Typical areas of recent changes in IT field is the progress of the Green & Smart IT. The primary purpose of this study is to establish information strategic planning for Green & Smart IT of government-supported research institutes. To this purpose, we developed the information strategic planning for Green & Smart IT environment based on the comprehensive analysis about the status of the related policy trends and relevant organizations' business. In particular, the establishment of information strategic planning was to target K research institute, a representative institute in the field of information analysis and distribution in Korea. And we developed implementation projects and long-term road-map for its effective and efficient promotion. Through the evaluation of priority testing based on their importance and viability of business to targe derived implementation projects, 12 critical implementation projects were selected. Then the target system and concrete action plan for each critical implementation project were presented. Based on the results of this study, we provide government-supported research institutes with useful implications for establishing a correct orientation for the introduction and promotion of Green & Smart IT in the future.

최근에 들어 SI 산업을 육성하기 위한 다양한 정책이 추진되고 있다. SI 산업을 발전시키기 위해 관련 법과 제도를 정비하는 일은 산업 발전의 토대를 마련한다는 측면에서 매우 중요하고, 공정 경쟁의 기반을 구축한다는 측면에서 시급한 과제이다. 본 연구에서는 관련법과 제도를 종합적으로 분석하고, SI 산업의 특징을 파악한 후, SI 산업의 발전을 위하여 필요한 법과 제도의 개선방안을 토의한다. 본 연구는 광범위한 법과 제도의 체계 전체를 다루지 않고 그동안 산업계와 관련 기관에서 중점적으로 논의된 과제를 중심으로 분석하고 대안을 토의하였다. 산업구조에 대한 논의와 산업 진흥에 대한 논의를 추가하여 가능한 종합적인 분석이 되도록 하였다. 그러나 본 연구는 엄격한 방법론적 접근이나 통계적 분석을 사용하지 않고 정성적 분석을 주로 채택하였기 때문에 향후 체계적인 접근과 실제 데이터에 의한 검증 및 연구의 심화가 필요하다.

현재 우리사회는 인터넷의 진화와 정보통신기술의 비약적인 발전으로 급속하게 변화하고 있으며, 스마트폰의 확산과 무선 인터넷 활성화, 신규 융합서비스가 급격한 성장세를 보이며 인터넷을 기반으로 한 컨버전스가 산업 발전의 새로운 패러다임으로 대두되고 있다. 이러한 패러다임의 변화는 세계 최고 수준의 IT 인프라를 기반으로 새로운 비즈니스 창출과 사회현안 해결을 위한 IT 활용의 중요성을 말해주며, 우리의 일상생활 전반에 큰 변화를 가져올 것이다. 그러나 정보화의 진전이 진행될수록 이에 대한 역기능 또한 다양해지고 심화되어 사회적 이슈로 대두되고 있는 실정이다. 인터넷의 익명성과 비대면성으로 인해 프라이버시 침해, 불건전 정보의 유통, 중독현상 등 개인과 사회의 피해가 점증하고 있다. 따라서 IT 발전과 활용에 따른 인터넷 진흥과 보호의 균형 있고 체계적인 대책 마련, 책임 의식과 윤리성 강화, 협력체계 구축이 절실히 요구되는 시점이다. 본고에서는 이러한 환경 변화에 대응한 한국인터넷진흥원의 중점 추진과제로서 인터넷 정책 개발과 활성화 기반 마련, 건전한 인터넷 문화와 이용환경 조성, 신속한 침해사고 대응과 선순환 구조 마련, 커뮤니케이션 패키지를 통한 국제협력 활동 등을 살펴보고 사회적 공감대 형성과 적극적인 참여를 도모하고자 한다.

