1978년 처음 도입된 청약제도는 그동안 주택 시장에서 무주택 서민의 내 집 마련과 주택 공급의 안정화에 기여해왔다. 하지만 분양가 상한제와 청약가점제 도입을 골자로 한 주택법 개정안이 최근 국회에서 통과됨에 따라 9월부터 청약가점제와 추첨제가 병행 실시된다. 앞으로 분양가 상한제 실시등으로 주택이 비교적 싸게 공급될 뿐 아니라 신규 주택도 무주택 실수요자에게 더욱 유리하게 공급될 것을 보인다. 이번 공청회에서 거론된 청약제도의 개편안에 대해 살펴보자.

지속적인 주택공급 증가에 따라 전반적인 주택보급률은 상승하였으나 주택하위시장별로 수급이 차별화되고, 수요자의 요구도 다양해짐에 따라 주택정책의 수립에 있어서 양적정보 뿐만 아니라 지역적으로 세분화된 주택통계에 대한 질적 정보 수요가 높아지고 있다. 이중 주택공급통계(housing supply statistics)는 건축물의 건설, 사용, 수선 및 보수, 폐기의 각 생애주기(life-cycle)별로 인허가, 착공, 분양, 준공, 입주통계 등을 생산한다. 하지만 통계생산시 발생하는 누락 오기, 정보시스템의 미비 연계부족 등의 이유로 신속하고 정확한 통계 생산이 곤란한 실정이다. 본 연구에서는 이러한 문제를 해결하기 위해 시스템적 통계 생산방안을 모색하고자 주택공급통계를 중심으로 통계 및 시스템 현황을 분석하고 주택 통계와 GIS를 연계한 통합데이터베이스 구축과 시스템 정비방안을 연구하였다.

불황을 겪고 있는 주택 시장이 되살아날 기미가 보이지 않고 있다. 주택 시장 정상화를 위해서는 주택 공급 규제를 하루 빨리 개선해야 한다는 목소리가 높아지고 있어 이에 대한 전문가들의 다양한 의견을 들어보았다.

Establishing housing supply strategies in Korean housing market is a crucial issue due to contradictory but concurrent two problems in market; one is the unstable working-class residential and the other is the high vacancy rate by the low-level of sales rate. Although government has been continuously implementing various supply policies in an attempt to evenly distribute houses as well as to keep supply and demand in balance, it is difficult to satisfy all of stakeholders, such as housing consumers, housing owners and housing suppliers. This paper, therefore, applies a system dynamics methodology and offers a dynamic and integrated model encompassing for-profit behaviors of each market participants. The proposed model simulates the future trends of house prices, the balances between supply and demand, construction companies earnings and vacancy rate when applying various housing supply scenarios. From the simulation result, recent governmental small-size rental housing supplies in bulks should utilize private construction companies to stabilize housing distribution rate and private supply system as well as the supply and demand are well balanced.

대통력직 인수위원회에서 ''아파트 후분양 제도 도입''을 검토 중이라는 사실이 언론에 알려지면서 이에 대한 찬반 양론이 팽팽히 맞서고 있다. 주택건설 공급자 금융(Construction Mortgage)제도가 발달되지 못한 상황에서 선분양 대금에 크게 의존하는 현행 주택 공급 방식의 구조적 한계로 인해 후분양제 도입시 주택 공급이 크게 감소할 것이라는 우려가 제기되고 있다.

국내 최초 공동주택 지역냉방 공급으로 주거문화의 질이 향상될 전망이다. 안산도시개발(주)는 지난 7월 안산시 사동에 위치한 푸른마을 3단지에서 지역냉방시설 준공식을 갖고, "국내 최초로 공동주택 지역냉방을 공급했다" 고 밝혔다. 안산도시개발은 이번 준공에 따라 안산지역에 지역난방 뿐만 아니라 공동주택에도 지역냉방을 공급하는 전국 최초의 공동주택 지역냉방을 도입하게 돼 주거문화의 질을 향상시키는 기반을 마련했다.

The rate of automobile ownerships has been increased significantly in multi-family housing sites so that government has made new parking regulations increasing the rate of parking supply by the high demand of parking lots in multi-family housing sites. However, the new regulation of parking supply has several problems that it applies to only new multi-family housing sites and disregards to the locational distinctions around the sites. It also has reduced to the open spaces in the sites and increased the price of housing units especially to the small size units of multi-family housing sites by increasing the number of underground parking lots. Furthermore, the residents have not been equal opportunity to access their parking lots even though they have been charged to equal amount of financial burden for the construction of underground parking lots. This research aims to relieve above problems by analysing parking supply and demand management strategies both domestic and foreign countries, and suggest to new parking management system for multi-family housing sites in 21st Centuries. This research reveals that most of multi-family housing sites want to be applied 1) diverse parking supply regulations considering the locational distinctions of sites, 2) parking lot ownership programs, 3) charging parking fees to second vehicles, 4) increasing parking lots both in the sites and around the sites, 5) enforcing police power to the parking violation vehicles to their sites. Especially, the multi-family housing sites consisting of small & medium size of units and locating in small & medium size of cites strongly want to be accepted new Parking regulations considered their locational and social distinctions and applied police power to the parking violation vehicles in their sites compared to the other multi-family housing sites.
