남해안의 해양관광벨트 조성사업은 양 지역의 세계화와 지방화의 기틀을 동시에 마련할 수 있다는 측면에서 그 의미를 찾을 수 있다. 남해안의 관광유람선사업은 연안 해양지향적 국토개발정책 비중이 증대되는 과정에서 중앙정부도 남해안국제관광벨트 조성사업계획을 금년말까지 수립할 계획이며, 민선자치시대를 맞아 지역의 자립의식 및 지역간 경쟁분위기가 고조되면서 지역의 비교우위성 자원을 활용한 지역발전전략을 추진하는 분위기가 성숙되는 등, 국가 지역적인 여건과 합치하고 있으며, 그 위에 남해안의 관광유람선사업은 동서협력 차원에서도 유익한 사업으로 기대된다. 실질적인 동서화합은 상호 인 물적 교류를 통해 과실을 함께 얻을 수 있는 기반이 마련될 때 이루어진다는 측면에서 관광유람선사업은 동서협력의 대표사업이다. 관광유람선이 운항되면 양지역주민들의 상호 방문이나 자치단체간 상호 친선방문 등이 이루어짐으로써 인적 교류가 활성화되는 계기가 될 것이며, 관광유람선이 운항되면 남해안에 풍부하게 부존되어 있는 수산자원과 특산물 등 물적자원의 교류가 이루어짐으로써 남해안지역의 수산물과 특산물 관련산업 진흥에 기여할 것이며, 관광유람선 운항을 위해서는 사전 준비단계에서부터 운항에 이르기까지의 과정에서 부산, 경남, 전남 등 자치단체의 협력이 전제되어야 하는데, 이러한 협력체제가 동서협력으로 성숙될 가능성이 높고, 또한 관광유람선의 운항범역이 단계적으로 중국, 일본에까지 확대되면 남해안지역의 세계화에도 기여할 것이다.

Oegosan Onggi Village can be characterized by having industrial significance and cultural significance of Onggi. However Onggijang(Onggi maker) worked in poor conditions because the village was in the limited development district. Throughout the new millenium phenomenon of Well-being, the awareness of cultural values has been increased while local government designated Onggi as Local Intangible Cultural Heritage(ICH). In this condition, Ulsan metro city and Ulju county paid attention to Onggi Village as tourist attractions. First, they worked improving condition of village through Cultural Tourist Attraction Plan. Second, they extended their participation in Onggi Festival so the festival growed. Third, they designated Onggijang in Village as Local ICH. These activities were the effort in order to revitalize the village, however the cultural tourist attraction plan was solely centralized into tourist attractions. Thus, the work condition of Onggijang was not considered sufficiently so the work condition had become more inconvenient than the previous situation. In the case of Onggi festival, the outward development has been accomplished in accordance with the growth of festival scale and visitors, while the identity of festival had been weaken so the Onggijang barely attended the Onggi festival. The designation of ICH was also the unilateral decision, Onggijang had been in the conflict relationship between Onggijang concerning the craftsmanship and maintenance of the ICH. Local Government had power on their Intangible Cultural Heritage(ICH). Therefore we need to seek for role and functions as community on ICH.

Extension service in Korea has radical changes in accordance with local autonomy acts, 1994, and reformed rural development acts, 1995. According to these acts, the role of the central government is to arrange local extension service carried out by local extension office, to present basic plans on technical knowledge diffusion or farmers training to local government, and so on. Local extension office is a part of local government, and extension service is commited to the local government.

