A Study on the Formation of the Early Soviet Archival System: With the Incarnation of the Kalachov's Archival Theories (소비에트 초기 기록관리제도 형성과정 연구 - 칼라초프 개혁이론의 정책화과정을 중심으로 -)

  • The goal of this paper is to review the process of formation of the Early Soviet Archival System with a focus on the incarnation of the Tsar Russian System and Theories. Most of the western researchers take the uniqueness of the Soviet Archival System for granted and regard it as a Soviet Invention. However in this paper, researcher tries to find the archaic form of the Soviet system in the Kalachov's archival theories in the late 19th century. In the main body of this paper, researcher tries to reveal the whole feature of the Kalachov's theories, then, compares them with the Soviet System including 'Glavarkhiv.'

  • The National Assembly's archives management policy is deliberated by the National Assembly Archives Committee before it is implemented. This study tried to identify the agenda of the committee, which acts as a basis for establishing and implementing the archives management policies, and confirm whether various policies dealt with all fields of archives management. Accordingly, the committee meeting data, minutes, and related laws were checked. Focusing on the agenda, the continuity and diversity of the overall policy, whether there is a bias toward specific policy issues, and the main discussion subject of the committee about the archives management policy were analyzed. As a result of confirming the entire agenda, the agenda related to the archives management policy has been made up of reporting agendas, and as a result, it has emerged that various and in-depth discussions related to policies have not been conducted well. However, it was confirmed that the overall archives management policy was carried out with continuity for many years without focusing on a specific sector.

  • This paper reviews recent records issues surrounding former president Roh Moo-Hyun's private possession of the copies of the presidential records in Korea. While the former president transferred his records to the National Archives of Korea, he copied his electronic presidential records and kept them in his house after the term. His retention of the "records copies" arouse critical records issues and criminal charges. In this paper, I examined the definition of presidential records and legal status of records copies, authenticity of electronic copies of public records in public and private records systems, nature and scope of presidential privilege of access to his records, and most importantly, political neutrality of national archives. I examined these issues comparing with foreign experience, especially that of the United States which has the Presidential Records Act like Korea. All issues are examined in the professional spirit of archives principles and archives ethics. Legal status of the electronic copies of presidential records is not firmly established and the criminal charge seems groundless. However, it is against public archives principles and ethics that private former president privately possesses and manages private information and national security information held in the electronic copies of the presidential records. Presidential Records Act of Korea provides an effective tool to protect the presidential records for 15 years and it should be respected. It is time to consolidate the public records management institutions in Korea, not to disintegrate them.

A Study on Legal Issues Related to the Archives Management: Focused on Archives Act of China, Germany, Russia (영구기록물관리 법제도에 관한 연구 - 중국, 독일, 러시아를 중심으로 -)

  • According to article 11 of the Public Records Management Act of Korea, metropolitan city, special self-governing city, province or special self-governing province should establish archival institutions for permanent preservation and management of records. As a result, the establishment and operation of archival institutions in Korea has been increase, but since it is still in the stage of introduction, the mission and role of these archives have not been specified by archives act. Therefore, we need to establish a proper legal basis to support it. To do this, it explores the archives act in China, Russia and Germany in terms of basic operational policy, collection and transfer of records, management of records, and service of records. As a result, the study presents some implications for the archives act for the management of archives in Korea.

A Study on Management and Utilization of Non-disclosure Records (비공개 기록의 관리와 활용에 관한 연구)

  • The response of public organizations on information offerings has affirmed that the arrangement of the management of records is an important project to be implemented ahead of the enforcement of the information disclosure system. In particular, the absence or non-disclosure of information of public organizations on records containing significant information and abuse of the secret disposition of information has demonstrated that it is imperative to improve radically the management of secret or non-disclosed records as well as overall changes of awareness. This study reviewed the reality of the current non-disclosure and management of confidential records based on the awareness on such records and proposed improvement measures. The study on non-disclosed and confidential records has been discussed from legal and administrative perspectives so that the main focus has been on the institutional aspect. Yet, there is a limitation on such discussions in that there cannot be fundamental access to issues of non-disclosed and confidential records. That is because the management of information classified as non-disclosed and confidential can be improved fundamentally when all processes from the production of the records to their management are carried out reasonably. Accordingly, since our record management system is divided into three phases of the disposition division, record center, and archives and takes a management record by being applied to the flow of the life cycle of records, we have reviewed overall issues from the production of non-disclosed and confidential records to the utilization of the records pursuant to these steps and offered directions for improvement.

