제5회 전국 동시지방선거 예비후보 등록이 시작되면서 인쇄업계가 다소나마 활기를 띠고 있다. 지방예비후보 등록을 마친 후보들이 홍보물과 명함을 대량 주문하면서 인쇄물량이 늘고 있기 때문이다. 특히 전국 지방선거 인쇄물 시장이 약 5000억 원으로 추산되는 가운데 이번 지방선거는 기초단체장과 지방의원은 물론 교육감과 교육의원 등 8개선거가 동시에 치러지는 만큼 주문량도 이전 선거보다 크게 늘어날 것이라는 기대가 크다. 지방선거를 60여일 앞둔 지금, 인쇄업계의 현실을 들여다보았다.

건교부가 밝힌 투기과열지구 해제 시한은 분양가상한제가 시행되는 9월 이전으로 지구 해제 방침은 일단 명확한 상태다. 그러나 건설사와 지자체들은 현 지방 시장을 감안할 때 하루가 급하다는 주장을 펴고 있다. 건설교통부에서는 이에 대해 1개월 내에 지방의 투기과열지구 해제를 검토하겠다는 의견을 내놓고 있다.

Korean Film Council (KOFIC) is entrusted by the Ministry of Culture, Sports and Tourism, Republic of Korea, aiming to support and promote Korean films. With the government's policy for balanced regional development, KOFIC head office will be relocated to Busan. Busan is famous for the Busan International film Festival and their effort for Korean film industry. Until now, the Korean film industry is concentrated on the Seoul metropolitan areas. With the relocation of KOFIC, it is the time for KOFIC to recognize and promote and Busan as the Second key Cluster of Korean film industry. With the cooperation with Busan Film Commission, KOFIC needs to set up the new promotion plan for Korean film industry for future including building new film production studio, raising regional film production fund, and scouting new talented filmmakers.

카나다의 돼지개량에 대한 국가적 유전능력 평가는 산육능력(100kg의 등지방과 일령)과 모돈의 번식능력(총산자수)을 BLUP animal model(최선형 불변예상치 가축모형 : Best Linear Unbiased Predictor Animal Model)을 이용하여 정규적으로 평가하고 있다. 새로운 검정자료가 수집되어 질때마다 매번 BLUP평가가 이루어져 농장으로 제공된다. 현재의 유전능력 변화에 대한 추정가는 연간 등지방 두께 0.35mm와 100kg도달일령 1.5일이 향상되었다. 이것은 1985년 BLUP이 소개된 이전보다 등지방 $50\%$, 일령 20배 이상의 개량효과이다. 그 외에 모돈의 번식형질에 대한 개량은 계속적으로 연구가 진행되고 있으며 국가적 육종계획에는 도체와 육질에 대한 유전적 개량사업이 추진되고 있다.

This study sets out to investigate the installation of royal kilns and its impact on local kilns, taking note of celadon vase with inlaid cloud pattern in Joseon Dynasty. For that purpose, it determined the kilns and period to produce celadon vases with inlaid cloud pattern, and compared them with the pattern, design, and deformity of the celadon vases produced in the royal kilns in the 15th centuries. The celadon vase with inlaid cloud pattern was superior in quality than the porcelain for tribute ware manufactured together in Jeolla Province before the installation of royal kilns. And then a majority of sagijangs at local kiln had difficult time securing enough supply of manpower and resources, and discontinued manufacturing the celadon vase with inlaid cloud pattern. En revanche, celadon vases with inlaid cloud pattern produced from specially fixed royal kilns reflected the local sagijang's skill. Local kilns were strongly influenced by the installation of royal kilns. Those could not freely use high-quality white clay, limited to the market. Besides, most of the skillful sagijangs were assigned to royal kilns. Celadon vases with inlaid cloud pattern can be used as evidence to show that the manufacturing technique was transferred from local kilns to the royal kilns as well as to show that their production in royal kilns soon became stabilized.

전력거래소는 전력계통 운영과 전력시장 운영을 위하여 각각 계통운영시스템과 시장운영시스템을 운영하고 있는데 현행 시스템이 2013년을 전후로 한계수명에 도달할 것으로 예상이 된다. 또한 공공기관 지방이전 정책에 따른 전력거래소 본사 이전도 추진되고 있어 노후화가 예상되는 현행 전력IT시스템을 교체하여 신규로 구축하는 사업을 추진중에 있다. 본 논문에서는 이러한 차기 전력IT시스템 구축 사업의 배경과 주요 추진계획을 간략하게 기술하고자 한다.

Korea's government-sponsored research institutes (GRIs) have contributed a lot to the economic development of Korea. They have become major components of the Korean national innovation system. However, in these days, they have been blamed for low productivity and inefficiency, as well as insufficient contribution to national development. This paper argues that the major problem of Korea's GRIs lies in their concentration in a few regions, e. g. Seoul, Gyeonggi, and Daedeok. It argues that they should be fairly distributed among regions in order to contribute to the development of Korea effectively. In this regard, this paper explores the relevant policy options to effectively distribute Korean GRIs among regions. It suggests two categories of distribution scenarios. The first category is based on the types of GRIs to be distributed. This category has three scenarios: existing GRIs, branch institutes of existing GRIs, and new GRIs. The second category is based on the jurisdiction of GRIs. It has also three scenarios: GRI system as an independent sector, GRI-university cooperation system, and integration of GRIs to regional universities. These scenarios have advantages and disadvantages, respectively. Therefore, we must find a rather satisfactory scenario based on the mixture of scenarios of both categories.
