School library programs are a specific strategy connecting user to resources. Accordingly in order to strengthen school libraries, it is necessary for teacher librarians to develop partnerships that can form relationships between internal and external resources. As a result of analyses of partnerships appeared in current middle school library programs, its most programs are based on the internal reading events. In addition to, classroom teachers and external human resources rarely participate in the program. To improve these problems, it is essential to develop teacher librarians' leadership and collaborative networks fostering educational presence of school libraries in a learning community.

This study aims to identify the characteristics of Korean secondary school students in perceptions on and needs to school libraries, and suggest an effective library management directions based on the characteristics. To achieve this purpose, we compare the perceptions on and needs for library elements, such as facilities, collections, programs, etc., between middle school students and high school students, and analyze the differences. Based on the results from the analysis, we suggest to establish an orientation of school library management. We also suggest a need of further study in which differences in the perception and needs among grades in a level of the secondary school for more detailed customization of library services.

This study suggests the application of library assisted instruction(LAI) by analyzing Japanese social studies text-books that are configured for the library assisted instruction and cooperative instruction. The results of the analysis found that the use of a variety of materials and curriculum integrated skills instruction is reflected in the social studies text-books in Japan. Based on the results, this study suggested the strategies of the application of library assisted instruction(LAI) in three separated proposals. revision of related laws, organizational joint between teacher librarian and subject teachers, textbooks development for Information literacy instruction.

Cyphert 씨는 미국 California주 Torrance통합교육구의 교과과정 자문위원이다. 학교도서관과 학습활동이 어떻게 연결되어야 할 것인가? 하는 문제는 이제 우리의 중요 관심사로 되어있거니와, 이 글은 이러한 문제에 관하여 많은 시준를 던져주고있다.
