International Ocean Issues and Policy Regime (국제 해양환경안전 이슈와 정책레짐 변화)

  • The policy regime of ocean is changed from ocean liberty paradigm to ocean management paradigm. Ocean resources have the characteristics of weak excludability and strong rivalry. Therefore, they need rational ocean management so as to curb the tragedy of commons. The important ocean issues and policy regimes today is ocean pollution, coastal management, sea-level rise, fishery, whaling, ocean jurisdictions, deep seabed resources, military security, piracy, ecological environmental security and so on. This paper aims at reviewing these major international ocean issues, the policy regimes for them, and the desirable tasks of ocean policy regimes in the future from the macro perspective of international ocean politics or policy-making.

(Per)Forming at the Threshold: Diasporic Imagination in Korean American Drama (횡단의 연극, 공연의 정치학: 한국계 미국드라마의 디아스포라적 상상력)

  • Diaspora studies has become one of the fastest growing field in the humanities over the past several decades, and the use of term diaspora has been widening to include almost any population on the move. Diaspora literature not only mirrors but actively incorporates this new notion of diaspora with characters "at the threshold" navigating new territories and identities. Querying how diaspora studies intersects with theatre and performance, this paper attempts to probe how recent Korean American drama parallels and promotes diaspora studies' radical departure from traditional notions of identities and territories. For this purpose, this essay 1) examines theoretical affinities between diaspora studies and performance studies 2) investigates how Sung Rno's plays, Cleveland Raining and wAve, explore and embody multiple and evolving meanings of Korean diaspora on the stage 3) examines how theatre can create the third space that transcends both Korean and American nationalism and 4) speculates possibilities of reframing Asian American Studies as Asian diaspora studies. Korean American characters in Rno's play redirect diasporic identities, as their concern gradually moves from "where I come from" to "where I go to." Instead of remaining in the dark as a mere spectator, both Rno and his characters choose to be 'on' the stage where they can imagine, perform, and realize (however temporarily) "unimaginable community" by confronting their own social, political, and cultural ambivalence. Stage, the threshold between reality and fiction, Korea and America, and past and future, becomes their true 'home' where they incubate and precipitate "nation in transformation" that Yan Haiping argues for as "another transnational."

The Genre Variations of Female Film Noir: Focusing on the Film (여성 느와르의 장르적 변주: 영화 <미옥>을 중심으로)

  • This study attempts to analyze by the gender political point of view of the recent film, 'A Special Lady', focusing on the case of setting up women as the main characters in the 2000s Korean film noir genre. Concretely, this study conducted a narrative analysis focusing on the three elements of genre film, the identity of the characters and their family relationships, and the Oedipal trajectory. The film, 'A Special Lady', has the narrative about the maternal love assigned to female protagonist, and that emphasizes male pure love. And the film shows the flashbacks concerning to motherhood that prove the biological identity of the female protagonist, and signs that weaken the castration fear resulting from male voyeurism. Further, the film depicts the fragmentation of identity and the cracking of family relationships, revealing the confusion of gender identity and the narrative degeneration into family melodrama. Meanwhile, the film fails to complete the feminine Oedipal trajectory by reducing the female character's motherhood to a biological one instead of expanding it into an alternative quality embracing the other. These findings suggest that the korean gangster is closely related to gender politics and is not completely out of gender bias.

  • Though the SNA (social network analysis ; SNA) has been used for various fields, esp. social science field, ig. politics, journalism, and science of public administration as well as natural science field, there are few studies about the introduction of analysis tools. In order to perform the SNA, collecting data which are fit for the purpose, statistical values deduction and visualized results made by analysis tool are necessary, but the studies, which explain them systematically, are not sufficient yet. So, in this study, we are intended to introduce the analytic process, from the data input to the interpretation, with proven data. using the R program, which is free, in order to help researchers who have any plan to study using the SNA. The proven data in this study are quoted ones in the domestic scientific journals of food, which are those supplied citation index DB of Korean scientific journals. As a study methodology, the SNA is a new paradigm to substitute existing research methods as well as a complement of statistical analysis. Therefore, this study would contribute to vitalization of the SNA.

From Environmental Movement to Smart Growth Policy - The Case of Austin, Texas -

  • This paper explores the history of environmental movements and policymaking in the city of Austin, TX and addresses the most recent element of the city's environmental policy, the Smart Growth Initiative. Austin's intense growth over the last 35 years has increased a growing awareness of environmental impacts by humans. The Austin municipal government has tried to adopt environmental measures and various policy initiatives ranging from comprehensive plans to its latest Smart Growth Initiative. The long history of comprehensive planning and watershed protection ordinances indicate that while environmental issues have continually presented as priority issues, it has failed to integrate as a part of the municipal government. This shows that the efforts of political actors have not been sufficient to sustain progressive environmental regimes with environmental issues despite the initial motivation of the state.

