Support strategy for industrial injured workers: focusing on trial work (산재장해인 재취업 지원방안: 시험고용(인턴) 제도를 중심으로)

  • The purpose of this study is to investigate the necessity and activation plan of trial work to increase the re-employment of injured industrial workers. This study applied an internet and paper questionnaire method to 1,058 employers listed in the Korea Workers' Compensation and Welfare Services. The employers were asked about their experiences with trial work and their preferences for supports. From September 2018, the survey was conducted for 6 weeks and a total of 201 questionnaires were analyzed. Descriptive analysis and t-tests were applied. The results of the study showed that the trial work system satisfied the employers who participated in it. In order for this system to operate smoothly for injured workers, it is necessary to simplify the system's procedures, increase the amount of the trial work subsidy, and improve the amount of support after the workers convert to full time employment. In order for employers to use the new system, $750 per month will be provided for 8 months when hiring one injured worker. Eighty percent of employers stated that they would hire injured workers if the subsidy and application period are accepted. Future study and suggestions for applying the trial work system for injured industrial workers are also discussed.

An Analysis and Industrial Classification of Modeling and Simulation Service Industry (모델링 및 시뮬레이션 서비스 산업 분류 및 현황 분석)

  • Since the year 2000, the growth rate of domestic manufacturing has declined and the sales and employment have decreased. Major developed countries have established a variety of strategies to strengthen their manufacturing competitiveness, and promote manufacturing innovation through the convergence of technology and ICT. The key to manufacturing innovation is to reduce the time and cost for developing new products using modeling and simulation (M&S) technology in the product design stage. M&S industries, which belong to the top sector of the industry value chain, have a huge ripple effect across other industries. On the other hand, the competitiveness of the domestic M&S industry is weak compared to developed countries and even the definition and classification of domestic M&S companies have not been made. In this paper, by analyzing the Korea Standard Industry Classification (KSIC), five fine industry classifications included in M&S service companies were derived. In addition, the 307 M&S service companies were derived in accordance with the selection procedure of 3 steps from the 11,822 related companies. To analyze the capabilities of domestic M&S service companies, the current status of the selected M&S service companies was investigated. Considering the Korean economy's high dependence on the manufacturing industry, strengthening the competitiveness of manufacturing industry is required by enhancing the capacities and building an ecosystem in domestic M&S services for future sustainable economic growth.

An Analysis about Impact of Smart Home manufacturing and service Industry on National Economy (스마트홈 제조업과 서비스업의 국민경제적 파급효과 분석)

  • This study evaluated its potentials by quantitatively analyzing the national economic impact of the smart home-related industry, which is attracting attention as a core industry of the 4th industrial revolution. For the analysis, the smart home-related industries were classified into manufacturing and service industries through a literature review of the previous studies. Using the 2018 input-output table, this paper analyzed linkage effects between industries as well as spillover effects in the production, value-added, employment and job. As a result, the smart home manufacturing and service sectors showed a higher spillover effect in value-added than other industries in each industrial field. In the smart home industry, the spillover effects of manufacturing sector to service sector are larger than those of service sector to manufacturing sector. Moreover, it was confirmed that smart home industry was highly related to not only the technology-intensive industry, but also the service sector for smart cities, smart cars, Fin-tech, and etc. On the other hand, the smart home manufacturing sector is a final demanding industry with relatively higher backward linkage effect than forward linkage effect. In the smart home service sector, the forward linkage effect was relatively high compared with the backward linkage effect, indicating that it was an industry with a high supply function to other industries.

The Effects of Government-sponsored R&D on the Participating Firms' Performance (정부 R&D지원이 기업의 성과에 미치는 효과 분석: 동남권 지역산업진흥사업을 중심으로)

  • This paper analyzes the effects of government-sponsored R&D on firm's employment and management performance, using the panel data of manufacturing firms in the area of Busan, Ulsan and Gyungnam. The paper applies PSM to estimate the treatment effects(ATT) without sample selection bias. The findings show that government-sponsored R&D in the area has positive effects on the participating firms' employment and R&D for several years after completing R&D projects.

  • This study is an analysis of characteristics and the causes of serious accidents in chemical industry. The statistical analysis was focused on preventive facilities, equipment failures, accident materials and instabilities of workers and employment type. First, it showed that the highest number of the victims of accidents were involved in the industry of chemical materials and chemical products among the investigation of the manufactural industries. Also, particularly, they were investigated to be focused on the occurrence of the serious accidents in preventive facilities. Secondly, the most of the victims of serious accidents were found out not to be temporary or part-time worker but regular workers and most of the accidents occur in the form of big accidents involving more than 4 workers.

A Study on Tertiarization in Korea: Test of Baumol's Hypothesis (한국의 서비스화에 대한 연구: Baumol 가설을 중심으로)

  • Using a panel data of Korea for $1979{\sim}2002$, this study investigates the determinants of the service sector employment share in Korea. In order to analyze the impact of macroeconomic factors on the service sector's employment share we estimate a simple panel model which is in line with Baumol's model. The panel GMM estimation results show that: 1) The increase in the share of service-related jobs in total employment tends to rise with GDP per capita, which confirms demand-bias hypothesis proposed by Clark. 2) We find that a crucial role in this process has been played by the productivity gap. As Baumol's hypothesis or Baumolis disease, the expansion of the employment share in services relative to industry is the direct consequence of services' lower productivity performances.