오늘날 자동차배기의 대기오염공해는 큰 사회문제가 되었으며 선진제국은 이미 오래전부터 배 기정화를 시작하여 상당한 성과를 거두고 있으나 우리나라는 지금이 시작이 아닌가 생각된다. 배기정화는 자동차관계자가 해결해야 할 가장 큰 과제의 하나일 것이다. 자동차의 원동기로서 피스톤식 내연기관을 사용하는 한 최종적으로는 어떠하든 간에 배기처리를 할 필요가 있다. 따 라서 배기처리방법의 성공의 여부는 자동차용 내연기관의 운명이 걸려있다고도 할 수 있다. 이 러한 시점에 있어서 다른 사람 등이 해온 배기처리방법을 고찰해 보는 것도 결코 무의미한 것이 아니라 생각되기에 저자는 약 10년전에 발족한 일본자동차연구소 (JARI : JAPAN AUTOMOBILE RESEARCH INSTITUTE) 에서 시험제작을 하여 중점적으로 배기정화의 연 구를 해온 배기의 완전무해화장치 (JAPECS;JARI Perfect Emission Control System)를 소개하고 이것에 대한 고찰을 하고자 한다. JAPECS의 시험제작연구의 목적은 단지 자동차배기의 완전 무해화장치의 시험제작에 있는 것이 아니고 이 연구를 추진함으로써 1) 내연기관의 배기정화의 궁극적인 가능성을 추구할 수 있는 것과 2) 각 단계의 배기규제에 대처할 수 있는 가장 효과적이고 실용적인 배기처리장치의 개발을 위한 기술적인 검토가 될 수 있는 것으로 되어있다. 이 JAPECS project에서는 현재 사용되고 있는 모든 종류의 자동차엔진의 배기정화를 목표로 하고 있고 최초의 2년은 기초적인 검토에 중점을 두고 그후는 실용화에 중점을 두고 있다.

광대역 통합망은 유무선 통합, 통신과 방송 응합, 음성 및 데이터의 통합을 위해 필요한 네트워크를 서비스 계층, 제어 계층, 전달망 계층, 접속 계층, 유비쿼터스 접속 및 가입자 단말 계층으로 구분한다. BcN은 사용자가 원하는 품질과 보안의 정도에 따라 차별화된 광대역 멀티미디어 서비스 제공 및 관리가 가능한 네트워크이다. 본고는 현재 진행 중인 BcN 시범 사업에 대하여 기술한다. 우선, 통합 서비스를 제공하기 위한 기본 인프라인 광대역 통합망(BcN, Broadband convergence Network)의 개념, 서비스 특징 및 발전방향 등을 간략히 나타낸다. 그리고 정부의 IT839 전략의 중점 추진과제로 진행 중인 1단계 BcN 시범 사업의 내용과 시범 사업자로 선정된 3개 컨소시엄의 서비스 내용 등을 제시한다. 현재 BcN 시범 사업자로 UbiNet 컨소시엄, Octave 컨소시엄 및 광개토 컨소시엄이 선정된 상태이다. 각 컨소시엄에서는 BcN 환경에 적합한 다양한 서비스 모델 발굴 및 기술개발을 위해 BcN 시범 서비스를 진행할 예정이며, 제공 예정인 BcN 시범 서비스에는 음성 데이터 통합 서비스, 유무선 통합 서비스, 통방 융합 서비스 및 기타 응용 서비스 등이 있다.

앞으로 상수도, 하 · 폐수 처리, 해수담수화 등 물 관련 산업이 범정부적 지원을 통해 미래 전략산업으로 집중 육성된다. 물산업은 세계적으로 830조원 규모('03년 기준)의 시장을 형성하고 있고, 특히 중국 등 개도국 시장이 빠르게 성장하고 있는 것으로 알려져 있다. 정부가 지난 달 확정한 「물산업 육성방안」에 따르면 2015년까지 국내 물산업 규모를 20조원 이상으로 확대시키고, "상하수도 서비스업 구조개편 추진", "상하수도 인프라 투자 확대", "먹는샘물을 세계적 브랜드육성" 등 5개 과제를 추진하게 된다. 환경부는 국내 상하수도 인프라 투자가 어느 정도 완비되어 감에 따라 조만간 국내 시장이 포화 · 감소단계에 접어들 것이라고 예상하면서, 지속적인 성장기반을 구축하기 위해서는 주변 개도국을 기점으로 세계 물시장에 적극 진출하는 것만이 필수적인 만큼 이번 육성방안이 국내 물산업을 수출전략 산업화하는 계기가 될 것이라고 전망하고 있다. 이에 본지에서는 그 내용을 간략히 살펴보고자 한다.

본 연구에서는 정부주도 에너지연구개발사업의 기획 시 활용 가능한 기술개발전략도출 모형을 제시하고, 실용화를 앞두고 있는 대체에너지기술인 고분자전해질 연료전지를 대상으로 모델의 실용가능성을 점검하였다. 그 결과 각 중점기술개발과 제별 기술환경특성이 고려된 추진전략 및 투자전략을 도출해 낼 수 있는 유용성이 입증되었다. 특히 본 연구의 모형은 그간 전문가의 직관적 판단에 의존하여 이루어지던 기술개발과제 도출과정을 AHP 분석을 이용하여 체계적이고 객관적인 방법으로 개선하였으며, 이와 연계된 국내외 기술수준 및 기대효과, 국내 가능성 평가를 통해 기술개발 추진전력을 수립할 수 있는 특성을 가지고 있다.

