Since 1980s, the government has established the overall country development master plan for balance development of country, it set basic aim of restraint overcrowding of the metropolitan area and devising a regional balance development for development policy. But, new urban development master plan which if propelled has revised development master plan for stabilization of housing cost through supply housing in the metropolitan area, not reviewed discussion suitability of development plan with policy propulsion, efficient pre-plan, negotiation with local self-administration community, convergence opinion of local resident, environmental impact evaluation. therefore, we should suggest considerations related to policy and development when it propelled solution of housing inefficience in the metropolitan area and new urban development policy for harmony of central function in capital.

This study is a basic study for establishing a comprehensive operation plan for the Incheon Global Campus Library in preparation for the 4th Industrial Revolution and the post-corona era. Based on this, it was intended to propose a direction for establishing a comprehensive operation plan in the future. As a result of the study, in the case of the first collection, a mid- to long-term plan for continuous expansion of the collection is required, and in particular, it seems that the expansion of major-related collections is necessary. In the case of the second service, it is necessary to support users' research by providing information services customized for each stage of research by users, information services customized for researchers, and research support services for departments, and it is necessary to provide information utilization education programs. Third, in the case of space, IGC users have very high demands for learning and research space, so it is necessary to improve education and related spaces that users want through space reorganization in the future. It is also necessary to expand the creative collaboration space as a place closely related to the lives of students, such as rest, etc. Lastly, in order to activate the homepage in relation to the homepage and information system, it is necessary to first expand the various contents and up-to-date data that users want on the homepage. In addition, it seems that the domestic electronic journal and DB provision plan should be implemented.

사업관리는 수명주기비용을 절감하고 성능을 보다 좋게 하며 사업기간을 단축하는데 목적을 두고 추진할 때 우리가 계획하였던 무기체계획득을 완결하고 나아가서는 제2의 전략증강효과라는 전력의 확대재생산까지도 얻음으로써 사업관리에 의한 효율적인 군사력 건설이라는 궁극적인 목적지에 이르고자 하는 것이다. 그러므로 우리의 획득관리시스템은 이러한 목적을 가장 잘 달성할 수 있는 종합 시스템으로 설계되어야 한다. 현 국방획득관리규정을 기준으로 볼 때 한두가지 개선으로 될 수 있는 문제가 아니기 때문에 개혁적 차원에서 추진해야 될 것으로 생각한다.

지난 7월 18일 "자연재해위험개선지구 관리지침(고시)" 일부를 개정(국민안전처 고시 제2016-117호)하여 복합 유형에 대한 지구지정으로 종합적인 정비근거를 마련하였다. 또한, "자연재해대책법" 제13조 및 제14조에 따라 자연재해위험개선지구 정비 사업계획 수립과 실시설계 수립을 같은 법 제38조 제2항에 따라 방재관리대책대행자로 하여금 대행하도록 개정('16.1.27)되었음을 알려 드리며, 앞으로 지방자치단체에서는 자연재해위험개선지구 정비사업 실시설계 추진 시 방재관리대책대행자로 등록되지 않은 엔지니어링사업자에게 대행하는 사례가 없도록 철저히 관리하여 주시기 바란다.

우리나라의 남해안과 서해안과 같이 해안선의 굴곡이 많고 강의 하류 부분에 위치한 연안 해양은 육지로부터 영향을 가장 많이 받는다. 강 하류에 위치한 항만은 이 지역을 중심으로 발달한 도시와 각종 산업시설과 대규모 부두 시설에 의해 직접 오염물질이 유입되고, 반 폐쇄적인 지리적인 조건으로 오염 물질의 외부 확산이 적게 일어남으로써 각종 유해 오염물질의 최종 종착지이자 오염물질의 보유고 역할을 하고 있다. 본 과제의 주요 목표는 오염지역의 오염물 이동 및 생태계 구조 변화에 관한 종합적 분석을 통해 오염우심해역 관리를 위한 오염과 생태환경에 대한 종합적인 지침서 (오염물 분포, 이동, 순환 등) 제시하고, 오염물질의 순환과정에서 수생-저서생태계의 연계성 규명하며, 더 나아가서 국가실천계획 (NPA) 이행을 위한 기반 확립이다. 본 연구과제의 결과는 항상 오염에 노출될 가능성이 높은 연안역관리를 위한 지표자료를 제공하며, 앞으로 국제적으로 규제될 각종 유기오염물질관리를 위한 자료로 활용될 것이다.

The purpose of this study is to analyze the outcome of 'The second plan for identifying and nurturing of science-gifted student' and investigate the implications for the third plan. 'The second plan for identifying and nurturing of science-gifted student' was made for the promotion of science-gifted education from 2013 to 2017. This plan is composed of three strategies with 25 sub-projects: a systematic identification of science-gifted students with potential, an activation of creative and integrated science-gifted education and an establishment of optimized science education supporting system. We supposed six implications through the investigation of the performance analysis of each sub-project. First, the third plan should be composed of projects to be able to be supported directly. Second, the paradigm shift is needed from quantitative expansion to qualitative expansion. Third, third plan should include a special support for profoundly gifted students. Fourth, a specialization plan for science-gifted institute is required. Fifth, it is necessary to establish a camp or residential type gifted institute. Sixth, it is needed to have a quality management of science-gifted programs and MOOC (massive open online course) on science-gifted programs are needed.

