  • This paper aims to provide a reference case for the reform of the Korean records management system through the operation of the interim preservation facility of the Kanagawa Prefectural Archives in Japan, and the early transfer system, appraisal and selection system of current records.

Changes in North Korea's Financial System During the Kim Jong-un Era - Based on North Korean Literature (김정은 시대 북한의 금융제도 변화 - 북한 문헌 분석을 중심으로 -)

  • This paper analyzes the changes in financial reform during the Kim Jong-un era based on North Korean literature. We find that North Korea has systematically and functionally separated the central bank from commercial banks since the Kim Jong-un era began. In addition, enterprises have been allowed to withdraw cash from bank accounts and make inter-enterprise cash payments. In other words, nowadays non-cash currencies with passive money can partially serve as active money with purchasing power. With the systematic and functional separation of the central bank and the commercial bank, the issuance of the central bank changed to a money supply method through the commercial bank, and changes in the currency distribution structure have allowed commercial bank's credit creation function to be implemented. This means that the banking system and the monetary·payment system of the socialist planned economy are changing in the way of the market economy. Reforms in the financial sector are believed to have been necessary to support changes in the economic system and to restore the function of the public financial sector. These changes have progressed in terms of the level of reform, but they are still considered similar to the period of the former Soviet Union's Perestroika or to the early period of China's reform and opening. Although North Korea's financial reform is superior in terms of enacting the banking law, it is insufficient in terms of realizing the functions of commercial banks. In addition, it is assessed that institutional constraints such as maintaining a planned economy, and the lack of confidence in public finances limit the effectiveness and development of the financial system. It should be noted that these results are based on literature published in North Korea. In other words, there is a limit in the fact that such recent changes have been carried out on a trial basis in some areas, or have been carried out in a full-scale manner with a blueprint, since Kim Jong-un's inauguration.

Long-Term Prospects for a Minimum Living Guarantee by the Public Pension of Korea: Evaluation using Dynamic Micro-Simulation Model (공적연금의 최저생계 보장 효과에 대한 장기 전망)

  • This study examines the long-term prospects for a minimum living guarantee by public pensions for the elderly using a dynamic micro-simulation model. "Elderly poverty" here is an estimate calculated by considering only the public pension income and it means how public pension affects the minimum living guarantee for the elderly. The main results are: First the impact of the public pension system on elderly poverty can be decomposed into economic growth and institutional effect. When considering both effects, the absolute poverty rate of the elderly will be reduced to 20% by the year 2040. But when considering the institutional effect(except economic growth effect), that rate is expected to be a long-term level of around 90%. Second, even if the Basic Pension is indexed to 10% of A-value, the elderly poverty rate is only about 10%p to be reduced further, compared to the current CPI-indexed system. Third, current benefit formula for National Pension does not consider the actual correlation of income level and insured period; consequently, the reversal possibility of the replacement rate appears likely. Fourth, the reform of 2007 improves the sustainability of the National Pension; however, it deteriorates the adequacy of the pension policy, i.e., the past system would be better than the current system in regards to a reduction in elderly poverty. Further discussion is needed on aspects of correct pension reform assessments which is difficult to achieve without understanding the comprehensive benefits and costs to society.

A Study on the Reform of Records and Archives Management System in Japan (일본의 기록관리 제도 개혁에 관한 연구 - 공문서관리위원회의 활동과 국립공문서관의 확충 노력을 중심으로 -)

  • The purpose of this study is to examine the driving forces and main contents of the reform of the records and archives management system in Japan from the 2009 enactment of the Public Records and Archives Management Act. The key essentials of the reform can be explained in two ways. First is through the legal system, a multilayer structure of the law and guidelines to the institutional documents management regulations for an effective application to each administrative institution. The other is the Public Records and Archives Management Commission, a deliberative body that guarantees the rigorous application and enforcement of the rules and regulations. One of the remarkable outcomes from the reform is the compulsory creation of minutes of the countermeasure meetings in government agencies related to the Great East Japan Earthquake Disaster, as well as the various significant cabinet meetings through a revision of the Guidelines for Public Administrative Records Management. In addition, the new construction of the National Archives of Japan and its meaning have been examined. It is being pushed ahead, with the active support of the ruling party members, through activities such as research and review meetings for improving the functions and facilities of the National Archives of Japan.

