최근 인공지능 시대 및 제 4차 산업 혁명 시대의 도래로 제품 간, 제품과 서비스 간, 서비스 간 산업이 다양한 형태로 진화 중이며, 이종기술 산업 간의 융 복합화로 새로운 제3의 신산업이 등장하고 있다. 또한 소위 말하는 O2O(Online to Offline)는 이미 운송, 금융(핀테크), 자동차(카테크), 숙박, 음식, 의료(헬스케어테크) 등 많은 산업 분야에 진출, 기존 전통 산업과 충돌, 인허가에 어려움을 겪고 있으며 이러한 O2O는 IOT(사물인터넷)로 급속도로 가속화 되고 있다. 이렇듯 4차 산업 혁명에 따른 신산업의 탄생은 산업의 경계를 붕괴하고 있음에도 산업별로 구분된 제도, 규제, 지원정책 등은 여전히 신산업 창업의 장애가 되고 있다. 이에, 본 연구에서는 국내 벤처특별법, 창업지원법, 1인 창조기업법 내 투자 지원 업종과 미국을 비롯한 해외 창업 관련법 내 창업 지원 제한 업종과의 비교 분석, 몇 가지 중요한 시사점을 도출했다. 먼저, 우리나라가 선진국에 비해 지나치게 투자 제한 업종이 많음을 확인했다. 또한 선진국은 미풍양속을 해치는 업종, 투기적 사업 등 사회통념상 문제가 되는 사행성 업종을 제외하고는 대다수의 업종이 정책 지원 대상이다. 업종과 더불어 투자 행위로 투자 심사를 해 신산업 투자에 매우 탄력적으로 운영할 수 있게 설계되어 있다. 심지어 미국의 경우, 적극적 창업 투자를 위해 업종 및 투자 행위에 대한 심의를 중소기업청이 직접 수행한다. 특히, 우리나라의 중소기업창업투자회사제도는 미국의 중소기업투자회사(SBIC) 제도와 유사한 반면 투자 제한 업종 뿐 아니라 제도 운영 특히, 창업투자회사에 대한 관리 측면에서 매우 큰 차이가 있음을 보여주고 있다. 우리나라 중기청은 간접관리를 하는 반면, 미국은 중기청 내에서 직접 관리를 하고 있다. 따라서 본 연구에서는 우리나라 창업 벤처 투자 제한을 미국을 비롯한 기타 외국의 사례에서와 같이 사회통념상 불가피한 업종과 더불어 투자 행위로 정의하길 제안한다.

본 논문은 중소기업의 기술혁신 활동에 대한 세 개의 독립적인 조사-광운대학교의 중소기업 기술수요조사, STEPI의 기술혁신활동조사, 중소기업청의 기술통계조사-를 활용하여 혁신형 중소기업과 일반 중소기업의 혁신 역량을 비교해 보았다. 이는 현행 벤처 및 이노비즈 인증 제도의 효과성을 평가해 보고 개선방안을 도출하기 위함이다. 분석결과 중기청의 기술 통계조사를 제외하고는 혁신형 증소기업과 일반 중소기업 간 혁신활동 차이가 존재하지 않았으며, 이는 혁신형 중소기업 발굴 및 인증시스템이 혁신적인 중소기업들을 선별해 내는데 한계가 있음을 의미한다. 연구결과를 토대로 향후 벤처 및 이노비즈 기업 발굴 육성 정책의 개선방안을 논의하였다.

정부에서는 인터넷 쇼핑몰을 포함한 전자상거래를 활성화하기 위해 전자상거래기본법과 전자서명법을 제정하고, 이를 바탕으로 종합적인 대책을 마련하여 추진하고 있다. 인터넷 전자상거래는 통신망과 다양한 정보통신기술을 상거래에 응용하는 분야로서 산자부, 재경부, 외교부, 공정거래위원회, 문화부, 중기청 등 다수 부처가 관련된 사항이므로, 정보통신부에서는 관계부처와 협의하여 개별 과제별로 구체적 실천계획을 수립, 추진함으로써 우리사회 전반의 경쟁력과 투명성을 제고해 나갈 계획이다.

