인터넷 망의 중립성 확보를 위해 FCC가 2005년 망중립성 원칙을 발표한 이래 망중립성 확보를 위한 집중적인 논의와 다양한 시도가 이루어져 왔다. 본고에서는 망중립성 논의가 이루어진 배경, 주요 쟁점을 살펴보고, 미국, 일본, EU, 영국 등 주요국에서 결정된 망중립성 정책방향 및 그 특징을 검토해보고자 한다.

전세계적으로 기후변화 위기에 대응하기 위해 온실가스 감축을 위한 조치를 강화함에 따라 항만의 온실가스 감축 또한 중요성이 커지고 있다. 이에 세계 주요 선진항만은 항만 탄소중립을 목표로 로드맵, 계획 등을 수립하여 추진하고 있다. 반면, 우리나라는 항만 부문의 온실가스 감축을 위한 목표와 구체적인 실현 방안이 마련되어 있지 않으며, LED 조명 교체, AMP 구축 등의 파편적인 계획 추진이 이루어지고 있다. 또한 온실가스 관리를 위해서는 가장 기초적으로 에너지 사용량 등이 수집되어야 하나, 자료 수집을 위한 근거 및 체계 등이 부족하여 기초자료의 수집 단계부터 어려움이 있다. 따라서 본 연구의 목적은 항만 탄소중립의 필요성과 중요성을 강조하고 탄소중립 실현을 위한 관리체계 개선방안을 마련하는 것이다. 이를 위해 국내 탄소중립 관리체계와 해외 주요 선진항만의 탄소중립 관리체계를 면밀히 분석하여 현재 항만분야 탄소중립 관리체계의 문제점을 식별하고, 이를 개선하기 위한 방안을 제시하였다.

This study analyzes the potential to achieve carbon neutrality through the technical definition and case studies of carbon-neutral buildings. In line with the Paris Agreement of December 2015, the global community has committed to limiting the average temperature rise to below 2oC and striving to restrict it to 1.5oC above pre-industrial levels. Achieving this requires reaching a net-zero state by 2050 and necessitates transitions across various sectors including energy, land use, and transportation. This research explores the technological approaches and real-world examples of carbon-neutral buildings, assessing their feasibility and limitations. By examining the definition of carbon-neutral buildings and presenting various technological solutions and case studies from both domestic and international contexts, this study evaluates the effectiveness and practicality of carbon-neutral buildings. The findings offer specific guidelines for the design, construction, and operation of carbon-neutral buildings and provide practical information for policymakers and practitioners aiming to create sustainable built environments.

FCC가 2005년 인터넷상에서 콘텐츠, 애플리케이션, 단말기의 비차별적 접속을 보장하기 위해 망중립성 4원칙을 발표한 이후 망중립성 원칙의 타당성에 대한 찬반 논란이 계속되어 왔다. 2008년에는 Comcast의 파일공유사이트 접속 차단 조치에 대해서 FCC가 망중립성 원칙 위반행위로 판정하여 중지 명령(Comcast order)을 내린 바 있다. 그러나 2010년 4월 사법부가 2008년 FCC의 Comcast order를 무효화함에 따라 망중립성 원칙 적용을 시도하던 FCC의 노력이 무산될 위기에 놓여 있다. 본 고에서는 FCC의 망중립성 원칙 제시 배경과 추진 경과, 사법부의 최근 판결내용, 이해당사자의 찬반 논란을 살펴보고 향후 망중립성 원칙의 법적 근거를 마련하기 위한 FCC의 선택지(option)를 전망하고자 한다.

인터넷은 트래픽의 유형과 내용에 대해 대체로 중립성을 지켜왔다. 이러한 인터넷의 망중립성은 콘텐츠 및 애플리케이션과 네트워크의 선순환적 발전을 유도하여 인터넷의 비약적 혁신과 성장을 가능하게 하였다. 그러나 최근 들어 스마트TV와 같은 새로운 서비스가 등장하여 데이터 트래픽이 급증함에 따라, 망에 대한 투자 주체로서 이에 따른 권리와 함께 망의 연결성 책임에 따른 망 관리가 필요한 통신사업자와 망의 공공성을 강조하는 콘텐츠/애플리케이션 사업자간에 갈등이 발생하고 있다. 본고에서는 이러한 갈등을 해결하기 위한 망중립성 정책 개념의 진화 체계와 각국의 망중립성 정책을 살펴보고, 스마트 TV 등장에 따른 망중립성 이슈가 무엇인지를 설명한다. 또한 글로벌 이슈화 되고 있는 망중립성 정책을 우리나라에서는 어떤 방향에서 보완해야 하며 그 목표는 무엇이 되어야 하는지에 대해 제언 한다.

