본 논문은 간단한 비대칭정보모형을 사용하여 자본구조의 해법을 모색하고자 한다. 본 모형의 분석에 따르면, 기대현금흐름의 크기에 대해서만 비대칭정보가 존재할 경우 부채에 의한 자금조달이 최적이며, 주식자금조달은 배제된다. 기대현금흐름의 위험에 대해서만 비대칭정보가 존재할 매는 특정한 증권의 지배현상은 나타나지 않는다. 두 가지 형태의 비대칭정보가 모두 존재하는 일반모형에서는 극단적인 주식자금조달 정책은 기각되지만 100% 부채자금조달과 50% 부채, 50% 주식 자금조달 사이의 어떤 자금조달정책도 실행가능하다. 경영자는 극단적인 외부자금조달정책보다는 안정적인 내 외부자금조달배합을 유지하려 하게 된다. 자금조달결정은 투자결정과는 분리되어 있어 비낭비적이지만, 신 구청구권자 사이에 부(富)의 이전을 초래할 수 있다. 본 모형은 왜 주식발행을 공표하면 주가가 떨어지고 채권발행은 주가에 별다른 영향을 미치지 않는지를 해명한다. 또한 추가로 검증가능한 명제들이 제시된다.

The Innovation Procurement Policy was introduced as part of the strategic public procurement policy to improve firms' innovation capabilities and enhance the public sector's ability to solve social problems by designating and purchasing so-called 'innovative products.' The pilot procurement project for innovative products was first introduced in 2019, and the policy system for designating and discovering innovative products by government departments, as well as the priority purchase system, was established in 2020. Hence, this study conducted a quantitative analysis focusing on the effectiveness of the innovation procurement system in supporting firms after it was fully implemented. For this purpose, corporate financial and employment data from 2017 to 2021 were used, and propensity score matching(PSM) and difference-in-difference(DID) methods were utilized as analytical tools. The study found that the innovation procurement system contributed to corporate growth and employment and created additional public and private sales channels. Moreover, it is necessary to enhance the innovation procurement system, such as matching innovative product-producing companies with existing SME support policies, for companies to become self-sustaining after the innovative product designation ends.

The importance of industrial policy and innovation policy perspectives on public procurement has recently been highlighted. In particular, there have been discussions and studies on whether public procurement directly affects the growth and innovation of SMEs. As an extension of this study, this study analyzes whether the age of a firm moderating the effect of public procurement on growth among the characteristics of firms participating in public procurement. The analysis data was constructed by matching the financial data of about 1,247 firms designated as excellent products by the Public Procurement Service(PPS) from 2006 to 2017 and the public procurement sales. As a result of analysis through the panel regression model, firms with a greater degree of public procurement showed a higher growth rate, and this relationship was stronger with younger firms. This result not only contributes to the existing academic discussion on the effectiveness of public procurement, but also has significance in the establishment of public procurement policy.

This paper addresses the necessity of integration between buyer and suppliers for effective implementation of Just-In-Time purchasing in a multi-item environment. An integrated inventory model of facilitating multiple shipments in small lots is developed. Also, an iterative solution procedure is developed to simultaneously find the order(contract) interval for each item and number of shipments between buyer and suppliers. We show by example that when the integrated policy is adopted by both buyer and suppliers in a cooperative manner, both parties can benefit.

최근 미국, 영국, 일본 등 세계의 주요국(主要國)들이 침체 상태에 있는 자국의 경제에 활력을 불어 넣고 나아가 앞으로의 산업(産業)을 선도해 갈 기술집약적(技術集約的)인 첨단산업(尖端産業)을 육성하기 위한 각종 산업정책(産業政策)을 실시하고 있다. 특히 벤처형 중소기업의 자금조달을 용이하도록 하기 위한 방안의 일환으로 직접금융 자금의 조달 창구인 장외시장(場外市場)의 활성화를 중요 정책목표로 삼고 필요한 조치를 강구하고 있는 추세이다. 최근 유럽의 EASDAQ과 영국의 대체투자시장(AIM)이 개설되었고 또한 일본에서는 연구개발형 중소기업의 자금조달을 보다 원활히 하려는 목적으로 장외등록 요건을 대폭 완화한 특칙제도를 마련하여 제2의 장외시장을 개설하기도 하였다. 우리나라도 최근 중소기업청의 발족과 더불어 중소기업의 직접금융시장 활용도를 제고하기 위해 장외시장의 활성화에 대한 정책 방안을 마련하여 시행하기로 하였다. 본고는 우리나라의 중소기업 자금조달 실태를 고찰하고 그 문제점을 살펴 보았는 바 지나치게 간접금융에 의존하고 있는 사실이 조사되었다. 따라서 본고에서는 중소기업의 자금조달 창구가 증권시장으로 이행(移行)되어 보다 원활하게 필요한 자금이 조달될 수 있는 방안을 제시하는 데 논의의 초점을 두었다. 무엇 보다도 현행 우리나라의 증권시장에서 중소기업이 자금을 조달하기에는 기업공개 요건과 상장 요건의 제약으로 어려움이 많음을 지적하고 대신 요건이 대폭 완화되어 있는 장외시장의 활용이 앞으로 중요할 것임을 인식하여 우리나라에서도 장외시장의 발전이 필요함을 강조하였다. 이러한 주장을 위해 우선 현행 장외시장의 문제점을 살펴보고 그 개선방안을 다각도로 검토하였다. 특히 투자자들의 적극적인 참여를 유도하기 위해서는 유망중소기업의 발굴과 이들 기업의 등록이 중요함을 우선 논의하고 등록된 증권의 유동성 제고가 또한 중요함을 제시하였다. 유통시장의 활성화를 위해 전산매매시스템의 구축과 장외시장 증권을 전문적으로 취급하는 전문증권회사의 양성이 필요함을 주장하였고 또한 투자자들이 안심하고 장외시장에서 투자활동을 할 수 있도록 투자자보호 제도를 강화할 필요가 있음을 제안하였다.

조달청이 입찰자 정보를 분석해 불법전자입찰을 색출해내는 '불법전자입찰 징후분석시스템'을 본격 가동한다. 조달청(청장 권태균)은 지난 7월 22일 "아직도 일부 입찰자들이 전자입찰시스템을 악용, 담함 및 공인 인증서 대여 등의 불법입찰 행위를 하고 있다"고 지적하고 "이를 체계적이고 상시 감시하기 위한 불법전자 입찰 징후분석시스템(이하 '징후분석시스템')을 본격 가동해 불법입찰 혐의가 짙은 201개 업체를 공정거래 위원회에 조사요청 할 계획"이라고 밝혔다. 이번 '징후분석시스템'의 본격가동으로 인증서 대여를 통한 불법전자입찰 행위를 뿌리 뽑아, 국가예산의 낭비방지 및 공공공사와 조달물품의 품질 제고에 기여할 것으로 기대된다.
