Changes of Urban Politics and New Urbanization in the 1990s (1990년대 이후 도시정치의 변화와 새로운 도시화)

  • This paper aims to examine the changes of Korean urban politics with regards to new urbanization under the trends of the globalization and regionalization in the 1990s. First, this study analyzes the various experiences of the developed countries, especially the United States of America, Great Britain and Germany in a view of urban development strategies since the 1970s, and secondly reviews and evaluates theoretical researches on the changing urban politics in the new urbanism. Finally this study suggests new approaches to explain the differentiating changes of urban politics and governance of Korean local and city states.

  • This study examines the impact of political connections of Chinese listed firms on CSR(Corporate Social Responsibilities) activities. Firms recognize the political connections as 'non-market strategy' and actively utilize various benefits obtained through them for management activities. In order to utilize these political connections, there is a need for firms to implicitly perform the government's social policy obligations in return for their benefits. In particular, CSR activities in China are one of the government-led social policies unlike in the West, and the government wants firms to solve social problems through active CSR activities. In this background, this study empirically verifies whether firms with political connections are actively carrying out CSR activities required by the government from 2013 to 2019. As a result, Chinese listed firms with political connections have a positive effect on CSR activities. Especially, those with political connections with central government carry out both government benefits and social policy obligations.

  • 동북아시아지역에서 집단안보와 관련된 지역협력체가 형성되기 어려운 이유에는 먼저 체제와 이념이 다른 국가들 사이에서의 강한 지정학적 역학관계가 작동하고 있고, 두 번째로 개별국가 내부의 사회이념과 정치체제의 차이로 인한 이질성이 매우 강하며, 세 번째로 새롭게 형성되고 있는 미-중 관계의 대립적 구도가 군사안보적인 차원에서의 과도한 경쟁관계를 유발하고 있는 동시에, 네번째로 북한의 지속적인 핵과 미사일위협이 지역을 넘어 범세계적인 위협요인으로 작용하고 있으며, 다섯 번째로 장기간 미해결상태에 있는 도서 분쟁이 항시 관련국가들 사이에서의 과도한 민족주의적 갈등을 유발시키고, 이로 인한 적대적인 갈등관계가 지속되고 있는 점 등을 동시대적인 현실적 차원에서의 정치적 장애요인들로 규정해 볼 수 있다. 동시에 이런 현실적 차원에서의 정치적 장애요인들의 근원적인 발생요인으로도 평가될 수 있으며, 특히 동북아 개별국가들이 내세우고 있는 강력한 민족주의 성향과 과거사와 연관된 역사인식에 따른 문화적 이질성의 내면에 존재하는 낭만적 민족주의요소가 동북아 개별국가들 간의 신뢰형성과정을 강력하게 가로막고 있음을 지적할 수 있다. 19세기말에 동북아에 유래된 낭만적 민족주의에 대한 비교국가 차원에서의 심도 있는 분석과 이를 통한 절충점의 발견은, 역설적이지만, 세계 어느 지역보다도 극심한 갈등과 대립국면이 심화된 동북아지역 내의 국가들이 군사안보 및 정치경제차원에서의 보다 원활한 협력관계를 도모하기 위한 첫 단계로서의 공동의 장을 마련할 수 있는 주요한 동기가 될 수 있다.

The Society Page of Newspaper of the colonized Korea, its politics of sentiment and modulation of social facts (식민지 신문 '사회면'의 감정정치 -사회적 사실들의 정치적 서사화)

  • This study inquires how human interest news on society section of newspapers had been modulated as multi-layered political narratives that would consistently have Koreans consider, realize and question on colonial situation as well as ethnic identity. Under totalitarian censorship of the colonial government, newspapers could not publish reports on political issues and current affairs, so society page of human interest such as crime, accident, conflict, disaster, and many kinds of sufferings of peoples to death would take great public attention and consequently be considered as a substitute of political section. Society page had enjoyed its influence on formation of public opinion of the colonized ethnic society and had maintained cultural-nationalist position ever since the founding of newspaper in mother-tongue in 1920. In colonial context, there is nothing non-political to the lives of the colonized, social facts would be necessary and happen to be modulated into a narrative that could trigger nationalist sentiment. For this end, news reporting of society section usually concentrated on aspects of 'Les Mis${\acute{e}}$rqbles', dramatic quality, and psychological factors in detail. Narrative style of news reporting got used to modulate factual informations with a proper taste of exaggeration, emotional expression, and commercial touch of exciting words. Even in a case of death by drug abuse, news was written to indicate what made him/her drive to miserable death on street, that is, what is de facto reason of all of social problems like as migration, hunger, leaving home, crime, suicide, violence, gambling, love affairs to death, adultery, and even opium habit. Those social problems and personal sufferings appeared up on newspaper 3rd page at daily base. Readers could acknowledge and identify what the real matter that should be resolved and then blame colonialism, capitalism, and militarism for those social problems. Journalists put values on inciting the colonized to realize the national and ethnic situation and feel sympathy for their people tied up by a common destiny. In this terms, news on society section of newspaper under Colonial Occupation were encoded as narratives of politically layered text and then decoded as intriguing sentiments against colonial dominance. I argue that society page of newspaper of colonial period engaged in a sort of cultural politics of sentiment and emotion which is a private area outside of imperial sight.

