최근 지방자치단체는 세계화 개방화 정보화 기술화라는 메가트렌드와 지방화 분권화 자치화라는 국내외 환경변화에 직면하고 있어 그 생존과 발전을 위해서는 무엇보다도 지역개발 및 지역경제발전이 시급하다는 위기의식을 가지고 있다. 과거 국가적인 차원에서 주도되어 왔던 지역경제개발정책이 이제는 지방자치단체에 의하여 지역적 차원에서 이루어지고 있다는 것이다. 특히, 경제정책의 대외적인 측면인 통상정책분야는 최근의 시대적 흐름에 비추어 볼 때 그 개발의 주체가 지방자치단체이어야 하며 지방자치단체의 정책영역 중에서도 비중이 가장 높아지고 있다. 이러한 통상진흥정책의 중요성에도 불구하고 중앙정부차원에서 제공되어지는 통상자료는 수도권 중심의 자료가 대부분이어서 그 자료를 이용할 때는 해당 지방의 중소기업에 맞게 지방자치단체가 보완 수정해줄 필요가 있다. 특히, 세계화와 지방자치시대 이후 경쟁이 심화되고 있는 지방자치단체는 국내외적인 통상환경변화에 능동적으로 대처하기 위하여 통상진흥전략을 신축적으로 운용하여야 한다.

The purpose of this study was to comparatively analyze local educational autonomy(LEA) between Korea and the U.S. and investigate the new directions that Korea can follow. To do so, a comparative analysis was employed to study the background, development process, principles and structural elements of the respective LEAs. The conclusions drawn from the study were as follows: First, the structure of the Korean LEA should be selected and established. Second, the LEA principles should be discussed again and decided anew to accomplish the goals of the LEA by mobilizing all local potential resources. Third, 'control by people,' one of essential LEA principles, should be expanded to include the participation of the people.

As local government is of great importance for the sake of advancement of the political system based on national participation in politics and recognition for autonomy, it is proper to appreciate the need and come up with strategies so that the local government can be successfully established and developed. Therefore, a survey was conducted among residents, civil officials, and local councils, who are the main bodies of local government. As a Jesuit, it turned out that there were problems in terms of specialty and integrity, that there are potential risks of local or group egoism, and that political indifference is getting intensified among some residents, and even they tend to avoid participation. This result indicates that there are needs for the establishment of the recognition and efforts for consistent reconsideration among participants.

민선지방자치 실시 이후 충남도민의 자치의식 조사를 통해 자치의식 제고 및 자치역량 강화와 관련된 정책적 시사점 도출을 통하여 향후 바람직한 충남도민의 자치의식 정립 및 자치역량 강화에 요구되는 일련의 지침을 제공하고자 한다. 이러한 문제하에 자치의식 조사 결과를 통하여 본 정책적 함의는 지방자치단체의 정책능력 신장, 지방의회의 역할과 지방의원의 자질 향상, 지방공무원의 역할향상 기대, 주민의 자치의식과 주민참여 활성화 노력 등으로 요약할 수 있다.

한국에서의 경찰제도는 국가경찰의 형태로 운영되어와 획일적이고 중앙집중식의 경찰활동에 대한 거부감이 전반적으로 있어왔다. 그러나 지역주민의 의사에 따른 자율규율에 의한 다원적 민주주의를 실현하고 국민의 기본권을 실질적으로 보장하기 위하여 지난 1995년 지방자치단체의 장과 지방의회 의원의 동시선거가 시행되어 온 이래 10여년이 흘렀다. 그러나 지방자치제도가 시행되기 이전부터 자치경찰제도에 대한 논의는 지속적으로 이루어져 왔다. 자치경찰제에 있어서 주요쟁점의 핵심사항은 자치경찰제를 도입하는 것의 득실관계라고 볼 것인데 이는 관점과 어느 측면에 중점을 둘 것인가에 따라 다르게 나타나게 된다. 지방자치의 존재 이유 중에는 주민 복지적 차원에서 주민의 안전보호가 중요한 부분을 차지하고 있다. 특히 자치경찰제는 수사권독립과 함께 지난 몇 대에 걸친 각 대통령의 선거공약이었기 때문에 노무현 정부 출범 이후 정부는 지방분권차원에서 정부혁신지방분권위원회에서 여러 가지 검토를 해 온 바 있다. 2004년 1월에 정부혁신지방분권위원회의 지방 분권과제 주요과제로 자치경찰제 방안을 검토하기 위해 위원, 관계 공무원 10명으로 자치경찰 T/F를 구성하여 운영한 이 후 자치경찰제 도입방안에 대하여 경찰정과 실시 단위 및 수행 사무 등 주요 쟁점에 대해 협의하면서 실천 가능한 방안을 마련하기 위해서 스페인, 프랑스, 이태리, 그리스 자치경찰기관을 현지 방문하여 외국 자치경찰 제도를 조사한 후 2004년 9월 중순에 자치경찰(안)을 발표하였다. 이 안은 크게 경찰을 사법경찰과 행정경찰로 구분하는 개념 하에 최초로 나온 자치경찰제에 대한 구체적 시행 안이라는 점에서 그 의의를 찾을 수 있을 것이나 지금까지의 기대수준에 과연 부응하는 안이 될 수 있을 것인가에 대한 의문이 제기되고 있다. 동 사안은 2005년 하반기에 시범적으로 시행하고 민선 4기 자치단체장이 출범하는 2006년 하반기에 본격적으로 시행될 것으로 발표하고 발표와 동시에 정부혁신지방분권위원회에서는 본 자치경찰제 기본방향과 법안제정의 원칙과 구체적인 내용에 대한 토론회를 개최하는 등 다양한 홍보를 하였으나 여러 가지 문제점으로 인하여 아직 시행되지 못하고 있다. 따라서 과연 이 안이 한국에서의 자치경찰제 시행에 효과적인 안인가 그렇지 않으면 대선공약을 지키기 위한 일종의 정치적 고려를 한 졸속적인 안이 아닌가에 대한 논란이 제기되고 있다. 지금까지 한국에서는 자치경찰에 대한 많은 토의가 있어 왔으나 이번에 제하고 있고 현재 지방자치단체에서 시행하고 있는 기존 법집행방식과 거의 차이가 없는 상태시된 안은 적어도 지금까지 논의되어왔던 제도와는 매우 생소한 자치경찰 제도를 근간으로 에서 ‘무늬만 자치경찰’ 이라는 비판이 일각에서 제기되고 있는 실정이다. 현재 자치단체에서 시행하고 있는 행정 경찰적 기능을 다소 보완하고 제복착용과 조직을 하나 더 만든 정도가 아닌가 하는 정도이다. 그러므로 본 연구에서는 정부혁신지방분권위원회에서 제시한 자치경찰제도(안)을 중심으로 자치경찰제도 운용의 목적 충족과 실질적인 효과의 측면에서 분석하고 바람직한 자치경찰제도의 운용에 대해 살펴본다.

