  • This paper is aimed to analysis the logistics system of the Jeju island. Jeju island has a special feature about logistics system different from inland. In recent gradually increase of the jeju freight volumes but it has some problems about the port facilities shortage. We try to find the problems of the jeju and propose that an improvement plan.

  • 본 연구는 미국의 다양한 연안해운 정책 중 America's Marine Highway Program(AMHP)을 중심으로 분석하였으며 도출된 시사점으로 바탕으로 우리나라 제주도 물류의 고비용을 초래하는 비효율화를 개선하는데 필요한 연안해운 정책의 방향성을 설정하고 공적 역할의 필요성을 위한 기초자료로 활용하고자 한다.

  • Due to the recent rapid increase in passenger and cargo air transport demand, the capacity of Jeju International Airport has been approaching its limit. Even though in COVID-19 crisis which has started from Nov 2019, Jeju International Airport still suffers from strong demand in terms of air passenger and cargo transportation. However, it is an undeniable fact that the delay has also increased in Jeju International Airport. In this study, we analyze the correlation between weather and delayed departure operation based on both datum collected from the historical airline operation information and aviation weather statistics of Jeju International Airport. Adopting machine learning techniques, we then analyze weather condition Jeju International Airport and construct a delay prediction model. The model presented in this study is expected to play a useful role to predict aircraft departure delay and contribute to enhance aircraft operation efficiency and punctuality in the Jeju International Airport.

A Study on the Pressure Patterns that Causes Bidirectional Tailwind on the Runway of Jeju International Airport (제주국제공항 활주로에 양배풍을 유발하는 기압 패턴에 관한 연구)

  • Jeju International Airport is characterized by the occurrence of low-level windshear due to its location, surrounding terrain, and its weather characteristics. Especially the low-level windshear accompanied by tailwinds on both sides of the runway i.e., bidirectional tailwind, is a hazardous weather phenomenon with unique characteristics that are difficult to find at any other airports. This study focuses on bidirectional tailwind occurrence at Jeju International Airport in 2020-2021. As a result, characteristic pressure patterns of the types that cause bidirectional tailwind was identified as it was possible to categorize strong wind types such as 1) strong southwest wind, 2) strong east wind, and 3) strong northwest wind, which do not cause bidirectional tailwind, and wind direction variation types such as 4) bidirectional tailwind, and 5) south wind followed by southwest wind, which cause bidirectional tailwind. The results of this study are expected to contribute to improving aviation safety by enabling aviation operators to predict and take appropriate safety measures based on their understanding of the causes and characteristics of bidirectional tailwind.

Correlation Analysis between Delay and Turnaround Time at Jeju International Airport (제주국제공항의 지연과 Turnaround Time 간의 상관관계 분석)

  • The capacity of Jeju International Airport has reached its limit due to a surge in air traffic demand such as passengers and cargo and the continuous expansion of Low Cost Carriers (LCC). Despite COVID-19 that has began in November 2019, Jeju International Airport still has continuous demand in terms of passenger and cargo transportation. As a result, it is undeniable that the delay rate also unexpectedly increased as the air traffic volume at Jeju International Airport continued to increase. In this study, the correlation between Turnaround Time and delay rates of national airlines is analyzed based on past flight data at Jeju International Airport, and the cumulative delay time trend for sampled airlines is compared with Turnaround Time. Through this study, it is expected to contribute to securing aircraft operation efficiency and on-time by analyzing delays related to Turnaround Time at Jeju International Airport.

A Study on Development of Coastal Transportation System between Mokpo and Jeju based on Marine Logistics Analysis Results (목포-제주 해상물류 분석에 기초한 연안운송시스템 구축에 관한 연구)

  • In case of EU and USA, a short sea shipping and coastal shipping which are safer and environmentally better than road transportation are used widely. But a share of freight transport by a coastal transportation is extremely poor in South Korea. In this paper, we propose a Mokpo-Jeju intermodal transportation based on logistics analysis results. Firstly, we investigate a freight and passenger of a Mokpo-Jeju shipping route. And secondly, the intermodal transportations such as sea-train, sea-road, RORO ship system are investigated. Finally, we propose a coastal transportation system utilizing RORO ship system for Mokpo-Jeju shipping route and identify a technical feasibility of a coastal transportation system.

