A Success Factors Analysis on Social Enterprise in the Field of Crafts: Focused on the Case of Industree Crafts in India (공예분야 사회적기업의 성공요인 분석: 인도 인더스트리 크래프트의 사례를 중심으로)

  • This paper is to analyse how Industree Crafts, social enterprise in the field of crafts, could generate profit and create a sustainable growth for the last 30 years out of dependence on government grants in India. Success factors was drawn from the findings as follows. First, bringing stakeholder value: it preferred social mission as a goal for generating the value of stakeholders respectively and shared value mutually. Second, building distinctive internal business processes: it adapted unique business model and 4P strategy into its internal organization system and introduced the way of management to support the independence of self-help groups aimed at creating greater added value. Third, promoting learning and innovation culture: it challenged with the help of new design strategies continuously, was unafraid of change, and promoted learning culture to turn trial and error into the organization learning. Finally fourth, securing right finances and resources: it obtained proper finances and resources such as trying joint-sale, attracting investment from a private company, and acquiring enough skilled artisans at every scaling up.

Environmental Benefit Analysis for Railroad-related Projects (철도관련 사업에서의 환경편익 고려방안)

  • Environmental impact is getting more attention in many feasibility studies for railroad-related projects and research items. For sustainable growth and green transportation, the benefits typically used for feasibility studies in railway-related projects, are composed mostly of economic criterions which is not considering growing attention on changing paradigm. Based on the analysis of current methodologies, improvements in estimating environmental impact especially on noise and pollution are suggested. Active steering bogie has been proposed to satisfy stabilizing and steering performance of railroad. This paper describes the feasibility study of the active steering bogie for a urban railway vehicle based on environment-related criteria.

A Study on the Linkage Effects of Software Industry in Korea and the US (한국과 미국 소프트웨어 산업의 경제적 파급효과 분석 연구)

  • The software industry makes it possible to converge science and Information and Communication Technologies (ICT), create new markets, and create jobs. It is a key industry in the 21st century knowledge and information age, which is growing very rapidly. This study uses Input-output analysis to derive Linkage effect of the software industry in Korea and the United States (US), and compares the result with CO2 inducement effect to verify whether the industry meets the low carbon emission development strategy. As the result of this study, first, the software industries in Korea and the US are confirmed to have large influences on the national economy. Second, the Korean software industry has a low Forward linkage effect, so it is less affected by the output of other industries. On the other hand, in the US, it has a high Forward linkage effect and can induce a lot of output in others. Third, CO2 inducement effects of the industry in Korea and the US are both low, confirming that the industry is suitable for a sustainable future.

  • The purpose of this study is to survey fundamental limitations and problems of sports event hosting from the critical point of view and to set future-oriented perspective. The reason and legitimacy for hosting sports event have come from pragmatism based on ideological logic behind politics. Thus, the flow of advanced studies was mostly limited to the category of efficiency. However, there is fundamental limitation in sports even hosting in terms of its financial expectation and efficiency. Critical approach will contribute to minimizing side effects caused from blind acceptance through awakening dispassionate and realistic judgment. In addition, rational selection of sports even hosting can be achieved through interconnection of sports culturism's directivity as an advanced sense of sports culture, integrated perspective that penetrates problems of growth and distribution and local governance as apolitical philosophy, and of course, through concentration of energy.

Expected Role of ICT for Creative Economy (ICT와 미래창조경제의 나아갈 방향)

  • Paradigm of Global economy is changing to creative economy. This study focuses on the role of creative economy to clarify (understand clearly) the impact (influence) which transition of economy system will bring about. The creative economy is basically came from New economy theory. According to the New economy theory, a state can achieve sustainable growth without an inflation, or higher growth rate under given inflation rate, through an investment on ICT. However, different from America, Korea had limited effect of New Economy. This is because Korean economy had factor-input driven growth model rather than New Economy mechanism. However, ICT is essential requirement to move toward New Economy(Digital Economy), it does not sufficiently explain the increase of productivity and economic growth. A crucial point to realize New economy is how to diffuse and spill over the technology development on ICT sector to other industry. ICT is not creative industry or creative economy per se, and it should play as an enabler to improve other industry's productivity. The creative economy can be understood as an extension of New Economy theory. It means the economy that creates values by cultural assets and human resource, as well as capital and labor factors. However, if we understand the meaning of creative economy as change of input factors, it is hard to bring real shape of creative economy.

