics was transformed into positive scale so as to compare all of the indicators with same scale direction. As a result, it was found out that Seoul and Ulsan, highly concentrated in specific economic sector, reveals high level of sustainable development in economic sector but not in environmental sector. Kwangju is diametrically opposed to the former case. In contrast to the generally low level of sustainable development of Pusan, Taegu and Incheon, the metropolis Taejeon shows equally high level of sustainable development in 3 sectors.

  • A concept of sustainable development has become a major concern in international debate on water resources development and environmental conservation. Although sustainable water resources development and management takes a significant amount of concern in the development research, its applicability has not been insufficient in practices. The purpose of this study is to address a definition of sustainable water resources development and management and to illustrate relevant indicators. The study has also attempted to develop localized indicators hence to assess an availability of water resources development and management and to evaluate the water resources in Korea with the indicators which have been developed in other countries.

Preliminary Calculation of the Indicators of Sustainable Development for National Radioactive Waste Management Programs (국가 방사성폐기물 관리계획에 관한 지속가능 발전지표의 예비평가)

  • As a follow up to the Agenda 21's policy statement for safe management of radioactive waste adopted at Rio Conference held in 1992, the UN invited the LAEA to develop and implement indicators of sustainable development for the management of radioactive waste. The IAEA finalized the indicators in 2002, and is planning to calculate the member states' values of indicators in connection with operation of its Net-Enabled Waste Management Database system. In this paper, the basis for introducing the indicators into the radioactive waste management was analyzed, and calculation methodology and standard assessment procedure were simply depicted. In addition, a series of innate limitations in calculation and comparison of the indicators was analyzed. According to the proposed standard procedure, the indicators for a few major countries including Korea were calculated and compared, by use of each country's radioactive waste management framework and its practices. In addition, a series of measures increasing the values of the indicators was derived so as to enhance the sustainability of domestic radioactive waste management program.

Development of Community Design Evaluation Index from the Perspective of Sustainability (지속가능성의 관점에서 본 커뮤니티디자인 평가지표 개발)

  • The purpose of this study is to develop community design evaluation factors for sustainable urban regeneration and to suggest considerations for sustainable community design by analyzing excellent community design cases. Through literature review, previous studies on the concept and core items of sustainable urban regeneration, and the concept and components of community design were considered. In addition, evaluation indicators for sustainable community design were developed in the socio-economic, physical, environmental, historical and cultural dimensions through the analysis of the linkage with the evaluation factors of community design through the analysis of previous studies. The evaluation index consists of 3 evaluation items and 9 items including social performance and participation at the social level, economic feasibility at the economic level, environmental characteristics at the physical and environmental level, accessibility, contextuality, locality at the historical and cultural level, identity, and artistry. Includes dog evaluation factors. Reliability and effectiveness are secured through the developed evaluation index and detailed description and expert verification. Exploratory factor analysis and expert interviews were conducted through the survey, and as a result of the analysis, the stability and Cronbach'α coefficients were verified, and the validity of the community design evaluation index considering sustainable urban regeneration was recognized through expert interview. The results of this study are considered meaningful in that they can provide basic data for the improvement of community design for sustainable urban regeneration in the future.

A Review on Applicability of Sustainable City Index - Focusing on GCI, EPI and CBI - (지속가능한 도시평가지표의 적용 가능성 검토 - GCI, EPI, CBI를 중심으로 -)

  • This study was intended to develop Korean Environmental Sustainable City Index (ESCI) so that local governments can examine and identify urban environment issues and then come up with a policy to improve the environment and urban biodiversity for cities. Green City Index (GCI), Environmental Performance Index (EPI), and City Biodiversity Index (CBI) which have used worldwide were analyzed. Based on the result of analysis, evaluation indicators of ESCI were finally a total of 20 indicators under four categories, which are native biodiversity, living environment, ecosystem services, and governance and management. Then, five cities with biotope mapping and evaluation index were selected to apply ESCI for evaluation. In order to apply ESCI, local governments need to accumulate basic data. There should be a policy which requires local governments to build data for biotope mapping so that the rate of natural area, ecological network and permeable land surface can be evaluated. Indicators must be applied to be compliant with scale of the city and level of data building gradually.