  • 지난 4월 1일 제주도 한라산 정상에 135명의 한국물류정보통신 임직원은 결연한 마음으로 한자리에 모여, '주식회사 케이엘넷'이라는 새로운 사명과 함께 글로벌 물류 IT전문 기업으로 도약하고자 하는 사명선포식을 가졌다. 주식회사 케이엘넷(KL-Net)의 사명 변경은 지난해 임직원이 심기일전 하여 수립한 '비젼 2020 - 세계적인 물류 IT 전문기업'으로의 도약을 위한 서막에 불과하다. 지난 2004년 3월, 주식회사 케이엘넷은 "채무부정보증"이라는 뼈아픈 금융사고가 있었다. 이로 인해 임직원간의 불신은 극에 달했고, 그 당시 100억원이라는 손실액은 기업 존폐의 기로에까지 놓이게 되었다. 케이엘넷의 대표이사로 부임한 박정천 대표사에게는 금융사고 관련 소송뿐만 아니라 기업 정상화라는 두 가지의 막중한 과제를 해결해야 하는 큰 역할이 주어 졌다. 박 사장은 먼저 금융사고로 야기된 임직원간의 불신을 해소하는데 노력했다. 임직원의 생일이나 결혼기념일 등을 본인이 직접 축하 메세지를 보내는 것부터 시작하여, 임직원간 친밀감을 갖도록 노력하고 서로 신뢰하고 믿고 따를 수 있도로 하는 한편, 직원들에게 정직을 더욱 강조하였다. 지난 3월 정기 주주총회에서 케이엘넷 주주들은 어려운 과제를 깔끔하게 해결한 박 대표를 연임시켰다. 박 대표의 지난 2년간의 공로와 앞으로 케이엘넷을 '세계적인 물류 IT전문기업'으로 성장시킬 수 있다는 리더쉽을 높이 평가한 것이다. 당장의 사업성과보다는 회사의 경쟁력과 성장기반을 다지는 것을 최우선 과제로 지난해 임직원과 함께 수립한 '비젼 2020'을 향하여 전력 질주하고 있는 주식회사 케이엘넷 박정천 대표이사를 만나본다.

A Study on the Characteristics of Low-Level Wind Shear at Jeju International Airport from Go-Around Flight Perspective (항공기 복행사례를 통한 제주국제공항 저층 윈드시어의 특징 연구)

  • Low level wind shear, which often occurs at Jeju International Airport, is a phenomenon that occurs when the topological location and topographical characteristics of Jeju Island are combined with weather characteristics. Low level wind shears, which are caused by rapid changes in wind direction and wind speed, pose a threat to aircraft safety and also cause abnormal situations, such as aircraft go-around, diversion, and cancellation. Many meteorological studies have been conducted on weather patterns, occurrence periods and frequency of low level wind shears. However, researches related to aircraft operations are limited where here we study the similarities and differences between strong southwest winds and bidirectional tailwind type low level wind shears based on aircraft go-around cases at Jeju International Airport. The results are expected to be used to enhance safety when operating to Jeju International Airport, which includes pilot training that reflects the characteristics generated by wind changes, pilot prior notification, providing pilots with latest trends, and increasing extra fuel.

Analysis of Regional Specialization and Value-added Contribution of Local Logistics Industry (지역 물류산업의 특화도와 지역경제 부가가치에 미치는 영향 분석)

  • The Korean logistics industry has grown with the development of domestic industries. The industry plays an important role in national and regional economic growth, and the government has continued policy efforts to foster the industry. This study analyzes the competitiveness of the regional logistics industry and its contribution to the regional economy. Location coefficients are used to analyze local specialization in each logistics industry. The value-added rate, GDP contribution, value-added induction coefficient, and net value-added income of regional logistics industries are analyzed using a regional input-output table. As a result, the logistics industry is found to have net value-added income and competitiveness in some regions, and there is no relationship between the location coefficient and the value-added contribution of the regional logistics industry. Seoul, Incheon, Gyeonggi, Busan, and Jeju have the competitiveness of each logistics industry. In addition, we identified the regions where the logistics infrastructure is well developed and those in which it needs to be supported. The regions where the logistics industry has developed require policies for making high value-added by logistics activity, and regions with insufficient growth need to support the development of the logistics industry by investing human resources and capital that can meet the local demand.
