  • 최근 정보통신 서비스의 제공 영역은 댁내로 그 초점이 맞추어지고 있다. 특히 우리나라 거주 환경은 주로 아파트 등에 의한 공동주택이므로 초고속 정보통신 서비스를 댁내로 효과적으로 유입하려면 이에 적합한 연계 시설이 이루어져야 한다. 최근의 통신기술은 나날이 발전하고 있어 기존의 전화망 설비를 기반으로 하더라도 새로운 네트워크 구성 방식이 요구되고 있기 때문에 댁내(공동주택 구내)의 통신설비 또한 새로운 양상으로 진화되고 있다. 이러한 댁내통신설비의 수용을 위하여는 그 확보 공간과 최적의 운용을 위한 환경이 마련되어야 한다. 본 논문에서 다루고자 하는 내용은 댁내통신설비의 설치 공간과 운용환경 중에서도 특히 운용환경에 대한 것으로서 위와 같은 새로운 초고속통신망 서비스 수용을 원활히 이룰 수 있도록 기존의 열악한 환경을 개선하고 적절한 환경 기준 또는 표준을 마련하기 위하여 댁내통신설비와 관련된 국제표준 중심의 각종 기준들을 분석하고 이에 더하여 실제의 공동주택 현장에서의 실태를 조사 분석하여 그 개선 방안을 절충함으로써 앞으로의 댁내통신설비 기술의 발전 추세에 발맞추고자 한 것이다.

Incongruence Between Housing Affordability and Residential Environment Quality of Young Renters Living Independently in Non-Seoul Metropolitan Area (비수도권 지역에 독립 거주 중인 미혼 청년 가구의 월세 부담 및 거주성 비교 분석)

  • This research explores the household and housing characteristics of young renters aged between 19 and 34 living independently in rental housing of non-Seoul Metropolitan Area (non-SMA) and to determine the factors of their housing affordability and residential environment qualities in two districts of non-SMA - metropolises and non-metropolises. Using the 2020 Korean Housing Survey (KHS), this study identified 1,191 unmarried young renters, and most were single adults in mid-twenties who were salaried workers with a bachelor's degree or higher. Also, many lived in single-room occupancy of non-APT housing for less than 2 years and rarely relied on social services. The findings showed that the distinction of local housing market between metropolises and non-metropolises forced the former to spend more housing expense (tenancy deposit and rental fees) than the latter. With regard to housing affordability indices (Schwabe index, housing expense ratio and rent to income ratio), most were housing cost-burdened and nearly one quarter were severely rent-burdened. The regression analysis indicated that housing affordability in both districts was positively affected by income increase and social services, and housing satisfaction in non-metropolises was added to its determinants. Further, residential environment qualities were largely divided into two groups of livelihood and urban infrastructure, and the two factors influenced residential assessment in both districts. Since young renters interdependently living had suffered with housing affordability, both income growth and housing assistance are critically required to enable them not just to reduce the burden but to ensure livability.

  • Currently, the housing supply rate exceeds 100%, and the penetration rate continues to increase. This housing supply rate is changing from quantitative supply-oriented to improving the quality of the residential environment in housing service policies. Despite the increase in the housing supply rate, practical access to the vulnerable class is still difficult and there are many areas that are insufficient to use housing services when necessary. In addition, the demand for residential services is increasing due to the expansion of the scope of the vulnerable class. In order to compensate for these problems, facilities and joint occupancy that cannot guarantee independent living are mainly established, although a supply plan is established for the vulnerable by expanding policies and support projects. This paper proposes an IoT environment-based housing support system for vulnerable groups to support housing services for vulnerable groups. The proposal system improves the quality of the residential environment and provides service-oriented support services. Through the proposal system, appropriate social participation opportunities can be provided by improving the quality of life of the vulnerable and supporting a residential environment where independent living is possible.

  • With the introduction of the ubiquitous technology, the housing culture centers of construction companies have demonstrated future housing image and technology. However, ubiquitous home services are technology oriented items. The purpose of this study was to identify u- services which were realized in domestic future housing and to compare those with services the residents needed greatly refer to researches related to demand for u-service. For this study, field studies were conducted with 3 domestic future housings and precedent studies on demand for u-service were analyzed according to the standard of residents' demand. The results of the study showed that residents prefer u-services for security and control of indoor environment for housework and leisure life. As a result, u-services which residents needed mainly did not correspond with those that were displayed in future housing.

  • 소비자들의 미래주택에 대한 요구 중 대부분은 좀 더 편리함과 안전함을 제공받고자 하는 것이다. 근래에 퓨전개념으로 시작한 전력IT 관련 기술개발을 시작으로 다양한 홈 디지털 서비스 제공방안이 제시되고 있다. 본 논문에서는 주택 내 전기안전 소비자 U&A 및 Needs를 조사하고, 전기 포탈 서비스(H-SCP) 컨셉에 대한 소비자 수용도와 Needs를 파악하였다. 이 소비자의 조사결과는 앞으로 전기 포탈 서비스의 연구 진행 방향에 중요한 기초자료가 될 것으로 기대된다.

