In the era of the 3rd Offset Strategy led by the 4th Industrial Revolution, the use of robots with AI and autonomous abilities is becoming more active in military field. The 3rd Offset Strategy is based on the technology of the 4th Industrial Revolution, and S. Korea is heavily dependent on US military technology and is directly and indirectly influenced by the military revolutionary strategy and the alliance relationship. There are many issues that need to be addressed beyond technical maturity for both strategies to be successfully applied in the military. However, there are few discussions about these limitations in many studies and media reports in comparison with the advantages of the techniques. This research describes robot ethics & technology unbalance, problems of autonomous functions, display fatigue induced by VR/AR/MR, cyber/network security to be solved for successful strategies, also the solutions are addressed.

This thesis analyzes the backgrounds of the third offset strategy of the US Department of Defense. The key technology areas to be developed and the implications of the 3rd strategy are also examined. The potential great powers, China and Russia have catched up with US in the certain areas of military technologies. The technological superiority of US military is found to have been eroded. The US DOD needs a new defense policy called the 3rd offset strategy to meet this new challenge. The 5 basic technology areas were identified; learning machines, human-machine collaboration, machine-assisted human operations, human-machine combat teaming, and autonomous weapons. The 3rd offset strategy should be managed not to move to the new arms race with rivalries. The defense acquisition system also needs to be improved for the smooth flow of the advanced commercial technologies to the defense sector. Korea needs to figure out the possible technologies of co-research and development with US.

This paper addressed the analysis of the trend and direction of the US defense strategy based on their third offset strategy and presented the practical policy implication of ensuring the security of South Korea appropriately in the future national defense environment. The countermeasures for the development ability of advanced weapon systems and secure core technologies for Korea were presented in consideration of the US third offset strategy for the future national defense environment. First, to carry out the innovation of national defense in Korea based on artificial intelligence(AI), the long-term basis strategy for the operation of the unmanned robot and autonomous weapon system should be suggested. Second, the platform for AI has to be developed to obtain the development of algorithms and computing abilities for securing the collection/storage/management of national defense data. Lastly, advanced components and core technologies are identified, which the Korean government can join to develop with the US on a basis of the Korea-US alliance, and the technical cooperation with the US should be stronger.
