Audits by local governments help to improve local governments's internal control, diagnose their policies, increase their administrative performance and prevent any Policy errors. But the specialty level of the self-authority audit & inspection is low level. It comes from frequent job rotations which results in disposition of unskilled employees instead of ones having majoring knowledge and practical experience. In order to overcome the aforementioned problems and strengthen the function of the self-audit in local governments, we suggested a new system as a solution by considering various audit environments. This study is to find the problems of local Audit and suggest the new system of self audit evaluation system. Electronic self-authority and inspection system is strengthen the self-authority audit & inspection and ultimately will be making strength the effectiveness of local government performance.

인류가 살아온 역사는 재난을 극복하기 위한 과정의 연속이였다. 효율적인 재난 대응을 하기 위해서는 중앙정부 뿐만 아니라 지방자치단체도 통합관리체제로 재편되어야 할 것이다. 기초자치단체의 재난관리체계가 상당히 미흡한 상태이기에 광역지방자치단체와 긴밀한 상호공조체제 유지로 역할 분담을 명확히 하여 신속하고 체계적인 대응체계를 구축하고, 재난관리 전문인력을 집중 육성 및 구난장비의 확충과 더불어, 국민들의 안전의식 수준을 향상시키고 위기 상황발생시 극복할 수 있는 가상체험 훈련 등을 통하여 유사시에 대비할 수 있도록 한다. 또한 재난관리 정보시스템을 설계하고, 재난관리 대응매뉴얼을 활용하여 재난시 국민들이 슬기롭게 대처하여 재난피해를 최소화 하는 방안을 강구하여야 한다.

This study aims for improving the system in Disaster Management of Local Government. In addition, the overall disaster management system was compared to the effectiveness of the disaster prevention system and reliability, and problems and improvement points were derived. The disaster management system in Korea has a structure that promptly investigates and restores damage by a simple procedure. Korea disaster management system manages information on top-down structural disasters through the flow of prevention, preparation, response, and recovery. The process from disaster response to recovery under the leadership of the central disaster safety headquarters is simplified. Disaster management tasks are dispersed among departments, making it difficult to respond promptly. Under the control of the central government, disaster management, such as disaster prevention, investigation, and recovery, are carried out. The disaster management improvement direction of the local government should establish the disaster response system focusing on the local government. Therefore, it is necessary to have budget to operate the organization - centered disaster management budget and the disaster management organization. The disaster response manual should be prepared considering the disaster environment and disaster prevention plan. In order to utilize disaster information, it is necessary to reorganize information system such as integrate and streamline of the private resource database and NDMS.

This paper as basic study for the effective conflict management of the local government analyzed the local laws and regulations in conflict. The significant analysis details of this research are a basic contents, a goal and conflict party, a term of the laws and regulations and an consideration committee, an mediation committee, a important different item. This study suggested the methods of record management for the heads of local government, which would be the most valuable among local records. In order to conduct a systematic record management for the heads of local government, this study suggested the methods of establishing a record management system regarding regulation arrangement, production registration, preservation, utilization and services. First of all, in order to estimate the record category of the heads of local government, the study examined the duties of the offices of the deputy heads of local government, secretary's offices and information offices, which have been subsidiary & assistance branches in charge of producing the record. In addition, it investigated the present conditions of record management for the heads of local government through the interviews with secretary offices and information offices belonging to 16 cities and provinces and the claims for information disclosure and found out the following problems. They included incomplete record production, non-registration of produced records, abolition of records and taking them out of designated places with due notice, record preservation period regardless of the term of the heads of local government, varied preservation period for the records of the heads of local government by local self-government, short preservation period of primary records and non-management of home pages after the term of the heads of local government. To solve such problems, the study suggested the regulation arrangement for record management and a record management system. The regulation arrangement could be obtained through the establishment of the administrative organization setup condolence etiquette enforcement regulation and the recorders in local government and the revision of operation rules and through the revision of the reference plan for operation rules enactment of recorders from National Archives of Korea. As for the record management system, the study suggested the establishment of production, registration and preservation system of records for the heads of local government and the utilization and services of their records. In order to produce and register the records, the unit assignments should be founded by department in charge of the duties related to the records of the heads of local government on record management criteria, thus letting the staff surely produce and register the records. In terms of utilization and services of the records, the study suggested the use of websites and drawing up the record list, through which each record viewer would be able to figure out which records have been managed through the list services and which services could be given to the residents, thus letting the residents and the heads of local government who finished their term of duties use the records.

수질오염총량관리제는 설정된 목표수질 이내로 유역 내 오염물질의 총배출량을 관리하기 위해 도입되었다. 그 동안 4대강 수계를 대상으로 수질오염총량관리제를 시행해오면서 여러 문제점들이 발생하였다. 이러한 문제점들을 개선하기 위한 제도적으로 보완이 이루어져 왔으나, 중앙정부와 지방정부간에 역할이 명확히 정립되지 않았다. 따라서 본 연구에서는 수질오염총량관리제의 효율적인 시행을 위해 중앙정부와 지방정부간 역할 정립방안을 제안하고자 한다. 중앙정부는 국가하천 주요지점에 대상오염물질 및 농도를 설정하고, 지방정부는 해당유역에 대상오염물질의 목표수질을 설정하여야만 한다. 또한, 지방정부는 유역의 수질개선정도를 파악하기 위해 지류하천을 중심으로 수질 및 유량모니터링을 지속적으로 수행하여야 한다. 지방정부는 중앙정부(유역환경청)에서 수립한 기본계획에 따라 설정된 목표수질을 초과하는 유역의 시행계획을 수립하여야 한다. 수질오염총량관리 이행평가는 기초자치단체에서 매년 지류하천의 수질 및 유량모니터링을 통해 목표수질 만족여부만 평가하고, 이행평가보고서는 계획기간의 최종년도에 목표수질 초과유역에 대한 원인분석을 포함하는 이행평가보고서를 유역환경청에 제출하도록 해야 한다.

Starting from the agenda that we should determine the function of local government at each level in order to facilitate decentralization, this article is dedicated to demonstrating problems in the practice of Korean legislation today. On the one hand, in the "local autonomy act", the local governments' function is designated by the term "affairs of local governments" which includes autonomous duites and the duties delegated by the State to local governments. Meanwhile, all of acts by which governments are granted the power of execution, upon the principle of "the reservation of law", does not distinguish the nature of each authority as well. On the other hand, as regards the legal status of the territorial collectivity, the practice in the legislation does not clearly distinguish between territorial representation and national delegation. If we want to achieve the decentralization, we should reevaluate and determine EVERY authority and responsibility of administrative service in terms of its nature whether it is for the local diversity or for the standardization of public service in the State. In following, we should have the terminology by which we can designate the territorial collectivity which is distinguished from the national organ at the local level in the legislation.

The objectives of this study were to identify the roles of local government for developing community lifelong education, and to suggest desirable directions for upbringing human resource for the future in local community. The roles of local governments have become a more difficult challenge in the context of the ever increasing trends of rural population's moving toward urban areas mainly for the better education for their children. Even though there are regional differences in income level, educational environment, and budgetary constraints. local governments can play an important role in helping community people to build strong community in terms of economic development and enhancing the level of quality of life, and upbringing community leaders. Local governments' priority should be given to provide the better educational opportunities for students as well as community people through community lifelong educational programs.