중립면은 셸 (솔리드 모델) 유한 요소 생성, 로보트 이동 경로 계산, 특징 형상 판별 등에서 사용될 수 있다. 그러나 기존 중립면 계산 알고리즘들은 연립 방정식을 수렴성이 보장되지 않는 수치 해법으로 풀어야 했기 때문에 발전이 미비했다. 본 논문은 복셀-이등분 면의 교자성을 이용한 중립면 계산 알고리즘을 제시한다. 교차성은 보로노이 영역을 사용, 단순한 기하학적 요소간의 거리 비교로 판별한다. 이런 기하학적인 접근 방법은 기본적으로 수렴성 문제가 배제된다.

2차원 감성 모형에서는 중립 감성이라는 것이 존재하지 않지만, 인간이 생활에서 느끼는 감성은 중립 감성이 상당 부분을 자치한다. 따라서 인간의 감성 변화를 정확히 파악하기 위해서는 중립 감성에 대한 이해가 필수적이다. 본 연구에서는 5명의 뇌파 출현량을 반복적으로 측정함으로써 중립 감성의 개인내 안정성과 개인간 차이를 살펴보았다. 그 결과 $\theta$파와 $\alpha$파는 개인내 안정성을 반영하였으며, $\delta$파와 $\beta$파는 개인간 차이를 반영하는 것으로 나타났다.

This study selected seven carbon-neutral villages, considering the characteristics of each region, including all five administrative districts of Changwon City, and proposed activation plans based on business evaluations through surveys of local residents and FGIs with leaders. The analysis showed that carbon-neutral education was the most important factor for activating carbon-neutral villages, with a response rate of 91.9% for 17 multiple-choice questions, followed by legal (ordinance) arrangements at 79.3% and village organization building at 74.1%. Based on this, the following activation plans through the participation of residents who are involved in the project of creating a carbon-neutral village in Changwon City were proposed. First, the characteristics of each carbon-neutral village model were classified into a resource circulation-based model, an environmental creation-based model, an environmental education and experience event-based model, and an energy efficiency-based model. Second, it is necessary to create and present carbon-neutral village growth stage guidelines for the growth of carbon-neutral villages. Third, manuals and teaching materials related to carbon neutrality, such as theories, issues, and practices, need to be produced and distributed for leaders and activists to easily apply and access for self-government operation of the village. Finally, if a carbon-neutral support center that is legally installable in Changwon City is established, it is expected that the lives of local residents will become more sustainable for carbon-neutral living in preparation for climate crises.

변속기에서 발생하는 치타음을 클러치를 통하여 해결하려는 방법으로 자동차 중립시와 주행시 각기 다른 비틀림특성을 갖는 클러치를 대상으로 한 실험으로부터 엔진플라이휠, 인풋기어, 변속기 케이스의 진동을 측정하고 분석함으로써 다음과 같은 결론을 얻었다. 자동차 중립시나 주행시에 수동변속기에서 발생하는 치타음은 클러치를 통하여 해결될 수 있음을 알 수 있었다. 클러치의 프리댐퍼와 메인댐퍼의 비틀림강성과 히스테리시스는 중립시와 주행시 치타음에 대해 각기 다른 특성을 갖게 되는데 메인 댐퍼만으로 구성된 클러치는 주행시에는 치타음을 제거하는데 효과적이지만 중립시에는 인풋기어의 비틀림 공진에 의하여 변속기가 가진되어 치타음이 발생하였다. 주행시 변속기 치타음 제거효과를 감소시키지 않고 중립시 변속기에서 발생하는 치타음을 제거하기 위해 메인댐퍼만으로 이루어진 클러치디스크에 프리댐퍼 부분을 첨가하여 보았는데 자동차 주행시의 치타음 제거효과를 유지하면서 중립시의 치타음을 제거시킬 수 있다는 것을 확인하였다.

The Federal Communications Commission voted to repeal net neutrality protections on December 14, 2017. This is the very opposite decision of the net neutrality rule that the Obama administration has consistently maintained. The ensuing storm from the repeal of net neutrality protections has an extensively effect enough on individuals and businesses to cover the entire spectrum, and the impact is hard to assess in the U. S. content industry, which dominates the worldwide Internet content and platform market. On the other hand, Korea's net neutrality protections have been firmly pursued, and there is no sign of change even after the decision happened in the U. S. Net neutrality is not a simple theme that is associated with the Constitution, such as freedom of expression, as well as the issue of network enhancement to prepare for 5G. Accordingly, this study examines how the net neutrality has been carried out in the U. S. and Korea over the years, and provides the issues of Internet enhancement, perspectives of ISP and ICP, and implications for the Constitution, market economy, fair competition and zero rating. This research delivers future direction and implications of domestic net neutrality policies.