Cambodia's Response to the G-2 System: A Theoretical Perspective (G-2 체제에 대한 캄보디아의 대응 전략에 관한 이론적 고찰)

  • Due to their geographic proximity to Beijing, the Southeast Asian states under the fallout of the China's growing power are struggling to seek the art of diplomacy to promote their national interests. This study explores why Cambodia previously taking a pro-US strategy after the end of the Cold War has switched to a pro-China one in the context of the rise of G-2 system, the ASEAN regionalism, the country's national interest and Hun Sen's regime legitimation. Theoretically, this study takes a realist constructivist approach and tries to find how realist interests and norms have affected the Hun Sen's regime legitimation. The relationship between China and Cambodia has been deepened by mutual economic interdependence and increasingly stronger Chinese power. Especially, the Chinese massive economic aids and investment have enormously supported the regime legitimation of Hun Sen. On the other hand, The US value diplomacy promoting democracy and human rights has undermined the Hun Sen's legitimacy and strained the two nations' relationship. However, the Hun Sen's pro-China strategy is not to check and balance against US strategic interests and not to recognize the Chinese hegemonic position in Southeast Asia. It is a hedging against the US value diplomacy while maximizing economic and other gains from China. ASEAN has been playing a coordinating role to limit the scope of power politics among big powers and to mitigate its ramifications. Yet, since the US and Chinese interests are so keenly criss-crossing, Cambodia may continue to react to the G-2 system through bilateral relations with them.

The Strategy of Russia's Political Elites to Maintain Dominance Through the Overhaul of Electoral System (선거제도 개편을 통한 러시아 정치 엘리트의 지배력 유지 전략)

  • This study examines and identified a series of strategies of Russia's political elites to maintain and strengthen their dominance by reviewing the case of revisions in the election laws of Russia in 2014. At that time, a mixed-member electoral system was newly introduced, and on the surface, it seemed that the new system was a step toward meeting the demands of the people for "enhanced democracy". However, in 2016 and 2021, the ruling party of Russia won the general elections by making the most of the factors that could distort the election results inherent in the mixed-member electoral system. Therefore, this study aimed to analyze whether the revision of election laws was a mere vehicle used by the ruling party, United Russia, to maintain its political power, or whether it was a leap forward to achieve democracy. The study result indicate that the revision of election laws in 2014 was part of the policy responses to the internal conflicts in the circle of Russia's political elites, which had been rising since 2008, as well as to the public resistance. In other words, it was confirmed that the revision of election laws was one of the measures taken to "minimize competition" and "reproduce political power on a stable basis".

  • This study tries to analyze what the most significant factors are in Russia, where the Korean investing enterprises have to overcome and adapt to various difficulties, especially in terms of local circumstance politically. This main purpose of the research is to test empirically some relations between the managing strategy of Korean enterprises and the circumstance factors of politics in Russia while this is conducted in two stages. First, the research model is designed by reviewing relevant theories, previous studies, and the current investment conditions in local Russia. Second, the survey of Korean enterprises engaged in investment activities in there is done by collecting questionnaires from them with this survey. And the statistic method of structural equation modeling is used to testing some hypotheses. Explaining the analyzing tools, SPSS 12.0 for windows is being used for Correlation, Reliability, Validity and Multi regression and Finally the Path analysis is implemented by AMOS 7.0 for windows.

  • Social media environment has had a significant effect on 'power shift' over the world. Such change was due to the choice of smart people. Accordingly, the Smart Citizens Party PR strategies of $S^6M^2AR^3T^4$ should be formulated in accordance with times. Now, politicians or parties can gain a Specific, Simplicity, Sharing and Strong Synergy effect through Social Network Service (SNS). In addition, in order to embody Mighty, Measurable, and Achievable policies, policy-makers should formulate policies based on a Realistic basis, which can gain people's Reliability in every field Relevant to people's way of a happy life by giving them Time of equal opportunity and making them share the same vision and Target with Target segmentation for all sorts of people, Together. In this sense, twelve kinds of alternative words in The Smart Citizens Party PH strategies are suggested. The study suggests desirable direction of development and alternatives in regard to the trends of The Smart Citizens Party PR strategies. Alternatives that are given in this research paper will receive the people's choice because they are a dynamic force to execute 'mighty and powerful Korea'.
