성능인증 제도란? 중소기업이 개발한 기술개발제품을 지방중소기업청 또는 시험연구원에서 그 성능을 검사하여 성능이 확보되었음을 인증하는 제도로써 중소기업이 생산한 기술개발제품을 공공기관에서 안심하고 우선구매토록 정부가 성능을 확인하는 제도이다. 중소기업이 개발한 기술개발제품이면 성능인증을 신청할 수 있으며, 다만, 의약품, 농$\cdot$수산물, 총포, 화약류, 사행성 제품, 비가공 제품 식$\cdot음료품은 제외된다. 신청은 중소기업청에 접수하며, 지방중소기업청에서 신청을 받으면 지방청에서 성능검사가 가능한 사항은 지방청에서 직접 성능검사를 수행하고, 지방청에서 불가능한 일부 항목에 대해서는 시험연구원에 위탁하게 되며, 시험연구원은 성능검사 결과를 지방청에 제출하면 지방청은 그 결과를 토대로 성능인증을 하게 된다. 성능보험제도란? 성능인증을 받은 제품을 공공기관에 납품한 후 성능저하로 인한 손해를 보전해주는 제도로써 구매담당자가 성능보험 가입제품을 구매하여 사고가 나더라도 면책될 수 있으며, 성능보험 가입제품은 제한 또는 지명 경쟁에 우선 입찰할 수 있는 자격을 부여해 준다. 가입은 성능인증을 받은 제품이 성능보험에 가입할 수 있으며, 의무보험이 아닌 임의보험이므로 반드시 성능보험에 가입하지 않아도 된다.

Present state of nationwide marine facilities reported to 12 regional maritime affairs and port offices of MLTM in Korea for two years 2008 and 2009 was analyzed based on region and type of facilities, and national management plan was proposed in this study. As of the end of 2009, 8 types of marine facilities were reported to Yeosu regional maritime affairs and port office, while only 3 types of facilities were reported to Pohang, Daesan and Jeju regional offices, respectively. Oil and noxious liquid substances storage facilities belonged in the type of facility which was reported to all of 12 regional offices, and ranged from 11 facilities reported to Pyeongtaek regional office to the respective 38 facilities to Yeosu and Masan regional offices. In pollutants storage facilities, 4 facilities were reported to Masan regional office, 2 facilities to Donghae and Mokpo regional offices, respectively, 1 facility to Yeosu, Gunsan and Pyeongtaek regional offices, respectively, and none of facilities to the other regional offices. Ship construction, repair and scrap facilities belonged in the type of facility which was reported to all of 12 regional offices, and 45% of the facilities were concentrated in Southeastern Sea of Korea centering around Busan and Masan. In cargo handling facilities, 3 facilities were reported to Busan and Masan regional offices, respectively, 1 facility to Daesan regional office, and none of facilities to the other regional offices. In wastes storage facilities, 5 facilities were reported to Ulsan regional office, 4 facilities to Gunsan regional office, 2 facilities to Incheon regional office, 1 facility to Yeosu regional office, and none of facilities to the other regional offices. 65% of nationwide water intake and drainage facilities were concentrated in the areas of Pohang and Mokpo, and 78% of nationwide fishing spots at play were concentrated in the area of Masan. In other marine facilities, 4 facilities were reported to Donghae regional office, 3 facilities to Masan regional office, 2 facilities to Yeosu and Pyeongtaek regional offices, respectively, 1 facility to Incheon and Ulsan regional offices, respectively, and none of facilities to the other regional offices. In integrated marine science base facilities, 3 facilities were reported to Jeju regional office, 1 facility to Yeosu, Ulsan and Gunsan regional offices, respectively, and none of facilities to the other regional offices. The management based on the circumstances of regional offices, the management based on the characteristics of the type of facilities, the amendment of the relevant rules and regulations, facility owner's full knowledge and observance of the relevant rules and regulations with regard to the relevant type of facilities, and positive management actions from national point of view were proposed for national management plans of marine facilities.

