Implementation Measures for Sustainable Smart City (지속가능한 스마트 도시 추진방안)

  • This study has intended to propose implementation measures to promote a smart city based on the sustainable development concept. To reach this goal, this study analyzed the issues associated with the U-City, which is the forerunner of a smart city in South Korea, and examined the planning elements of domestic and international cases through reviewing literatures related to sustainable development, smart city and sustainable smart city. The study defined the definition of the sustainable smart city and identified its economic, social, and environmental objectives for each sector of sustainable smart city. Furthermore, this study proposed integrated implementation measures for a sustainable smart city to pursue. The implementation measures included three strategies and 17 major technologies based on the vision of 'transition to a sustainable smart city in respond to the era of the 4th industrial revolution.' These strategies were (1) establishing a sustainable smart city; (2) building and maintaining smart infrastructures; and (3) smart urban regeneration.

A Study on Sustainable Development of Urban Area in Green Belt -Focused on City Development of Sustainable Compact City Method (개발제한구역 내 도시의 지속가능한 개발을 위한 연구 -지속가능한 컴팩트시티형 도시개발을 중심으로)

  • This study suggests Compact City type urban development strategies and planning elements with the purpose of sustainable development. The suggestions are based on analysis of the development projects promoted in the cities within Green-Belt. Following are the findings of this study: First, in the late 20th century, Compact-City has been suggested as standard of sustainable urban development in the developed countries, and this promoted urban development plans were presented in detail. Second, The development plans are suggested plan elements by urban environment, space, community, and management. It was classified as an applicable element in Green belt and Compact City type. Finally, after comparing several city development projects (Gwacheon, Uiwang, Hanam), differences and Limitations between the Compact-City type urban development. Considering analysis of this study, urban development projects in Green Belt should be prepared to sustainable Compact city type urban development.

  • 도시에서 녹색성장을 위한 노력은 이미 '지속가능한 도시'를 위한 노력의 일환으로 토지이용, 주택, 교통, 환경, 산업, 행정계획 등 다방면에 걸쳐서 여러 곳에서 활발히 진행되어 왔다. 지속가능한 도시는 안정적인 경제성장, 쾌적하고 건강한 환경의 보전, 사회적 약자의 보호와 문화발전을 동시에 달성하는 도시를 의미한다. 지금까지의 도시성장이 경제위주의 양적 성장이었다면 지속가능한 도시성장은 환경문제와 사회문제를 경제문제와 같은 비중으로 다루어나가는 질적인 발전을 의미한다.

The Urban Structure and Sustainable Regeneration in Lubbock City, Texas (미국 텍사스주 러벅시의 도시 구조와 지속가능한 도시 재생)

  • In recent years, various perspectives on the sustainable regeneration based on culture, history, identity, and the ecosystem have arisen in attempt to harmonize the environmental, economic, and social issues of the city. However, these ideas did not consider the importance of urban structure for sustainable regeneration. This research attempts to reveal the fundamental characteristics of sustainable regeneration of Lubbock, Texas in the United States through the analysis of urban structure, city planning and city regeneration planning. Despite the 300% expansion of city area in the 1950s, since the 1970s Lubbock's civic center has decreased in population due to middle class migration into southwestern and western suburbs. In the 1980s, a redevelopment organization was established, and a private sector-centered regeneration plan was implemented. In this study, a new approach for urban regeneration was introduced, resulting in strategies focusing on the linkage of urban regeneration into the characteristics of the entire city.

  • 오늘날 우리사회는 환경변화와 기후 위기 가속화로 인하여 삶의 질 악화는 물론 인류 생존까지도 걱정해야 시기에 이르렀는데, 이러한 변화의 주범인 온실가스의 75%가 도시에서 발생되고 있다(Global Sustainable Development Repor, 2019), 이에 국제 사회는 도시 중심의 녹색 전환 정책 추진 중인데, 우리나라는 2017년부터 '도시재생뉴딜사업'을 추진하고 있다. 이에 본 연구는 지자체가 주도적으로 환경성과 창출 방안을 마련, 도시의 지속가능성 높이는데 일조하고자 탄소중립 선도 도시 사례와 도시재생의 문제점을 살펴봄으로써 도심 내 과밀화 문제와 탄소배출 해결 방안을 제시하였다. 당초 '도시재생뉴딜' 사업은 도시의 다양한 니즈를 충족시키기 위하여 시작되었으나, 최근에는 도시 노후화와 탄소배출 문제에 대응하기 위하여 '그린도시', '친환경 도시'를 지향하고 있다. 그러나 이를 뒷받침할 법·제도의 제·개정 및 이를 바라보는 이해관계자의 시각 전환이 이루어지지 않아 크고 작은 많은 문제점이 발생하고 있다. 도시재생의 첫 번째 문제점은 정책지원의 30% 이상이 일반근린형에 집중됨에 따라 주거형 도시재생 양상을 띄고 있다는 점이다. 이는 임기가 제한된 지자체장이 가시적인 성과를 위하여 도시 내 인프라 확충에 집중한 결과로 지속가능한 도시재생을 저하시키는 요인이 되고 있다. 두 번째, 도시재생 뉴딜사업이 계획수립과정에서 지속가능성에 대한 검토와 환경성 평가에 대한 고려 부족으로 기후 위기 대응에 미흡한 실정이다. 노후 도시의 주거 과밀화 문제를 해결하고 효과적인 도시 탄소 감축을 위하여 건물 - 마을 - 도시 등 여러 공간 단위의 온실가스 배출량 감축 전략 수립이 필요하다. 세 번째, 치·이수 위주의 도시재생 뉴딜사업으로 탄소 중립 대책이 미흡하다. 대응 방안으로는 자원의 관점에서 물 소비 감소 촉진 및 재생에너지 증가 전략이 필요하다.

