Development Strategy of Domestic Construction Machinery Remanufacturing Industry (국내 건설기계 재제조산업의 발전전략)

  • 현재 국내 건설기계 부품의 대부분이 수명 시간이 도래한 중고 장비가 동남아시아 등지로 재제조 되지 않고 수출되거나 폐기되고 있다. 이를 재제조함으로써 자원순환이란 관점에서의 많은 경제적 환경적 이점들을 충족하고자 하며, 선진국들과 중국도 일찍이 건설기계 부품 재제조 사업을 장려하고 있다. 재제조 사업은 부가가치가 높아 여러 국가의 유명 완성차 업체가 직접 참여하여 재제조함으로써 많은 건설 시공사와 수요처들에게 판매하고 있고, 수익성도 높아 완성차 제조 기업 중 재제조 사업으로 총 매출 중 20%를 차지할 만큼 적극적이다. 그러나 국내는 이제 2016년 건설기계 부품 재제조 협회를 창립하면서 음성적으로 재제조하여 왔던 기업을 양성화함은 물론 기반 인프라 구축을 통하여 선진 기업과의 조속히 격차를 줄여 나가고 있다. 또한 재제조에 대한 공정 기술을 개발함과 동시에 전국 인프라 구축을 통하여 산업의 활성화를 꾀하고자 건설기계 부품 산업의 발전 전략을 수립하여 본 기고에 제시하여 보았다.

  • 국내 재제조 산업은 대부분 자동차부품, 토너 카트리지 등에 집중되어 있으며, 소규모 영세업체가 상당한 비중을 차지하고 있다. 판매되는 재제조 부품의 반품회수율(불량률)은 5~10% 정도이나, 재제조 기술 수준은 미국, 유럽 등 선진국의 30% 정도로 평가된다. 최근에는 규모는 크지 않지만 컴퓨터, 카메라, 가전 등 전자제품 분야에서도 재제조 시장이 형성되고 있다. 우리나라 재제조 산업은 대상 부문 및 시장 규모 등에서 미국에 비해 매우 초보적인 단계에 있지만, 재제조 산업이 갖는 경제적 환경적 가치를 고려하여 관련 산업의 활성화 방안을 모색할 때이다. 본 고는 한국산업연구원에서 7월 5일에 발표한 보고서 내용을 발췌 정리한 것이다.

  • 재제조에 관한 이해부족과 정부의 무리한 육성정책으로 원제조업체와 재제조업체간 첨예한 대립양상과 함께 각종 부작용이 나타나고 있다. 더욱이 근래에는 정품을 모방한 값싼 중국제품까지 시장에 밀려들어와 재제조업체까지 피해를 당하고 있는 상황이다. 문제는 재제조 기준이 명확하지 않아 신품과 같은 고른 품질을 기대할 수없고 사후관리와 단속이 효과적으로 이루어지지 않아 불법행위의 사각지대로 존재하고 있는 상황이다. 따라서 제조업체와 재제조업체간 서로의 기득권을 주장하기에 앞서 지구의 환경보호.자원저약.소비자 보호 차원으로 관점을 변화해야 하며, 정부도 중고품.재제조에 대한 기준과 제도를 명확히 하여 향후 재제조 산업 육성에 기틀을 마련해야 한다.

A Study on the Effectiveness of Remanufacturing Technology for the Diesel Oxidation Catalyst(DOC) Deactivated by Diesel Exhaust Gas (경유차 매연저감장치에 의해 비활성화된 DOC촉매의 재제조 효과에 관한 연구)

  • The deactivated diesel oxidation catalyst(DOC) was remanufactured by ultrasonic wave treatment with various solutions, followed by active component re-impregnation. The catalytic performance and surface properties of remanufactured DOC were studied at various remanufacturing conditions. The proper ultrasonic-wave cleaning time at various solutions and optimal re-impregnation amounts of active component for the best catalytic performance were investigated. The catalytic performance tests on the conversions of CO and THC(total hydrocarbon) were also carried out at various temperatures by catalytic reaction test unit using bypass gas from the diesel engine dynamo system. It was found that the catalytic performance of DOC remanufactured with the high-temperature air washing, ultrasonic wave cleaning at acidic/basic solutions and active component re-impregnation method was recovered to 90% level of its activity compared to that of the fresh DOC, which was caused by removing the deactivating materials from the surface of the DOC through the analyses of catalyst performance test and their characterization by Optical microscope, EDX, ICP, TGA, and porosimeter.