On the analysis of the regional organizations of coast guards in USA, Japan and BK, the ideal organization of area coast guard of Korea is proposed. It is composed of three area coast guards in West, South and East sea and special units in order to carry out missions and to response requirements and needs in the maritime fields in object oriented way. The proposed regional organization can be actualized as the model of development by improving the listed tasks.

A new quantitative analytical method has been established for the rapid determination of flumethrin in honey products using high performance liquid chromatography (HPLC). Sample was dissolved and extracted in the mixture of water and acetonitrile (1:2). The extracts were purified with silica cartridge eluted by the mixture of hexane and dichloromethane (55:45) and analyzed at 266 nm using HPLC. The percentage recovery of flumethrin spiked in sample was found to be 90.2-97.8% and the limit of detection is 0.003 mg/kg. We validated the method for the linearity, the precision and the reproducibility. We investigated the residues of flumethrin in honey products retailed in market using the established method. Flumethrin was not detected at all among 130 samples of honey.

항로표지 관리운영시스템은 항로표지 상태정보의 감시제어 및 정보 제공 등을 위하여 지방청별로 설치시기 및 용역사에 따라 다양하게 운영하고 있다. 항로표지 관리운영시스템을 도입한 지방청들은 표준화되지 않은 관리운영 S/W를 현장 상황에 맞게 변경하여 각 지방청별로 관리운영 S/W의 구축 및 관리운영 예산의 중복투자 및 관리측면에서 어려움이 있다. IALA(국제항로표지협회)는 해사 안전 분야 국제표준인 S-100에 따른 항로표지 정보 표준인 S-201 규격을 개발 중에 있다. 이에 e-Navigation 도입을 대비하여 고도화된 항로표지 정보의 체계적이고 지속적인 제공을 위해 S-201을 적용한 항로표지 관리운영시스템의 표준 S/W 개발이 필요하다. 본 연구에서는 현재 운영 중인 항로표지 관리운영 시스템의 현장조사를 통하여 현황을 조사 분석하였다. 그리고 S-201 구조를 기반으로 한 항로표지 관리운영시스템용 DB 구조를 설계하였으며, 사용자 편의성 및 시스템 관리 효율성을 개선한 새로운 표준 시스템을 설계하였다.

고용노동부 서울지방고용노동청(청장 권혁태, 이하 서울청)은 우리나라의 수도이자 정치 행정 경제 문화 교통의 중심지인 서울의 안전을 뒷받침하고 있는 곳이다. 서울지역 전체를 비롯해 직접 관할하고 있는 종로구, 중구, 서초구, 동대문구 등을 포함해 다양한 산재 예방 사업과 정책을 추진하고 있는 것이다. 이러한 서울에는 각종 공공기관, 대기업 본사 등을 비롯해 다양한 시설이 밀집돼 있는 것은 물론 수많은 근로자들이 일을 하고 있다. 따라서 서울에서 대형사고가 일어날 경우 상당한 여파가 발생하게 된다. 때문에 이 지역 산업안전을 책임지는 서울청의 어깨가 더욱 무거울 수밖에 없다. 특히 지난해 유난히 서울지역 건설현장에서 대형 산업재해가 많이 발생한 것과 관련, 서울청은 사고 재발 방지를 위해 현장에 자율안전관리체제를 정착시키는 한편 예방대책 위주의 지도 감독을 전개하는 데 역점을 두었다. 본지는 서울지역 안전을 총괄 지휘하고 있는 권혁태 서울지방고용노동청장을 만나 올해 산업안전정책 등에 대해 이야기를 나눠봤다.

VTS센터의 해양사고예방 및 관제역량 향상에 있어 관제사의 교육과 훈련은 매우 중요한 역할을 담당하고 있다. 이에 현제 VTS관제사의 교육훈련 현황을 파악하고, VTS관제사 교육훈련을 개선하기 위하여 VTS교수요원, 관제사 기본업무 수행능력 자체 진단 평가 등 지방청 중심의 VTS관제사 교육훈련 개선안을 제시하고자 한다.
