정부는 3차에 걸친 경제개발 5개년 계획을 성공적으로 완수하였다. 정부는 기간 과학기술개발을 중점적으로 추진하므로서 우리의 과학기술 수준은 중진공업국의 상위권에 서게 되었으며 기술혁신을 촉진시킬 수 있는 자체개발능럭을 축적하게 되었다. 4차경제계획 기간중 우리경제는 산업의 질적인 고도화와 국제경쟁력 배양에 더욱 주력해야만 할 것인바 이를 위한 과학기술의 역할이 더욱 증대될 것이다. 제4차 경제개발 5개년 계획의 기본목표의 하나가 기술혁신과 능률의 향상이다. 이러한 국가개발 목표에 부응하기 위해 과학기술 정책의 3대 목표가 다음과 같이 제시되고 있다. 첫째 과학기술인력의 질적향상과 연구 개발능력의 확충이고 둘재 고도산업기술의 전략적 개발이며 셋째, 국민생활의 과학화와 과학기술의 전국적 보급확산에 두고 있으며 이에 따른 과학기술 투자의 과감한 확대 계획이다. 다음은 정부가 발표한 <1977년~1981년 사이> 과학기술 부문의 계획을 요약 발췌한 것이다.

In this paper, I tried to study the change of the Chinese performing arts market during the 10th 5year development plan, from year 2001 to year 2005 by both of the quantitative and qualitative analysis, because it's really the time when we need to understand the growing market of chinese culture along with the development of the Chinese cultural industry. During that period, the Chinese government developed the policy to establish a healthy cultural market and strengthen it's cultural power; the parts who product the piece of performing arts including the performing troupes, the theatres and the production companies were consolidated and became familiar to market through the reformation of the organization; and the audience who consume the performing arts and entertainments still shows very Chinese characteristics in the cities and villages. In the village, the audiences invite the troupe to play their local theatre in many occasions of their life according to their traditional beliefs, also somehow to show their wealth. The fact that the local governments and the companies are very important consumer groups in China is also very 'Chinese' characteristics. It means that Chinese performing arts are still more or less under the influence of the political ideas. Nonetheless it is worthy of notice that Chinese performing arts not only develope the new contents in very creative way and also try to learn the knowhow of the excellent items of foreign countries by inviting them to the festivals or organize a co-productions on the basis of the upgraded cultural power through the 10th 5 year development plan.

우리나라의 용접재료는 산업구조 및 그 발전 속도와 용접재료 제조업체의 기술 및 연구개발 수 준과 더불어 발전하여 왔다. 용접이 본격적으로 이용되기 시작하여 약 40년이 경과되고 용접재료 제조업체가 현대적인 제조설비를 도입하여 체계적으로 용접재료를 생산하고 개발하기 시작하여 30년이 경과되었다. 용접재료가 양 및 질에 있어서 비약적인 발전으로 이룩할 수 있는 계기가 마련된 것은 제1차 경제개발5개년 계획의 수립과 추진으로 다양한 종류의 수요창출과 높은 수 준의 품질이 요구되면서 부터다. 1970년대에 조선공업등 강구조물을 주류로 하는 양적 수요 증 가의 기반이 조성되고 화학 프랜트, 원자력 발전등의 건설이 주축이 되어 관련 주변 기술이 발 전하므로서 용접재료의 품질보증 SYSTEM확보등 기술 발전의 획기적인 전기를 맞이하게 되 었다. 용접재료용 고품질의 원재료 및 일부 부재료가 국산화되고 용접재료 제조업체의 연구소 설립과 기술 및 연구개발 인력 확보, 그리고 대학 및 관공 연구소에서의 용접재료 관련 연구의 활성화에 힘입어 용접재료 기술은 국내 자체 기술로서 정착하게 되었다. 1941년 용접봉의 FLUX를 수제로 피복한 피복아크 용접봉(일미나이트계와 고산화철계의 혼합계통) 년산 17톤을 생산하기 시작하여 현재 년 12만톤을 생산하는 장족의 발전을 하게 되었다. 특히 1985년부터 1991년까지 용접재료의 고도성장은 종례가 없었던 기간이지만 1992년부터는 수요가 진정되고 경제의 불황이 예고되면서 저성장 추세는 상당기간 지속될 전망이다.

From the ancient times our forefathers settled down in this peninsular and cultivated the hills and waste-lands into fields. Instead of fertilizing the lands they moved to find other fertile lands and lived a feudal life of agriculture and various machines played a main role in the land reclamation. The best method of land clearing, the time and efficiency in the operation and the effect of growing crops should sysematically analized prior to the time of 3rd Five-year Economic Development(1972-1976) in order to cultivated 210,000 ha of waste-land or the modernization of our country. The present study was investigated to find out a new working-system of mechanical land clearing and development of fertile soil. The results are as follows: 1) The land reclamation in natural slope is much more encourageable in land clearing and farming when the slope is below ten grades than bench terrace. 2) Weeds were mixed with soil in the land clearing work in order to supply organic materials and to make soil swollen instead of burning of just removing. 3) The equipments such as bulldozers, harrows, power tillers and so on should be prepared in order to do a systematic work in the land clearing. 4) The work of pulling-up roots is dependent upon the forms of roots spreading under the ground. The work of the pulling-up the straight roots was most difficult. 5) The land clearing work of the wrinkled style blocks was easy in pulling up roots and in the time of first plowing. The harrowing work could also be simply done. 6) The amount of soil carried was $240m^3/10a$, 15.6% increased amount from the standard block, while the required time of clearing work was 2 hours 15 minutes 45 seconds/10a, the one third of time required for the standard block. 7) The time disc harrowing work increased 50%, or 15 minutes/10a compared to the harrowing work required in the cultivated soil. 8) The time of rotary tilling increased 2.4 times or 1 hour 47 minutes 43 seconds/10a compared to the time required in the cultivated soil. 9) The reclamed land should be fertilized according to the soil quality, especially added fertilizer should be more than 1,200kg/10a, limes 20kg/10a. In order to produce added fertilizer grass fields should be needed. 10) The experiment of pasture growing is now progressing and therefore the effect of land clearing and the degree of developed soil will be investigated before long.
