부하관리는 여름 하계시 냉방부하의 집중으로 인해 나타나는 피크발전설비의 확대를 막고 부하의 평준화를 통해 부하율을 향상시켜 발전효율을 향상하고자 하는 것이다. 이러한 부하관리제도는 크게 두 부분으로 나누어서 요금제도와 부하관리기기 지원제도로 나누어진다. 이 중에서 요금제도는 자율절전 하계휴가보수 지원제도가 있다. 본 논문에서는 이러한 필요성에 따라 부하관리요금제도에서 지원금 산정 및 절감효과 산정의 기준이 되는 기준부하산정에 대한 표준화 방안 수립에 대한 결과만을 수록하고자 한다.

This paper tries to provide empirical support for a formal model of social policy development which has been presented in a former paper of this study. In the direct democracy, median voter's social policy preference is critical because he is Condorcet winner in a pair-wise pure majority voting. But, in the more general setting, we should think of various political institutions as a collective choice device. For this reason, I draw a formal model which formulates three contrasting types of political institutions which are distinguished by the developments of political democracy and the differences of electoral rules. Comparative patterns of key variables which measure political institutions, social policy developments, and social policy preference provide support for my arguments. My empirical results suggest that three political institutions are associated with very different policy outcomes. Compared to other institutions, committee system entails more targeted subsidy, less universal benefit. On the contrary, proportional elections produce more universal benefit, less targeted subsidy.

본 논문에서는 현재 국내의 신재생에너지 발전차액지원제도에 대한 현행 여건 및 그동안 시행과정에서 제기되어온 이슈 및 문제점을 검토하였다. 아울러 현행 발전차액지원제도가 안고 잇는 문제점 및 한계를 극복하고 보다 효율적으로 신재생에너지 발전전원의 보급체계를 구축하기 위한 제도개선방안을 주요 이슈별로 검토하고 대안을 제시하였다.

Coming to 21st century, the dangerous causes which threaten for safety of citizen's life is increasing. The national importance of facilitates which is dealing by special security officers are becoming target for enemy or terrorist. Therefore, securities in Korea are developing strongly. This study investigates for status and problem of the special security and aim to suggest the plan for development. The development of special security connects to the development of private security industry, the improvement of work environment for special security officers who are working in this ares, securing of man's ability, reality of salary, introduction of professional qualification system, reorganization of education system and the search system for preparing terror need to improve.

This research has the meaning to be the basic help for the study of the qualification system for cultural artistic education teachers, and it is to recognize the importance of the qualification system for cultural artistic education teachers which has been developed from the teachers' pool system to the present cultural artistic education teacher system and to find the more systematic development plan. Thus, focusing on the advanced researches and materials regarding the cultural artistic education teachers, this research is to discover the economical, social and educational values and the plan to solve the present problems. And as a result of this research, it suggests the development plans for curriculums and training course, qualification and employment, field experiences, working conditions and treatment of the cultural artistic education teachers.

This paper investigates the mandatory minimum requirements for certification of officers in charge of a navigational watch on ship specified in the international convention of STCW. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. The paper suggests adjustment of the evaluation range, increment of evaluation items, diversification of evaluation types, differentiation of certification-related education by officer's commissioning program in order to improve the PQS system.

우리나라에서 대학입학은 직접적인 관련 집단의 민감한 사안일 뿐만 아니라, 모든 국민의 공통적인 관심사이다. 그런 만큼 대학입학 전형제도는 대학입학 전형의 의미에 비추어 도출되는 규범적 원칙들에 기초하여 신중하게 수립되어야 한다. 전형요소 설정의 타당성, 전형유형 설정의 공정성, 전형과정의 자율성 등의 준거에 비추어 새 대학입학 전형제도의 정책논리를 비판적으로 고찰하고 발전방향을 제시하고자 한다.

건설산업공생발전위원회가 지난해 10월 출범했다. 국토해양부장관을 필두로 주요 발주기관장과 종합 전문 설비협회 단체장, 민간전문가 등이 대거 참여한 위원회가 건설산업의 당면과제를 논의하기 시작한 것이다. 그동안 상생협력 및 동반성장을 지원하기 위한 제도 개선이 지속적으로 이뤄져 왔지만 이번 공생발전위원회는 건설산업 공통의 과제와 미래 발전방안을 민 관이 함께 모색한다는 점에서 향후 적지 않은 성과가 기대된다. 공생발전위는 크게 ${\bigtriangleup}$건설문화 개선 및 이미지 제고 ${\bigtriangleup}$건설산업 참여주체 간 공생발전 정착 ${\bigtriangleup}$건설산업의 경쟁력 제고 등 3가지 대주제를 제시해 놓고 있다. 이 위원회에 정해돈 대한설비건설협회 회장이 설비건설업계 대표로 참석하여 기계설비업계의 당면문제를 건의하고 있다. 이에 따라 지난해 12월 23일 열린 제3차 회의에서는 그동안 대한설비건설협회가 지속적으로 건의한 저가하도급 심사제도 개선, 하도급 계약 시 부당특약 근절방안, 산재은폐 제도개선 등의 논의가 본격화 되었다. 이처럼 설비건설업계는 공생위원회가 저가하도급 유도 및 불공정 하도급 관행 등을 개선해 줄 것으로 기대하고 있다. 즉, 하도급업계가 피부로 느낄 수 있는 진정한 공생발전이 이루어지기를 기대하고 있는 것이다.
