A Study on a Democratic Records Management System in Korea (자율과 분권, 연대를 기반으로 한 국가기록관리 체제 구상)

  • We have innovated the records management since 2004. So, We innovated the electronic records management, transparency, and accountability. From these results, we could mark a turning point to plant the democratic values in the government It is very surprising, but it is fact that there are the estrangement between the high level institutionalization and low level records cultural soil. But after starting new government, things have been going backward. We have experienced the hyper-politicized problem, shrinking governance problem, regressive personnel policies in the National Archives of Korea. 'New Innovation Model' has resulted the shrinking democratic values, and the growing the bureaucratism. At this point of change, it will be meaningful to review the future of records management. First, we should make the more archives to realize the self-control decentralization model. It means that all local governments has the duty to build the archives, and to operate it with a principle of autonomy. Second, We should start the culture movement to build the more archives, the small archives in private sector. Archives are necessary in the NGO, Universities, firms, art, media, etc. And the small archives are necessary in the various communities, which enhance the rights of minority. All these will spread the democratic values in our society. Third, right democracy system should be operated for the political neutrality, independency. This problem is not prohibited within the national archives innovation model. So, we should transfer the powers of government to local government, and we should re-innovate the National Archives Committee will have the role to make the important records management policies. In short, Unless going to forward with the more democratic values, it would go backward 'records management without democracy'.

  • Die Arbeit beschaeftigt sich mit dem Entstehungsprozess und dem Organisationssystem der Raumordnung und Paumplanung in der Bundesrepublik Deutschland. Selbstverstaendlich hat die deutsche Raumplanung eine laengere Geschichte und eine besondere Tradition, entstand die heutige einheitliche Raumordnungspolitik erst im Jahr 1965. Im Grunde hat die Raumplanung immer eine ausgewogene Raumentwicklung aufgesucht und ist in den infolge des foederativen Systems gerade komplizierten Verwaltungsaufbau integriert.

Global City-Regions Theory and its Implications for Regional Development Policy in Korea (세계도시지역론과 그 지역정책적 함의)

  • This study examines the emerging global city-regions theory and suggests its implications for regional development policy in Korea. Global city-regions defined as an economic and political organization of metropolitan regions or a new scale of urban organization with polycentric structure, is appreciated as a new regionalist model of development in the globalization era. In Korea, the application of global city-regions model is required particularly for strengthening the international competitiveness of metropolitan areas except the capital region including Seoul, and resolving inequalities between the capital region and non-capital regions. However, Institutional revolution including consolidation of Shi(metropolitan area) and Do(province), and devolution should be preceded above all things to develop metropolitan cities such as Busan, Daegu, Gwangju, and Daejeon toward global city-regions.

전염병정보화사업의 현황과 발전 방향

  • 전염병 정보화사업은 1995년 콜레라의 집단 발병을 계기로 1996년부터 추진되었다. 교통의 발달과 국제교류의 증가는 전염병의 전파와 확산속도가 빨라져 국민건강을 위협하고 있으며 기존의 수작업만으로 정보수집 및 효율적인 전염병관리가 어려워 체계적이고 효율적인 전염병관리를 위하여 국가적 D/B 구축, 전염병관리의 의사결정지원자료 축적의 필요성 제기되었으나 독자적인 망 구축에는 막대한 예산이 들고 망의 운영과 유지관리를 위한 예산과 조직의 한계가 있는 상황에서 콜레라 발생을 계기로 보건복지부 방역과, 국립보건원, 국립서울 검역소, 경기도 6개 보건소 및 경기 및 인천 보건환경연구원을 실험적으로 연계하여 전염병 관리에 필요한 정보의 내용과 흐름, 자료 관리를 위한 기관별, 자치단체별 역할과 기능 등에 관한 개념 정립 둥 전산개발과 함께 제도정비 방안 등이 동시에 수행되었다. 이러한 실험과 연구 결과를 토대로 1998년부터 인터넷을 활용한 전염병의 신고 보고, 전염병관련 자료의 D/B를 통한 전염병의 발생 예측, GIS 등 전염병에 관한 모든 정보를 제공할 수 있는 portal site 구축을 위한 2단계 정보화사업이 정보통신부 지원 하에 시도되었다. 약 2년간의 작업 결과 전염병관리의 전산화 가능성이 확인된 후 전염병예방법을 개정하여 전산 보고의 제도적 틀을 만들고 2000년 8월부터 법정전염병은 전산 보고가 이루어 지고 있다. 일방적이 보고이외 전염병관리의 쌍방화를 위하여 각종 지령/정보의 전파, 각종 통계, 지침, 교육자료, 전염병관련 논문 등을 제공하고 있으며, 상담, 민원접수는 전염병 관련 정보의 전문화와 함께 국민과 호흡할 수 있는 시스템으로 운영될 수 있도록 설계하였다. 그러나 현재 사용하고 있는 WEB EDI가 가진 속도 문제, 응용프로그램의 문제로 신고 보고를 C/S 버전으로 전환하여 사용자의 편리성을 증진하고 있다. 또한 예방접종자료의 전산화를 통한 이상반응 관리, 접종주기 관리, 예방접종으로 관리할 수. 있는 전염병관리(Vaccine preventable disease), 학교에서 발생하는 전염병의 감시 등 전염병 포탈 사이트에 걸맞게 정보 내용을 한층 확대하고 있고 일선의료기관도 활용할 수 있는 시스템으로 발전시키고 있다. 이를 위하여 정보관리과도 신설하였다. 그러나 전염병관리의 전산화는 궁극적으로 전염병 자료의 지역화와 그를 통한 전염병관리의 분권화 및 지방자치화를 이루고자 하는 것이다. 기술적인 측면에서 전산망은 쉽게 만들 수 있으나 전염병관리의 개선과 그 정착은 1-2년간의 전산프로그램개발 작업만으로 달성되기는 어려우며 범국가적인 노력과 더불어 일선보건요원의 교육과 훈련 및 보건소장 등 보건관리자의 전산마인드 개발 등의 작업도 매우 중요할 것으로 사료된다.

