Purpose & Method: The purpose of this study is the theoretical study on the durability standard of ground structures monitoring sensors. A survey on the durability criteria for construction monitoring sensors of domestic construction companies and the income tax implementation regulations, the standard years of contents such as buildings and the standards of the Public Procurement Service for construction monitoring and construction machinery were analyzed. Result: The durability criterion such as the inclination meter and the strain gauge, which are purchased from the Public Procurement Service prior to installation on the ground structure, is 8 to 10 years. Conclusion: The actual durability analysis by comparing the reliability of various monitoring sensors installed in dams at home and abroad, As a result of comprehensive study on the loss and damage rate of the maintenance monitoring sensor installed in the tunnel, the proper durability period of the built-in type monitoring sensor such as domestic pore pressure meter and earth pressure meter installed in the structure or the ground is 5 to 8 years it seems reasonable.

The purpose of this study is to analyze the adequacy of product qualification criteria through Monte-Carlo simulation and association rule analysis. We first surveyed the similar procurement systems, then we simulated the bid situation that randomly generated several vendors participated in a bid, and they obtained the score according to the product qualification criteria's judgement area. Then, the company with the highest score will win the bid, and further analysis was performed in terms of performance indicator and satisfaction ratio. The results of this study can be summarized as follows; Although the items related to the credibility accounted for the largest number items, it did not affect the actual bid results. It was analyzed that it is desirable to increase the allocation points in the area of business status and technical capability review than the current one.

최근 미국, 영국, 일본 등 세계의 주요국(主要國)들이 침체 상태에 있는 자국의 경제에 활력을 불어 넣고 나아가 앞으로의 산업(産業)을 선도해 갈 기술집약적(技術集約的)인 첨단산업(尖端産業)을 육성하기 위한 각종 산업정책(産業政策)을 실시하고 있다. 특히 벤처형 중소기업의 자금조달을 용이하도록 하기 위한 방안의 일환으로 직접금융 자금의 조달 창구인 장외시장(場外市場)의 활성화를 중요 정책목표로 삼고 필요한 조치를 강구하고 있는 추세이다. 최근 유럽의 EASDAQ과 영국의 대체투자시장(AIM)이 개설되었고 또한 일본에서는 연구개발형 중소기업의 자금조달을 보다 원활히 하려는 목적으로 장외등록 요건을 대폭 완화한 특칙제도를 마련하여 제2의 장외시장을 개설하기도 하였다. 우리나라도 최근 중소기업청의 발족과 더불어 중소기업의 직접금융시장 활용도를 제고하기 위해 장외시장의 활성화에 대한 정책 방안을 마련하여 시행하기로 하였다. 본고는 우리나라의 중소기업 자금조달 실태를 고찰하고 그 문제점을 살펴 보았는 바 지나치게 간접금융에 의존하고 있는 사실이 조사되었다. 따라서 본고에서는 중소기업의 자금조달 창구가 증권시장으로 이행(移行)되어 보다 원활하게 필요한 자금이 조달될 수 있는 방안을 제시하는 데 논의의 초점을 두었다. 무엇 보다도 현행 우리나라의 증권시장에서 중소기업이 자금을 조달하기에는 기업공개 요건과 상장 요건의 제약으로 어려움이 많음을 지적하고 대신 요건이 대폭 완화되어 있는 장외시장의 활용이 앞으로 중요할 것임을 인식하여 우리나라에서도 장외시장의 발전이 필요함을 강조하였다. 이러한 주장을 위해 우선 현행 장외시장의 문제점을 살펴보고 그 개선방안을 다각도로 검토하였다. 특히 투자자들의 적극적인 참여를 유도하기 위해서는 유망중소기업의 발굴과 이들 기업의 등록이 중요함을 우선 논의하고 등록된 증권의 유동성 제고가 또한 중요함을 제시하였다. 유통시장의 활성화를 위해 전산매매시스템의 구축과 장외시장 증권을 전문적으로 취급하는 전문증권회사의 양성이 필요함을 주장하였고 또한 투자자들이 안심하고 장외시장에서 투자활동을 할 수 있도록 투자자보호 제도를 강화할 필요가 있음을 제안하였다.

It is difficult to evaluate the performance of process innovation of e-procurement which has large scale and complex processes. The existing evaluation methods for measuring the effects of process innovation have been mainly done with statistically quantitative methods by analyzing operational data or with qualitative methods by conducting surveys and interviews. However, these methods have some limitations to evaluate the effects because the performance evaluation of e-procurement process innovation should consider the interactions among participants who are active either directly or indirectly through the processes. This study considers the e-procurement process as a complex system and develops a simulation model based on MAS(Multi-Agent System) to evaluate the effects of e-procurement process innovation. Multi-agent based simulation allows observing interaction patterns of objects in virtual world through relationship among objects and their behavioral mechanism. Agent-based simulation is suitable especially for complex business problems. In this study, we used Netlogo Version 4.1.3 as a MAS simulation tool which was developed in Northwestern University. To do this, we developed a interaction model of agents in MAS environment. We defined process agents and task agents, and assigned their behavioral characteristics. The developed simulation model was applied to G2B system (KONEPS: Korea ON-line E-Procurement System) of Public Procurement Service (PPS) in Korea and used to evaluate the innovation effects of the G2B system. KONEPS is a successfully established e-procurement system started in the year 2002. KONEPS is a representative e-Procurement system which integrates characteristics of e-commerce into government for business procurement activities. KONEPS deserves the international recognition considering the annual transaction volume of 56 billion dollars, daily exchanges of electronic documents, users consisted of 121,000 suppliers and 37,000 public organizations, and the 4.5 billion dollars of cost saving. For the simulation, we analyzed the e-procurement of process of KONEPS into eight sub processes such as 'process 1: search products and acquisition of proposal', 'process 2 : review the methods of contracts and item features', 'process 3 : a notice of bid', 'process 4 : registration and confirmation of qualification', 'process 5 : bidding', 'process 6 : a screening test', 'process 7 : contracts', and 'process 8 : invoice and payment'. For the parameter settings of the agents behavior, we collected some data from the transactional database of PPS and some information by conducting a survey. The used data for the simulation are 'participants (government organizations, local government organizations and public institutions)', 'the number of bidding per year', 'the number of total contracts', 'the number of shopping mall transactions', 'the rate of contracts between bidding and shopping mall', 'the successful bidding ratio', and the estimated time for each process. The comparison was done for the difference of time consumption between 'before the innovation (As-was)' and 'after the innovation (As-is).' The results showed that there were productivity improvements in every eight sub processes. The decrease ratio of 'average number of task processing' was 92.7% and the decrease ratio of 'average time of task processing' was 95.4% in entire processes when we use G2B system comparing to the conventional method. Also, this study found that the process innovation effect will be enhanced if the task process related to the 'contract' can be improved. This study shows the usability and possibility of using MAS in process innovation evaluation and its modeling.

