As buildings become higher and larger, the possibility of accident also increases, and recurrent accidents and serious accidents are also increasing. However, it is not possible to control all the hazardous activities in construction site. Therefore, hazardous activities with higher possibility should be identified and prioritized in advance so engineers and managers can control the activities in safe manner. For this purpose, this research adopts FMEA technique, which has been widely utilized in manufacturing industry. In order to apply FMEA technique in construction safety management, the process of construction work is divided into sub-processes or activities. Then FMEA technique is applied to quantitatively analyze the importance of each activity from the safety perspective.

For advanced construction safety, there frequently are repeated accident. Most of them are serious disasters which are continually concerned. But technical method of Safety organizations for construction project is still short, simple and unscientific. We suggest FMEA(Failure Mode and Effect Analysis) process on the safety management. The purpose of study is an establishment of safety system focused on scientific method by selecting priority unit and by figuring importance.

Work delay is one of the facts that make the reliability of construction projects decrease. Therefore, it is important to classify and prioritize the delay factors. This research analyzed key delay factors in apartment house construction through survey. The results of analysis are as follows. (1) Insufficient work force is the key delay factor in structural and finish work. (2) Improper craft of worker is the key delay factor in electrical work. (3) Incompletion of proceeding work is the key delay factor in mechanical work.

전 세계적으로 물과 관련된 자연재해 피해가 지속적으로 증가하고 있고 세계재난데이터베이스(EM-DAT)에서 집계한 물과 관련된 중요한 자연재해의 피해액은 지난 50년 동안 많은 투자에도 불구하고 여전히 피해액이 증가되고 있다. 특히, 우리나의 경우, 전 국토의 70% 이상이 산악지형으로 구성된 지형적 요인, 인구 및 사회기반시설이 집중되는 도시지역의 확대 현상, 빈번히 발생되는 이상강우와 강우강도의 증가 등으로 전국 곳곳에서 큰 침수피해가 반복적으로 발생하고 있다. 이러한 도시침수의 저감대책을 마련하기 위해 정부부처에서 도시계획적 및 방재차원에서 관련 정책을 제시하고 있지만 실무적 측면에서 실효성이 낮은 실정이다. 이러한 문제점을 해결하기 위해 지자체 담당자의 업무부담을 줄여주면서 기술지원이 가능한 도시침수 위험도 관리시스템을 구축하고자 한다. 이에 따라 재해에 대해 평상시 위험도 정보를 기초로 시설투자, 개발계획 조정 등 사전대책을 마련할 수 있는 도시침수의 위험정도에 따른 지역 분석과 중점관리 대상지 선정 기준이 필요하다. 따라서 본 연구에서는 재해통계자료를 토대로 전국 226개 지자체에 대해, 최근 8년(2008~2014년) 간 발생된 호우 발생빈도와 피해액의 관계분석을 통하여 도시침수의 위험지역을 분류하였다. 국가재난정보센터의 재난통계기록의 호우발생횟수와 도시침수에 대한 피해정도를 고려하기 위해 건물과 공공시설에 대한 피해액을 분석항목으로 적용하였다. 이에 대한 도시지역의 침수발생에 대한 중점관리대상지 선정을 위하여 각 행정구역의 면적계수를 적용한 뒤 분위분석을 실시하였다. 호우 발생빈도와 피해액에 따라 위험도가 75% 이상으로 도시의 침수피해가 가장 높은 지역, 50% 이상이며 75% 미만인 지역, 25% 이상이며 50% 미만인 지역, 25% 미만으로 위험도가 가장 낮은 지역으로 도시침수 위험지역을 상세 분류하고 도시침수에 의한 중점관리가 필요한 대상지 35개 지역을 선정하였다. 본 연구의 결과는 지역의 도시계획 및 방재 측면에서 도시침수와 관련된 저감대책을 고려 시 기초자료로 활용 가능하고, 지자체별 지원 규모 설정 시 적정 기준제시가 가능할 것이다.

Large spatial construction needs to consider various construction management factors through the construction guide, including high-tech roofing works for creating large space without columns and erecting large spatial structure. However, the domestic large spatial construction relies on overseas construction technologies due to the lack of construction guide of large spatial construction and experience in similar type of project. To improve the problem, we deduced principal items of construction management considering characteristics of large spatial construction as a preliminary study for developing a construction guide.

본 고에서는 현재 중국에서 추진되고 있는 고등교육 부문에 대한 진흥시책을 "211공정(工程)"을 중심으로 조망해보았다. 등소평의 중점대학 육성 구상에 따라 중국 국내의 제반 여건을 고려하여 "구오(九五)"기간 중에 개시된 "211공정(工程)"의 주요내용은 국가중점대학(國家重點大學)과 국가중점학과(國家重點學科) 건설 사업이다. 강역민(江澤民) 집권 후에는 "과교흥국(科敎興國)"을 기본국책으로 설정하여 교육부(敎育部)내의 과학기술사(科學技術司)에서 기지건설과 인재양성을 중점적으로 담당하면서 과학기술교육을 고등교육 발전의 기본축으로 삼아 적극적으로 추진하고 있다. 중국의 경우 이와 같은 국가 주도적인 진흥책을 중국공산당중앙위원회(중공중앙(中共中央))와 국무원의 방침 결정에 따라 집중육성(중점(中点)) 항목 결정 및 관리를 국무원 산하 유관부문이 상호 협조 하에 분담하여 지원하고 있다.

In order to conserve soil functions to the highest degree in development projects, it is necessary to identify and manage specific area (so called soil management area) including soils with good or excellent functions. Therefore, in this work, we conducted a preliminary study how to identify soil management area in environmental impact assessment on development projects. To do this, quantitative evaluation was carried out on two example projects, using InVEST model considering a couple of soil functions, i.e., erosion control and carbon sequestration functions. Then, soil management area was identified through overlay analysis. The methodology developed in this study is able to be used widely for more detailed analysis with high resolution and furthermore overlay anaysis with other assessment items. For more perfect assessment, other soil fuctions needed to be taken into account into our methodology.
