Shelley's Politics of Discourse (셸리와 담론정치 -『개혁에 대한 철학적 고찰』을 중심으로)

  • Despite some critics' efforts to highlight Shelley's political fruitfulness, they tend to disregard meaningful differences that Shelley has from other Jacobin radicals of his times. Accordingly, the critics tackle his apparent incoherence revealed in A Philosophical View of Reform; the first two sections contain a keen insight into the socio-political injustice prevalent in Britain and the reasons behind it, while the third section withdraws from the previous radical position and settles with a moderate electorate reform. This paper argues that recent developments in post-structuralist and post-Marxist theory help to clearly assess Shelley's political position. Emphasizing that the Jacobin concept of revolution is incompatible with the plurality and opening which a radical democracy requires, post-marxists such as Ernest Laclau and Chantal Mouffee claim that a more viable form of political resistance is to expose repression and force involved in hegemonic articulations. For them, dislocation, a distabilization of a discourse that results from the emergence of events which cannot be domesticated, symbolized, or integrated within the discourse, opens up the possibility of freedom for agents. A Philosophical View of Reform is an attempt to dislocate the discourses of monarchy and paper money by exposing their social and historical constructiveness and their repressive exclusion of alternative discourses. The political goal of this essay is to awaken subjects within a hegemonic structure by decentering the structure and to make them act by stimulating new discoursive constructions.

Strategy for Countermeasures the NK's Nuclear Issue Using Offset Strategy and the 4th Industrial Revolution Technologies (상쇄전략과 4차 산업혁명 기술혁신을 적용한 북핵 대응방안)

  • The purpose of this paper is to propose measures to respond to NK's nuclear threat by applying the concept of offset strategy in the US and the fourth industrial revolution technology innovation. Through this study, the concept, technology, and organization were examined to find measures to counter the NK's nuclear threat. The concept was to review the US offset strategy and consider the strategy of paralyzing the enemy's center as an operational concept. And the technologies that can support the 4th Industrial revolution and the 3rd US offset strategy. The organization analyzed the implications for the reform of the National Defense Reform 2.0 and the reorganization of the acquisition of the US DoD. Through the US offset strategy review, it is necessary to reconcile the strategic concepts of Korea and the US, and the interoperability of technologies and the cooperation fields of the ROK-US alliance. In addition, it is necessary to strengthen the capability of responding to NK's nuclear threat in connection with the 4th Industrial Revolution and the National Defense Reform 2.0 promotion. It is necessary to develop the concept of operational performance applying the new paradigm for the NK's nuclear issue and to apply advanced science and technology. And that it is necessary to organize effectively in conjunction with the National Defense Reform 2.0.

Social Contribution and Future Direction of Home Economics Education (가정교육학의 사회적 기여와 미래 방향)

  • The purpose of this study was to put forth of a future vision from examining of social contribution, future direction, and theoretical framework of home economics education and its cases of practice in educational setting. This study was carried with literature review, and results of study were as follows: First, home economics education should contribute to society through (1) educating individuals suffering from family tiredness to maintain autonomous lives free from distorted family ideology by being critically conscious of them in individual dimension, (2) educating individuals to develop a competence as a citizen to be critical of family ego-centric ideas and to participate and support communal life in family-social dimension, and (3) educating female and male students gender sensitivity and management of family life to be critical of gender discrimination ideology in gender dimension. Second, future home economics education should reinforce all round character education which let students develop their creativity and problem solving ability and foster students' wisdom of life with honesty and morality rather than merely acquiring knowledge in individual dimension. Third, this study employed Brown and Paolucci's conceptual scheme as a theoretical framework which focuses on the role of home economics education leading individuals and families as a changing agent. This framework let individuals and families to critically examine the social character and ideas provided by existing social, economical, and political systems, and to transform social character and ideas to build an ideal societal condition when there are any problems in them. Fourth, this study examined sample classroom instruction of Japan and FCCLA of United States of America to see how they educate students to become a changing agent. In conclusion, future vision of home economics education is to accomplish family revolution to sustain happy family relation and their family lives in which they feel pampered from achievement and free from distorted family ideology. For home economics to accomplish family revolution, it should strengthen education for empowerment, enlightenment, and autonomy. This study calls for immediate paradigm shift not as an occupational but as a practical-critical praxis subject matter for family revolution through home economics education.