Feeding trial was conducted with 80 Hanwoo steers (7.5 months of age, 204.4 kg body weight) for 680 days from growing period to late fattening period to examine the feeding value of whole crop barley silage TMR (BS-TMR) and whole crop rye silage TMR (RS-TMR) on body gain, feed cost, slaughter characteristics and quality characteristics of $longissimus$ $dorsi$ muscle. Dietary treatments were conventional separate feeding of concentrate and rice straw (control), feeding BS TMR up to middle fattening period and same diet as for control during late fattening period (BS-TMR I), feeding BS-TMR for whole experimental period (BS-TMR II), feeding RS TMR up to middle fattening period and same diet as for control during late fattening period (RS-TMR I) and RS TMR for whole experimental period (RS-TMR II). Sixteen castrated calves were assigned to each treatment (4 pens, 4 heads per pen). Pens in each treatment were randomly distributed. Feeding both BS silage TMR and RS silage TMR slightly increased body gain of Hanwoo steers at the stages of growing and early fattening, and increased (P<0.0001) at middle fattening compared to feeding control diet while control diet tended to increase body gain at late fattening stage compared to feeding BS-TMR I, BS-TMR II and RS-TMR I diets. Total body gain was slightly increased in Hanwoo steers fed both I and II for BS and RS TMR compared to that in control diet. Feed cost per kg gain per head was relatively low in the Hanwoo steers fed silage TMRs to that fed control diet. Carcass weight, back fat thickness and $longissimus$ $dorsi$ area of Hanwoo steers tended to increase but lowered (P<0.047) yield index by feeding silage TMRs. Feeding BS TMR slightly decreased marbling score but no difference was found in the number of head over grade 1 between diets. Control diet tended to improve yield grade compared to silage TMRs. Chemical composition, water holding capacity, drip loss, cooking loss and pH, color and fatty acid composition of $longissimus$ $dorsi$ were not affected by experimental diets and feeding duration of silage TMRs. Shear force, however, was increased (P<0.046) by silage TMRs without difference between them compared to control diet. Based on the results of the current study, BS TMR and RS TMR could improve body gain and reduce feed cost without deteriorating meat quality compared to separate feeding of concentrate and rice straw. Overall feeding value was similar between BS TMR and RS TMR.

세계 환경산업 시장은 전 지구적 환경문제와 국제 환경기준 강화로 빠른 속도로 성장해 2020년에는 1조900억 달러의 거대시장으로 확대될 전망이다. 에너지 및 환경분야에 대한 기업의 해외진출도 늘어나고 있다. 이에 에스코 산업도 글로벌 시장 개척의 필요성에 직면하고 있다. 지피지기 백전백승이라는 말이 있다. 해외 환경산업시장을 파악하고 국내 해외시장 개척지원 서비스를 활용하는 것이 필요할 때다. 지경부는 글로벌 경쟁력 강화를 위한 해외진출기업 지원방안을 모색하고 있고 환경부는 국제 공동 연구사업, 개발도상국 마스터플랜 수립지원 등을 시작으로 구체적으로 기업의 해외진출을 돕고 있다. 법무부는 해외진출기업 법률지원사업을 실시하고 있으며 중기청과 KOTRA는 '녹색중소기업 해외진출지원사업'을 실시하고 있다. 각종 부처에서 지원하는 해외진출 방안에 대해 살펴보고 에스코의 해외시장 진출 전략을 이에 적용해본다.

Considering the importance of SMEs, which account for 88% of employment and 99% of domestic businesses, the government has implemented informatization policy support. On the other hand, due to budget limitations and the ability of the private market, it is time to transition to the new policy of the informatization support paradigm. This study evaluated the informatization policy support of SMBA by a comparison with the stage model to determine the future direction. The informatization development model is a step model divided into five levels ranging from the informatization initiation level to the strategic innovation level. The informatization policy of SMBA was focused on the development of automation and in-house integration, and business-to-business integration and strategic innovation step was found to be lacking. Based on these results, there are three implications for the informatization policy of the next SMEs. First, there is a need for a movement of the center of the support in the informatization step to the strategic innovative step. Second, by establishing an informatization road map, it is necessary to develop their own informatization capabilities according to the road map. Finally, it is important to improve the effectiveness of informatization support based on performance rather than policy providers.