식품산업육성정책

  • 우리나라의 식품산업은 2002년도에 약 36조3천8백억원의 매출을 기록하여, 국내총생산(GDP)의 $5.9\%$를 차지하고 있으며, 제조업 총생산액의 $20.3\%$를 차지하여 국내제조업의 견인차로 평가받고 있다. 또한 제조업별 부가가치 순위는 전자, 화학, 자동차산업에 이어 4위를 점하고 있으며, 고용유발계수도 평균이상을 유지하고 있다. 이와 함께 식품산업은 모든 소비재 중 생존을 위해 없어서는 안된다는 점에서 특별한 위치를 점하고 있다. 하지만 우리의 식품산업은 약 18,000업소가 생산활동에 참여하고 있으나 종업원 10인 이하 사업장이 $78.1\%$를 차지하며, 상위 47개 사업장이 식품산업 총 매출액의 $52\%$를 점유하고 있는 영세구조로 이루어져 있다. 행정측면에서 보면 그간 안전성 확보를 위한 규제중심의 행정에 치우쳐 산업진흥을 위한 특별한 지원이 매우 부족한 실정이다. 그러나 이와 같은 식품산업의 구조적 영세성은 식품산업이 갖는 경제적 측면 이외에 특별한 위치 즉, 국민보건분야에 있어서의 중대성과 함께 산업으로서의 발전을 위한 국가차원의 전략적 지원이 필요한 분야이다. 이와 함께 식품산업은 BT분야에 있어 적용가능성이 높고, 성공확률이 높아 국가의 지원이 우선적으로 배려되어야 한다. 이를 위하여 본 장에서는 식품산업의 생산$\cdot$수출입현황, 식품산업의 경제적 위치를 분석하여 중요성을 부각하였다. 국내외 식품산업지원정책의 파악을 위하여 식품안전관련 법령의 소개와 산업지원을 위한 산자부 등 관련부처의 지원정책을 제시하였으며 미국, 유럽, 일본 등 주요국가의 바이오 기능식품을 중심으로 한 정부의 BT 지원정책을 소개하였다. 이와함께 우리나라의 식품산업의 연구개발 동향을 분석하고, 미국, 유럽, 일본의 식품산업의 중점 연구개발동향을 소개하였다. 상기의 식품산업분석, 지원정책, 외국의 BT지원 사례 등을 참조하여 우리 식품산업의 환경분석과 문제점을 제시하였으며 전망을 분석하였다. 식품산업 정책의 개선방향으로서 제도의 개선, 위해평가 수행체계의 도입, 식품유통의 효율화 기반조성 및 지원, 산업지원을 위한 추진정책, BT산업으로서 식품산업의 진흥책 강구 등의 전략을 제시하였다.

  • Objectives: The manufacturing industry was the one with the most repeated occurrence industrial disasters, and it is important to study the safety environment known by workers in the industry in order to prevent industrial accidents. Methods: Research objects were 1,123 male among members of employees who responded to 2015 PSWCI panel report. Research objects underwent affected subjective health and then categorized subjects into some groups according to changes in employment condition during one year. Statistical analyses were performed using the SAS version 9.4 (SAS Institute Inc., Cary, NC, USA). Results: According to results of analysis, manufacturing industry had differences in economic activity and health conditions based on employees conditions. Dynamic change aspects of manufacturing industry condition had differences between sex and cases where going back and forth between temporary condition and unemployment status had higher percentage in male. Conclusions: The results of this study may serve as the refer to taking a bill to improve the level of safety of the work environment felt by employees in the manufacturing industry.

The Current State of Human Resource Management of Small and Medium-Sized Enterprises in Daegu (대구지역 중소기업의 인적자원관리 현황에 관한 연구)

  • As the importance of small and medium-sized enterprises(SMEs) has increases, it has been accompanied by an increase in the amount research attention paid to the factors contributing to the competitiveness of SMEs. Human resource management(HRM) should be the central themes of the discussion. This study is performed to provide basic and broad information of the current state of HRM in SME as the first step for such an effort. The conditions of HRM and the degree of introduction and utilization of six different HRM practices, incentive regulation, complaints handling system, suggestion system, employment stability system, performance evaluation system, and regular education and training, are analyzed through the data collected form 763 SMEs of four industries in Daegu, Only 2 percent of responding companies had been formed unions, 43% evaluate their employment conditions are difficult. And 39% of the SMEs appraise their human resources are more competitive than those of other companies. The ration of introduction of regular education and training system is highest and that of performance evaluation is lowest among the all responding companies. In addition, employment stability system is found as the most actively utilized HRM practice. The implications of these results and future research directions are suggested.

A Study on the Impact of IT Investment on Demand for Labor (IT투자가 노동수요에 미치는 영향에 관한 연구)

  • Under the continuing economic growth without increase in employment, issues regarding the impact of IT investment on demand for labor have been continuously raised. Under the circumstance, this study carried out an empirical analysis on the impact of IT investment on employment with a sample of 498 businesses whose domestic sales for the period of six years from 2003 to 2008 are KRW 100 billion or above. The result of the analysis found that IT investment increases employment in most of the industries except for some of the service sectors. In the manufacturing industry, more IT investment increased employment but decreased the flexibility in demand for labor; therefore, IT investment has a substitutional relationship with low-skilled labor and a complementary relationship with high-skilled labor. In the areas of electricity, gas and construction, employment increased as IT investment increased, with the greatest flexibility in demand for labor. In the service industry, increase in IT investment led to more employment and higher flexibility in producer services only. On the other hand, there was no meaningful relationship found between IT investment and employment in the areas of distribution services and social services.
