본 협회에서는 지난 '74' 12. 26 제1차 건축사 업무 및 보수기준 개정안에 대한 공청회를 개최한 후 지난 75. 1. 28 제 삼회 임시이사회에서 동개정안을 재심의 끝에 일부 수정통과 시킨 후 건설부에 승인 요청한 동개정안을 전재합니다.

Standard Estimating System, which can be used for estimating a construction cost, has been pointed out having some problems such as non-reflecting a variety of construction environments and site conditions, non-adapting new technologies and methods since it was established in 1970. For solving these problems, the Korean Institute of Construction Technology(KICT) has chosen organizations for amending Standard Estimating System. However they have had many mistakes in the process of amending works because of non-establishing amending process and absence of the depreciation measurement method. This research derived the necessity to improve the amending process of the Standard Estimating System, and presented the detailed amending process and the performing method in the each process. Furthermore, this research proposed the depreciation measurement method available for the construction industry by means of analyzing researches that performed in the manufacturing industry and the measurement method for depreciation of general accounts.

본협회가 75년도의 중점사업으로 추진 인가신청 한바 있는 건축사업무 및 보수기준개정안이 75. 12. 15일자 건설부고시 제197호로 인가되어 76년 1월1일부터 시행하게 되었다. 1966년 7월5일 건설부장관인가로 시행된 보수기준은 68년11월 71년 1월 2차에 걸쳐 부분적 인 개정이 있었으나 요율이 개정된 것은 이번이 처음으로서 이번 개정인가된 보수기준의 특징은 종전기준에서는 분리되어 있던 설계와 감리보수요율이 ‘설계감리보수료율’로 단일화되어 공사감독 으로 그릇 인식되었던 공사감리가 공사감독이 아닌 설계의 연장으로 정당한 인식을 받게하는 계기가 되었는바 건설부고시내용과 ‘건축사업무 및 보수기준’은 각각 다음과 같다.

해상통항로상 각종 공사가 선박의 안전항해에 미치는 영향을 사전에 평가하도록 하는 해상교통안전진단제도가 도입 시행된 이후 다수의 안전진단이 실시되고 있다. 또한 제도 시행초기에 도출된 개선사항을 반영하여 해사안전법 및 해상교통안전진단시행지침을 전부 개정하여 정착단계에 있다. 하지만 안전진단 수행 전단계의 정형화된 업무처리 절차가 없어 진단대상사업 및 진단항목에 대한 공통적이고 잦은 민원이 발생하고, 해사안전법 전부개정 및 진단전문기관 지정에 따른 업무 절차의 정형화가 필요한 시점이다. 이에 본 연구에서는 제도시행과정에서의 주요 민원사항을 분석하고, 주요 법령 개정사항을 고려하여 진단시행 주체별 역할을 고려하여 효율적인 업무처리절차 방안을 제시하여 향후 제도운영 및 발전방향에 대해 모색하고자 한다.

According to the article of inventory in the act of public records management from $29^{th}$ January on 1999, record repository, special repository and the archives have been doing inventory totally once every two years. As the archives have acquisited incredibly and explosively lots of archives, this has induced a lot of problem in inventory activity due to legacy inventory acts. To solve these problems, the author have revised and legislated on $29^{th}$ Oct. 2016. The purpose of this study is to point out the problems that prior uniformal inventory cycle and to explain in detail that the contents of the newly revised article, and a benefit and expectations of practical inventory activity. The major revision of article is inventory cycle of at least totally once every four years and the act of obligation on a after-process of inventory.

Security Act has been partially revised many times since it was revised to "Security Service Act". Main contents of such revision consist of the addition of security work such as protection or special security, responsibility enforcement of security company or security guard and systematic management of security service based on security work of previous security service act. But, it needs to be checked out that the fundamental matter about the concept of 'security' is directly related as double-edged sword in such flow of legal revision. That is because security service satisfies the multiple needs for security in the modern risky society and is based on the concept of active management whose goal is to forster and develop the function of actual security service comparing that current "Security Service Act" regulates the formal security service whose goal is permission of security service and systematic management based on article 2 as previous facilities and manned security that is guard duty-centered security service in another respect. So, this study pointed out the limit of interpreting security and security service in "Security Services Industry Act" in respect of providing private security service and drew the conclusion that the legislation and efforts are required for 'security for citizen' by reinterpreting the legislation and revision of private security service-related law as the normal regulation of "Security Services Industry Act" and the special law of "Private Security Services Industry Act".

수의.축산인과 100만 양축농가의 숙원과제인 축산물위생처리법이 '97년 12월 정기국회에서 의원입법으로 의걸, 정부에 이송되어 개정법률안이 법률제5443호('97. 12. 13)로 공포되었다. 축산식품관리업무의 농림부일원화를 주요골자로 하는 축산물가공처리법이 공포되면 6월후인 '98년 6월 13일부터 시행하게 되는바, 농림부에서는 시행령.시행규칙 및 관련고시.훈령 등 세부지침을 보완.개정함으로서 시행에 차질이 없도록 대책을 수립하고 있다. 이 난에서는 동법률안의 개정에 따른 의의와 필요성 및 "특별대책반" 구성운영 등 후속조치에 대하여 기술하고자 한다.
