The Evaluation on the Governance of Andong International Mask Dance Festival (안동국제탈춤페스티벌의 거버넌스 특성과 평가)

  • This paper evaluates the governance of the Andong International Mask Dance Festival. The evaluation focuses on mutual cross-assessment of agents engaging in governance relating to four elements: social justification, reliability, professionalism and transparency. Governance based on co-operative partnership was the essential factor leading to the mask festival's success. Governance of the Andong International Mask Dance Festival in 2011 was privately initiated governance having horizontal and open partnership among festival specialists, civil society organizations, regional business organizations, volunteers and local government, with the Andong Festival Tourism Foundation as the central figure. Three of governance elements were successfully carried through; the exception was transparency. The agents who gave more positive evaluations were those who played leading roles in planning and conducting events, as well as in assessing those events. The reasons for positively assessing the elements are the significance of the festival and the guarantee of agents' participation in social justification; the ability of agents, as well as cognitional and institutional trust in reliability; expert knowledge, capacity to suggest alternatives and duality of business in professionalism; and effective communication, the guarantee of opening of information and information sharing in transparency. To improve the effectiveness of governance, the system for allowing passive agents to contribute usefully should be strengthened. Mutual communication and sharing of information among agents, as well as between agents and residents, also should be more strongly reinforced.

On-Line music score recognition by DPmatching (DP매칭에 의한 On-Line 악보인식)

  • 컴퓨터의 기술적 발전은 사회 여러 분야에 막대한 영향을 끼쳤다. 그중 악보인식분야에도 커다란 영향을 주었다. 그러나, On-line 상에서 그린 악보를 실시간으로 정형화된 악보형태로 변환하는 처리에 대한 연구가 미흡하여 이에 대한 연구가 필요하다. 본 논문에서는 실시간으로 악보를 인식하고, 사용자의 편의를 도모하기 위해 DP(Dynamic Programming) 매칭 법을 이용한 On-Line 악보인식에 관한 방법을 제안하였다. 본 연구에서는 실시간으로 입력되는 악상기호를 인식하기 위해, 가장 유효한 정보인 악상 기호내의 방향, x, y 좌표를 이용하여 벡터형태로 추출한 후 음표와 비음 표(쉼표, 기타기호)의 두개의 그룹으로 나누어진 표준패턴과의 DP매칭을 통해 인식한다. 먼저 tablet을 통해 실시간으로 악상 기호를 입력할 때 생기는 x, y좌표를 이용하여, 펜의 움직임에 대한 16방향 부호화를 수행한다. 음표와 비 음표를 구분하기 위한 시간을 줄이고자 16방향 부호화를 적용하지 않고 사사분면부호화를 적용한다. 음표를 약식으로 그릴 경우 음표 머리에 해당하는 부분의 좌표는 삼사분면에 분포하고, 폐곡선의 음표일 경우에는 좌표가 사사분면에 고르게 나타난다. 폐곡선을 제외한 음표의 머리는 폐곡선과 같은 조건이면서 입력받은 y좌표 값들 중에서 최소 값과 최대 값을 구한 다음 2로 나눈 값을 지나는 y좌표의 개수가 임의의 임계값 이상이면 음표로 판단한다. 위 조건을 만족하지 않을 경우 비 음표로 취급한다. 음표와 비 음표를 결정한 다음, 입력패턴과 표준패턴과의 DP매칭을 통하여 벌점을 구한다. 그리고 경로탐색을 통해 벌점에 대한 각각의 합계를 구해 최소 값을 악상기호로 인식하였다. 실험결과, 표준패턴을 음표와 비음표의 두개의 그룹으로 나누어 인식함으로써 DP 매칭의 처리 속도를 개선시켰고, 국소적인 변형이 있는 패턴과 특징의 수가 다른 패턴의 경우에도 좋은 인식률을 얻었다.리되고 이원화된 코드체계와 데이터 형태의 이질화를 통일하는 방법으로 데이터웨어하우스 시스템을 제시하였다. 결국 병원에서 데이터웨어하우스 시스템의 구축은 임상, 연구, 교육의 유기적 순환관계를 정립하여 지식의 순환적 고리인 수집, 공유, 확산, 재창출을 지속적 유지할 수 있는 인프라를 구축해 준다. 반면 상이한 정보들간의 충돌과 이에 따른 해석의 오류로 잘못된 의사결정을 위한 정보를 제공할 수 있고 기초정보의 접근 및 추출의 유용성에 의해서 정보유출에 대한 문제가 한계점으로 나타났다.로세스 개선을 위해서 무엇을 정말로 필요로 하는지를 밝힘으로써, 한국 소프트웨어 산업의 현실적인 특수성을 고려한 소프트웨어 프로세스 평가와 개선 모델의 개발을 위한 기초적인 자료를 제공할 것으로 예상된다. 또한, 본 연구 결과는, 우리나라 소프트웨어 조직들이 실제로 무엇을 필요로 하는지를 밝힘으로써, 우리나라의 소프트웨어 산업을 육성하기 위한 실효성 있는 정책 입안을 위한 기초 자료를 제공할 것으로 예상된다.를 검증하려고 한다. 협력체계 확립, ${\circled}3$ 전문인력 확보 및 인력구성 조정, 그리고 ${\circled}4$ 방문보건사업의 강화 등이다., 대사(代謝)와 관계(關係)있음을 시사(示唆)해 주고 있다.ble nutrient (TDN) was highest in booting stage (59.7%); however no significant difference was found among other stages.   • Minnesota state law requires County Extension Committees (CECs). The County Board of Commissioners appoints committee members. Extension Educators are responsible for using CECs to assure the value of Extension work in the County. This paper will explore underlying values, principles and practices that can effect the utilization of CECs in ways that benefit the work of Extension and make the process a good experience for CEC members and Extension Educator. The paper is based primarily on readings in the Journal of Extension, interviews with two Extension Educator, and information provided by the University of Minnesota Extension Service for CEC members.

