건설정책(1) - 나라장터 부정활용 원천 차단.불법입찰 상시 감시체제 돌입

  • 앞으로 영업정지, 등록말소, 휴 폐업 등 부적격업체의 공공조달시장 입찰참가가 원천적으로 사전 봉쇄되고, 나라장터 시스템 밖에서 일어나는 입찰담합 등 불법행위도 관계기관 공조를 통한 상시 감시체제 속에서 색출된다. 조달청은 '나라장터 리노베이션 프로젝트의 일환'으로 나라장터를 통한 전자입찰시 입찰참가자격이 없는 부적격업체의 입찰참가를 사전에 차단하기 위해 나라장터에 입찰차단시스템을 구축하고, 불법전자입찰 징후 분석시스템도 한 단계 업그레이드하여 지난 10월 1일부터 가동에 들어갔다.

  • 정부의 국가종합전자조달 시스템인 '나라장터'가 $\Delta$동일PC입찰 $\Delta$인증서 양도 대여 $\Delta$입찰 대리인 복수등록 등의 불법 부정 입찰을 줄이기 위해 4월부터 "지문인식 전자입찰"제도를 시행한다. 조달청은 나라장터를 개장하면서 IT강국답게 PC입찰을 결정했고, 인감을 대체할 수 있는 공인인증서를 도입해 운영단계에서 불법 전자입찰을 근절코자 노력을 기울여 왔다. 하지만 온라인상의 부정적인 방법이 날로 지능화되면서 입찰질서를 어지럽히게 되자, 실제 입찰자의 신원을 최적으로 확인할 수 있는 지문인식기술을 도입하게 됐다. 이번에 개발된 지문인식입찰시스템은 지문의 외피가 아닌 진피를 인식하기 때문에 실리콘이나 OHP필름 등을 통한 지문위조를 원천적으로 봉쇄할 수 있게 됐다. 따라서 이런 최신 지문인식 기술을 이용해 온라인상에서 입찰자의 신원을 확인한 후 사전에 등록된 입찰자의 신원과 동일한 경우에만 입찰서 제출이 가능하다. 조달업체의 입찰자(대표 또는 대리인)는 4월 이전에 국내 5개 공인인증기관을 통해 지문보안토큰을 구매하고 주민등록증과 지문보안토큰을 지참해 조달청 고객지원센터를 찾아 신원을 확인한 뒤 지문정보를 등록해야 하며, 지문 정보는 최대 3명까지 보안토큰에 등록돼야 입찰할 수 있게 됐다. "지문인식 전자입찰"제도는 단계적으로 확대돼 7월에는 나라장터뿐 아니라 모든 발주기관에 적용될 방침이다.

  • 서울인쇄정보산업협동조합(이사장 이충원)은 지난 10월16일 인쇄정보센터 7층 강당에서 조달청 물품구매제도와 관련한 설명회를 개최됐다. 이날 설명회는 서울지방 조달청 혁신담당팀 박희경 계약전문관의 '나라장터 운용방법'과 조달청 중앙구매사업단 일반물자팀 설태웅 사무관의 '물품구매 적격심사제도 설명회'라는 2가지 주제로 진행됐다. 이에 본지에서는 인쇄업관계자들의 이해를 돕기 위해 조달청 물품구매 적격심사 부분을 요약, 게재한다.

조달청 전자입찰 입찰자 신원 확인제도 시행

  • 오는 10월부터 조달청 전자입찰 입찰자의 신원 확인제도가 시행된다. 조달청은 나라장터를 이용하는 일부 업체들이 공인인증서를 불법으로 대여하여 입찰질서를 문란 시키는 행위를 근절시키기 위해 오는 10월부터 개인용 공인인증서에 의하여 전자입찰에 참가하는 입찰자의 신원을 확인하며, 신원 확인 결과 사전에 등록된 자격 있는 입찰자(대표자 또는 지정대리인)만 입찰서 제출이 가능토록 했다. 기타 자세한 사항은 다음과 같다.

