Globally, various disasters such as typhoons, floods, earthquakes, fires, explosions have caused work to be halted. If there is a large-scale disaster at public institutions in charge of major national affairs and their works are interrupted, not only will there be property damage, but there will also lead to a decline in national credibility and direct and indirect impacts on the people. Therefore, it is necessary to ensure continuity of operation by minimizing the interruption period of critical operations due to disasters. Overseas advanced countries such as the United States and Japan developed guidelines for Continuity of Operation (COOP) to prevent unexpected work disruptions caused by disasters. Recognizing the necessity of COOP in South Korea, a relevant law has been newly established in 「the Framework Act on the Management of Disasters and Safety」 to enable public institutions to establish the COOP in response to this situation. In this study, the definition, the necessity and overseas cases of COOP were investigated and described. Using the templates developed by these results, operational impact analysis, risk assessment, operational continuity strategies and operational continuity procedures were applied to "A" City Hall in Gyeonggi-do province and those results were described. The objective of this study is to substantially contribute to the introduction of COOP to local governments through their pilot application and implications of COOP.

The school drop-out among the youth has grown to become a serious social problem since about 2000 and calls for an attention to its seriousness. Therefore, this study reviewed the statitistical reports and the previous empirical findings on the school drop-out and integrated to establish a comprehensive understanding of this social phenomenon. The main concepts and terminologies on school drop-out, the current statistics, the possible causal factors and the usual trajectory the youth take after dropping-out of school were discussed to conceptualize the issue. Analyses indicated 12 characteristics of the students who dropped out of school. Those 12 characteristics were restructured according to the ecological conceptual model. The social instability and the financial crisis in the 1990's has eroded the stability of the primary environments of adolescents such as family and school. The family breakdowns from divorce and other reasons weakened psychological and financial support for adolescents. The diminished authority of teachers and school over students exposed conflicts between teacher and students, students' loss of purpose and interest in academic attainment. The adolescents showed emotional reponses like increased level of depression, helplessness, aggression, indicated cognitive reponses such as the loss of purpose and interest in studying, a heightened sense of uncertainty of the future, and behavioral responses like sexual acting out behaviors, and bullying. The unmet psychological needs of adolescents result in run-away and school drop-out behaviors, which in turn progress into juvenile delinquency as the society fails to provide adequate and appropriate guidance and interventions. The intervention strategies at the national level were proposed and the limitations of the study were discussed.

The recent corporate economy, such as the COVID 19 pandemic that has spread all over the world since the beginning of 2020, the acceleration of the 4th industrial revolution, and supply chain management risks triggered by the US-China conflict and the Ukraine crisis, is more serious than ever before. CEOs who have started and managed small and medium-sized enterprises (SMEs) are more concerned than ever about the sustainability of their businesses in this reality. Nevertheless, there were few empirical studies on the factors that influence the intention of SME CEOs to discontinue business. In this study, the perception of the business environment of SMEs (intensity of competition in key business areas, difficulty in manpower management), corporate competency (employee competency, company product or service competitiveness, supply chain and consumer relations, digital competency and technical expertise), and CEO's competency(trust between employees and the CEO, management competency and perceived health status of CEO) on CEO's intention to discontinue business was discussed. As a result of the study, the intensity of competition in the main business field, and the difficulty in manpower management had a positive (+) effect on the intention to discontinue the business, and the employee competency, product (service) competitiveness, digital competency of the company, and the CEO's Health status had a negative (-) effect on intention to discontinue business. The relationship between these influences was found in the order of CEO's health status, product competitiveness, employee competency, digital competency, competitive strength in the main business, and difficulty in manpower management. It was analyzed that supply chain and consumer relations, trust between employees and the CEO, and management capabilities did not significantly affect the intention to discontinue business. On the other hand, business confidence has a mediating effect between the intensity of competition in the main business field, the difficulty in manpower management, product or service competitiveness, digital competency, trust between employees and the CEO, and the management capability and intention to discontinue business was tested. This study had academic significance in that it empirically analyzed factors related to intention to discontinue business targeting small and medium-sized business CEOs. In practice, as it has been found that business environment awareness, corporate competency, managerial competency, and business confidence are factors that influence the intention to discontinue business, if an action ideas that can reinforce this part can be found, SMEs can achieve sustainable growth or it may help CEO find an meaningful exit.

국내외로 자주 발생하는 해킹 사례로 인하여 웹 사이트들이 중단되거나 상당한 금전적 피해를 보고 있다. 이러한 웹사이트 공격의 대부분이 응용프로그램(SW)의 취약점을 악용한 것이다. 본 논문에서는 이러한 S/W의 취약점을 이용한 S/W 개발 보안의 주요 이슈를 다루어 본다. 또한 보안 관련법 제도 및 규정 현행 정보 보호 관련 법령은 법률인 정보통신망 이용 촉진 및 정보보호 등에 관한 법률을 기본법으로 하여 분야 및 적용 대상에 따라 산발적인 개별 법규를 두어 각 분야별, 적용 대상별로 정보보호를 위한 규율을 실시하고 있다.

