This study aims to analyze ordinance in a local government for the improvement of the preferential purchasing system of products manufactured by disabled. So, This study analyze 44 ordinance of a local government. The results of this study were as follows. First, 44 local governments enacted the ordinance(rate was 18.1%). Second, Most of the local governments suggest purpose of ordinance, agency of application, establishment of support plan, request of purchase cooperation, duty of purchase promotion. But there are not suggest other items in many ordinance. In particular, Duty of local government president is specified only 30(rate was 68.1%). Third, The municipal ordinance conflicting with the upper laws and regulation. Forth, The Council for the promotion of the preferntial purchasing system of products made by disabled upgrade to an advisory organization including professor, expert, disabled. Fifth, The sales routes of products need to be extended from the public agency to private companies for Preferential purchasing in affirmative action. In order that the Preferential purchasing system will not be a nominal law, the government should show active willingness about monitoring of local government.

서울특별시는 지난 5월 16일 "서울특별시 지역건설산업 활성화에 관한 조례"를 개정 공포했다. 서울특별시는 사업의 기본계획 단계에서 분할발주 여부를 검토 시행하고, 활성화 추진 목표 달성 현황을 매 반기별로 건설위원회에 보고토록 제도화함으로써 지역중소건설업체의 분할발주 활성화에 물꼬를 텄다. 주요 개정내용으로는 지역 중소건설업자의 공사참여 기회를 보장하기 위하여 분할 발주 가능 여부를 판단함에 있어 예산편성과 기본설계 등 사업의 계획단계부터 검토 시행토록(제6조제2항, 신설) 했으며, 매년 반기별로 활성화계획의 추진 목표 달성 현황을 보고하되 정성적인 부분과 정량적인 부분을 모두 보고토록(제4조제6항, 신설) 한 것이다. 이번 조례 개정으로 서울특별시는 "공사의 성격상 공종을 분리하여도 하자책임 구분이 용이하고 품질 및 안전관리에 지장이 없는 기계설비공사 등에 대해 분리발주를 적극 적용함으로써 지역 중소전문건설업체의 권익을 도모하는 한편 타 시 도의 표본이 될 수 있을 것으로 기대한다"고 밝혔다.

The records management system in Korea has a short history of about 20 years. However, the system is relatively stable. This compressed development has been mainly in public records. This is because the laws and regulations related to private records management were insufficient. Fortunately, Two local permanent records management institutions have recently been established. Therefore, interest in the management of local records has been growing. The Management of private records is an important part of the management of local records. The collection of private records is based on ordinances established by local governments. This study aims to analyze the ordinances of local governments, which are the legal basis for the collection and management of private records. The subject of analysis is the ordinance related to the management of private records that are currently established in Korea. The progress of the study analyzed the current state of the ordinance, the background of the ordinance, and the contents of the ordinance regarding the management of private records. The results of this study can be used as basic research for reference in the enactment of the ordinances related to the management of private records in the future since the ordinances for collecting and managing private records in Korea targets.

서울시의회가 도시계획 조례 개정안을 의결해 지난달 9일 본회의에서 최종 통과시켰다. 시내 준공업지역 내 공장 부지에 대해 최대 80%까지 아파트를 건설할 수 있도록 규제를 대폭 완화하는 내용이 주된 골자다. 대규모로 토지를 소유한 기업들을 위한 특혜라는 논란이 일고 있는 가운데, 이번 조치로 어떤 파급 효과가 미칠지 관심이 집중되고 있다.

In this paper, Seoul(25 regions), Jeonbuk(14 regions), Busan(16 regions) of 277 agencies for the based local governments were selected and reviewed an ordinance status and related laws. Based on information systems of self-regulation, the ordinance within the self-regulation for each region is being operated in the annexed form analyzed by the survey. A total of four categories(resident registration numbers, cell phone number, home number, income) by reference to the part that refused to disclose personal information, the survey analysis. Through this, The government manager who is frequently job rotation and consulting staff can understand and review the regulations by proposing the improving solution of the municipal rules. In addition, I suggested control item addition so that they can facilitate the municipal format revised review and verify the annexed form using Personal Information Management System.

