Current State and Future Direction of Professionals of Records Management (기록물관리 전문요원의 운영 현황과 전망)

  • This study examines current states of Professionals of records management after "Records Management of public instituition Act(공공기관의 기록물 관리에 관한 법률)" was enacted in 1999. The law forced to arrange records manager in Records Center. However the hire of Professionals of records management became in earnest in 2005. Records Manager among the research officials was established in 2005 February in the Participatory Government. Because of this regulation, in 2005 July, Professionals of records management were arranged in each of 45 central department for the first time. Going through many trial and error, Professionals of records management contributed to systemizing record management of center department and office. According to "Public Records Management Act(공공기록물 관리에 관한 법률)" totally revised in 2007, sixteen major cities and its public office of education decided to employ Professionals of records management until the end of 2007. In addition, minor cities which consists of people over 150,000 and public office of education which consist of the number of students over 70,000 are supposed to have Professionals of records management until 2008, but it is not accomplished yet. Furthermore, when recruiting professionalists of records management, it is necessary to employ not as a contract or a part-time employee or but as a regular or a full-time worker. Especially, if the specialists of record management were employed as a part-time employee, they would not concentrate on their work because of their unstable social positions. It means that changes from a contract worker to a regular employee are needed without further delay. At first, records managers who were recruited at the Central Department in May 2007 had various kinds of difficulties and experienced trial and error. These days, however, they show their expertise with finding their own works. Someday in Korea, the records manager is expected to be a professional career with their know-hows and active movements.

A Study on the Archives and Records Management in Korea - Overview and Future Direction - (한국의 기록관리 현황 및 발전방향에 관한 연구)

  • This study examines the status quo of Korean archives and records management from the Governmental as well as professional activities for the development of the field in relation to the new legislation on records management. Among many concerns, this study primarily explores the following four perspectives: 1) the Government Archives and Records Services; 2) the Korean Association of Archives; 3) the Korean Society of Archives and Records Management; 4) the Journal of Korean Society of Archives and Records Management. One of the primary tasks of the is to build the special depository within which the Presidential Library should be located. As a result, the position of the GARS can be elevated and directed by an official at the level of vice-minister right under a president as a governmental representative of managing the public records. In this manner, GARS can sustain its independency and take custody of public records across government agencies. made efforts in regard to the preservation of paper records, the preservation of digital resources in new media formats, facilities and equipments, education of archivists and continuing, training of practitioners, and policy-making of records preservation. For further development, academia and corporate should cooperate continuously to face with the current problems. has held three international conferences to date. The topics of conferences include respectively: 1) records management and archival education of Korea, Japan, and China; 2) knowledge management and metadata for the fulfillment of archives and information science; and 3) electronic records management and preservation with the understanding of ongoing archival research in the States, Europe, and Asia. The Society continues to play a leading role in both of theory and practice for the development of archival science in Korea. It should also suggest an educational model of archival curricula that fits into the Korean context. The Journals of Records Management & Archives Society of Korea have been published on the six major topics to date. Findings suggest that "Special Archives" on regional or topical collections are desirable because it can house subject holdings on specialty or particular figures in that region. In addition, archival education at the undergraduate level is more desirable for Korean situations where practitioners are strongly needed and professionals with master degrees go to manager positions. Departments of Library and Information Science in universities, therefore, are needed to open archival science major or track at the undergraduate level in order to meet current market demands. The qualification of professional archivists should be moderate as well.

Study on Gimcheon Jikji-temple Published Zizhitongjiangangmu (김천 직지사 간행의 "자치통감강목(資治通鑑綱目)" 연구)

  • Kings of many generations in Chosun Dynasty considered the Zhu-Zi's Zizhitongjiangangmu as an important history book. When Sarim appeared to the front of main political arena since Chung jung, it had been common for regional administrator to publish and distribute books with the need for text-type resources. Zizhitongjiangangmu published by Jikji-temple in Kimchun area is a valuable resource that contains the purpose of publishing those books and describes the process of publishing and engraving in detail. The Annals of the Chosun Dynasty and Miamilgi also provides detailed descriptions of the process of how to transfer those woodblock-printed books to the Kyosokwan, which had been engraved by several regions and gathered together into Jikji-temple. Therefore, this research analyzed the contents contained in The Annals of the Chosun Dynasty and Miamilgi and connected them to postscript of Zizhitongjiangangmu published by Jikjitemple in order to identify the characteristics of regional publications in the latter part of the 16th century.

