본 연구에서는 기술사업화 관련 1987년부터 2016년까지 국내 등재학술지에 발표된 198편의 논문을 선정하여 분석함으로써 관련 국내연구의 동향을 살펴보았다. 그 동안 축적된 국내 기술사업화연구의 시대별 흐름과 전체적인 경향을 살펴보고자 기술적분석(descriptive analysis)방법을 적용하여 연구영역, 연구방법, 연구주제, 연구대상에 대한 분석을 실시하였다. 연구시기별 분석을 통해 "기술이전촉진법" 제정 후 약 2년 후인 2002년부터 국내등재학술지에 기술사업화 연구논문 게재가 본격화되었고, 지난 2016년에는 2002년 대비 5배에 달하는 연구논문 증가세를 확인할 수 있었으며, 연구영역분석에서는 기술혁신 연구관련 4대 학회지(기술혁신학회지, 벤처창업연구, 기술혁신연구, 지식재산연구)의 연구논문이 전체의 40% 점유사실이 관찰되었으며, 분석대상논문들에 적용된 연구방법들을 살펴본 결과, 양적연구가 전체의 53%, 문헌연구 29%, 질적연구 11%, 혼합연구 8%의 순으로 나타났다. 연구대상별 연구동향은 기술수요기업을 대상으로 하는 연구가 전체의 33%, 정부의 정책 제도 및 시스템을 연구대상하는 연구가 29%를 점유하고 있다는 분석결과가 나왔으며, 연구주제의 동향분석과 관련해서는 '사업화 프로세스'를 주제로 연구한 논문이 전제의 28%, '기술사업화 요소'에 대한 연구가 전체의 23%를 차지함을 살표볼 수 있었다. 본 연구에서는 지난 30여년에 걸친 기술혁신정책들과 연계하여 그 동안 축적된 연구들을 분석하여 국내학계의 연구동향을 보다 넓은 시각에서 조망해보는 최초의 시도라는 점에서 우선적인 의의를 찾을 수 있으며, 기존 연구들을 체계적으로 분석하고 정리해 봄으로서, 그 결과로부터 향후 기술사업화 정책방향에 대한 시사점 제공과 향후 연구방향에 대한 실질적인 함의를 제공할 수 있는 기초자료로 활용될 수 있기를 기대해본다.

It is defined in the internal standard of the NAK namely a NAK/G8-1:2013(v.1.) such as TIFF, PNG, PDF/A, JPEG 2000 as a Long-Term Preservation Master File for internal Standardization of Paper Archives in the Central Archives of Korea. This study reviewed the possibility that JPEG format could be a standard as a Long-Term Preservation Master File for internal Standardization of Paper Archives in the Central Archives of Korea. I pointed to the unique characteristics of JPEG file format and analysed and compared with TIFF format that is a representative master file. Through this study, I suggested that JPEG format also should be additionally included in the standard, as a master file, because it meets a qualification and functional requirements of master file and can guarantee the authenticity, reliability, integrity and usability. The meaning of this study is that JPEG format, be added to master file standard, can set up a environment that has lots of benefit in the domain of usability, compatibility to user as well as the authenticity, reliability, integrity.

On the basis of introducing the development process of Chinese nature reserve since first nature reserve was set up in 1959 in China, and comparing the definition of nature reserve between IUCN and China, combining with the objectives and significance of the establishment of Chinese Nature Reserve, the present state and achievements of nature reserve in China were introduced detailedly. And the effect of the laws and rules on the protection in nature and biodiversity was assessed after analyzing the characteristics of the interrelated laws and rules enacted in course of development of Chinese nature reserve over 50 years. Also the qualifications and procedures of nature reserve establishment and relevance aspects of content in China were narrated, and the classification system and management system of Chinese nature reserve and their characteristics were introduced. Finally, the Medium and Long Term Program for Nature Reserve Development in China was introduced, and present some proposals to solve the problems on the basics that discuss the distribution status and its characteristics and problems on managing nature reserve in China.

세계전파통신회의 (WRC; World Radiocommunication Conference)회의는 국제전기통신연합 (ITU)에서 발행하는 국제 전파법과 관련된 전파규약을 갱신하거나 새로운 법 제정을 위해, 3-4년 간격으로 개최되는 전파통신 관련 회의라고 할 수 있다. WRC-12회의는 2012년 1월 23일 -2월 17일에 걸쳐 스위스 제네바에서 개최되며, 동회의의 원활한 진행을 위하여, 25개의 WRC 의제들에 대한 ITU 산하의 연구반 (ITU-R Study Group) 연구결과들을 기술보고서로 확정하기 위한 회의(CPM-11, Conference Preparatory Meeting)가 2011년 2월 14일-25일에 걸쳐 스위스 제네바에서 역시 개최된다. 이에 한국천문연구원에서는 KVN과 일본국립천문대(ASTRO-G)간의 원활한 국제 공동 VLBI연구를 위해, WRC회의에서 최종적인 규정개정을 함에 있어서 필요한 CPM기술문서작성과 관련된 ITU-R 연구반 회의에서 주도적인 역할을 수행하고 있다. 따라서 본 발표에서는 2010년 6월 10-18일에 걸쳐 스위스 제네바에서 진행되었던 ITU-R WP7B, 7D 회의에서, 우리나라가 전파천문업무와 관련된 기술문서 개정사항에 대하여 제출하였던 제안결과 및 회의 주요 결과를 소개하고, 전파천문업무 보호 및 22 GHz 대역 달탐사, 38 GHz 대역 Space-VLBI운용대역과 관련된 WRC-12 의제 1.6, 1.11, 1.12 등에 대한 향후 대응방안을 알아보고자 한다.