The purpose of this study is to analyze how the emphasis of the 2007 curriculum revision is reflected on the units of 'Adolescence Self-Management' and 'Adolescence Consumption life' in the Technology·Home Economics textbooks that are used in middle school from this year. The entry style of large, middle, and small units, the objectives statements, the main contents, the activities, illustrations/tables/pictures, the supplemental materials, and the ending style of middle and large units of 12 Technology·Home Economics textbooks were analyzed. Among the several specific emphasis in the 2007 curriculum revision, 3 major emphasis were selected. The 3 major emphasis that were selected were: practical reasoning process, sustainable consumption life, and career education. How these 3 emphasis were reflected in the various parts of the 12 textbooks were analyzed using the criteria found in the literature. 최근 들어 자판기 중소기업들의 경기가 말이 아니다. 가중되는 경기침체에 따라 수요위축이 가중되고 있는 현실에서 중소기업들은 악전고투를 하며 어려운 시장상황을 헤쳐나가고 있는 게 보통이다. 자판기 산업의 열악한 대외환경에 사업 투자를 중단하는 업체도 늘고 있고, 새로운 기업들의 신규투자 동향은 꽁꽁 얼어붙어 있다 할 정도로 부진하다. 한마디로 자판기 분야 중소기업은 위기 상황이라 할 정도로 많은 어려움을 겪고 있다. 아이템 지향적인 자판기 산업 특성상, 중소기업의 부진은 자판기 산업 성장동력을 급속히 위축시킨다는 점에서 심각한 문제가 아닐 수 없다. 자판기 산업이 활력을 회복하고 불황을 탈출하기 위해서는 중소기업의 새로운 활로모색이 시급한 시점이다. 금호 기획취재에서는 위기의 중소기업 상황을 긴급 진단하고, 시장 활성화 방안을 모색해봤다.

계속 발전하고 있는 정보 커퓨터 통신 기술의 발달은 일상생활뿐만 아니라 도서관에도 큰영향을 주고 있다. 특히 도서관이라는 개념을 실제공간(장소)에서 가상공간으로 확대하는데 큰 기여를 했다. 구글의 "구글 프린트" 프로젝트는 지금까지 우리가 생각해오던 "도서관"으 정의를 시대에 맞추어 다시 생각하게 할 수 있는 분기점이라고 한다면 너무 큰 과장이 될까? 현재 저작권 문제로 당분간 구글의 "library project"가 중단된 상태이지만 이 프로젝트가 계속 진행된다면 도서관계에 영향이 있을뿐 만 아니라 도서관 이용자에게는 기술의 이점을 이용, 도서관장서의 사용에 많은 편리함을 제공할 수 있기 때문에 도서관에서 종사하는 사람으로 이 글을 나누고자 한다.

영국정부는 최근 국영기업의 민영화정책의 일환으로 원자력발전산업의 민영화방침을 최종 결정, 발표하였다. 그 주요 내용은, 영국의 2대 국영 원자력발전회사인 NE사와 SNL사가 보유중인 8기의 원전을 1개의 통합회사로 설립하여 이를 민영화하고, Magnox 발전소 9기도 별도의 단일회사로 설립한 후 BNFL사에 합병시킨 뒤 장기적으로는 BNFL사의 민영화도 적극 검토한다는 것이다. 이와 함께 화석연료사용부담금의 폐지, 새로운 상용원전에 대한 정부의 재정지원중단, 원자력안전규제의 엄정집행 등이 영국 원전사업 민영화정책의 골자이다. 영국의 원자력발전산업에 대한 민영화정책 결정의 배경과 주요내용, 추진현황 및 교훈과 시사점 등을 살펴본다.

한중일 3국간 경제협력이 강화되고 있다. 우리나라는 그 동안 칠레, 아세안, EFTA, 미국과 EU 등 원거리에 있는 국가와 자유무역협정(FTA) 체결을 위한 협상을 벌여 왔다. 이 과정에도 아직도 FTA에 대한 찬반 논란이 끊이지 않고 있지만 04년 이후 중단되었던 한일 FTA협상을 재개할 것인가에 대한 검토가 이루어지고 있다. 또한 한중 FTA의 타당성과 추진 시기에 대해서도 검토되어야 한다는 견해가 대두되고 있다. 한중일간의 FTA 협상이 본격화될 경우 우리나라는 본격적인 시장개방과 함께 동북아협력의 새로운 시대를 맞이할 전망이다. 본 고에서는 최근 한중일 자동차산업의 동향 및 협력현황을 살펴 보고 동북아 3국간 새로운 협력시대의 전개와 그 시사점을 도출해 보기로 한다.

얼마전 발표된 정보통신부의 IT산업 9대 신성장동력에 텔레메틱스(Telematics) 분야가 포함됐다. 정통부의 이번 9대 신성장동력은 우리나라의 IT산업에서 가장 성장가능성이 높은 분야들로 구성됐다는 점에서 텔레매틱스 산업의 성장가능성이 또 한번 입증된 셈이다.하지만 현실로 돌아가보면 국내 텔레매틱스 산업의 앞길은 아직 멀고 험난하기만 하다. 의욕적으로 텔레매틱스 사업에 뛰어들었던 대우자동차의 드림넷 서비스는 지난해 11월 잠정 중단됐고, 수천억원의 예산을 투입하며 '붐' 조성에 나섰던 SK그룹도 최근 힘에 부치는 형세다. 국내 텔레매틱스 산업의 현 주소와 문제점, 이에 대한 해결방한을 살펴 봤다.
