  • '국가장법'(國家葬法)은 국가 또는 사회에 현저한 공훈을 남겨 국민의 추앙을 받는 사람이 서거(逝去)한 경우에 그 장례를 경건하고 엄숙하게 집행함으로써 국민 통합에 이바지하는 것을 목적으로 한다. 현행 국가장법이 규정하고 있는 국가장의 대상자는 (1) 전직 현직 대통령, (2) 대통령당선인, (3) 국가 또는 사회에 현저한 공훈을 남겨 국민의 추앙을 받는 사람이다. 위 사람들이 서거한 경우에는 유족 등의 의견을 고려하여 행정안전부장관의 제청으로 국무회의(國務會議)의 심의를 마친 후 대통령이 결정하는 바에 따라 국가장(國家葬)으로 할 수 있다. '대통령을 지냈다는 이유만으로 그 공과(功過)를 떠나 국가장으로 장례를 거행하는 것이 타당한지 의문이 든다. 현행 국가장법은 국가장 대상자의 제한에 대한 명확한 규정이 마련되어 있지 않아, 대통령이 재임중이나 퇴임후 내란죄나 직권남용죄, 뇌물죄 등 중범죄로 처벌받은 경우에도 국가장 대상자가 될 수 있는가에 대한 의문이 제기된다. 또한 헌법재판소의 탄핵결정을 받아 대통령직에서 파면당한 대통령이나, 탄핵소추의결서가 송달된 후 탄핵결정 전 스스로 사임한 경우까지 국가장으로 하는 것도 국민정서 등을 고려해 볼 때 문제가 있다고 할 것이다. 본고에서는 역대 전직대통령들의 장례 선례를 살펴보고, 현행 국가장법에 명확한 규정이 없는 국가장 대상자의 제한 문제를 검토한다.

Types and Characteristics of the Royal Residences in the Late Joseon Dynasty (조선 후기 궁방(宮房) 제택(第宅)의 종류와 성격)

  • In this paper, the royal residence was divided into a mansion in the capital, a house built in the name of memorial in a burial place, and a mansion on a farm, and examined the character and structure of each house. The large and splendid mansions in the capital were issued by the state, and the laws restricting the scale of construction were avoided or violated from the time they were enacted, and lost its effect around the time of King Jungjong. In the early days of the Joseon Dynasty, new houses were built, but gradually it became customary to buy existing houses and repair and expand them. Houses built near tombs were nominally memorial facilities, but they had the structure of houses and were owned and lived in by descendants for generations. The houses built on the site of farms functioned as both farm management office and villas, and were retained by royal descendants even after their royal privileges expired. The classification of the types and characteristics of royal residences carried out in this paper can serve as a reference for analyzing the existing royal buildings, which are collectively referred to as 'Royal houses(Gung-jip)'.

  • The mechanical system of wearable walking assist robot needs to be optimized for adapting with human body structure and the planned control algorithm should have a secure procedure when a incongruity situation which can cause musculoskeletal injury occurs because a wearable robot is attached to a body. The understanding of walking or musculoskeletal motions characteristics must be preceeded and analyzed for developing novel wearable walking assist robot. In this study we tried to find out the capacities of powers and torques of joint actuators to design optimized performances of system and to obtain the analysis data to figure out the characteristics of joint movements during some types of walk. The major types of walk and motion are stair climbing and descending, sit-to-stand motion, and slope walking. In this study all these motions were analyzed experimentally except slope walking.

Preparation of Acidic Degreasing Agent for Aluminum and Its Characterization (알루미늄용 산성탈지제의 제조와 그의 특성화)

  • Acidic degreasing agent(ADA) was prepared by blending n-octanoic acid, MJU-100A, Tetronix T-701, POE(6)-2-ethylhexyl ether, Newpol PE-68, sorbitol, and phosphoric acid. The physical properties of ADA tested with aluminum specimen showed the following results; when 3wt% ADA-5 was performed at $70^{\circ}C$, the degreasing rate was 98% which is comparitively good, and the percentage of etching was 0.277% which was found to be less than that of commercialized product. When 20wt% of ADA-5 was added at $65^{\circ}C$, the percentage of derusting was 93% and the good defoaming effect proved by following low foaming power tests respectively : Ross and Miles, and Ross and Clark methods.

3-D Finite Element Analysis of Acetabular Reconstruction of THR (인공고관절 전치환술에 있어서 비구 재건 술에 관한 3차원 유한요소해석)

  • Using a 3-D finite element method (FEM), the biomechanical characteristics of a threaded truncated acetabular component and a porous coated hemispherical acetabular component were studied. The Von-Mises stress/strain patterns in the acetabulum reconstructed with these two different types of cementless acetabular cups were investigated. The geometry and dimensions of human hemi-pelvis used in the present shape modeling for finite element analysis were scanned with a 3-D laser scanner(TDS-9000, Cyberware, USA). The scanned data was numerically handled with a shape modelling software 'Pro-Engineer'. Using 19836, 16853 tetrahedral elements, respectively, the stress and displacement field of the acetabulum reconstructed with the two different types of the acetabular components were computed. While the hemi-sphere component was found to show a relatively similar stress/strain patterns to those in the normal hip, the results with the threaded cup showed a considerably different patterns from those in the normal condition. Several regions in cancellous bone near the threads and the edge of the truncated cup was found to be overstressed, especially in the superior-lateral part of the acetabulum. It was postulated that the excessive reaming-out of subchondral bone layer when the truncated cup was used can cause the presence of these overstressed regions of cancellous bone. This theoretical prediction for the implanted acetabulum appeared to consistent with the pathological observation of proximal/medial migration of the threaded truncated acetabular prostheses in the previous publications.