Due to rapid internet supply and the increase of electronic resources including network resources, there has been a sudden change in cataloguing fields. To deal with rapid changes, IFLA revised cataloguing rules for electronic and continuing resources; ISBD(ER) and ISBD(CR), JSC(Joint Steering Committee for Revision of AACR) has published the 2002 revision of Anglo-American Cataloguing Rules, Second Edition. Major changes in both content and format make the release of the 2002 revision momentous. This study is to analyze activities of JSC and rule revisions of AACR2R 2002 edition, expecially in regards with concepts of change to rule 0.24, new categories of bibliographic materials, changes to chapter 3(cartographic materials), chapter 9(electronic materials), chapter 12(continuing materials), definition of a new terminologies, changes in MARC 21 coding, and issues concerned with revision of KORMARC.

The paradigm of the housing policy has been transformed from housing supply to housing welfare, from the policy of housing quantity expansion to the policy of customized housing welfare. The Housing Act was newly enacted to realize the new paradigm of the housing policy. The Act establishes the role of the Housing Welfare Centers in the housing welfare delivery system, but they have some difficulties in doing their role because of limited amount of centers and their manpower. The desirable and efficient model of housing welfare delivery system, therefore, is that the demand of housing welfare is discovered on local base, and that demanders can be provided housing welfare service connected to local governments or neighborhood housing welfare centers. To do so local communities should be established and activated, and the needs of housing welfare service also be discovered. This study is a exploratory one on communities' role in housing welfare delivery system in spite of some limitations based on existing theories and studies, and is significant as a new trial.

과거 시행된 수질오염물질의 농도규제 정책은 오염배출업소 증가로 인한 오염총량의 증가를 억제할 수 없어 수질개선에 한계가 나타났다. 이에 정부는 배출농도 규제방식의 수질관리로 4대강 상수원의 수질개선이 어려워 4대강 특별법 제정과 함께 목표수질기준 한도에서 유역의 오염물질 배출량을 총체적으로 관리하는 오염총량관리제도를 도입하였고, 현재 수질오염총량관리제도의 안정적 시행을 위해, 제 2단계 수질오염총량관리 대상물질 선정연구, 4대강 수계 수질오염총량관리 유황별 유달율 산정 방법 연구 등이 시행되고 있다. 이와 같은 오염총량관리를 위해서는 먼저 유역의 오염물질 발생현황과 배출 기작을 정량적으로 규명하고, 수질모델링을 실시하여 오염배출원별로 적정부하량을 할당하여야 한다. 이에 본 연구에서는 향후 활용도가 클 것으로 기대되는 QUALKO2 모형을 이용하여 TMDL시스템을 지원하고 낙동강의 수질을 예측 평가 하고자 한다. 대상유역으로는 영주 다목적댐이 위치하게 되는 내성천과 낙동강을 선정하였으며 모의 입력자료로는 최근 3년간의 평균수질을 비교대상인 현재 상태로 설정하고, 해당유역의 발생배출량에 따라 2014년, 2019년, 2024년의 저수지 모의를 통해 하천모의의 입력자료로 사용하였다. 수질모델 적용을 위해 내성천이 유입되는 지점에서 8km상류의 예천(환경부 측정망)지점에서부터 양산천 유입 후 3km 지점까지 범위를 설정하였으며 모델 구간은 "낙동강수계 오염총량관리 기본계획" 수립시 적용한 구간을 고려하여 구성하였다. 내성천 상류 영주댐 건설 지점에서부터 낙동강 본류로 합류되기 전의 구간과 낙동강 본류 구간을 구분하였으며, 수리학적 지형학적 특성을 고려하여 구간(reach)으로 구분하고 각 구간을 1km 간격의 요소(element)로 세분화하여 총 96여개의 구간과 482여개의 요소로 구성하였다. 영주댐이 건설되는 가정하에 낙동강 본류의 유량조건별, 영주댐의 방류량 조건에 따른 내성천과 낙동강 본류의 수질변화 양상 분석결과, 저수시 보다는 갈수시에 수질농도의 저감효과가 크게 나타났으며, 영주댐의 연평균방류보다는 최대방류시에 내성천과 낙동강 본류의 저감효과가 큰 것으로 분석되었다. 또한 영주댐 건설로 인한 flushing 효과와 낙동강 상류의 안동댐과의 연계시에 낙동강에서 저감효과가 가장 크게 나타났다.

The study aims to analyze the Public Data Act and provide alternative strategies for public data management. It conducts an extensive literature review based on a multidisciplinary approach and discusses the terms, public data and synonyms from the Public Data Act, and other related laws while also studies and traces the history of related regulations. The significance of the Public Data Act is analyzed and the major contents of the Act are examined, particularly, the contents that describe relevant committees. As a result, the article discusses five issues: relation between regulations, ambiguity of decision-making standards, 'professionality of a public data supply officer, low quality of public data, and lack of records and archives management.