  • This paper discusses how the strategies for crime prevention are interrelated to sustainable urban development. The sustainable urban development for healthy and safe cities implies regulations or legal, lawful control to reduce fear of crime and prevent substantial threats to health and safety of individual persons as well as of the community. City planners attempt to apply to the strategies for crime prevention their perception of what the sustainable urban development should be with respect to urban environment. Many planners have studied on the possibility of reduction in fear of crime and actual crimes through environmental improvement. The results of their preliminary studies provide specific suggestions to reduce crimes and fear of crime by application of CPTED. This study proposes alternatives in policy necessary for CPTED, which is one of the strategies for crime prevention, to take its place as a useful strategy for making the urban societies safe and sustainable.

  • The main objective of this study is to analyze the sustainable development of the landscape management system for the historic city of China, and to find out the implications to historic city in our country. Firstly, this study introduces the karrimor of historic city in China and the evolution of historic landscape management policy, and then analyses the main content of the historic landscape management system with Beijing, for example: "the protection planning of historic city", "the protection and construction planning of historic city in twelfth five-year plan", "the comprehensive planning of Beijing", and lastly suggests the way of sustainable development for historic landscape management of Beijing. In Beijing, three are three different levels of landscape management system, cultural properties(individual), historic districts(area), and historic city(as a whole) on the basis of the landscape management for historic city. The sustainable development of the historic landscape management system in Beijing gives meaningful implications to historic cities in Korea.

  • This paper aims to discuss and develop theories of social sustainability as an alternative of urban development, recognizing that urban development paradigm needs to turn to the qualitative perspective. Urban development in Korea has mainly focused on quantitative expansion disregarding qualitative development so far. Korean cities has achieved the quantitative accumulation of wealth due to the strategy. However, as a result, it is also certain that socio-economic problems such as urban poverty, social polarization, deterioration of welfare and quality of life are getting more serious. In the context that social sustainability meets social needs of urban residents based on equity and focuses on social development, it has an important meaning in relation of social and economic problems such as inequality and distribution of urban development. Furthermore, social sustainablity can foster urban residents' endogenous capability and governances. The importance of social sustainablity has been standed out and its concept and practical problems have been discussed diversely among researchers in the Western advanced countries for the last decade. However, social sustainability is still unattractive and its institutional strategy are insufficient in Korea. Concepts and practical problems of social sustainability have implications on the development path of Korean cities which have been accumulated contradiction due to the quantitative development for a long time.

  • 지금까지 인류가 창안해 낸 가장 훌륭한 대안적 개발 패러다임은 '지속가능한 개발'이라 할 수 있다. 어젠다21(Agenda 21) 등 국제기구에서 논의되는 지속가능한 개발의 개념은 '미래 세대의 욕구를 충족시킬 수 있는 환경과 여건을 저해하지 않으면서 현 세대의 욕구를 충족시키는 개발'이다. 그리고 이 지속가능한 개발은 세 가지 핵심적 요소를 포함하고 있는바 이는 환경적 가치, 미래 지향성, 그리고 형평성이다. 이와 관련한 지속가능한 도시개발에 대해 알아보자.

  • This study discusses the sustainable development of the compact city. The problems of urban sprawl have long been recognized. Urban sprawl results from the confluence of several factors: the lure of cheap open land outside the city, advances in transportation, the ready availability of capital to buy property, the increase in the number of real estate developers and the mass production of housing. The term compact city has the opposite connotation to urban sprawl. Compact cities provide a more energy efficient and less polluting environment, because dwellers within them live closer to shops and work and can easily walk, bike or take public transport. In other words, the compact city has the objective of facilitating the integration of the different functions through the intensive development of various facilities, such as residences, commerce, businesses and of improving the efficiency of urban energy usage by decreasing the volume of traffic.