The purpose of this study is to propose new systems for improvement of coastal landscape management in Busan area. The coastal landscape management systems in Busan are divided into urban planning sector, coastal management sector and environmental preservation sector without any comprehensive lay or integrated management system. These findings indicate that the coastal landscape is in need of integrated management in the form of coastal management rather than urban planning because coastal landscape os different from urban landscape by nature. The coastal landcape management ordinance which is based on the Coastal Management Ant should be established and the special zoning system for costal landscape management is to be set up under this ordinance. Then the comprehensive landscape plan for Busan coastal area and the design guidelines for each zone are mandatory. Also Busan city government and the district office must have a responsible department, experts and coastal landscape review committees.

본 연구는 작은도서관 운영자의 직무 현황을 파악하고 IPA 기법을 바탕으로 직무 인식도를 분석하는데 목적이 있다. 선행연구와 관련 문헌을 종합, 분석하여 작은도서관의 직무를 '계획 및 행정', '회계', '전산 관리', '자료 조직 및 자료 관리', '이용자 서비스', '이용자 프로그램'으로 구분하고 36개의 직무요소로 세분화하였다. 이들 직무요소의 IPA 결과, '계획 및 행정', '이용자 서비스', '이용자 프로그램'에 해당하는 직무요소의 중요도-수행도가 가장 높으며 '회계'와 '전산 관리'에 해당하는 직무요소의 중요도-수행도가 가장 낮은 것으로 분석되었다. 분석한 작은도서관 운영자의 직무인식도는 작은도서관 운영 개선을 위한 논의의 기초자료로 활용하고자 한다.

금강권역은 국토공간상 중심이라 할 수 있는 수도권과 서남권의 중간에 위치하고 있으면서도 그 동안 국토개발에서 상대적으로 소외되어 왔다. 이것은 도리어 다른 지역에 비해 양호한 환경수질을 유지할 수 있었던 요인이기도 하였지만, 최근 서해안 개발이 활발해지고 균형 있는 국토개발의 요구와 지방자치제 실시에 따른 지역개발 및 도시화, 산업화가 가속화될 것이며 이에 따라, 환경오염이 증가 될 것으로 예상된다. 이러한 변화 속에서 금강환경관리청은 환경오염문제에 능동적으로 대처하고 쾌적한 환경질을 유지하기 위하여 종합적이고 체계적인 환경관리 계획을 수립.추진하고 있으며, 본고에서는 지역주민의 관심도와 예산의 분배면에서 중요도가 큰 금강권역의 수질관리 대하여 살펴보기로 한다.

2018년 물관리 일원화를 위한 정부조직법 개정으로 기존 국토교통부의 「수자원의 조사·계획 및 관리에 관한 법률」 등의 사무가 환경부로 이관되었다. 과거 부처별로 나누어진 물 관리 체계에 따라 부처간 업무중복, 과잉투자 등 수량과 수질에 대한 분리된 관리체계의 한계점으로 유역 상류에 설치된 댐의 경우 저류된 댐 용수의 수질악화의 문제가 발생하였다. 또한, 물관리 일원화 이후, 「제2차 물환경관리 기본계획」에서는 2025년까지 주요 상수원 수질을 좋음(I)등급 달성을 목표로 제시하였고, 이와 연계하여 평가지표 등에 설정한 댐 수질목표를 2025년까지 매우좋음(Ia) 등급 달성을 위해서는 댐 상류 주요 오염원에 대한 과학적 분석이 필요하며 이에 대한 관리대책 마련이 시급한 상황이다. 본 연구의 공간적 범위인 사연댐은 울산공업지구의 공업용수 확보를 위해 1965년 준공되어 울산 일원에 100,000m³/일 이상의 공업용수를 공급하는 수원시설이며, 대곡댐은 기존 울산지역에 공업용수로 사용하던 사연댐의 물을 생활용수로 전환하고, 대곡·사역댐의 연계운영을 통해 연간 66백만의 생활용수를 공급하기 위한 수원시설이다. 수질 목표기준의 경우 대곡댐은 좋음(Ib), 사연댐은 매우좋음(Ia)로 설정되어 있으나, 2015~2019년까지의 TOC, T-P의 평균 달성률을 살펴보면 대곡댐은 TOC 45.8%, T-P 27.1%의 목표수질 달성률을 나타내었고, 사연댐은 TOC 및 T-P 모두 0%로 목표수질을 달성하지 못한 것으로 조사되었다. 본 연구에서는 대곡·사연댐 상류 유역을 대상으로 유역의 특성 및 오염원 발생 특성을 파악하고, 이에 따른 물환경관리 종합대책을 수립하기 위하여 1) 유역 물환경 기초자료 조사와, 2) 모니터링을 통한 댐유역 오염 원인분석을 수행하였다. 그 결과를 바탕으로 소유역별 오염부하량을 분석하고 개선대책(안)을 도출하였다. 이 때, 개선대책의 효과를 분석하기 위해서 유역 모형(HSPF)과 호소수질(AEM3D) 모형을 활용하여 수질모델 구축 및 보정을 수행하였고, 개선 대책(안)에 대한 목표수질 달성여부를 파악하였다. 최종적으로 대곡·사연댐 유역의 호소수질 변화를 파악하고 댐 유역 특성을 고려한 맞춤형 물환경관리 종합대책을 제시하였다.