A Study on the Establishment of Buddhist Temple Records Management System (사찰기록 관리 체계화 방안 연구)

  • Buddhism was introduced in the Korea Peninsula 1600 years ago, and now there are over 10 million believers in Korea. The systematic Management of Temple Records has a spiritual and cultural value in a rapidly changing modern society. This study proposes a better management system of Buddhist temple records for the Jogye Order of Korean Buddhism. this system Not only supports transparency of religious affairs, but presents a way for a more effective management. in this study, I conducted a study on the national legislation for the preservation of buddhist temples and the local rules of religious affairs from the Jogye Order. Through this, I analyzed the problems of Buddhist records management. in the long term, to improve these problems, I purpose the establishment of temple archives be maintained by parish head offices. This study presents a retention schedule for this systematic establishment system. I present charts for the standard Buddhist records management that manage the total process systematically from the production of records to its discard. Also I present a general plan to prevent random defamation of Buddhist temple documents and impose a duty for preservation. I intend for this plan to be subject to discussion and tailored to the particular needs of temple reads. In creating these charts standard of Buddhist temple records management, I analyzed operating examples of foreign religious institutions and examined their retention periods. I also examined the retention periods and classification system from the Jogye Order. Then I presented ways for this management system to operate through computer programs. There is a need to establish a large scale management system to arrange the records of buddhist documents. We must enforce the duty of conserving records through the proposed management system. We need the system to manage even the local parish temple records through the proposed management system and the operation of the proposed archive system. This study presents research to from the basic of the preservation and the passing of traditional records to future generations. I also discovered the historical cultural and social value that these records contain. Systematically confirmed Buddhist temple records management will pave the way that these tangible and intangible cultural records handed down from history can be the cultural heritages. establishing a temple records management system will pave the way for these cultural records to be handed down to future generations as cultural heritages.

  • 전라남도 강진에서 발견된 영기(令旗)라는 책에는 병영에서 사용된 별자리 깃발에 관한 기록이 남아있다. 영기는 군중에서 군령(軍令)을 전달하기 위해 사용한 것으로 고종 대에 이르러 깃발에 28수(宿) 별자리를 처음으로 사용한 것으로 알려져 있다. 승정원일기와 일성록에 의하면 군영에서 사용한 28수 별자리 깃발은 1874년 중앙관 진무사(鎭撫使)의 수장이었던 김선필(金善弼)이 처음 만들어 사용한 것으로 기록되어 있다. 본 발표에서는 국내에 처음 보고된 28수(宿)가 그려진 영기를 소개하고 영기의 별그림을 한국과 중국의 전통 성도와 비교한 내용을 발표하고자 한다. 영기에는 28수 별자리 외에도 28 동물과 기하학적 문양이 그려져 있는데 이에 대해서도 간단히 소개하고자 한다. 영기 별그림은 실제 성도와 비교해 많은 오류가 확인되는데 이를 교정하여 새롭게 도안한 별자리 깃발도 함께 소개하고자 한다.

