A Comparative Study on the Institutional Complementarities in Coordination of the sphere of Distribution and Production: Focus on the Determinants of Income Inequality (분배조정과 생산조정의 제도적 상보성에 관한 비교사회정책연구: 소득 불평등에 미친 영향을 중심으로)

  • This paper examines the impact of the institutional complementarity between welfare regimes and production regimes on income inequality. Using comparative welfare data by various sources for 14 OECD nations from 1980 to 1997, this paper attempts to answer two questions. First, is there a institutional complementary in regulatory process between distribution and production? Second, if it is correct, what kind of causal structure do we predict? Panel Corrected Standard Errors(PCSE) model, a data analysis method in pooled cross-sectional time-series, is employed to examine the interaction effects between the two variables: coordination in the sphere of distribution; coordination in the sphere of production The evidence suggest that there are powerful interaction effects between distributive coordination and production coordination and that the institutional complementary has effects on income inequality. First, the income inequality effect of coordination in the sphere of distribution becomes less positive(more negative) as coordination in the sphere of production increases. Second, the income inequality effect of coordination in the sphere of production becomes less positive(more negative) as coordination in the sphere of distribution increases.

Labour Market institutions, Wage Dispersion, and Social Policy (노동시장 제도, 임금분산, 그리고 복지정책)

  • In this article, I want to demonstrate wage equality increases support for welfare expenditures while the wage equality depends on how labour market institutions are organized. In other words, this study tries to show that there can be institutional complementarity between inequality-reducing labour market institutions and generous social policy. In the first section, I develop a theoretical models which deal(1) how the inequality of income affects the political support for welfare expenditure(2) how the configurations of labour market institutions affect income inequality in the labour market. In the following section, this study tests the models with data on welfare spending, configurations of labour market institutions, and the inequality of wage and salaries in 14 welfare states from 1980 to 1995. Empirical analysis also provides support for key implications of the models. These models and empirical findings may show that the institutional complementarity stems from the interdependence of institutional influences on actors' decision-making. Moreover, this study suggests welfare policy are always considered with labour market institutions.

Why Women Remain Outsiders: A Comparative Study of Labour Market in Korea and Japan (여성은 왜 외부자로 남아 있는가?: 한국과 일본의 여성노동시장 비교연구)

  • This paper focuses on Korean and Japanese female workers participating in the outside (secondary) labour market, especially with an attention given to two aspects. First, we explain how females are 'more outsiders' than males in the labour market. Secondly, we investigate M-shape in the female labour market participation by focusing on different proportion of non-standard worker. Then, in order to explain why women keep on being more concentrated in the outer side of the labour market, we examine the development of three policies in Korea and Japan since 1990s. Labour market deregulation policy, female employment policy and lastly, family policy are examined as institutional arrangement. Lastly, we discuss on how institutional combination is associated with females' concentration in the outside labour market in Korean and Japanese dual labour market.

Institutional Complementaries of Production and Welfare: Some Evidences from the Advanced Welfare Capitalist Countries (생산과 복지의 제도적 상보성에 관한 비교연구: 선진자본주의 국가를 중심으로)

  • This study empirically examines if there is a certain linkage between the production regimes and welfare systems; and if linked, how they are linked. It also investigates what the different regimes performed in terms of economic growth and redistribution. As a matter of fact, we have a series of studies that explores structural diversity of production and welfare. However, the existing studies are limited in that they consider only specific facets of the structure, although the structure of welfare capitalism should be studied as a comprehensive whole. This is the gap which this study tries to overcome. The study is composed of two major parts. The first one is the cluster analysis that examines if Esping-Andersen's notion about three different welfare regime and the thesis of diversity of capitalism can be dealt within a single research framework. The second is the ANOVA analysis investigating if variables of production and welfare are to be statistically different in the trichotomy framework. According to the result of the analyses, we can find at least two important evidences about institutional complementaries of production and welfare. First, Esping-Andersen's framework is useful to comprehensively deal with production as well as welfare. Secondly, there are statistically different regimes of production and welfare in the context of political economic and social policy variables. What is the most striking conclusion of the study is that there is no difference among the regimes in terms of the level of economic efficiency; while we can find a huge differences in terms of the level of welfare effectiveness. In conclusion, there is no substantive evidence to argue that welfare is innately antithesis of economic growth.

A Study on the Correspondence and the Autonomy between the Act on the Guarantee of Rights of and Support for Persons with Developmental Disabilities and the Similar Ordinances of the Local Governments (발달장애인 권리보장 및 지원에 관한 법률과 지방자치단체 유사조례 간의 연계성과 자치성에 관한 연구)

  • This study analyzed the relationship between the act on the guarantee of rights of and support for persons with developmental disabilities(Act for PWDD) and the similar ordinance of the local governments based on this law and focused on the correspondence(the rate of reflection) and the autonomy(differentiation). As of October 2017, 63 local government regulations and Act for PWDD were analyzed in this study. The results of the analysis are as follows: First, the rate of reflection in the ordinance of Act for PWDD was different according to the clause. In the aspect of emphasizing welfare support, the agreement between local ordinance and rate was high. While the Act for PWDD emphasized the rights of persons with developmental disabilities, there was little information about their right in the ordinance of local governments. This is evidence that current ordinance is based on the protective point of view for people with developmental disabilities. In the future, policy measures will be needed to ensure that respect for decision-making by persons with developmental disabilities and rights guarantees are included in the bylaws. Second, there is a provision that the rate of ordinance reflection is 0%, which may be guaranteed by other laws in the area, so it does not mean the absence of related system in the region, but there is possibility of institutional blind spot. In the future, consideration should be given to the complementarity of other legal systems in the area with developmental disabilities, so that persons with developmental disabilities should not be placed in institutional blind spots. Third, the autonomy(differentiation) of local ordinance was examined from the contents aspect and the administrative aspect to help practical implementation. The differentiation between the ordinances vary. Emphasizing the responsibilities of the head of the organization, emphasizing the fact-finding survey, setting up the welfare committee, or adding local needs were included to the ordinance. Local governments considering the enactment of ordinances in the future should refer to these cases and establish enactable local ordinances that take advantage of the characteristics of local autonomy.