Development of Air-cell Mattress for Preventing Pressure Ulcer Using Anthropometric Model (인체계측 모델을 이용한 욕창방지용 공기셀 매트리스의 개발)

  • Air mattress is now used widely to prevent the pressure ulcer by reducing the localized pressure peaks. The pressure control method based on the anthrophometric model of an air-cell mattress developed in this study is presented. The air-cell mattress has 18 cylindrical air cells made of porous material allowing air leakage. Even though the air leakage can contribute to reducing the development of pressure ulcer by lowering the pressure peak, temperature and humidity, the air pressure changes with time and the desired air-cell pressure has to be determined as an optimal value for each user. To select the desired air-cell pressure, we first divide the parts of the body into four sections such as head, trunk, hip, and leg. Then, the pressure of each section grouped with air-cells is calculated from the weight of each part estimated from the individual height and body weight. Air supply system for the air-cell mattress is implemented by using four electronic solenoid valves and an air compressor, and it is driven by a real-time microcontroller. We experimented with five subjects of the contact pressure on skin. The experimental results show that the proposed air-cell mattress is effective for the prevention of the pressure ulcer.

Assist Torque Balance Control for Power Assisted Wheelchair Based on Temporal Similarity between Input Torques (입력토크의 시간적 유사성에 기반한 파워 어시스트 휠체어의 토크 밸런스 제어)

  • In order for a Power Assisted Wheelchair (PAW) to maintain a straight driving direction, the same force must be delivered to both wheels. However, a human has different strength between the right and left arms, and cannot control the force uniformly at all times. Therefore, appropriate assist torque shall be generated from unbalanced human torque inputs by detecting the user intention, in order to maintain direction uniformly in straight sections or change direction quickly in curved sections. In this study, a special function is proposed to detect the intention of drivers on the basis of temporal similarity between the input torque signals, and a torque balancing technique based on this function is proposed. In the experiments, the effectiveness of the proposed torque balancing method are verified.

Electromyographic features of upper body during wheelchair cycle ramps ascent for disabled with spinal cord injury (휠체어 사이클 경사로 주행 시 척수손상 장애인의 상체 근전도 특성 분석)

  • The aim of this study was to investigate difference of the muscle activation patterns of the upper body during wheelchair cycle ramps ascent of different slopes for disabled with spinal cord injury. Three subjects who is disabled with spinal cord injury participated in this study. Surface electromyography (EMG) data (reaction time [RT], onset-offset time, and peak value of muscle activation) were collected biceps, triceps, upper trapezius, anterior deltoid, latissimus dorsi, and upper rectus abdominal muscles during wheelchair cycle ramps ascent ($0^{\circ}$, $3^{\circ}$, and $6^{\circ}$). For latissimus dorsi muscle, RT and peak value of muscle activation was were increased and offset time was delayed as the slope increased (p < 0.05). These results indicate that wheelchair cycle ramps ascent might cause excessive overuse of latissimus dorsi muscle.

The Contents of SatDSiG and Its Implications for Korea (독일 위성자료보안법의 내용 및 시사점)

  • TerraSAR-X, launched in June 2007, and TanDEM-X, June 2010, are remote-sensing satellites with 1M resolution that are capable of observing the ground even during the nighttime and poor weather conditions. The two satellites had been developed under a public-private partnership between the German Aerospace Centre and Airbus in the interest of the commercial marketing for German satellite data. However, the data of high-grade earth remote-sensing system, such as those of the satellites, has been produced by a military satellite and thus used under limited circumstances in Germany. Therefore, a legislation to commercialize the German satellite data and to protect its national security is needed. For this, SatDSiG was enacted in December 2007. Thus this article will contain the main contents of SatDSiG and its implication for Korea, which stared to export data of Kompsat 3, 3A and 5 in 2018.

Evaluation of Intralimb Coordination in Transfemoral Amputee during Level Walking (대퇴절단인의 보행 시 하지 내 협응성 평가)

  • The aims of this study were to evaluate the joint coordination between hip and knee joints in the transfemoral amputees, and its symmetry between sound and prosthetic limbs. Seven transfemoral amputees ($46.4{\pm}10.7-year-old$, $174.8{\pm}3.5cm$, $78.3{\pm}9.7kg$) and 7 able bodies ($24.0{\pm}4.5-year-old$, $174.5{\pm}5.9cm$, $66.9{\pm}9.4Kg$) participated in this study. They walked at a self-selected walking speed across a 10m level ground. Simultaneously angle and angular velocity in the hip and knee joint were measured by motion analysis system. Then continuos relative phase(CRP), standard deviations of CRP (CRP_SD) and symmetry index(SI) were calculated. In able bodies, there were no differences of the parameters between left and right limb(all p>0.05). However, significant differences between sound and prosthetic limb in most of the parameters, except for CRP for stance phase were shown (all p<0.05). There were differences in all SI between transfemoral amputees and able bodies (p<0.05). In conclusion, joint coordination was altered in transfemoral amputee during level walking and shown in interlimb asymmetry.
