  • Progresses in ICT make the processing and exchange of personal data across international borders often necessary and relatively easy. The challenge lies in protecting fundamental rights and freedoms of individuals, notably the right to privacy and the right to personal information, while encouraging the free and secure flow of information across borders for the continued expansion of online transactions. The key to establishing a functioning international solution for personal data protection is to strike a right balance between the two camps which currently dominate the debate - the advocates of individual privacy rights on one side exemplified by the EU, and the proponents of self-regulation and economic efficiency on the other, represented by the U.S. In the face of a growing tension between the two sides each equipped with their own ideals, a practical solution may lie in utilizing established institutions of standardization such as ISO and IEC as a ground upon which an agreement can take its root.

  • If we look into genre movie, we can see that almost similar forms are repeated in a movie. Such similar elements are largely divided into three units from a mass of story to a very small camera angle. Those can be explained as Formula, Convention, and Iconography. Among those three, convention means custom and it is a structure or an incident in which one story can be divided into second one. Convention is an incident visualized in individual genre, and a movie director tunes audiences through the incident. The director leads a familiar story but all of a sudden, he transforms the familiar scene to a new story. As a product established from the beginning of movie history, movie convention helps communication between audiences and a director. Audiences familiarize themselves with movie convention through repeated activities of watching movies, and the director utilizes it to provide audiences with familiarity. Director Bong Joon-ho not only tunes audiences through traditional convention but also creates a new art work through transformation of convention. A study is conducted on how he used traditional convention and transformation to get a new idea and to engage in his work through his work .

Hierarchically penalized support vector machine for the classication of imbalanced data with grouped variables (그룹변수를 포함하는 불균형 자료의 분류분석을 위한 서포트 벡터 머신)

  • The hierarchically penalized support vector machine (H-SVM) has been developed to perform simultaneous classification and input variable selection when input variables are naturally grouped or generated by factors. However, the H-SVM may suffer from estimation inefficiency because it applies the same amount of shrinkage to each variable without assessing its relative importance. In addition, when analyzing imbalanced data with uneven class sizes, the classification accuracy of the H-SVM may drop significantly in predicting minority class because its classifiers are undesirably biased toward the majority class. To remedy such problems, we propose the weighted adaptive H-SVM (WAH-SVM) method, which uses a adaptive tuning parameters to improve the performance of variable selection and the weights to differentiate the misclassification of data points between classes. Numerical results are presented to demonstrate the competitive performance of the proposed WAH-SVM over existing SVM methods.

Performance Analysis of the Dynamic Minislot reservation Protocol in Single-hop WDM Networks (단일-홉 파장분할 다중화 통신망에서 동적 미니슬롯 예약 프로토콜의 성능분석)

  • In this paper the Dynamic Minislot Reservation Protocol(DMRP) in which the control channel is divided into contention-less and contention minislots in order to reduce re-transmission probability in multicasting is proposed. In the network, earth node has two pairs of transceivers. A transceiver consisting of a fixed transmitter and a fixed receiver is used to control packet registration and the other transceiver is used to transmit data. Two types f transceivers for data transmission are considered : one is FT-TR(Fixed Transmitter-Tunable Receiver) and the other is TT-TR(Tunable Transmitter-Tunable Receiver). In the analysis, FT-TR and TT-TR single-hop passive star networks are compared. As results, we conclude that the DMRP protocol with dynamically divided control channel has improved the system performance such as throughput and system delay regardless of traffic type or network structure.

Study on Conflicts and Coordination in Smart Grid (스마트그리드 갈등양상 및 조정방안 연구)

  • Smart grid, which is a sort of convergence of numerous technologies, can be deployed only with cooperation and fair competition among various stakeholders. If the interest conflicts were not coordinated properly, related business and investment would become delayed and inactive. Therefore, this study analyzes the causes of interest conflicts and related issues in smart grid sector and suggests policy directions by issue. As the result of AHP analysis, the majority of respondents surveyed said that ambiguity of the role and authority is the key problem causing conflicts of interest in smart grid deployment process. Differences in values, communications problems, etc. are pointed as additional main reasons of the interest conflicts. To resolve interest conflicts in smart grids, the Korean government should enhance its leadership in the coordination of stakeholders' interests. Government should make efforts to coordinate the various interests in terms of the development of the smart grid market and win stakeholders' sympathy of their desirable roles in the smart grid market.