  • 2007년도 상반기부터 단독주택지역 가입자를 대상으로 FTTH 구축이 꾸준히 증가하고 있으며, 초고속 인터넷 서비스를 비롯한 고화질의 IP-TV등의 서비스제공이 상용화 단계에 있다. 단독주택지역의 FTTH의 구축은 향후에도 지속적으로 추진해 나갈 예정으로 있으며, 신축아파트 또한 정보통신건물 인증 정책 추진으로 초기의 건물 신축 당시부터 UTP케이블 및 광케이블의 구축이 보편화되는 추세이다. 반면에 건축된지 오래 경과된 기축아파트의 경우에는 여러 가지 건물 구조형태의 문제점과 열악한 구내통신시설 환경으로 FTTH를 구축하는데 많은 어려움이 있으며, 구축방법의 부재로 인하여 활발히 추진되지 못하고 있는 실정이다. 본 논문에서는 이러한 기축아파트를 대상으로 FTTH 구축을 효율적으로 하기 위한 방법에 대해 언급하였고, 아파트 구내통신설비를 세부 구간별로 분리하여 최적의 FTTH 구축을 할수 있는 방법에 대해서 논하였다.

  • 지난 2월 8일, 주한유럽연합상공회의소(EUCCK)가 서울 신라호텔에서 '2007 한국 부동산 시장 전망'을 주제로 세미나를 개최했다. 이번 세미나에는 EUCCK 회원사, 외국 부동산 투자가, 부동산 서비스 제공사, 자산 운용사, 은행 등 부동산 관련 인사 200여 명이 참석해 한국 부동산 시장에 대한 높은 관심을 나타냈다.

Effect of Professional Competence of Public Institutions on Service Quality: Focused on Housing Welfare Service (공공서비스 조직의 서비스역량이 서비스품질에 미치는 영향관계 연구 : 주거복지서비스를 중심으로)

  • As the public sector has been facing many challenges arising from the global economy and experiencing major changes, public services are redefined and various modes to improve their quality are applied to the customer service area. This research addresses whether and to what degree the professional competence of public institutions affect the customer service, in particular the quality and delivery of housing welfare services. With the institutional competences consisting of three elements - customer centric culture of service delivery, information sharing, and service delivery channels, this study utilizes a questionnaire survey, and the collected data are analyzed by using the inferential statistics. The findings show that customer centric culture of service delivery and information sharing have positive impacts on the quality of housing welfare services while service delivery channels don't have any influence on it. The research results imply that the institutional competence in the public sector is critical in the quality and delivery of the housing welfare services.

A Study on Residential Modification Demand by Elderly Lived in Detached Housing - Focusing on Application of Ubiquitous Home Services - (단독주택 거주 노인의 주택개조 요구에 관한 연구 - 유비쿼터스 홈 서비스 적용을 중심으로 -)

  • Korea is a fast growing aging society. Growing older population causes various social issues and problems in many aspects. Housing issue is one of them and residential modifications for improving safety and independence for older residents are very important factor for Aging in Place. Under those social circumstances, the purpose of this study was to analyze the residential modification demand by the elderly on the application of ubiquitous home services. Respondents were the residents those who were over 55 years old, were living in a singe detached house and were able to use a computer. The major findings of this study were as follows: the results on current situations and demands for residential modifications showed that respondents already made mean of 4.9 home modification items and wanted to make mean of 12.4 items out of 21 residential modification items. The results on demands for the ubiquitous home services was relatively high(mean 3.82). This study can be an important information which is able to improve the quality of life by providing effective residential modifications for older population to help them ultimately safe, convenient, and independent living.

The Evolution of Public Housing in the United States: Focusing on Social Services in Choice Neighborhood Initiatives (미국 공공주택의 진화: 초이스 네이버후드 계획의 생활지원서비스를 중심으로)

  • The purpose of this study is to introduce the design and early implementation results of Choice Neighborhoods(Choice) initiative, which is the most recent version of public housing policies in the United States designed and implemented under the Obama administration. The Choice initiative aims to support a wide range of strategies locally driven to address problems in disadvantaged neighborhoods with an emphasis on a comprehensive approach to transforming those neighborhoods. In this study, first, I briefly review the history of public housing policies since 1937, particularly focusing on limitations of HOPE VI(Housing Opportunity for People Everywhere) projects to understand the context behind the advent of the program. Second, I introduce the overall design of the Choice program and point out how this programs' design differs from previous public housing programs by reviewing the literature on federal guidelines for the Choice program. This study particularly focuses on introducing social services given to existing residents in public housing and their neighborhoods in redevelopment processes. These social services are intended to address poverty-related problems that public housing residents often confront, to help them break out of the cycle of poverty, and to minimize the negative impacts of relocation triggered by redevelopment. Third, to examine how this program has been implemented and has revealed limitations so far, I review an interim evaluation report based on five cities. This study ends with discussing policy implications for public housing providers and housing policy-makers in South Korea.