  • Countries across the globe, including those in Europe, are waging a "war against terrorism" as international terrorist groups such as ISIS and lone-wolf terrorists have unleashed various large-scale attacks on rail infrastructure. Anti-South Korean sentiment exists in Muslim-majority countries because the nation has cooperated with the US for its military interventions in the Middle East, and ISIS has threatened to target South Korea four times since September 9, 2015. In addition, North Korea has been left isolated in the international community with its missile and nuclear tests, while further escalating inter-Korean tension and threatening to strike major facilities and attack important figures in the South. These situations imply that South Korea is no longer immune to terrorist attacks. If the nation fails to prevent or deter such terrorist attacks against rail networks, massive casualties, property damage and social confusion would be unavoidable, deteriorating national and international trust in its counter-terrorism policies. This may lead to a national crisis involving decreases in the number of tourists, dampened interest of foreign investors, and capital flight. This study aims to propose policy measures to enhance railroad security checks, based on the work of railroad police officers, for the sake of protecting citizens and public safety. The suggestions include an incremental expansion of railroad security checks; growth of the railroad police force and adjustment of their policing distribution with other police officers; enhancement of security systems across important rail networks; improvement of the Railroad Safety Act; Southeast Asia, including the corresponding strengthening of the national crackdown illegal immigrants, and plans for pre-emptive and regular cooperation among organizations related to the promotion of security checks and the prevention of terrorist attacks.

The Study of Key Elements to Establish Natural Disaster Preparedness Plan in Libraries and Archives (도서관과 기록관의 자연재난 대비 계획수립 핵심 요소 고찰)

  • This study reviewed important elements that should be considered in developing natural disaster plan in libraries and archives. In Korea, research on natural disaster planning in libraries and archives was rarely conducted. Therefore, it was necessary to study and analyse overseas literature for natural disaster preparedness planning. The key elements for establishing a natural disaster preparedness plan commonly identified in overseas research can be divided into six factors. 'The disaster preparedness committee and roles of staff' should be designated for starting disaster preparedness, and 'Risks' vulnerable to disaster should be assessed and managed in advance. A 'Handbook for immediate response' should be produced for all employees to respond promptly in the event of disaster, and 'Recovery and business continuity plan' should be reviewed for strategic recovery based on disaster scale and return to work after disaster. Also, in order to strengthen the capacity of all staff related to disaster preparedness and to improve plan for disaster, 'Training' is needed, and 'Cooperation activities' between related organisations should be taken into consideration in order to obtain various perspectives for disaster preparedness and to cope with and recover from large-scale disasters. This study can help Korean libraries and archives to establish natural disaster preparedness plan for serious natural disaster that can likely occur in the future.