It is well known that international technology transfer(ITT) is relatively more difficult than the domestic technology transfer because of the difference in interest, technology level, culture and other various macro-environmental conditions. This study aims to derive recommendations for ITT of National Science and Technology Information Service(NTIS) of Ministry of Science, ICT and Future Planning(MSIP) by conducting case study of ITT in domestic public information systems. The cases are the national agencies that performed successfully in ITT. The cases are Korea Customs Service(KCS)'s customs administration system(UNI-PASS), Public Procurement Service(PPS)'s Korea On-Line E-Procurement System(KONEPS), and Korean Intellectual Property Office(KIPO). After studying on how the cases proceeded ITT, this paper suggests proper preparation strategies in the view point of information marketing.

판문점 '자유의 집' 설계경기 결과가 지난 6월 20일 공식 발표되었다. 조달청이 통일원의 '자유의 집' 개축 결정에 따라 지난 1월 설계를 공모하고 3월 29일까지 총 12개의 작품을 접수받은 결과 주.담건축(오평국)의 안이 당선작으로 선정되었으며, 주.모양건축(곽동희), 한메건축(이충기)안이 우수작으로 선정되었다. 이번 설계경기의 심사는 정명현(홍익대 심사위원장), 이선구(숭실대), 조대성(성균관대), 이호진(건국대)교수와 이준구(남북회담 사무국 실장)씨 등 5명이 맡았다. 당선된 주.담건축의 인은 자유의 집이라는 건물의 특성에 부합하도록 통일을 소망하는 의미로 두 손을 합장한 형태로 하였으며, 지붕은 강토를 수호한다는 취지로 방패연 모양을 형상화하였다. 1층에는 남측출입구와 이산가족 면회실이, 2층에는 남북통로 및 회의실, 3층에는 남북연락사무소와 다목적 예비실, 4층에는 90층 규모의 전망대가 위치할 예정이다. 오는 7월 실시설계안이 확정되면 97년쯤이면 판문점 자유의 집이 통일의 소망을 안고, 단아하고도 힘 있는 모습으로 자리잡을 것이다.

기획재정부는 "공동계약 운용요령"의 주계약자 공동도급 적용대상을 확대하는 등 국가계약법 계약예규를 개정 공포하고 지난 1월 10일 시행에 들어갔다. 대한설비건설협회는 회원사의 원도급 시장 진출을 통한 경영수익 구조 개선을 위해 기계설비 분리발주 활성화와 더불어 주계약자 공동도급 확대를 함께 추진해온 결과 기획재정부에서 당초 500억원 이상 최저가 공사에만 적용하였던 주계약자 공동도급을 이번 국가계약법 계약예규 개정을 통해 300억원 이상 최저가 공사로 확대했다. 또한 기획재정부는 공동계약에서의 재심사 규정을 마련했으며, 시공경험 평가 인정기간을 3년에서 5년으로 연장했다. 한편 기획재정부 계약예규가 개정됨에 따라 조달청 시설공사 집행기준도 이에 맞게 개정됐다.

This paper study is to identify the effect of quality certification incentives regulations to a firm. The pur purpose of this study is to propose the right way of improvement and policy by conduct research for quality certification incentives regulations, which applied by public procurement service for office furniture. For more accuracy, this study analyze the result of questionnaire, visiting, telephone survey conducted by office furniture manufacturer those are registered in MAS (Multiple Award Schedule System).

BIM 전기설계는 조달청 공고에 따라 공공부문에서 의무 적용을 시작하면 민간까지 점차 활성화 될 것으로 보이지만 기술적인 부분이 뒷받침이 되어야 조기정착 뿐만 아니라 관련분야 시장경제 활성화를 도모할 수 있을 것으로 예상된다. 하지만, BIM 활용가이드, 프로그램 등 활용상의 기술적인 부분이 개발되어 있지 않아 현실적인 어려움에 처해 있는 것이 사실이지만 이보다 더 시급한 것이 실무자들이 활용할 수 있는 기반을 마련해 주는 것이 더 시급하다. 그 일례로 BIM 설계에 필수요소인 라이브러리를 활용하고 공유하기 위한 기본체제인 라이브러리 표준화가 가장 시급한 것으로 보인다. 이에 본 논문에서는 BIM을 국내 전기설계시장에 조기 정착시켜 모든 용역에 대해 BIM을 적용할 수 있는 방안으로써 라이브러리의 표준화 방안에 대해 살펴보고자 한다.
