A Study on Changes of Ready Constructed Record in Landscape Construction Industry (조경건설업의 기성실적 변동 특성)

  • The purpose of this study was to analyze on changes of ready constructed record(RCR) in landscape construction industry for 10 years from 1997 to 2006. For the study, according to the classification system of Korea construction industry, landscape construction industry were classified into landscape constructor as a general constructor, landscape planting constructor and landscape facilities constructor as special constructors. The results are as follows: 1. The RCR in landscape construction industry have increased for 10 years higher than other construction industry. Concretely the RCR ratio of landscape constructor has increased 0.9% in 1997 to 1.9% in 2006, the RCR ratio of landscape planting constructor 1.3% to 2.5%, and the RCR ratio of landscape facilities constructor 0.5% to 1.5%. Futhermore this increasing trend has been strengthened during the last a few years. 2. Differently from landscape constructor, the subcontract ratio of landscape planting constructor and landscape facilities constructor were higher, especially landscape facilities constructor was highest amount for 71.1% in the subcontract ratio. 3. The RCR of landscape construction industry in the metropolitan area including Seoul, Kyunggi, was higher than other region's, and the ratio of RCR of landscape constructor in this area was 53.5%, landscape planting constructor's 58.2%, and landscape facilities constructor 75.0%. 4. The yearly RCR per company and the RCR by project of landscape constructor and landscape planting constructor were stagnant. However, landscape facilities constructor's RCR showed an upward trend as years go by. This study was focused on the RCR of landscape construction industry, further study on the factors to affect the RCR of landscape construction industry and the RCR by project types is required in the near future.

  • 조경업 출신으로 대한 전문건설협회 울산광역시회장에 선출된 이상걸 회장을 찾아서 취임소감과 앞으로 역점 사업 등 궁금한 점을 들어본다. 건설업의 20여개의 업종 중의 하나인 조경업 출신이 선출된 것은 극히 이례적인 일로서 약 20년 전 부회장직을 역임하신 김병오 회장에 이어 두 번째이다. 이상걸 회장은 현재 한국조경수협회 울산지회장이며, (주)월성조경 대표로서 지역사회발전에 부단한 노력을 경주하고 있다.

A study on How to Improve the Work of Professional Landscape Construction in Preparation for the Reorganization of the Production System in the Construction Sector - Based on the Survey Results - (건설분야 생산체계 개편에 대비한 조경분야 전문공사업 업무 개선 방향 - 설문조사 결과를 중심으로 -)

  • The government is promoting the reorganization of the construction indusrty under the theme of reorganizing the production system. However, it has been pointed out that this is contrary to the increasingly specialized and technical skills of the landscaping field. Therefore, it is urgent to respond to the construction industry integration policy and improve an appropriate work system and the content of the landscape field. Therefore, this study investigated the intention of the industry to reorganize the production system and the production structure of the landscape field, so that it can be used as a reference for future changes. As a result of the survey, 1) the perception of the reorganization policy is a highly requesting step-by-step promotion that reflects the industry's will, 2) the system is divided into generalization and specialization and is highly opposed to integration, 3) appropriate design and construction costs are the most important directions for improving landscape construction projects, and 4) reestablishing the relationship with related civil engineering works is important for improving detailed construction types. Overall, it was pointed out that the current specialized landscape construction does not sufficiently reflect the changing landscape business and is only appropriate for subcontractors in other industries. Therefore, it is necessary to promote policies that reflect this. In the long run, it is urgent to establish the status of landscape construction as an independent object, and it is necessary to supplement the legal system and change the industry accordingly.

A Suggestion on the Improvement of the Business Classification System Considering the Specialty of the Painting Work, Landscaping Construction Industry (전문건설업 대업종화 적용에 있어 도장, 조경공사의 특수성을 고려한 업종분류체계의 제안)

  • In recent years, the specialized construction industry has undergone major construction and major industries, and without considering the technical expertise of construction works, the construction industry is promoting the integration and establishment of specialized construction industries according to convenience and abolition of their own industries. As the reorganization plan causes confusion in the production structure and lacks persuasive power by aiming only for industry simplification, it is judged to be desirable to review it according to the detailed characteristics of the specialized construction industry. In this study, -to review the reorganization of a rational classification system that considers the specific nature of the specialization of specialized construction projects, the classification of construction works, major work contents and characteristics, technical expertise, and problems of largescale industry in the case of painting construction and landscaping construction was analyzed. Based on this, aspects to be considered when reorganizing the current professional construction industry classification system are identified and reasonable improvement plans for each industry are suggested.

Empirical Study for the Appraisal System of Execution Capacity using Correlation Analysis (상관관계분석을 이용한 시공능력평가 제도의 실증적 고찰)