Implantation of a permanent pacemaker through the coronary sinus in a patient who underwent mechanical valve replacement for infective endocarditis with a complete atrioventricular block (완전방실차단을 동반한 감염성 심내막염 환자에서 판막치환술 후 관정맥동을 통해 좌심실을 조율하는 심박조율기 시술)

  • A 52-year-old man was referred to our hospital due to fever and myalgia that occurred 2 weeks earlier. He showed a complete atrioventricular block on his electrocardiogram, and his vital signs were unstable. On his transthoracic echocardiograph, the 1.5 cm vegetation in the aortic valve with severe aortic regurgitation suggested infective endocarditis. His transesophageal enchocardiograph showed abscess in his mitral-aortic intervalvular fibrosa and vegetation was suspected on his anterior mitral valve leaflet. The patient underwent an emergent operation for valve replacement with temporary epicardial pacing. Intraoperatively, the septal leaflet of his tricuspid valve was injured during the debridement of the abscess pocket that was extended to the membranous septum. The aortic, mitral, and tricuspid mechanical valves were replaced with annular reconstruction without complications. After 14 days of intravenous antibiotics, we successfully changed the epicardial pacemaker into a transvenous DDD-type permanent pacemaker by placing a left ventricular lead via the coronary sinus and an atrial lead in the right atrium appendage. The patient was discharged in a tolerable state and was examined uneventfully in our hospital's outpatient clinic for 8 months.

Tactical Service Mesh for Intelligent Traffic QoS Coordination over Future Tactical Network (미래 전술망의 지능적 트래픽 QoS 조율을 위한 전술 서비스 메쉬)

  • As tactical networks are gradually shifting toward IP-based flexible operation for diversified battlefield services, QoS(Quality-of-Service) coordination for service differentiation becomes essential to overcome the heterogeneous and scarce networking resources limitations. QoS coordination for tactical network traffic should be able to monitor and react the dynamic changes in underlying network topology and service priorities. In this paper, by adopting the emerging cloud-native service mesh concept into tactical network context, we study the feasibility of intelligent QoS coordination by employing tactical service mesh(TSM) as an additional layer to support enhanced traffic quality monitoring and control. The additional TSM layer can leverage distributed service-mesh proxies at tactical mesh WAN(Wide Area Network) nodes so that service-aware differentiated QoS coordination can be effectively designed and integrated with TSM-assisted traffic monitoring and control. Also, by validating the feasibility of TSM layer for QoS coordination with miniaturized experimental setup, we show the potential of the proposed approach with several approximated battlefield traffics over a simulated TSM-enabled tactical network.

  • His paper looks more closely at the Republic of Korea's (ROK) Navy submarine berth-allocation strategies, with the study's results ultimately resulting in the proposition of an integer programming model. Current submarine berth-allocation planning problems include the need for more minimal berth-shifting and general support service failures, as a lack of efficient submarine berth-allocation often leads to submarines unable to receive the support service they need due to the inadequacy of their assigned berths. Currently, the ROK Navy allocates berths by only taking available reserve resources and the full-capacity limits of support services into account. This paper expands upon this strategy, and proposes a model which would allow for submarine berth allocation planning to also take submarine support service scheduling into account, allowing for more efficient and timely submarine servicing. This proposed model in turn minimizes berth shifting, support service failures, and allows for full coordination with the submarine support service request schedule. The construction of this model was carried out through data gathered on the ROK Navy's fleets and forces, allowing for a more nuanced analysis of existing issues with submarine berth-allocation planning.

Vibrational Modes of Pyeongeong (편경의 진동모드 분석)

  • Korean pyeongyeong, a set of sixteen L-shape chime stones covering one and one third octaves, is a standard instrument in the Korean traditional court music. We analyze the vibrational mode frequencies in a pyeongyeong replica which is played at the National Center for Korean Traditional Performance Arts and pyeongyeong remains which are exhibited at King Sejong Memorial Museum. The modal shapes on the Whangjong, the 1st stone and Cheonghyurjong, the 16th stone mapped by scanning accelerometer, TV holography and STAR system. The nominal frequencies in pyeongyeong replica at the National Center for Korean Traditional Performance Arts increase linearly with the thickness of the stones and the tones are tuned in line with the musical scale of Sambunsonik. The sexagenary cycles on the pyeongyeong remains at King Sejong Memorial. which show the Year of product indirectly, are different each other and the tones are not tuned in scale. The relative frequency ratios of each modes on stones differ more than just-noticeable differences from those on the pyeongyeong replica. Modal shapes are same for the two stones regardless of the thickness.

Frequency Measurement of Hwang-Jong Tone in Korean Traditional Music (향악곡의 황종 음고 측정)

  • In Korean traditional music, the frequency of Hwang-Jong tone is not known precisely, to say nothing of the temperament. So we measured the frequency of Hwang-Jong tone in solo pieces for the woodwind instruments such as daegum, piri and danso. According to the results of the measurement, the frequency of Hwang-Jong tone is about 328Hz, which is closer to the frequency of E$_3$(330Hz) than that of E$^b_3$(311Hz). This result is different from the existing theory that the frequency of Hwang-Jong tone is close to that of E$^b_3$.