네팔 지방자치단체의 고형폐기물 관리 부서는 도시계획 및 개발국이나 환경위생 부서 또는 일반 복지 부서에서 담당한다. 네팔에는 폐기물관련법과 기준, 지침이 제정되어 있으며 지방자치단체법에 의해 지방자치단체 여건에 맞게 관련 법률 조항을 개정할 수 있다. 네팔에서 발생하는 가정폐기물의 65%는 유기성 폐기물이나, 폐기물 관리는 아직 체계화되지 않고 있다. 지방 NGOs와 일부 부락이 분리수거와 퇴비화를 실시하고 있으나 병원폐기물과 같은 유해폐기물의 경우 병원이 자체적으로 소각하고 있으며 지방자치단체의 의해 적절히 처리되지 않고 있다. 현재 네팔에서는 폐기물이 비위생 매립 방식에 의해 처리되고 있어서 지방자치단체에서 이를 금지하고 위생매립지를 확대 설치할 계획이다. 그럼에도 불구하고 기술 및 전문인력, 예산의 부족, 민간자본 및 시민들의 참여 부족으로 인해 지방자치단체가 설정한 폐기물관리 목표를 달성하지 못하고 있는 실정이다. 네팔 지방자치단체들이 당면한 시급한 과제는 지속가능한 폐기물관리 계획 및 전략의 수립이다. 네팔 지방자치단체의 폐기물관리 계획은 폐기물의 적정 처리를 위한 제도적 측면의 강화는 물론, 폐기물 분리 배출 및 수거에 시민들의 동참을 이끌어내고 이해관계자의 참여 확대, 폐기물 처리 비용, 폐기물 처리를 위한 적정기술의 개발과 같은 내용을 포괄할 수 있어야 한다.

The suggestions that follow are about the plan for the cooperation between private security and local government and the enhancement of its service for facing the change of public peace environment. Fist, by a local government collecting funds, the business for revitalization of local economics should be done to enhance local economic independence. Second, the autonomous right of a local government should be reinforced and the center for taking complete charge of local security should be established in the self-governing body. Third, the private security should be connected with the local characteristics, the role of which enlarged as well. For this developing the model of security service for the local area and working together between private security and police should be achieved. Fourth, it is necessary for a local government to entrust the private security with its public security service. For this it should be achieved to set up the range of local security service and inform local residents of the advantage of security service entrusted to private security. Finally, in connection with the new system of local police, it is necessary to have clear grasp of the work related to the private security among local police services and private security business and local police should take partial charge of the public peace service. Through the cooperation between private security and local government, the role of private security will be enlarged and its business revitalized as well.

한국천문연구원 소속의 소백산천문대와 보현산천문대에는 연구원,대학교수,대학원생 등 전문가들에게 공개되는 국가 연구기관으로,일반인에게는 공개되지 않는다.일반인들이 자유롭게 방문하여 별을 볼 수 있도록 지방자치단체에서 건립/운영중인 시민천문대가 있다.현재 지방자치단체에서 건설한 시민천문대는 대전,영월,김해,경북 양양,예천 등 다섯 곳이다.현재 여러 지방자치단체에서 천문대를 건립중이거나 건설을 계획하고 있어 보다 쉽게 별과 우주에 다가갈 수 있는 환경이 조성될 수 있을 것으로 기대된다.

The history of decentralization and autonomy is the result of the struggle for democracy against the authoritarian central government. Before the imminent law amendment, there are many tasks for decentralization and citizen autonomy. Therefore, decentralization and autonomy are not given on their own but they must be taken from authoritarian and centralist power group which possesses exclusive interests. The decentralization and autonomy now enters into the stage of development. In 1960, the April 19 Revolution opened the era of democratic local autonomy and it was abolished by the military coup of May 16, Now, the era of the reform of the decentralization are coming. Decentralization and autonomy will evolve from the stage of quantitative expansion to the stage of qualitative leap. This paper proposes that the revision of decentralization be the strategic maximum, and that the independence of the local government personnel rights be the tactical minimum. This paper insists that the independence of personnel right in the local government can be a link with law amendment for decentralization. Local autonomy and decentralization are the main subjects of the amendment. Above all, clarifying this is the subject and method of this study, and the scope of the study.