  • Libraries' functions include not only being a treasure house for cultural heritage and cultural development but also comprehensive functions such as lifelong learning and human resources development. At the present time, the Ministry of Education and Human Resources Development(MOE) has legal infrastructure and leadership which can develop and manage the nation's overall human and intellectual resources unlike previous Ministry of Education. For library to evolve as a stronghold for developing human resources and lifelong education, library policies must be unified into MOE which can provide the needed leadership. With direct management of libraries by MOE, which is currently overseeing and coordinating the nation's human resources development policies, library policies can be implemented systematically, mutual cooperation between libraries will be easier, and the link between library policies and the national and regional human resources development policies can be made.

The Institutional Elements and Institutional Congruence of National and Local Accounting System (국가회계와 지방회계의 구성요소와 제도적 정합성)

  • This study aims to analyze the government accounting system of South Korea on the institutional complex and institutional congruence of new institutional theory and suggests policy reform for the system. I researched the literatures on the national and local accounting system and compiled research materials from the Ministry of Strategy and Finance, the Ministry of Interior and Safety, the Board of Audit and Inspection, and Government Accounting and Finance Statistics Center websites. Analysis showed that the government accounting system consists of various elements in institutional complex and the congruence level of national and local accounting system of South Korea is low in production, disclosure, and application of information. The suggestions of this study include: introducing accounting position recruitment, adopting government audit system, and improving cooperation between national accounting organizations and local accounting organizations for reliable information production; disclosing real time information and revealing information linking national and local accounting for transparent information disclosure; educating information user, providing accurate cost and available financial analysis indicators, introducing chief financial officer, and expanding range of consolidated national financial statements for information application.

  • This paper presents a knowledge-based view of platform-centered collaborations among multiple organizations. Studies of technological innovation and knowledge creation have broadened beyond their initial emphasis on internal development within an organization or simple exchange of ideas between two parties toward complex collaboration among many organizations at the level of platform-based knowledge ecosystems. Platforms serve as an interface between different groups of producers and consumers in a variety of multi-sided knowledge markets such as smartphone operating systems and video games industries. This study is an exploratory examination to offer theoretical understanding of how the organizational capabilities of platform leaders help expand a network of platform participants. The growth of platform participants is particularly important in the early stage of any platforms as the concept of network effects suggests that the platform with the largest number of participants will capture entire markets. Building upon organization studies and network economics theory on multisided markets, this paper focuses on the role of platform leaders in expanding platform-based collaboration. In our view, platform leaders develop varying levels of three organizational capabilities to discern quality of potential participants, to attract them to actually participate in collaboration, and to maintain long-term exchange relations in the ecosystem. We suggest that the capabilities of platform leaders will have a positive effect on the expansion of platform participants to secure network effects, and also examine several contextual factors that moderate the relationship between a platform leader's capacity and platform expansion.

  • The APT(Asia Pacific Telecommunity) Standardization Program(ASTAE) as means of regional cooperation in standardization was launched on February 1998. Its major functions are to study standardization-related issues and make contributions to the international standardization organizations like ITU, to bring about harmonization of telecommunications standards for the region and to disseminate information on regional and international standardization activities. In addition, through the third ASTAP forum of the An which held at Seoul on lune 2000, its organizational structure was changed and focused on the creation of more productive outputs and the more active participation of industry-related organization, for the pursuit of regional common interest and the enhancement of regional positions toward international standardization arena. Bearing in mind the consideration outlined above, this paper aims to analyze telecommunications standardization policy and current issues intended by Asia-Pacific regional standardization organization and accordingly, to suggest a strategy for strengthening telecommunications standardization activities in Asia-Pacific region.

Development and Application of Person-Centered Nursing Educational Program for Clinical Nurses (임상간호사를 위한 인간중심간호 교육프로그램 개발 및 적용)

  • This study aims to develop and apply Person-Centered Nursing educational program for clinical nurses. This study followed the ADDIE instructional design model to develop the Person-Centered Nursing educational program for clinical nurses. To investigate the effect of application, a non-equivalent control group posttest-pretest design was used to evaluate the clinical nurse's self-awareness, interpersonal relationship competency, self-esteem, co-worker support, and nursing job satisfaction. The results of the study showed that the self-awareness, interpersonal relationship competency, co-worker support and nursing job satisfaction scores of the control and experimental groups were significantly different between the groups based on time of measurement. Person-Centered Nursing competency was identified as a crucial element in addition to the knowledge, skills, and attitude essential to a clinical nurses.