Housing Commodification in China: Housing Reform through Market (중국의 주택상품화 : 주택공급 증가를 통한 적극적 주택개혁)

  • China in the era of economic transition has conducted the housing reform policy over the past 20 years. Housing providing systems have changed from the free distributing housing system under the governmental planning to the monetary housing system for individual customers. The 1998 monetary housing distribution policy, which ended the 20-year Chinese housing reform, departed from the direct distribution system that had blocked housing commodification. The purpose of the housing reform was to provide and reproduce housing without the expenses of the Chinese government and work unit (danwei), which is different from Russia. In order to achieve the housing reform, the Chinese government introduced various policies, which enabled residents to purchase housing by themselves. However, it took long for residents, who had taken government's welfare system granted, to accept housing as goods. In addition, the Chinese government's efforts to reproduce housing by market systems failed because housing was closely linked to land and was expensive consumption goods, which differentiates housing from other goods that can be commodified through market prices and diverse ownerships. Accordingly, despite a political burden, the Chinese government waived the real distribution policy for housing. After the waiver, the housing commodification process excelled through the private housing markets.

A Study on efficient utilization of natural science and engineering professionals according to the national Defense Reform (국방개혁에 따른 이공계 전문인력의 효율적 활용방안 연구)

  • This study is an overview of the processing of national defense reform in the meantime and to analyze the development of alternative processes are conducted in all the service system operating status of the military regime aims at prese-nting the efficient utilization of natural science and engineering professionals. The purpose of this study was to discuss about the efficient utilization of science and engineering professionals according to the Defense Reform organized as follows. Chapter 2 looked into the concept of conscription system and cause for change, Chapter 3 analyzed utilization of science and engineering professionals and the practices related to engineering and professional workforce. Chapter 4 took to understand the military system improvement based on the derived implications will be presented the role of the relevant ministries. Chapter 5 Conclusion would present a summary of the results discussed above and deploy the argument in the direction. The study conclusions are First, the need to develop alternative military service system in the desired direction to derive a social consensus about the survival of the Selective Service System Status. Second, to establish a provisional Armed Forces to train science and engineering professionals with superior officers and noncom missioned officers and they should be able to contribute to the develop-ment of an individual's development and the national economy. In particular, legal and trial and error and failures of the system was carried out in the past in the process of seeking the required institutional improvements should not make the error to repeat.

우리나라 고학력화 현상의 원인과 전망

  • 이 글에서는 우리나라 고학력화 현상의 원인을 봉건주의 시대 이후 일제기까지 형성된 교육요구, 그리고 교육자격의 예비직업자격 기능, 사회이동 통로로서의 학교교육 및 노동시장 분절 그리고 중간층의 증대를 중심으로 살펴볼 것이다. 우리 사회에서 고학력 선호경향이 쉽사리 가라앉을 전망은 없어 보인다. 우리 사회의 경우, 우리의 가치관에서부터 사회제도에 이르기까지 모든 요소들이 고학력에 대한 열망을 부추기고 있기 때문이다. 이러한 측면에서 볼 때, 고학력화 현상에 대한 문제는 개인의 능력.개성.특성이 존중되어 '삶의 질'을 만족스럽게 높여줄 수 있는 방향으로의 제도개혁과 함께, 나의 자식만을 위한 교육이 아닌 '우리들의 자식을 위한 교육'이라는 의식개척이 동시에 이루어져야 해결될 수 있을 것이다.

사학연금 가입자의 수익비 분석

  • 본 논문에서는 사학연금의 수급-부담 구조에 대한 실증자료를 제공할 목적으로 사학연금 가입연도 및 가입기간에 따른 수익비를 제시한다. 이에 따르면 전반적으로 가입시기가 늦어질수록 그리고 가입기간이 길어질수록 수익비는 감소하여 몇 차례의 사학연금법 개혁이 저부담·고급여 체계를 상당 부분 완화하였음을 알 수 있다. 더불어 저소득자의 수익비가 고소득자의 수익비에 비해 높아 2015년 개혁 시 도입된 소득재분배 효과를 확인할 수 있다. 하지만 현 제도 하에서도 사망률 감소에 따른 연금수급기간의 연장으로 수익비가 1보다 높은 것으로 나타나 연금재정에 큰 위협으로 파악된다. 다만 수익비는 그 계산에 있어 요구되는 여러 가지 가정에 따라 수치가 크게 달라질 수 있으므로 타공적연금과의 비교 시 이에 대한 각별한 유의가 필요하다. 또한 수익비는 수급-부담 구조를 나타내는 지표일 뿐 공적연금제도 본연의 기능인 노후소득보장 정도를 알려주기에는 한계가 있음에 유념해야 한다.
