A Study on Development of Evaluation Indicators for the Human Competency and Management In Managed Security Service (MSS) (보안관제 업무의 인적 역량 및 관리에 대한 평가지표 개발 연구)

  • Currently many central administrative agencies, municipalities and public and private institutions operate Managed security services to cope with cyber security incidents. These entities exert efforts in operating efficiencies rather than introduction of services as they used to. Accordingly, quite a few policies, directions and guidelines have been established for stable operation of Managed security services. Still, Managed security is operated by individuals, whose competencies influence the quality of Managed security services to a great extent. In this respect, the present article examines Managed security technology and methods and describes evaluation methods and examples relevant to human competencies, so as to seek for some potential courses for further development as well as more efficient approaches to human resource management in terms of institutional Managed security services.

The characteristics of Records Management Policy during Participation Government(2003~2008) (참여정부 기록관리정책의 특징)

  • Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.

  • Under the influence of a paradigm shift for administrative service of public institutions in around the world, the 'Government Affairs Assessment Act' has been enacted in Korea in March 2006. By the law, each local governments have been obligating to conduct self-assessment and resident's satisfaction survey for improving administrative service. Thus, the purpose of this study is to evaluate the administrative service quality of district offices(in seoul) in order to meet the government's efforts, and to derive improvement point of administrative service quality in district office. Consequently, this study shows administrative service quality factors affecting resident's overall satisfaction degree, service value maturity and positive image maturity of district office and then, will explore improvement ways of each district office through attribute analysis of administrative service quality.

  • This comparative analysis on the project scheme of property-led regeneration of UK and Japan aimed to suggest the implications for economy-based urban regeneration of Korea. Property-led regeneration attract private capital by deregulation and public investment since 1980s' neoliberalism. Its effectiveness for creating job and economic growth is demonstrated through last decades. The cases of property-led urban regeneration of 2000s, such as Stratford, King's Cross, Otemach and Shinonome, show decrease of public direct investment, promoting deregulation. It also proved that property-led urban regeneration has a great ripple effect to local economy. And the partnership among central and local governments, public development corporations, private developers and other local interest groups is emphasized for delivering successful urban regeneration. Especially, human empowerment of local government and responsibility of public organization are also required to deliver urban regeneration.

  • The Korean government designated 10 innovation cities throughout the country in 2005 in order to resolve concentration on the capital region and to promote balanced development of localities. An innovation city is a future-type city equipped with environment for innovation and high-quality settlement environment in terms of residence, education and culture by accommodating public institutions and facilitating close cooperation among companies, universities and research institutes. Thus, for the early settlement and activation of innovation cities, this study suggested a plan to operate the current innovation city business centers from a mid- and long-term viewpoint rather than for a limited time. Through this study, we attempt to establish the roles of the centers so that they can play central roles in the move of public institutions, the development of industry-university-research institute clusters, the creation of innovations, and the spread of innovations, which are the goals of the development of public institutions, after the sites have been prepared.

  • 기후변화의 영향으로 전세계적으로 이상 기후 및 자연재해가 증가하면서 재난을 효과적으로 관리하기 위한 법체계 및 제도에 대한 관심이 높아지고 있다. 그럼에도 불구하고 재난관리의 법과 제도적 측면에 대한 연구는 공학 및 기술적 연구에 비해 충분히 이루어지지 않고 있다. 특히 재난관리에 대해 많은 경험을 축적해온 선진국가의 재난관리체제에 대한 연구는 아직 미비한 수준이라 할 수 있다. 따라서 본 연구는 영국의 재난관리체제를 법과 제도를 중심으로 분석하고 한국에 필요한 시사점을 도출한다. 영국의 재난관리 체제는 지방정부가 재난대응에 있어서 주도적인 역할을 수행하고 중앙정부는 대응 가이드라인을 제시하고 지원 및 조정업무를 수행하는 분산적 재난대응체제라 할 수 있다. 중앙정부에는 재해를 전담하는 조직이 별도로 구성되어 있지 않고 지방행정조직이 지역특정에 맞게 위기관리계획을 수립하고 집행한다. 지역별로는 지방정부, 기업, 시민단체로 구성된 민관협력체인 위기관리포럼을 형성하여 재난에 대처한다. 반면 한국의 재난대응체제는 중앙집권적이며 국민안전처가 재해전담조직으로서 역할을 하고 있으나 영국과 같은 민관협력체는 발달하지 않았다는 차이점을 발견할 수 있다. 영국과 한국의 재난관리체제를 비교해 볼 때 다음과 같은 법 제도적 개선방안을 제시할 수 있다. 첫째, 분산되어 있는 재난관리 기본법을 하나로 통폐합할 필요가 있다. 둘째, 지방정부의 재난대응권한을 강화해야 하며 특히 인력과 예산이 재난에 적절히 대응할 수 있는 수준으로 조정되어야 한다. 세째, 지방수준에서 재난대응 관련 기관들간 조정 및 협력을 할 수 있는 체제가 강화되어야 한다. 네째, 민간단체를 재난대응체제에 조직적으로 참여시킬 수 있도록 해야 한다. 이를 위해서는 주민단위의 방재조직이 공공부분과 효과적으로 협조할 수 있도록 할 수 있는 제도적 틀이 필요하다. 다섯째, 재난대응단계 설정에 있어 예방에 앞서 지역의 특성에 따라 예방업무를 효과적으로 수행할 수 있도록 진단하는 평가단계를 추가하는 것을 고려해야 한다.