  • In the domestic aluminum industry, the extrusion process is a major process accounting for more than 40% of the total production. However, most domestic aluminum extrusion companies produce aluminum using old equipment that is more than 30 years old. Extrusion press is when the equipment is not replaced before the wear and breakage of major parts occur, reducing productivity and increasing the defect rate compared to new equipment. The old extrusion press often loses part drawings, so it is difficult to repair them properly on-site and to remanufacture them due to the lack of technical skills for maintenance. Therefore, a systematic remanufacturing plan must be designed from dismantling the equipment. In this study, remanufacturing FMEA was devised to remanufacture old extrusion press. The risk priority was analyzed by considering the degree of damage to the recycled parts, the cycle due to breakage/damage during the extrusion process, and the value of recycling resources due to remanufacturing. To standardize the remanufacturing process, remanufactured FMEA was performed through part analysis according to the structural analysis of the extrusion press. In addition, remanufacturing priorities were selected for each part, while remanufacturing itself was studied for efficiency of resource circulation and product quality stabilization.

  • Remanufacturing is one alternative to conserve the good environment of our earth and to save the production resources and manufacturing energy. To make active remanufacturing in Korea we have to prepare basic rules to support the collaboration among the original manufacturing, remanufacturing, and repairing companies. Basic rules for active remanufacturing can be established by the analysis of recently environments of remanufacturing procedures and the relationship among the main constituents.

  • Remanufacturing refers to restoring a used product to an acceptable condition for resale in the market of remanufactured items. In this paper, we deal with the acquisition price and remanufacturing decision for remanufacturing systems in the case where the demand for the remanufactured product in a single period is known and the return quantity of the used product is determined by its acquisition price. The quality of the acquired used product is categorized into two classes, high and low, through inspection and different qualities incur different remanufacturing costs. The probability that the acquired used product is categorized as high class can be a constant or random variable. We derive the expected total cost functions, obtain the optimal solutions, and interpret the managerial meaning of the optimal solution for each case. The sensitivity of the optimal solution with respect to the variation of the inspection cost and uncertainty of the quality of the used product is investigated through numerical examples.

The proper ultrasonic wave cleaning time at various prepared solutions and optimal re-impregnation amounts of active component for the best emission control performance of DPF were investigated and its performance tests were also carried out with various temperatures for the conversions of CO, THC (total hydrocarbon) and PM (particulate matter) by catalytic reaction test unit using bypass gas from the diesel engine dynamo system. It was found that the emission control performance of DPF remanufactured with the high-temperature air washing, ultrasonic wave cleaning at acid/base solutions and active component re-impregnation method was recovered to 95% level of its activity compared to that of the fresh DPF, which was caused by removing the deactivating materials from the surface of the DPF, through the analyses of performance test and their surface characterization by Optical microscope, EDX, ICP, TGA, and porosimeter.

  • Deactivated three-way catalysts which had been exposed to gasoline engine exhaust for a long time were remanufactured by ultra sonic cleaning with distilled water, sulfuric acid solution and impregnation with precious metals (Pt, Pd, Rh). The catalytic properties as well as conversion reactivity of CO, THC and NOx about fresh, aged and remanufactured catalysts were examined. Most of the pollutants deposited on the aged three-way catalysts were removed in the remanufacturing process of those catalysts. At the same time a little amount of precious metals like Pt and Pd were removed in the remanufacturing process. Under the experimental condition used in this study, in the case of the remanufactured catalysts with impregnation of precious metals, the catalytic activities were recovered to almost the same level, or higher level of that of the fresh catalyst.

  • Remanufacturing is a series of industrial process by which retired or non-functional products are restored to a like-new condition. The remanufacturing industry provides much more economical and environmental benefits in view of significant materials and energy savings than existing material recycling way. It also has an effect on the substitute of natural resources, and gives the opportunity of high employment creation due to its highly labor intensive work. This paper thus presents the features of remanufacturing and its various benefits, and current status of domestic and overseas remanufacturing industry including USA, Europe, Japan and China. Furthermore, three major tasks for promoting the remanufacturing industry in Korea have been proposed based on the analysis of remanufacturing activities, technologies and related system in advanced countries.