  • This study explains the knowledge transfer process by exploring the significant factors affecting knowledge transfer within an organization from a socio-political perspective. Knowledge transfer occurs in various social contexts, within individuals and groups, and, thus, is closely linked to inter-organizational politics and social network in an organization. By conceptualizing knowledge as a socio-political process, this paper applies organizational politic theory and social network theory to knowledge management area. Here the paper shows that both organizational politics and social network such as in-group and out-group's tie strength have a significant effect on knowledge transfer. In addition, the study empirically verifies that knowledge management system has a moderating effect on the in-group's tie strength and knowledge transfer.

  • This paper aims to establish the cultural tourism strategy for culture-based city Gwangju. For this purpose, six key words 'topic, viewpoint, strategy, creation, change, project' are presented. The topic part includes the concept and paradigm of culture-based city Gwangju, The viewpoint part includes the cultural politics of tourism. The strategy part presents creative tourism as a vision of tourism, planning for the alternative cultural tourism contents, seven core types of Gwangju cultural tourism, and the five strategies of creative tourism Gwangju. The Creation part and the change part include respectively Gwangju place marketing strategy and the method of making creative cultural tourism subjects. Finally, the core projects of Gwangju creative tourism named 4CT projects are presented.

키워드 네트워크 분석을 통한 원자력 관련 사회과학 연구경향 분석

  • 본 연구는 사회연결망 분석이론을 통해 원자력 과학기술에 대한 사회과학 연구의 경향적 특징을 파악하고, 동 분야의 주요 연구주제와 하부 연구분야를 도출하기 위해 수행되었다. 연구대상은 1957년부터 2016년까지 국내 학술지에 게재된 원자력 관련 사회과학 분야 연구논문 605건으로, 저자가 제시한 키워드 간 관계망 형성을 통해 네트워크 분석을 수행하였다. 분석결과, 첫째 국내에서 수행된 원자력 관련 사회과학 연구의 기술통계적 특징을 확인하였다. 원자력 사회과학 연구는 1957년부터 시작되어 꾸준히 수행되어졌는데, 2011년을 기점으로 논문발표가 급격히 증가했다. 주로 법학, 행정학, 정책학, 정치학의 연구가 대학 내 연구자를 중심으로 수행되어 왔다. 원자력 관련 기술개발이 주로 정부 출연연구기관에서 수행된다는 점을 고려 했을 때, 향후 사회과학 분야에 있어 대학과 출연기관 간의 역할분담이 필요하다. 둘째, 후쿠시마 원전사고가 발생한 2011년을 기점으로 사회과학의 원자력에 관한 연구가 양적, 질적으로 본격적으로 활성화 되었다. 원자력 관련 사회과학 지식 네트워크는 2011년 이전에 비해 규모면에서 큰 차이를 보였다. 또한, 네트워크 중심성 분석결과, 후쿠시마 사고 이전 사회과학 연구자들의 연구경향은 핵비확산, 과학기술 정책, 사회수용성이었다면, 후쿠시마 이후에는 원전해체, 손해배상, 에너지믹스, 탈핵운동 등과 같은 다양한 원자력 현안으로 확대되었다. 셋째, 하부 연구분야 도출을 통해 특정 연구주제별 쏠림현상을 확인했다. 하부 네트워크 분석 결과, 제시된 9개의 하부 연구분야는 네트워크 속성 값에서 차이를 보였다. 특히, 법학 관련 연구주제가 가장 높은 밀도를 갖는 반면 지속가능 발전과 에너지 믹스 관련 연구주제의 밀도가 가장 낮게 나타났다. 본 연구는 원자력에 관련된 학자의 인식을 연구경향 분석을 통해 파악한다는 점에서 의의가 있으며, 이는 추후 원자력 관련 정책연구자 혹은 정책결정자에게 유용한 기초자료를 제공할 것이라 기대된다.

  • Place marketing strategy is an research or policy field of cultural politics on which various meanings, discourses and practices are deployed, contested and negotiated surrounding the development or destruction of urban cultures. So it is needed to correct and concrete understanding about the cultural significations of place marketing strategy. In that sense, this study aims to establish the concept and methodology of place marketing strategy as urban culture development strategy. At first, the theory of cultural politics of space and cultural political approach to the place marketing strategy are reviewed. And then, basic concept of place marketing strategy and the process of place marketing strategy are established. Finally, with drawing the cultual political factors(named SAUNE factors), the methodology of place marketing strategy is systematized.

  • This study focuses on the news making system of the prime time news of PSB in Korean society, where the presence of ethnic minorities is increasing rapidly. Although the World Wide Web has become one of the most attractive media over the last decade, Korean PSB, Korean Broadcasting System (KBS), still remains the most popular and influential medium. Therefore, the process of analyzing news making system of ethnic minorities in Korean society represented in Korean PSB as a social construction is meaningful in that it provides an important key to understand the cultural and political background and characteristics of society. For this purpose, the article tries to understand news making process when producing news related to ethnic minorities in the Korean society such as migrant workers, married migrant women and mixed-heritage children of multicultural families by interview with ten reporters in KBS. As a result, most KBS reporters had stereotypes towards multiculturalism and migrants and news reports relating to ethnic minorities are usually produced routinely, using a set of rules that have become part of KBS culture.