2004년 제1차 공공기관 우수DB 시상

  • 한국데이터베이스진흥센터가 주관하는 2004년 제1차 공공기관 우수 데이터베이스(DB) 시상식이 지난달 20일 한국관광공사빌딩 지하 강당에서 개최됐다. 지난해 통계∙기상∙기업∙법률∙특허 등 5개 분야 DB 10종을 우수DB로 선정한 한국데이터베이스진흥센터는 올해 공공기관 DB를 대상으로 우수DB 6종을 선정했다. 이번에 선정된 공공기관 우수DB 6종은 재정경제부, 문화관광부, 산업자원부, 건설교통부와 산하 공 공기관에서 운영하고 있는 데이터베이스 가운데 건설교통, 경제산업, 문화예술 등 3개 분야에서 품질이 우수한 각 2종씩의 DB가 선정됐다. 건설∙교통 분야에서는 한국도로공사의‘로드플러스’와 건설교통부의‘건설교통종합정보센터’가 선정됐고, 경제∙산업 분야에서는 조달청의‘나라장터’와 한국은행의‘경제통계시스템’, 문화∙예술 분야에서는 한국관광공사의‘Visit Korea’와 문화재청의‘국가문화유산종합정보서비스’가 선정됐다. 한국데이터베이스진흥센터는 올 11월경 정보통신, 교육학술, 과학기술분야를 대상으로 제2차 우수 DB를 선정할 계획이며, 자세한 내용은 데이터베이스품질평가센터(www.dbq.or.kr)에서 소개하고 있다.

A Study on the Performance Evaluation of G2B Procurement Process Innovation by Using MAS: Korea G2B KONEPS Case (멀티에이전트시스템(MAS)을 이용한 G2B 조달 프로세스 혁신의 효과평가에 관한 연구 : 나라장터 G2B사례)

  • It is difficult to evaluate the performance of process innovation of e-procurement which has large scale and complex processes. The existing evaluation methods for measuring the effects of process innovation have been mainly done with statistically quantitative methods by analyzing operational data or with qualitative methods by conducting surveys and interviews. However, these methods have some limitations to evaluate the effects because the performance evaluation of e-procurement process innovation should consider the interactions among participants who are active either directly or indirectly through the processes. This study considers the e-procurement process as a complex system and develops a simulation model based on MAS(Multi-Agent System) to evaluate the effects of e-procurement process innovation. Multi-agent based simulation allows observing interaction patterns of objects in virtual world through relationship among objects and their behavioral mechanism. Agent-based simulation is suitable especially for complex business problems. In this study, we used Netlogo Version 4.1.3 as a MAS simulation tool which was developed in Northwestern University. To do this, we developed a interaction model of agents in MAS environment. We defined process agents and task agents, and assigned their behavioral characteristics. The developed simulation model was applied to G2B system (KONEPS: Korea ON-line E-Procurement System) of Public Procurement Service (PPS) in Korea and used to evaluate the innovation effects of the G2B system. KONEPS is a successfully established e-procurement system started in the year 2002. KONEPS is a representative e-Procurement system which integrates characteristics of e-commerce into government for business procurement activities. KONEPS deserves the international recognition considering the annual transaction volume of 56 billion dollars, daily exchanges of electronic documents, users consisted of 121,000 suppliers and 37,000 public organizations, and the 4.5 billion dollars of cost saving. For the simulation, we analyzed the e-procurement of process of KONEPS into eight sub processes such as 'process 1: search products and acquisition of proposal', 'process 2 : review the methods of contracts and item features', 'process 3 : a notice of bid', 'process 4 : registration and confirmation of qualification', 'process 5 : bidding', 'process 6 : a screening test', 'process 7 : contracts', and 'process 8 : invoice and payment'. For the parameter settings of the agents behavior, we collected some data from the transactional database of PPS and some information by conducting a survey. The used data for the simulation are 'participants (government organizations, local government organizations and public institutions)', 'the number of bidding per year', 'the number of total contracts', 'the number of shopping mall transactions', 'the rate of contracts between bidding and shopping mall', 'the successful bidding ratio', and the estimated time for each process. The comparison was done for the difference of time consumption between 'before the innovation (As-was)' and 'after the innovation (As-is).' The results showed that there were productivity improvements in every eight sub processes. The decrease ratio of 'average number of task processing' was 92.7% and the decrease ratio of 'average time of task processing' was 95.4% in entire processes when we use G2B system comparing to the conventional method. Also, this study found that the process innovation effect will be enhanced if the task process related to the 'contract' can be improved. This study shows the usability and possibility of using MAS in process innovation evaluation and its modeling.