This paper aims at examining the local records management under the influence of the Public Archives Act established in 2009 through a case study of prefectures and large cities with prefectural level dominions in Japan. The records management in local government has been carried out on the basis of 'the document management rule' in administrative agencies without the public archives management law. Modification of laws and ordinances in relation with records and archives management and reorganization of archives are proceeding to realize 'proper records management' in local government. Even if the content and levels are varied due to the situational conditions of local governments, the unitary records management system covering 'current and non-current' records is being adopted through the establishment of records management ordinances. In the process, local archives are pursuing strengthening and extension of their authorities and functions on records management. In addition, it is identified that observation of the provisions of records management ordinance is reinforced with public announcement of retention schedule and operation of public records management committees. These changes in local governments reflect the thought that administrative records are the intellectual property of the public and the intent of the law that accountability for the public should be achieved through the proper records management.

본 연구에서는 대전광역시의회를 중심으로 제5기 지방의정을 평가하고 문제점을 규명하여 발전방안을 모색하고자 한다. 대전광역시의회 의원들에 의정활동에 대한 객관적 평가 자료로는 주민대표기능(득표율), 의결기능(회기운영, 안건처리), 입법기능(조례안제정, 개정 및 폐지), 견제 감시기능(행정감사, 시정질의, 예산결산안), 기타의정기능(연수, 연찬, 건의 결의문, 주민참여)등의 내용을 수집하여 분석하였다.

This article intends to explore both progress and problems in local library policies of South Korea, with emphasis on public libraries. Special concerns are given to analyze the strength and weakness of local library regulations and implementation plans, prepared for the promotion of local public libraries. Also investigated are the structural problems in both current procedures and systems for library policy making. The final discussion includes the customized solutions to make local library policies be healthy and reliable, as well as the analysis on the indigenous factors to make local library policies be weak and defective.

This study was conducted to investigate and analyze the designation status of the Local Wildlife Conservation Ordinance for the conservation and management of wild fauna and flora, and to elucidate the problems and improvement directions. We compared and analyzed the provisions of the wildlife conservation ordinance of 17 regional local governments. After that,the designation status of Wildlife Protected by City/Do was investigated and the appropriateness was confirmed based on guidelines and laws. The ordinances related to wildlife were enacted in all municipalities, and provisions such as selection criteria, protection measures, and act limitations were commonly reflected. The provisions were varied depending on the characteristics of each local government, including details of flag species, the addition of species in the restoration promotion plan as criteria for selection and provision of protection and restoration of habitats. Since 2006, when the wildlife protected by City/Do designation and protection guidelines have been established, the protected wildlife have increased sharply, and there has been newly designated regional local government within the past one or two years. However, in some local government, protected wildlife has been designated for more than 10 years, and there are many that do not meet the selection criteria. Therefore, more scientific and objective selection criteria and methods should be constructed for the selection of species suitable for the purpose of the Wildlife protected by City/Do.

The following improvement plans are suggested in this study to facilitate implementing a pilot project for building a disaster resistant community organized by the National Emergency Management Agency in 2008, and ultimately to expand the project nation-wide. Regarding legislative aspects, legal grounds should be established such as devising a new clause in the Counter Measure for Natural Disaster for assigning a disaster resistant community or city, and devising a tentatively named "Act for Disaster Resistant Community Project" as a local governance regulation. Regarding administrative aspects, a project master plan focused on active participation of the local residents should be designed. Moreover, a certain amount of the project budget should be alloted not only to structural contents but also to non-structural contents. Regarding organizational aspects, an education program for training local disaster prevention leaders should be actively promoted and a local disaster prevention governance system should also be established among official and inofficial local organizations. Furthermore a preemptive consulting system with disaster prevention experts as well as an evaluation system to monitor the project implementation process should be introduced.