  • 지속가능한 수자원 개발 및 관리를 위해서는 유역 내에서 진행되고 있는 수자원에 관련된 활동들이 지속가능한 개발의 개념에 부합하는지 여부를 판단해야 한다. 이를 위해서는 국가, 유역, 지자체 등의 수문, 수질, 사회, 경제, 환경적인 요인들을 고려한 다변수 평가 지수가 필요하다. 본 연구에서는 유역의 수자원을 평가할 수 있는 지표들을 선정하고 이들 간의 중요도는 계층적 분석기법(Analytic Hierarchy Process, AHP)을 사용하여 산정하였으며 이들을 종합한 수자원 지속가능성 지수(WRSI, Water Resources Sustainability Index)를 개발하였다. WRSI는 경제적 효율성 세부지수, 사회적 공평성 세부지수, 환경 보전성 세부지수, 유지관리능력 세부지수로 구성하였다. 지표들과 세부지수들 간의 중요도는 전문가들에 대한 설문조사를 통하여 산정하였다. 개발된 WRSI 구성지표들의 표준화는 이들의 적정 확률분포를 선정한 후 누가확률을 사용하여 산정하는 방법을 개발하여 사용하였다.

  • 최근, 유역 환경을 포함한 수문시스템을 보다 근본적으로 이해하기 위하여 순환적 인과관계를 가진 인간과 물환경시스템의 전체론적 이해의 필요성이 제기되었다. 더불어, 지속 가능한 유역관리를 위해서는 현재의 물환경시스템의 상태를 진단하고, 수자원 정책 및 유역관리 방안과 환경 변화에 따른 물환경시스템의 건강성을 평가하는 방법이 필요하다. 대상 시스템의 지속가능성을 평가하기 위하여 회복탄력성(Resilience) 개념이 도입됨에 따라 본 연구에서는 생태계서비스 개념을 활용하여 사회수문학적 회복탄력성을 정의하고 유역 시스템의 상태를 진단하고자 한다. 또한, 관측 기상 자료를 이용하여 기후변화가 사회수문학적 회복탄력성에 미치는 영향을 평가해보고자 한다. 이를 위해 기존의 하천 생태계서비스 지표 후보군을 수정 및 보완하여 새로운 지표군을 제시하였고, 경안천 유역을 대상으로 실제 유역의 상태를 평가할 수 있는 도구로서 해당 지표군을 적용하였다.

Implication Measures between Strategic Environmental Impact Assessment and Sustainable Development Indicators (전략환경영향평가와 지속가능한 발전 지표의 연계방안)

  • In 2015, Summits of State and Government at United Nations General Assembly agreed to set the world on a path towards Sustainable Development(SD) through the adoption of the 2030 Agenda. 2030 Agenda adopts 17 Sustainable Development Gooals(SDG) to achieve 3 pillars of social security, economic efficiency and environmental integrity. Sustainable Development Indicators(SDI) which are suggested by UN SDSN(United Nations Sustainable Development Solutions Network), have been developed for measuring SDG implementation, by which Sustainability Assessment(SA) can be accomplished to check through more holistic approaches to poverty alleviation, social inclusion and environmental management. In Korea, Strategic Environmental Impact Assessment(SEIA) has been applied to PPP(policy, plan, program) by 'Ministry of Environment', whereas 'National Land Planning Assessment(NLPA) which is one sort of SEA has been implemented to evaluate PPP of Ministry of Land, Infrastructure and Transport'. Although SEIA and NLPA have been utilized as decision-making support tools for stakeholders including high authorities, the reference criteria of these institutions are not considered as convincible and communicable. Evaluation criteria of alternatives which are core principles for SEIA and NLPA seem so ambiguous and unscientific. Through incorporation of SDI into SEIA, a convenient, quick and credible diagnosis of the key dimensions of SD comprising social equity, economic development and environmental management, can help develop a shared understanding of priorities of implementation of SDG.

  • With the growing international consensus regarding sustainable development of transportation, the plan of transportation infrastructure needs to meet various requirements toward enhancing environmental conditions. Accordingly, the upcoming long-term plan of high-speed rail network has to be reflecting the sustainability of transportation systems. In this paper, we propose methodologies based on multi-attribute utility theory for determining priorities of sustainable high-speed rail investment. The proposed methodologies identify indicators for sustainable transportation systems such as economic, environmental, social, and transportation-related ones and then, explain the way how to evaluate the overall sustainability by comparing the relative importance among indicators. This will help transportation agencies to prioritize high-speed rail investment toward sustainable transportation systems.