An Empirical Study on Public Service Recruitment System and Public Sector Corruption (공직임용제도의 폐쇄성과 공직 부패에 관한 실증분석)

  • We study the relationship between the closedness of public service recruitment system and the corruption rampant between private firms and public servants. Empirically we test our claim that the closedness of public service recruitment system tends to heighten the corruption level of each country. Our results show that the closedness is positively correlated with bureaucracy corruption levels indexed by IMD, WEF, and World Bank.

A Study on Multilateralization of Policing in Korea (한국 경찰활동의 다변화에 관한 연구)

  • Since Korea Police Agency had established in 1948, our police have developed with many difficulty. And now, our police have diversity in policing through decentralization and democratization of police organization. But, new policing methods has introduced without our social control system which have based on national police system, without considering basic principles of our police systems. new policing methods are as follows.; enlargement private policeing, introducing community policing, introducing police service, introducing privatization of policing. Therefore, this study examined development process of police conception and policing which is based on many police studies. And this study suggested how we can understand Multilateralization of Policing in Korea. Because basic police conception, public safety and order maintenance function is never changable in spite of various changes in policing.

Changes in the Multinational Corporate Networks and International Quaternary Places (多國籍企業의 네트웍과 4次産業活動 空間의 變化)

  • This paper investigates spatio-temporal changes in the international system of linkages among multinational corporate domestic decision-making centers and their overseas subsidiary centers for the period 1974-1991. During this period advances in information technologies and an ever increasing interdependent world economy have permitted the globalization of resource transfers, production techniques, service provision and financial transactions. Based on a network theory of internationalization, the study idenifies the dispersion of multinational control centers and the diversification of their linkage patterns. These tendencies are led by small and medium sized quaternary places as well as the rapid growth of service industries. Corporate headquarters cease to be tied together to big corporate and governmental centers but will disperse over time at global, national and regional level. Using information statistics, this paper confirms the dispersion patterns of capital flows and diversification of multinational control linkages. With an increasing trend toward a multicentric world system and the associated diecline of the global hegemony of a small number of largest cities, multinational control linkages should continue to disperse.

  • The first organization of the 'national Archives of France' was defined by a law voted during the Revolution, the law of June 25, 1794 which is remained into force during nearly two century-until with the law of January 3, 1979. This law is regarded as the text founder of the national Archives of France, mainly thanks to its article 48 which posed the principle of the free communicability of the whole of the documents of national Archives of France. But it had initially as an aim to organize and frame sortings of the documents gathered in great number since the beginning of the French revolution. Its principal provision does not leave astonish us: it envisaged a separation between the documents to be eliminated, the useful documents has the administration, only intended to be preserved in national Archives of France?, and the documents interesting for the history, which were intended for the national Library.

Evaluation of the Open Method of Coordination in Social Inclusion: Theoretical Expectations and Reality (유럽연합의 개방형 정책조정 (Open Method of Coordination)에 대한 이론적 기대와 현실: 빈곤정책의 사례)

  • This study aims at the evaluation of procedural changes and policy outcome caused by the Open Method of Coordination(OMC) on Social Inclusion in the European Union. The policy instruments of the OMC introduced by the Lisbon Council can be divided into two groups: the outcome-oriented New Public Management(NPM) and the process-oriented Directly Deliberative Polyarchy(DDP). By considering the adoption process of the NPM instruments, it can be said that OMC could not be effective due to the vagueness of its objectives, the institutional barriers in decentralized decision-making, and the rejection of benchmarking by the Member States. The intended learning by deliberation and peer review as indicated by the normative DDP, is hard to achieve because they are not so reflexive due to relatively restricted and closed participation. We also cannot find any significant reduction of poverty after the long implementation of the OMC. Considering the higher recognition of poverty problem and expanding NGOs concerned with it, however, we may see some significant impact in the future.

Promotion Process and Governance for Establishment of the Union of Kansai Governments: A Case of the Kansai Economic Federation (일본 간사이광역연합 설립 논의과정과 추진체계: 간사이경제연합회를 사례로)

  • The Union of Kansai Governments of Japan is regarded as a bench marking for the successful cooperation, alliance, and cooperation of neighboring local governments. The Union of Kansai Governments was a realization several active plan of the Kansai Economic Federation. The purpose of this study is to examine the roles of the Kansai Economic Federation in the process for establishment of the Union of Kansai Governments, searching for theoretical implications for the inter-municipal cooperation of Gwangyand Bay in South Korea. In particular, this study review the activities and roles of the Kansai Economic Federation in relation with the establishment of a number of promotional organizations and governance systems. We played special attention to the three important factors carried out by the Kansai Economic Federation, that is, the contineous activities, the accumulated research results, and establishment of various promotion organizations and effective governance systems. We suggest, in conclusion, that these three factors would also have very important policy implications for the discussion of inter-municipal cooperation among three cities, Yeosu, Suncheon, and Gwangyang.