A comparative study on the archival theory of Hilary Jenkinson and Theodore R. Schellenberg (젠킨슨과 쉘렌버그의 기록학 이론 비교연구)

  • Many scholars exerted efforts to establish archival studies as a specialized academic domain. Two of the most often-quoted leading scholars who worked for the emergence of modern archival studies were English archivist Hilary Jenkinson (1882-1961) and American archivist Theodore R. Schellenberg (1903-1970). As they were published over 50 years ago, their theories were not only applied in various areas, but they also served as important principles in archival practice in the past. Nevertheless, there only exists a few translated books on the prominent archival theories. These studies-which directly focus on their theories or related studies such as comparative studies-lack Korean translations. The objectives of this study are to review Jenkinson and Schellenberg's biography and their professional achievements, as well as to empirically examine and investigate why there were differences in their theories by reviewing the periods they had lived and worked in. To achieve these objectives, the review of their academic and biographical backgrounds was prioritized. Their archival definitions, assessment, roles and perspectives on education as archivists were then compared one by one.

First Record of the Eyebar Goby, Gnatholepis cauerensis (Perciformes: Gobiidae) from Jejudo Island, Korea (우리나라 제주도 남부 연안에서 채집된 망둑어과 한국첫기록종, Gnatholepis cauerensis)

  • The Eyebar goby, Gnatholepis cauerensis is reported firstly from Korea, based on four specimens (36.3~47.1 mm in SL) collected at depth range of 12~16 m in the southern coastal waters of Jejudo Island, Korea. They are characterized by having mostly ctenoid scales on body, head including cheek, opercle, and middle of predorsal region with cycloid scales, and a unique coloration of yellow blotch with marginally black marking above pectoral fin base as well as transverse black bar below eye. A new Korean name, "Geom-eun-nun-ddi-mang-dug", is proposed for the species.

First Record of the Two-spot Wrasse, Oxycheilinus bimaculatus (Perciformes: Labridae) from the Southern Coastal Waters of Jejudo Island, Korea (제주도 남부 연안해역에서 채집된 농어목 놀래기과 한국 첫기록종, Oxycheilinus bimaculatus)

  • Based on three specimens (50.6~67.7 mm SL) collected from the southern coastal waters of Jejudo Island, Oxycheilinus bimaculatus was described as the first record from Korea. They were characterized by having two small dark spots behind eye on head and body posterodorsally, a rhomboid caudal fin with elongated central rays and produced uppermost ray as a filament in terminal male, six predorsal scales, and two scale rows on cheek. We proposed a new Korean name, "Du-jeom-gin-ju-dung-i-nol-rae-gi", for the species referring to having two dark spots on head and body.

Cooperative Plans for Information Resource Sharing of Cultural Heritage Institutions (정보자원 공유를 위한 문화유산기관 협력 방안)

  • Cultural heritage institutions need to construct a cooperative network beyond an organization and a region based on products that cultural experiences and _expressions of human beings. They should serve as primary social agencies which need to create various information services of cultural heritage through integrated system management that social members are accessible to cultural contents such as _document resources of holding libraries, rich inheritance of museums, and works of art museums. This study indicated acts and considerable facts that have clauses the cooperative background of cultural heritage institutions which are libraries, museums, art museums and archives, and also intro! duced the cases of cooperative networks as an integrated system of libraries, museums, and art museums in North America and EU. Based on the analysis, this study suggested cooperative plans of cultural heritage institutions for political and systemic aspects, technical aspects, and human resource aspects.

First Record of a Shrimp Goby, Amblyeleotris japonica (Gobiiformes: Gobiidae) from Korea (딱총새우류와 공생하는 망둑어과 한국 첫기록종, Amblyeleotris japonica)

  • A shrimp goby, Amblyeleotris japonica is reported firstly from Korea, based on a single specimen (70.3 mm in SL) collected at a depth of 14 m in the southern Jejudo Island. The species is characterized by having a lower number of scales in longitudinal series, a rather compressed body, anterior limit of opercular opening located below between posterior margin of eye and preopercle, second dorsal fin with a single spine and 13 soft rays, anal fin with a single spine and 14 soft rays, and five brownish vertical bands on lateral body between head and caudal peduncle when fresh. New Korean names, "Se-u-but-i-mang-dug-sog" and "Bulg-eun-dong-gal-se-u-but-i-mang-dug", are proposed for the genus and the species, respectively.