정부는 최근 인천, 부산, 광양 등 3개 지역 경제자유구역청을 조직$\cdot$인사$\cdot$재정 등에서 자율성과 독립적인$\cdot$허가권을 행사하는 특별지방자치단체로 격상키로 하였다. 외자유치를 통한 원스톱 행정서비스를 제공하기 위해서다. 현재는 외자유치시 각 상급 지자체를 돌아다니며 인허가를 받아야 하기 때문이다. 하지만 특별지자체는 통상의 지자체와 구별되기 때문에 상위 단체의 규제를 받지 않고, 외자유치 등의 특수 목적을 위해서는 최대한의 자율적 권한을 갖게 된다. 이렇듯 정부에서도 경제자유구역청에 많은 관심과 힘을 쏟고 있다고 할 수 있다. 3개 지역의 경제자유구역청 중 가장 왕성한 활동을 펼치면서 외자유치에 모범이 되는 곳이 있다. 바로 광양만권경제자유구역청. 지난해 3월에 개청되어 타 경제자유구역청보다 늦게 출발하였지만 그 결과는 정 반대다. 광양만권경제자유구역청의 초대 청장으로 부임한 백옥인 청장은 포스코터미널 등 8개 업체로부터 9034만달러의 투자를 유치하고 국내외 15개 업체와 2조 720억원에 달하는 투자의향서를 교환하는 등 광양만권을 발전시키기 위해 노력하고 있다. 나아가, 광양에 대한 국제 인지도를 높이고 도로 등 SOC를 확충해 기본적인 투자환경을 조성해 가면서, 동북아 경제 및 물류 거점도시로 발돋움하기 위한 구체적인 계획을 하나하나 펼쳐 나가고 있다.

본 연구에서는 인터넷 무역의 특징, 기존 무역절차와의 차이, 인터넷 무역의 주요 수단, 성공요건 등을 살펴보고 인터넷 무역과 관련된 정부부처, 무역유관기관, 학계, 언론, 정보통신업체 등의 역할과 추이, 국내 수출기업의 인터넷 무역 활용 등을 검토하였다. 이러한 검토를 통해 법적, 제도적 뒷받침, 인프라 구축, 거래알선 서비스 및 무역정보 제공뿐만 아니라 인터넷 무역 전문인력의 육성을 포함하여 기업의 현실을 감안한 현장 밀착형 지원체제의 구축이 필요하다는 것을 알 수 있었다. 이와 관련하여 대학 등 교육기관의 역할이 매우 중요함을 강조하고, 향후 대학 등이 중심이 되어 중앙정부와 지방자치단체, 무역유관기관, 종합상사, 언론기관 등과 긴밀한 산 학 관 협력체제를 구축함으로써 지역 중소기업의 발전과 대학생들의 취업이나 창업에 기여할 수 있음을 살펴보았다.

Place Marketing is a new strategy for the regional development, using the regional image, facility and history. The purpose of this paper is to search the possibility of place marketing in the area of railway. Already there were some cases to vitalize the close line and out-of-business station. In this context, some ideas to connect the railway with trip, leisure and regional festival are recommended. For the market place, the cooperation with local government is essential.

오늘날의 과학기술은 국가전체의 경쟁력 강화는 물론, 지역의 산업과 경제를 발전시키고 국가의 균형발전을 도모하는데 있어서 매우 중요한 역할을 수행한다. 지역경제 활성화의 주역인 중소 벤처기업을 육성하고, 지역산업을 체계적으로 발전시키며, 지역주민의 생활편의 향상을 위한 각종 지역개발 사업을 추진함에 있어서 과학기술이 핵심적인 요소이자 중요 수단으로서 기능하고 있기 때문이다. 이에 따라, 각 국가들은 1970년대 이후 지방의 과학기술을 육성하고 지원하기 위한 지방과학기술정책을 지속적으로 수립하여 추진해 나가고 있다. 우리나라의 지방과학기술정책이 실질적으로 수립되고 추진된 것은 1990년대 초반 이후 과학기술이 지역경제 활성화를 위한 유효한 수단으로 인식되기 시작하면서 경제 관련 부처를 중심으로 지역과 연계한 각종 사업들을 추진하면서 부터라고 할 수 있다. 특히 과학기술의 지방화 내지 과학기술 지방분권에 관한 논의와 정책적 노력은 1995년에 도입된 지방자치제도의 본격적인 시행과 함께 이루어졌다고 할 수 있다. 그러나 그 진전과 발전은 아직도 여전히 미흡한 상황이다. 이는 과학기술의 연구개발과 진흥이라는 정책의 특성에 기인하기도 하지만, 지방자치단체 스스로 관련 정책을 수립하고 추진할 수 있는 기반과 여건이 제도적인 측면에나 실제적인 측면에서 매우 취약하였던데 그 원인이 있는 것으로 분석된다. 이 글은 과학기술의 지방분권을 강화하여야 한다는 최근의 사회적 논의와 관련하여 지방과학기술정책의 발전을 위한 방안을 모색하는데 그 목적이 있다. 이를 위해, 그동안의 지방과학기술정책 추진현황 및 지역의 과학기술 혁신기반과 역량을 살펴보고, 앞으로 지방 스스로가 지역의 과학기술혁신정책을 수립하고 집행할 수 있는 역량과 기반을 강화하는데 필요한 제도적 과제들을 검토하여 제시하였다.