  • 본 연구는 한국의 도시재생과 스마트 물 관리의 정책 분석을 위하여 도시재생과 스마트 물 관리의 등장 배경, 주요 현안 및 연계성을 모색하고 도시재생방안으로서 스마트 물 관리체계의 가능성을 검토하는 것을 목적으로 한다. 1950년대의 도시재건(Urban Reconstruction)과 1970~80년대의 도시재개발(Urban Renewal, Urban Redevelopment) 등의 정비 사업은 물리적 환경정비에 초점을 맞추었다. 그러나 1990년대 환경문제가 세계적 이슈로 등장하면서 교외지역 난개발 문제에 대한 대응책이 필요하게 되었고 도시의 물리 환경적, 산업 경제적, 사회 문화적 측면을 부흥시키는 도시재생 접근법이 출현하였다. 한국 정부는 2017년부터 시작한 '도시재생 뉴딜사업'의 일환으로 스마트 기술을 적용한 도시재생사업을 통해 스마트도시 선도국가 도약과 세계적 흐름에 부합하는 도시성장을 기대하고 있다. 1980년대 초 등장한 스마트 기술은 2000년대 들어와 스마트 도시, 스마트 인프라, 스마트 그리드 등의 분야로 확대, 진보하였다. 물 분야의 스마트 기술은 2009년 스마트워터그리드 이니셔티브(Smart Water Grid Initiative)의 발족과 함께 IBM, CISCO, Intel 등의 IT 기반 물 관리 워킹그룹 형성, Suez, Veolia, Siemens 등 수처리 기업의 스마트워터그리드 분야 진출 모색과 함께 발전하기 시작하였다. 이후 2012년 유엔 스마트 물 관리 포커스 그룹(ITU-T SG 5)의 스마트 물 관리 표준화 연구가 착수되었고 한국은 국토교통부 건설교통기술 연구 개발사업 중 하나로 스마트 물 관리 장기 연구 사업을 시작하였다. 스마트 물 관리는 수자원 및 상하수도 관리의 효율성 제고를 위하여 스마트 미터, 센서, 디지털지도제작 등 ICT를 이용한 차세대 물 관리시스템이라고 정의할 수 있다. 구체적인 대상 분야를 고려한다면 하천수, 우수, 지하수, 하폐수처리수, 해수담수 등 다양한 수자원의 관리, 물의 생산과 수송, 사용한 물의 처리 및 재이용 등 물 관리 전 분야를 포함한다. 그러나 스마트 물 관리의 용어와 개념을 처음으로 도입한 미국 등 선진국과 관련기업들은 스마트 물 관리를 '스마트 워터 미터, 센서, 첨단 모델링, 수문 지도제작, 스마트 관개농업, 자동화 로봇 등 다양한 기술을 통합적으로 운영하는 지능적인 수자원 관리를 위한 정보네트워크'로 정의한다. 일찍이 도시재생으로의 패러다임 전환을 실시한 영국 및 일본과 달리 한국의 도시재생은 개념, 구성요소, 범위, 사업방식 등의 여러 가지 측면에서 아직 형성단계에 있다. 또한 한국의 스마트 물 관리 논의는 개념정립 측면에서 심층적 논의가 거의 부재하였다. 기존의 논의들은 수자원 혹은 상하수도서비스 분야에서의 연구결과와 기술개발성과를 기계적으로 적용하고 확대하는 측면만을 부각시켰다. 그러나 이와 같은 스마트 물 관리에 대한 논의는 정보통신기술과 물 관리 서비스를 단편적으로 연결하고 적용범위를 제한할 수도 있다는 점에서 한계성이 있다. 본 연구는 국내외 문헌검토를 바탕으로 한국의 도시재생과 스마트 물 관리의 정책을 분석하고 지금까지 별개로 간주된 두 개념의 장점을 융합하여 향후 지속가능한 도시개발 사업으로서의 가능성을 검토하고자 한다.

Does Social Responsibility Activities Keep Future Earnings Sustainability? (사회적 책임활동은 기업의 이익을 지속시키는가?)

  • Companies shall hold social responsibility as a member of the social community. Corporate social responsibility uses corporate resources, yet it plays important roles in reducing social imbalance. Their responsibilities are highly associated with the corporate sustainability. Many earlier studies on the association between corporate social responsibility and corporate sustainability have been attempted. Yet it should be mentioned that they do not show a variety of realities as linearity between dependent variables and independent variables were assumed. Thus, this study aims to analyze Markov blanket, a node of minimum descriptive variables that relieve a rigid assumption among variables and affect corporate sustainability by using Bayesian network. Sensitivity analysis was used to elicit how other variables affect by reflecting the complex reality when real factors are changed. As an important result of this study, the firm's future earnings sustainability is naturally related to operating earnings, and as the corporate governance structure is sound, the firm is able to steadily fulfill its social responsibility. However, the fact that the size of a company is large does not mean that it is in good compliance with corporate laws. This would not be unrelated to the fact that many of today's companies are not complying with the law and are suffering social condemnation. Results from this study will serve as a useful analytic tool when investors and creditors showing interests in corporate sustainability for assessing the value of companies and making investment decisions. Moreover, they can be used as references for relevant agency supervising capital markets to establish or improve appropriate institutions aimed at improving corporate sustainability.