A Study on the Bidding Trends of the Private Consignment Service of Landscape Management (조경관리 민간위탁용역의 입찰추이에 관한 연구)

  • Based on the bidding data of the national marketplace for public procurement service from 2003 to 2015, this study investigated and analyzed the bidding trends of the landscape management public consignment service by analyzing total bidding, type, client, region, license. The results are as follows. First, the total number of bids for civilian consignment services in landscape management increased by 1,112 cases, corresponding to a 487.7% increase over 10 years, and the total bidding amount increased by 144,504 million won, corresponding to a 382.5% increase. Second, in 10 years, the proportion of landscape management in landscaping works increased by 10%, and the bidding amount increased by 3%. Third, in the analysis of bidding trends by type, green areas showed the greatest growth in the number of bids, while the greenery of buildings showed the highest increase in the bid amount. Fourth, local autonomous entities, Gyeonggi province, and the landscaping planting construction industry showed the highest increase in the number of bids and the amount in each field such as client, region, and license. In summary, the number of cases and the bidding amount is increasing year by year. Considering the increasing number of users and demands thereof, the number of bids and the amount of consignment service for landscape management will continue to increase. The purpose of this study is to investigate and systematically analyze the tendency of bidding for 10 years for the private consignment service of landscape management in the current situation, where the importance of landscape management is increasingly emphasized. Another purpose of this study is to discern the necessity of the landscape management business and to provide the basis for incorporating the landscape management business into the professional construction industry in the future, thus providing opportunities for widening the expertise and diversity of the landscaping field. For the following study, the legal basis of landscape management, qualification, equipment standards, calculation of management cost per unit, and the appropriateness of the management cost should be considered.

Influencing Factors Analysis for the Number of Participants in Public Contracts Using Big Data (빅데이터를 활용한 공공계약의 입찰참가자수 영향요인 분석)

  • This study analyze the factors affecting the number of bidders in public contracts by collecting contract data such as purchase of goods, service and facility construction through KONEPS among various forms of public contracts. The reason why the number of bidders is important in public contracts is that it can be a minimum criterion for judging whether to enter into a rational contract through fair competition and is closely related to the budget reduction of the ordering organization or the profitability of the bidders. The purpose of this study is to analyze the factors that determine the participation of bidders in public contracts and to present the problems and policy implications of bidders' participation in public contracts. This research distinguishes the existing sampling based research by analyzing and analyzing many contracts such as purchasing, service and facility construction of 4.35 million items in which 50,000 public institutions have been placed as national markets and 300,000 individual companies and corporations participated. As a research model, the number of announcement days, budget amount, contract method and winning bid is used as independent variables and the number of bidders is used as a dependent variable. Big data and multidimensional analysis techniques are used for survey analysis. The conclusions are as follows: First, the larger the budget amount of public works projects, the smaller the number of participants. Second, in the contract method, restricted competition has more participants than general competition. Third, the duration of bidding notice did not significantly affect the number of bidders. Fourth, in the winning bid method, the qualification examination bidding system has more bidders than the lowest bidding system.
