This study analyzes whether online political activities have an important impact on attitudes toward the legalization of same-sex marriage and the anti-discrimination law and whether these effects are different by the religion of voters. The main findings are as follows. First, the ideology variable has a significant effect on attitude toward legalizing same-sex marriage and enacting anti-discrimination law. Second, the higher the degree of online political activities, the more likely they will support two issues. Third, the effect on attitudes toward the enactment of anti-discrimination law has appeared different by religion. In other words, Protestants, compared to other religions, are more likely to oppose the enactment of anti-discrimination laws as the level of online political activities increased. Our study is meaningful in that we found online political activities play an important role in making voters' attitudes positively toward the enhancement of the right of sexual minorities. Also, although ideological conflicts are usually intense in diplomatic and security issues in Korea, the sexual minority issue would be likely to be an crucial as a dimension of ideological conflicts.

The Korean Academy of Orofacial Pain and Oral Medicine inaugurated Temporomandibular Joint Day in November 9th, 2018 and aimed to emphasize the importance of the temporomandibular joint in maintaining overall orofacial health and celebrates the benefits of proper treatment of its related disorders including temporomandibular disorders to raise awareness of the public on significant temporomandibular joint-related conditions. Three essential statements were made on this memorable day as below: 1) Dentists of Korea are responsible of maintaining a healthy status of the temporomandibular joint of the people. 2) Dentists of Korea strive for the research and management of temporomandibular joint related conditions 3) November 9th is annually celebrated as the Temporomandibular Joint Day in Korea.

The "Technical Regulations on the Telecommunication Facilities". under the provision of the "Telecommunication Basic Law", has rather complicated mechanism in its implementation because of wide relationship with various laws. 전기는 일상생활에서 뿐만 아니라 산업활동에서도 필요불가결한 것이다. 전기를 쓰면 사용한 전력량에 따라서 전기자금을 지불하여야 한다. 전기가 석유화력에 의하여 발전된 것이라면 전기자금 1만원의 경우 약 7,000원은 석유대금임으로 전력회사를 경유하여 외국으로 나가 버린다. 이와같은 에너지자금의 유출은 국민경제를 압박하고 불경기를 초래하는 원인이 된다. 그러나 원자력발전의 경우는 사정이 달라진다. 원자력발전원가에서 연료비가 차지하는 비율은 약 20%정도임으로 만일 전기기자재가 전부 국산이고 또 핵연료가공이 국내에서 이루어졌다면 원자력에 의한 전력대금으로 지불되는 1만원 중 약 8,000원 정도는 국민경제에 되돌아 오게 될 수 있다. 이와같이 원자력발전시설의 기자재, 특히 원자로부품의 국산화는 국민경제의 견지에서 중요한 의의를 가질 뿐만 아니라 산업기술의 고도화를 촉진하는데도 그 중요성이 있어 오늘날 국가적으로 적극 추진하고 있는 것이다. 한편 원자력발전소의 건설은 안전성확보를 전제로 하기 때문에 각 구성부품들의 제작과정에서 정부 또는 공공기관이 제정한 관련법규, 규격등에 적합하여야 하고 안전성확보의 견지에서 검사를 실시, 확인하는 공인검사가 반드시 뒤따라야 한다. 그러나 우리나라는 제도적인 측면에서나 또는 검사능력의 측면에서 모두 독립적으로 이를 시행할 수 있는 수준에 이르지 못하고 있는 실정이다.

국내 전자서명법의 제정 및 시행은 21세기 새 천년을 준비하는 시점에서 중요한 의미를 갖는다. 전자적 거래가 활성화되고 있는 현재 시점은 기존의 대면 방식의 거래 문화가 컴퓨터 네트워크나 기타 통신망을 통한 비대면 방식의 거래 문화로 자리잡아 가고 있는 중요한 시점이다. 전자서명법의 시행을 통한 전자서명 인증관리체계의 구축, 전자서명 인증관리센터의 구축, 운영, 공인인증기관의 지정, 운영 등은 전자적 거래 활성화 및 전자정부 구현에 근간이 되는 국가 공개키 기반구조 구축이라는 기술적 기반을 갖추었다는데 그 의의가 있다. 전자서명 인증관리체계의 구축은 궁극적으로 전자적 거래 활성화를 도모함과 동시에 국내 전자상거래 시장을 외국 기업의 독점적 선점으로부터 보호할 수 있는 부가적 효과도 가질 수 있다.

건설업법을 ‘건설산업기본법’으로 개정하는 개정법률(안)이 지난달 30일 입법예고 됐다. 건설관련법의 정비와 건설업계의 구조개편을 위한 이 ‘건설산업기본법‘은 그동안 건설교통부가 수차례에 걸친 제정 노력에도 불구하고 그 관련 당사자간의 의견조정의 어려움 등으로 미뤄왔던 사안이었다. 이번 입법예고(안)은 ’건설산업‘ 전반에 걸친 내용을 포괄하지 못하고 ’건설업법의 개정‘이라는 한계를 가지고 출발하게 되었지만 건설산업의 새로운 기틀을 마련했다는데 의의를 찾을 수 있겠다. 입법과정에서 ’건설업‘의 정의에 ’건축설계‘를 포함시켜 물의를 빚기도 했지만 협의과정에서 원만한 해결을 하기도 했다. 그러나 건설업계의 ’설계겸업‘을 위한 시도가 또 어떻게 변형되어 나타날지는 예의 주시해야할 것이다. 입법예고(안)중 제1조, 제2조, 제24조의 내용과 협회의 건의 내용을 발췌, 게재한다.

This study examines the effect of the absence of a government support policy on the development of school libraries. Specially this article focuses on the rise and fall of school library in 1960's over the making first Library Law. It is meaningful that our school libraries, which have been alienated due to the lack of government polices, are not following in the footsteps of the past, as they are in need of state support.

This study was designed to analyze instructors's perceptions on legislation of the amendments of the Higher Education Law in 2011 and discuss some issues related to direction for revision henceforth. This study explored two research questions. First, how do instructors perceive the legislation of the amendments of Higher Education Law? Second, how do they think the directions for the revision of the law? To complete this task, the author conducted in-depth interviews with 16 interviewees; 13 instructors and 3 specialists of the higher education. As a result of in-depth interviews, the author found that instructors perceive the law as condescending law or election-based law even though they recognize the significance of the law. They predict that the law can increase non-tenure track faculty members. In addition, they emphasize the law should be revised to improve the instructors' labor condition substantially, for instance increase of the teaching pay and employment stabilization. However, instructors' opinions on the law itself and its revision direction are divided according to their age and major. Based on the results of this study, I discussed some potential issues of the revision of the law and suggested improvement plans.

Under the influence of a paradigm shift for administrative service of public institutions in around the world, the 'Government Affairs Assessment Act' has been enacted in Korea in March 2006. By the law, each local governments have been obligating to conduct self-assessment and resident's satisfaction survey for improving administrative service. Thus, the purpose of this study is to evaluate the administrative service quality of district offices(in seoul) in order to meet the government's efforts, and to derive improvement point of administrative service quality in district office. Consequently, this study shows administrative service quality factors affecting resident's overall satisfaction degree, service value maturity and positive image maturity of district office and then, will explore improvement ways of each district office through attribute analysis of administrative service quality.