New Adaptation Process to Serum Free Media for the Growth of Serum-requiring Human Cell Line (혈청 요구성 세포의 생육을 위한 무혈청 배지의 새로운 적응 공법)

  • Sprial adaptation technique of conditioned media has been applied to cultivate human cell line which can not survive in a serum free mdium without adding any growth factors in basal medium Doubling time and scu-PA production from serum free adapted cells were 5 days and 890 (IU/mL), respectively in a T-flask, whose values were not much lower than the productivity of 1100(IU/mL) from 5% serum containing medium. It was required to use conditioned media for attaching cells on microcarriers when cells were inoculated into a spinner vessel. Then, cells could continuously grow in serum free medium with having specific growth rate of 0.106 (1/day) and specific scu-PA production rate of $1.58{\times}10_{-5}$(IU/cell/day) in batch cultivation.

재정건전화를 위한 사학연금제도의 자산운용 방안

  • 사학연금재정재계산위원회(2016)에 의하면 사학연금제도는 2027년에 기금규모가 최고로 도달한 후, 다음 해 부터는 재정수지가 적자로 전환되어 2046년에 기금이 완전히 고갈될 것으로 전망되고 있다. 그래서 동 제도의 지속가능성을 위한 연금재정의 안정화 대책이 시급하다. 현재 상황에서 사학연금제도의 지속가능성에 대한 연구는 자산운용을 효율화하여 기금고갈시점을 최대한 연기하고, 동 기간 공무원연금제도의 개혁과 연계한 지속가능성을 모색하는 방안이 최선의 방안이다. 지금까지 사학연금은 해외투자나 대체투자 등 다양한 자산배분 포토폴리오를 설계 운용하여 왔는데, 대체투자로는 높은 수익률을 실현하여 왔으나 해외투자 수익률은 기대에 미치지 못하였다. 국내외 연기금들 중 지난 6년간 가장 높은 단순 수익률을 실현한 CPPIB의 수익률을 사학연금재정재계산위원회가 사용한 연금재정재계산 수익률에 적용하여 추계한 연금재정은 2044년 기금최고시점에 이르렀고, 2045년부터 재정수지가 음(-)으로 변하여 2060년부터 기금이 완전히 고갈될 것으로 전망되었다. 그리고 사학연금의 운용성과가 미흡한 주식투자 수익률을 국민연금 주식투자 수익률로 적용하였을 경우, 사학연금재정재계산위원회 추계 결과와 비슷한 기금최고시점 및 기금고갈시점을 보였다. 글로벌 경제가 저성장 저금리 기조로 들어서고 있는 이 시점에서, CPPIB가 지난 6년간 실현한 높은 수익률을 중장기에 지속적으로 기대하기는 어렵다. 그래서 사학연금기금을 최대한 유지하기 위해서는 다양한 투자대상을 개발함과 동시에 CPPIB의 자산배분 포토폴리오와 포토폴리오 변동성 및 기대수익률을 통제할 수 있는 수리모형을 도입하고, 국민연금의 주식투자 운용원칙 및 기준을 벤치마킹하여 자산배분을 효율화하여야 한다. 이와 동시에 향후 공무원연금제도 개혁 과정에서 사학연금제도의 지속가능성을 반영할 수 있는 방안에 대한 연구가 필요하다.

KoFlux's Progress: Background, Status and Direction (KoFlux 역정: 배경, 현황 및 향방)

  • KoFlux is a Korean network of micrometeorological tower sites that use eddy covariance methods to monitor the cycles of energy, water, and carbon dioxide between the atmosphere and the key terrestrial ecosystems in Korea. KoFlux embraces the mission of AsiaFlux, i.e. to bring Asia's key ecosystems under observation to ensure quality and sustainability of life on earth. The main purposes of KoFlux are to provide (1) an infrastructure to monitor, compile, archive and distribute data for the science community and (2) a forum and short courses for the application and distribution of knowledge and data between scientists including practitioners. The KoFlux community pursues the vision of AsiaFlux, i.e., "thinking community, learning frontiers" by creating information and knowledge of ecosystem science on carbon, water and energy exchanges in key terrestrial ecosystems in Asia, by promoting multidisciplinary cooperations and integration of scientific researches and practices, and by providing the local communities with sustainable ecosystem services. Currently, KoFlux has seven sites in key terrestrial ecosystems (i.e., five sites in Korea and two sites in the Arctic and Antarctic). KoFlux has systemized a standardized data processing based on scrutiny of the data observed from these ecosystems and synthesized the processed data for constructing database for further uses with open access. Through publications, workshops, and training courses on a regular basis, KoFlux has provided an agora for building networks, exchanging information among flux measurement and modelling experts, and educating scientists in flux measurement and data analysis. Despite such persistent initiatives, the collaborative networking is still limited within the KoFlux community. In order to break the walls between different disciplines and boost up partnership and ownership of the network, KoFlux will be housed in the National Center for Agro-Meteorology (NCAM) at Seoul National University in 2011 and provide several core services of NCAM. Such concerted efforts will facilitate the augmentation of the current monitoring network, the education of the next-generation scientists, and the provision of sustainable ecosystem services to our society.