A National Study Explaining the Public Library Use among Korean Adults: Examining the Influence of Individual Characteristics, Local Library Inputs, and Local Government Investments (한국 성인의 공공도서관 이용에 영향을 미치는 주요 요인 분석 - 개인, 도서관의 특성 및 자치단체의 도서관 투자를 중심으로 -)

  • The purpose of this national study is to identify the factors affecting the public library use among the Korean adult population. The study constructed a model of three types of factors to explain the frequency of public library visits: an individual's socio-demographic characteristics, input and output measures of the local library, and the community size and library investment of the local government. The data were collected from both a national representative sample of 1,000 adults of 18 years old or above who participated in a web survey and the 2013 National Library Statistics of Korea. It was found that a more frequent public library visit occurred when a person who read more and lived closer to the library, which was newly established in a small to medium-sized scale, who lives in a city with a greater population and with more library staff members serving a fewer patrons. Implications for future public library constructions and for public services were suggested based on the study findings.

  • Due to rapid climate changing and the need for energy conservation, environment friendly initiatives have emerged, and regulations to support establishment of green structures in construction have been legislated and enacted. In this study, the supporting of green build method act for rapid climate change and energy conservation. Using green build method, protecting surrounding ecosystem and developing green building continuously, I suggest alternative for protection of the environment. Identifies Envelope Design Elements among various construction Green Building Design Guidelines. Green buildings that we extract the Green Building envelope design from Design Guideline, select the object building through the green buildings examples of public institution relocation projects. Since then analyzes the planned schematic design and Green Envelope Design Elements and Green Building Certification(G-SEED). So, that future directions for planning correlation of Green Building and Design Guidelines about Green Design Elements Can be presented.

하도급대금 어음.대물변제 "뚝" - '09.1.28일부터 '하도급대금 지급확인 제도' 시행 -

  • 최근 건설경기 침체에 따라 하도급 대금을 현금으로 지급하지 않고 불법 장기어음이나 미분양 아파트로 대물변제 등의 불법 하도급대금 지급행위를 근절하기 위해 국토해양부가 지난 1월 28일부터 '하도급대금 지급확인제도' 시행에 들어갔다. 하도급대금 지급확인제도는 원도급자가 하도급자에게 지급한 공사대금 내역과 하도급자가 수령한 하도급 대금을 발주자가 직접 비교 확인하여 하도급 대금의 적정지급 여부를 점검토록 한 것으로, 국토부 산하 지방청(국토관리 해양항만 항공)과 공사 공단에 전담부서를 지정하여 수시로 지급실태를 점검하고, 5개 국토관리청이 관할 구역 내에 공공발주 공사에 대하여 하도급대금 시급 실태를 총괄 관리하는 제도이다. 이 제도의 시행으로 공공공사에서는 불법 하도급대금 지급행위를 원천 차단 하여 불법 부당한 대금지급 관행이 근절될 것으로 기대된다. 이같은 제도를 시행하게 된 것은 그동안 대한설비건설협회(회장 강석대)가 불법 하도급대금 지급 근절을 위해 끊임없이 건의한 결과이다. 협회는 그동안 2차례에 걸친 국토부 차관과의 간담회를 비롯하여, 한나당 및 국토부 등 관련기관에 수차례에 걸쳐 건의했으며, 특히 연말에 이명박 대통령께 직법 건의하는 등 불법 하도급대금의 근절을 위해 많은 노력을 기울였다. 협회의 이러한 건의에 대해 국토부가 일정 부분을 수용함으로써 이 제도가 시행된 것이다.

A Study on Community Governance of Public Sector and Service Agencies : Focusing Differences of Perceptions Between Local Officials and Workers in Social Service Agencies Working for Poor Female-headed Households (빈곤여성가장을 위한 서비스 제공에 대한 민-관 인식 차이에 관한 연구: 지역사회 거버넌스 실현의 현실적 간격을 중심으로)

  • The study is to investigate the extent to which public sector and private sector have established local governance at the community level. Also, it examines similarity and dissimilarity in the perception of unmet needs in the community service delivery system among local officials and workers in social service agencies for poor female-headed households, using survey questionnaire. It finally aims to propose more effective way of local governance between officials and workers in service agencies, and to improve living conditions for poor female headed households. Results show that first, about 70% of survey participant assess community governance and network system do not work well. Second, the more positive people evaluate their outreach efforts and the network level among community service agencies, the more they perceive that unmet needs are satisfied and recipients are well benefited. Third, the perceptions are significantly different in the extent of service delivery and the unmet needs between local officials and service workers who implement direct social service to female-headed households, after controlling for other related factors. In conclusion, suggestions are given to develope more effective service delivery system for poor female-headed households.