A Research for China's Corruption Problem and the Government's Counter Measures (중국의 부패상과 정부의 대응에 관한 연구)

  • Corruption in China became increasingly serious during the early period of its social transition, resulting in severe economic losses and huge challenges to China's government institution, as well as gradually becoming socially widespread. Recently. China's political corruption is an outcome of the attenuated political control, which has been caused by a systemic change from planned economy to market economy since 1978, and the lack of institutionalization to relieve such transition. Besides, the immature market system and state's intervention in the economy are other factors for the corruption. In short, current China's corruption can be regarded as a structuralized phenomenon. This article identified such circumstance by analyzing the scope, degree, and scale of the corruption. Overall assessment of the some factors suggests that present economic modernization is a principal cause for Chinese corruption while the other factors-monopoly power system in the Chinese Communist Party and the transformation of connection-are important but secondary.

Educational Reforms under the Bologna Process in Former Socialist Countries: An analysis of educational policy transfer (체제 변환기 러시아 및 동구권 국가들의 교육 개혁이 정책 전이 논쟁에 주는 시사점: 볼로냐 프로세스를 중심으로)

  • The purpose of this study is to investigate the influences of educational policy transfer on transitional countries by analyzing the impacts of the Bologna Process on the educational systems of former socialist countries in Europe including Russia, Ukraine, and Hungary. For this purpose, documents published by European Union and its associated educational institutions, as well as academic institutions and scholars were analyzed to evaluate the changes made not only in the systemic level but also institutional and personal levels. The Bologna Process, instigated by the rise of knowledge economy and globalization, is purported to be the most influential educational reform conducted by the member countries since the formation of EU. However, unlike its original intentions to promote the voluntary participation of universities and students, the Bologna Process strengthened the structure of centralized bureaucracy in the educational systems, and restricted the freedom of professors, since most of the universities in these countries relied on governments for their funding. This indicates that in analyzing the influences of educational policy transfer in transitional countries, it is important to analyze the roles and motivations of actors participating in the decision-making processes. Moreover, Bologna Process reforms, made under the direction and control of government, were often turned into cases in which administrators hurriedly implement new policies against the will of faculty members and students, thus impeding the efficient localization of the reforms. This case, thus, implies that while educational reforms driven by policy transfer can change external systems and policies of universities, the fundamental reforms in the minds of faculty and inner workings of organization can only come about after a careful consideration of the societal and cultural values embedded within society.

  • This paper examines a historical case- the French Revolution- of conceptual change in mathematics. The case that is a space of possibility gave birth to a new community of mathematical practitioners. Carnot and Monge shared the particular conceptions of the problems, aims, and methods of a field and contributed to found Ecole Polytechnique. I intend to show how Carnot's and Monge's mathematical endeavours responded to social, political and technological developments in French society.

  • IWRM은 지속가능한 발전 방향으로 수자원을 관리 및 개발하기 위한 기존의 정치, 사회, 경제, 행정 및 기술 시스템의 혁신과정이다. IWRM의 개념은 1992년 더블린 선언과 리우 지구정상회담에서 채택한 Agenda 21에 의해서 특별한 주의를 끌고 있다. 그러나 IWRM은 개념의 추상성과 어떻게 실행할 것인가에 대한 의문성으로 인하여 혼란을 주고 있다. 우리의 수자원 환경은 반복되는 물 부족, 수자원 개발과 환경보전의 대립, 수질 개선의 미흡, 수요관리의 요구 증대, 물 관리기관간의 제휴력 취약, 참여에 의한 수자원 관리 행정 미흡, 물 관리 재정 악화 등을 들 수 있다. 이런 현안들을 해결하기 위하여 IWRM에 대한 필요성과 관심이 집중되고 있다. 그러나 IWRM의 실행을 위한 진전은 더디게 진행되고 있고, 이런 결과는 IWRM개념 이해의 부족도 하나의 원인이 될 수 있다. 본 연구에서는 IWRM을 물 관리의 새로운 혁신과정으로서 살펴보았다. 다대한 장해물을 가지고 있는 혁신은 한번에 모든 주요한 개혁을 수행하는 것보다 일단 변화를 촉진시키기 위하여 쉽고 실행 가능한 첫 출발이 중요하다. 본 연구는 IWRM의 이해도를 높일 수 있는 개념을 조사 분석하였고, 국내의 수자원 문제를 해결하고자하는 IWRM의 실행 노력을 살펴보았다.