  • Archives and Records Management Studies is being developed its own independent domains. However, the existing library classification scheme such as the KDC don't properly reflect the characteristics of Archives and Records Management Studies. This classification scheme has the irrational part of the arrangement of the subject items and should be required to rearrange subdivision of the subject areas. In this study, According to the characteristics of Archives and Records Management Studies, It is set up 8 subject areas, Records Management (General), the law and polices of records management, the collection and appraisal of the records, the documentary organization, recording information services, preservation of the records, archives management, archives and records center, etc. After analyzing the major contemporary library classification system such as KDC, DDC, NDC, UDC, LCC, then It is suggested that improvement measures through analyzing classification status and keywords of the Archives and Records Management data contained in Korean National Bibliography. In Archives and records management studies, The contents of the eight subject areas related to the field are changed to allow integration with KDC 028.

  • In this study, we focused on creating plans to manage the administrative information dataset of public records in closed universities. In particular, according to various reference materials and internal materials of the institution, we studied the theoretical discussion about the dataset and figured out the management status of the closed university's dataset. Therefore, as a measure for the data management of the Comprehensive Information Management System, recording targets are selected, retention periods are determined, administrative information dataset management standards are prepared, administrative information dataset evaluation and deletion are implemented, and comprehensive management systems of closed universities are established.

  • In South Korea the records management system nationwide has been developed based on 'the Act on public agencies' records management' which was first enacted in 1999. Furthermore, 'the Act on public records management 2006' has shifted a paradigm of records management to the digital records world. In this context, the records management standard, KS X ISO 15489 has a profound significance. Based on the principle of that there should not be any conflict between nationwide records management laws and standard, this study explores a meaning of the standard and discusses contradictive elements between the laws and standard. On the basis of the main contents of the standard's five categories, the study analyzes the laws in comparison with the standard. As a result, the study provides remedies for the current records management law and discusses a prospect of records management strategies in the 21st Century.

A Study on the Design of the Appraisal System of Permanent Archival Institutions : Focused on the Seoul Metropolitan Archives (영구기록물관리기관의 재평가체계 설계 연구 서울기록원을 중심으로)

  • This study aimed to design an evaluation system applicable to permanent record management institutions, focusing on the Seoul Archives, in order to implement the reevaluation of permanent record management institutions. As a process for this, an area for evaluating evidence, administrative, and historical values was established and detailed evaluation factors were derived. In order to effectively apply the set evaluation factors, the evaluation procedure was designed by dividing them into three stages. In the first stage of law-based evaluation, long-term preservation was determined by identifying the position and legal form of policymakers that can be immediately evaluated according to clear standards. Records that have not been determined for long-term preservation were reorganized into evaluation factors, such as record management standards, official document classification tables, pledges, and policies, which are the second stage of business function-based evaluation, and then comprehensively applied to review the validity of long-term preservation of held records. In the second stage of evaluation, records that were not judged as long-term preservation were judged by applying historical events, cultural assets, and collection policies in the subject-based evaluation stage, which is the third stage of evaluation. The designed evaluation system can find significance in minimizing the arbitrariness reflected in the evaluation and increasing the efficiency of the evaluation, and it has been confirmed that it is possible to evaluate comprehensively reflecting the various contexts and values of the records. In addition, a re-evaluation system suitable for permanent records management institutions was established by combining balanced macro-evaluation and micro-evaluation.

A Study on the Research Trends of Records and Archive Management in North America through the Review of Archivaria (Archivaria 리뷰를 통한 국외 기록관리학 연구의 동향 분석)

  • The study aims to analyze the articles published in Archivaria to identify various trends and to explore the future research agenda in the area of records and archive management. The data used in this study include 75 articles published in Archivaria during the recent five years. In quantitative measurement, the study presents the current status of subject areas by year and author. In content analysis, the articles are categorized into the subject areas related to records and archive management, research topics, as well as the foci and research methodologies used. The results showed the differences between North American and Korean research trends in the area of records and archive management.