The goal of U-Eco City testbed is improving the technical completion of ubiquitous technology/Services which have been developed in other core projects in U-Eco City, by implementing newly developed ubiquitous technology/Services to testbed. When the newly developed ubiquitous technology/Services are implemented in the testbed, we will monitor whether the developed ubiquitous technology/Services can be applied in the real situation and if they have problems we will find out the solution to solve the problems. Final goal of this reaserch is framework development for the U-Eco City construction guideline. We developed the framework development for the U-Eco City construction guideline by i)analyzing steps for construction of U-Eco City, ii) analyzing details of each steps for construction of U-Eco City, and iii) including results of research which have been developed in other core projects in U-Eco City.

4차 산업혁명시대를 맞이해서 세계 각국이 경제 활성화를 위하여 창업을 장려하고 있는 추세이다. 글로벌 관점에서 재정위기가 있었던 지난 2008년 이후 여러 국가들의 산업전반에서 위기감이 고조되어 경제 활성화를 위하여 창업을 장려하는 사회적 공감대를 형성하는 등 세계 각국은 청년창업을 통한 경제성장에 주력하고 있다. 우리나라도 현재 세계적인 흐름에 맞추어 정부와 지방자치단체가 최우선의 정책과제로 청년층의 창업을 지원하는 등 창업 활성화 노력을 경주하고 있다. 한국경제의 활성화 및 청년실업의 문제를 해결하고 더 나아가 4차 산업혁명에 대비한 새로운 신성장 동력을 발굴하기 위하여 정부와 지방자치단체는 창업을 새로운 돌파구로 삼아 청년층의 창업을 지원하는 등 다양한 지원정책을 시행하고 있지만 상당수의 창업 지원정책들은 지역의 창업 실태를 면밀하게 파악하지 않은 상태에서 일반적인 창업 지원방안들이 수립, 집행되곤 하는 것이 현실로 가시적인 효과는 당장 나타나지 않고 있다. 특히 청년창업은 퇴직 이후의 생계형 창업과 달리 신성장 동력분야 및 기술·지식 집약적인 분야에 대한 창업으로 구성되는 경우가 많아 국가 산업적인 측면에서도 그 중요성은 매우 크다고 할 수 있다. 정부와 대학 및 학생 등은 ICT 중심의 창업 생태계를 구축하는 등 새로운 시도를 모색하여 창업 활성화를 통한 경제 활성화를 유도하기 위하여 일자리 창출과 신산업 육성에 다양한 정책을 추진하고 있다. 이에 본 연구는 청년창업가가 창업성과를 높이기 위한 청년창업가 특성들이 창업성과에 미치는 영향을 살펴보고 네트워크 활동이 청년창업가 특성과 창업성과에서 매개역할을 하는지에 대해 실증분석 하고자 한다. 본 연구를 통해 향후 청년창업가들이 창업성과를 내기 위해 고려해야 하는 여러 요인 중 우선적으로 확보하거나 수행해야 하는 요인을 파악하여 자원을 효율적이고 효과적으로 사용할 수 있도록 기여하는 것을 목적으로 한다.

The role of local government is no longer having to refer to the central government those matters related to local issues, but having the autonomy to make to make decisions that aHect the cOi1lmunity, taking into consideration the particular characteristics of its locality, community opinions, funds and local eHorts to build a better local environment to live in. From this point of view, the role of industrial design is steadily increasing in each local communities. However, at present it appears that no concrete measures have yet been formulated for esigners' participation in the local community development. This is partially due to the lack of awareness by the local government and the lack of eHorts by designers. The primary consideration of recent local development in the form of industrial complex construction appears to be the revenue-orientated aspect of its development. Similarly, the staging of international events in local areas seem to bring out the negative side-eHects of administration. Thus, local problems and revitalization issues should be redirected from local government to local community initiated solutions. Similarly, local governments should instead encourage the development of small and medium-sized rprises than large coporations. And the subject of local development should proceed with the 'software-concept' as its core constituent. Based on these current situations, this study examines the important role of industrial design and proposes a new direction for revitalization of a local area.