  • The system to appraise the execution capabilities of construction companies had been began as the Construction Contract Restriction System in 1958, was changed as the Construction Subcontract Restriction System in 1961, and finally has been operated as the Appraisal and Public Announcement of Execution Capacity (APAEC) from 1996. The APAEC system has been utilized as a firm and unique tool for assessing the execution capacities of construction companies despite many problems and continuous system changes. In spite of numerous studies to improve the APAEC system, however, efforts to analyze the system from the empirical point of view were insufficient. In this study, we analyze the status of APAEC system through analyzing correlations among assessment results of the APAEC, earned values of construction works, construction management performance indexes, and macroeconomic indexes for the past 10 years from 2007 to 2016. As a result of the analysis, it was found that Appraisal Value of Execution Capacity (AVEC) is excessively inflated in engineering and landscaping areas compared to Earned Value of Construction Work (EVCW) and the correlations between the AVECs and EVECs are not high in the areas of engineering, industrial equipment, and landscaping. In addition, technical appraisal values are excessively inflated in engineering and landscaping areas and correlations between AVEC and its components are high in the areas of engineering & building, industrial equipment, and large companies, but low in the areas of engineering, building, landscaping, and small and medium companies. Finally, the concentration of the AVEC is intensifying more and more and the concentration deteriorates construction management performance indexes and macroeconomic indexes. If we continuously improve the APAEC system based on the implications derived in this study, the APAEC system will be able to maintain it's position of a firm and unique means to access the execution capacities of construction companies.

A Human Resources Study of the Landscape Architecture Industry in Korea (국내 조경산업의 기술인력 현황과 수급 예측)

  • In the industry of landscape architecture, in which the core of production is manpower, the management of manpower is of utmost importance. The industry of landscape architecture, however, is highly sensitive to economic shifts and policy changes; this sensitivity renders the management of manpower-maintaining the balance between supply and demand-often times difficult. Currently, this vicious circle appears to persist in the sense that the industry suffers from a lack of skilled employees, and a new body of skilled laborers from the paucity of jobs. This study, in analyzing current manpower management as well as the prospective supply and demand in the field, looks forward to the stability of the supply and demand in landscape architecture in the nation. According to this study, the number of new skilled laborers-those who have a higher credential than that of "landscape architect-engineer"-is expected to increase by 10% per year. The number of new skilled laborers being 1,137 in 2008, it can be inferred that there will be a new group of 1,251 skilled laborers in the field in 2009. Meanwhile, estimating that the number of current skilled laborers in the field of landscape architecture is 14,783, the demand for new skilled laborers remains approximately 540. The supply of 1,251 skilled laborers outnumbers the demand of 540 by nearly 230%. Hence, the educational institutions of landscape architecture must be prepared to deal with this imbalance between the excessive supply and the lesser demand of skilled laborers. The issue of the excessive supply of manpower is particularly critical, because it may well undermine the competitiveness of the industry as a whole: compared to other related industries such as architecture and civil engineering, for instance. With the customary validation of long work experience no longer in effect, the need for an engineer's license will keep on increasing. It is time that educational institutions took this issue into full account and helped their students to be better qualified and more competent.

  • A significant cause of fall or overturning accidents in the construction industry, including landscaping construction and management, is work at heights using portable ladders. Portable ladders are classified as A-type or triangular support ladders depending on the number of supporting leg and support conditions. The tripod mobile ladder, which supports itself with only three supporting legs, is unstable and more prone to overturning compared to the A type ladders. Therefore, using the specifications of the tripod mobile ladder and the stability regulations of EN131-Part 7, overturning and resistance moment calculation formulas were derived for all directions in which overturning could occur. The moments calculated using these equations, and the overturning stability in each direction were evaluated. According to the calculation results, although there are differences depending on the direction, most are unstable for overturning at 8 or more steps. Based on these results, this study proposed measures to increase the moment of resistance by changing the weight, depth, and width, and using outriggers to ensure stability against the overturning of ladder. However, when changing the specifications of these measures, the size increases are excessive and the applicability is insufficient. On the other hand, outriggers are an applicable measure as they can ensure stability against overturning with only a minimum expansion length.

Measures of International Standardization in Korean Landscape Drawing Practice (한국 조경제도의 국제표준화 방안)

  • WTO/TBT aims to reduce impediments to trade resulting from differences between national regulations and standards. Where international standards exist or their completion is imminent, the Code of Good Practice says that standardizing bodies should use them, or the relevant parts of them, as a basis for any standards they develop. Drawing is a formal and precise way of communicating information about the shape, size and, features. In addition, drawing is a part of the universal language of engineering. However there are many differences between international landscape drawing standard ISO 11091 and Korean landscape drawing practice(KLDP). The result of a comparison of ISO 11091 with KLDP and suggestions for international standardization of KLDP are summarized as follows. First, Among the 33 kinds of conventions from ISO 11091, 2 similar kinds and 15 different kinds from KLDP and 16 kinds of conventions which exist only in ISO 11091 appeared-for the international standardization of KLDP, it is necessary to make an extensive alteration of KLDP. Second, Europe Unity countries accepted ISO 11091 and are using it as their national standard for landscape drawing. Even Japan has accepted ISO 11091 on their civil engineering drawings and is using it as their national standard. Therefore, we need to hasten KS standard enactment based on ISO 1091. Third, For the KS standard of construction drawings, the degree of international standardization is rising even though there are still differences from the ISO standard. Therefore, since the burden on the international standardization of KLDP is expected to be weighed, preparations should be quickly brought about in the practice fields. Fourth, Since in the landscape planting ordinances of local independent governments is the standard presented by categorizing trees into evergreen and deciduous, such parts should be modified and introduced when enacting the KS standard based on ISO 11091. Fifth, For the enactment of the KS standard for landscape drawings, a wide range of opinions should be collected by the relevant landscape organization by installing a committee, and based on its recommendation, an application for the KS standard enactment of landscape drawing should be made to the chief of Ministry of Knowledge Economy.