'명령에서 경영으로' : 프랑스 철도정책의 변화와 TGV의 발명

  • 본 논문은 TGV 개발을 중심으로 한 프랑스 철도정책 공동체의 정치, 사회, 경제적 배경과 정책결정자, 정책의 추진과정 및 설득과정을 분석함으로써 1960년대 이후 프랑스 공공정책 분야에서 급속하게 발달하게된 자유주의적 개혁을 설명함을 목표로 하고 있다. 프랑스 국영철도(SNCF)는 2차 대전이후 국민경제의 재건을 목표로 한 정부의 적극적인 지원하에 기술 및 생산성에서 세계적인 기록들을 수립했으나 민간부문의 교통수단들과의 경쟁에 직면해 경영의 어려움을 겪게 되었다. 이에 정부는 철도부문에 민간의 경영방식을 도입하고 적극적인 시장의 재탈환에 나서도록 이니셔티브를 부여함으로써 SNCF로 하여금 고속철도 기술을 개발하도록 이끌게 되었다. 나아가 이 과정에서 나타난 정책결정 구조와 정책의 설득과정에 대한 분석은 프랑스 철도정책 공동체의 특수성을 이해하게 해 줄 것이다.

'97실무건축계의 자화상

  • 오늘날 건축계는 정치ㆍ경제ㆍ사회적 혼돈 상황 못지 않게 지난 몇 해 이래 혼란의 와중에서 벗어나지 못하고 있다. 설계시장의 대외개방, 행정개혁에 따른 건축관계법령 정비, 연이은 대형사고에 따른 감리업무 강화 및 건축사의 책임증대, 건설업계의 설계영역 진출 시도, 경기불황에 따른 설계사무소의 경영압박 및 부익부 빈익빈 현상 심화, 과열된 수주경쟁과 건축사의 윤리의식에 대한 논쟁, 전문직으로서의 건축사 역할과 사회 대중적 요구간의 갈등. 이렇듯 혼돈과 혼란의 상황이 계속되고 있는 건축계의 현실을 바라다보는 건축 각 실무분야의 시각 또한 연령과 지역, 사무소의 규모, 작업형태, 개인적 철학이나 건축관 등에 따라 다양할 수 밖에 없을 것이다. 이에 본지는 오늘날 실무건축계가 처한 현실을 재진단하고 나아가 미래의 모습을 함께 생각해 보고자 '97실무건축계의 자화상'이란 주제로 각 실무분야를 배경으로 실질적 관심사항과 실무건축계의 긍정적ㆍ부정적 모습은 물론 해결되어져야 할 문제점, 나아갈 방향 등에 대해 다양하고도 진솔한 목소리를 들어보고자 한다.

King Jeongjo's Jangyongyoung and its Value in Terms of Security (정조대(正朝代) 장용영(壯勇營)의 경호학적 가치)

  • Jangyongyoung was a royal guard in the King Jeongjo Period. The guard was established after the inauguration of King Jeongjo to protect the king and strengthen the royal authority. In terms of security study, it has high value in that it gives insights to the development of security system and its achievements and new role of supporting king's cultural events. Jangyongyoung was a formal guard established to achieve king's political reform. After the King Injo restoration, there sprouted many security guards, including Howicheong, Eoyounggun, and Gemgun. Those were all makeshift systems. But Jangyongyoung grew as a standing and futurist system as it went through some different names, Sukwiso, Jangyongwi, and finally Jangyongyoung. It served to protect the legitimacy of King's succession, to strengthen royal authority, and to bring stability to people's lives. Jangyongyoung had an efficient organization and operation. It also had the characteristics of modern security, integration, professionalism and size. In Jangyongyoung, military training and security were not separate. They protected king from dangers and guarded king's bed, and they trained themselves to deal with unforeseen occurrences. By doing so, they could support king's many activities, including visit to royal tombs, touring of Hwaseong Fortress, and watching military training. Jangyongyoung not only served as a military guard but also it had a cultural function. They made it possible that king and people met in the king's procession. Jangyongyoung supported Jeongjo's political reform, and as a royal guard it enhanced the authority of royal family and exemplified a new security guard by supporting king's cultural events where king, servants and people could become one.