The purpose of this study was two-fold. Firstly, it investigated the current state of the 34 specific policies of school safety-accident prevention that were implemented at K-12 public schools in accordance with the $1^{st}$ School Safety-Accident Prevention Plan established in December 2015. Secondly, it prioritized the policies based on the outcomes from the investigation to make policy recommendations for future improvement. For this purpose, we surveyed 614 school teachers and staff from 24 school-safety research schools across the nation on their perception of the current policies for preventing school safety accidents. Specifically, they were asked about the degree of realization and the necessity of expansion of the policies. Based on the survey results, the Borich index as a needs measure was computed for each policy and a list of policies prioritized in descending order of the index was presented. The results of the study showed that school teachers and staff's perception of the improvement of school safety since the policies took effect was highly positive in general. It was also shown that the policies perceived as best-implemented were, in descending order, "first-aid education for teachers and staff", "safety management of school meals", "prevention activity of student traffic safety-accident", and so on. The majority of survey respondents said that the policies were being implemented well and that they should be expanded and enhanced. As a result of the Borich's needs analysis, it was found that "more collegial collaboration between the Office of Education and other relevant organizations in the community for school safety", "prevention education activity for water safety", and so forth should be more actively implemented.

정부는 더불어 잘사는 경제, 성장의 과실이 국민 모두에게 골고루 돌아가는 경제를 국정과제로 제시하면서 역동적인 벤처창업 생태계를 만들기 위해 창의적인 벤처기업과 혁신적 창업자 육성을 중점 추진하고 있다. 정부의 다양한 노력에 힘입어 벤처투자금액 및 기술창업기업이 지속적으로 증가하는 등 벤처창업 생태계가 지속적으로 개선되고 있으나 COVID-19 이후 성장률이 급격히 낮아지고 청년층의 실업률이 급등하는 등 우리 경제는 저성장 국면이 장기화되고 있는 상황이다. 경제의 성장 활력을 증진시켜 부가 가치를 높이기 위해서 벤처창업기업의 혁신과 성장을 통한 일자리 창출이 당면과제로 부각되고 있고 특히 4차 산업혁명 환경에서 글로벌 경쟁력을 갖춘 혁신형기업의 중요성이 더욱 높아지고 있는 상황에서 우리 경제의 당면 과제인 성장잠재력 회복과 일자리 창출을 위해서는 기술 기반 중심의 벤처창업의 활성화가 가장 효과적인 방안으로 제시되고 있다. 본 연구에서는 벤처창업기업의 혁신과 성장을 위한 정부의 다양한 육성시책을 고찰하고 기술 기반 벤처창업기업의 생존과 성장, 및 일자리에 미치는 특성을 분석하였다. 또한 본 연구 결과를 바탕으로 벤처투자금액이 지속적으로 증가하고 있는 상황에서도 민간 금융기관 입장에서 벤처창업기업이 여전히 고(高)위험-저(低)수익 대상으로 여기고 있는 벤처투자시장의 구조적 문제점을 해결하기 위한 정책 대안을 제시하였다.

Each country has set low-carbon green growth to a new growth drive for the future while making various efforts. Accordingly, our country also set green growth to our policy task in top priority throughout our country while initiating various policies. Our country has focused on initiating a few policies in green growth. Our country has focused on the development of green industries to secure our national competitiveness while generating added values in green growth. It is necessary to have studies in initiating policies in balance when we consider that green growth should be initiated through the shift over the whole lifestyle. On the other hand, policies led and driven by the central government have been emphasized. Although the planning and establishment of policies might be said to fall under the central government's main areas, green growth policies can be realized regionally in the end. Considering these circumstances, the coordination in a proper way between the central government and each municipality can also be seen as major characteristics only in our country, which can be hardly seen in other countries. This study aims at developing the initiative strategies in our country's green logistics while analyzing the characteristics of green growth and situations of green logistics initiative, studying the government's policies to support green logistics, reviewing the government's policies for supports, and suggesting alternatives for them.
