Comparing the Effectiveness of Punishment Severity and Policy Means on Traffic Laws Violating Drivers (위법운전자에 대한 제재 수준과 정책수단 선택의 교통안전효과 비교)

  • The purpose of this paper is to analyze the differences between the severity of punishments for traffic laws related offenders and the choice of policy measures with a view to reducing traffic accidents. To this end, government data on the drivers given a sentence of license suspension or revocation were collected and analyzed in terms of sex, age, type of driver's license, driving career, number of traffic laws violations, and number of traffic accidents generated. The statistics of analysis of covariance and tests of significance were used and conducted to compare the effectiveness of punishment for the penalty and the incentive groups. The results showed that the incentive policy measure on the drivers who violate traffic regulations repeatedly is more effective to reduce the number of traffic offenders and traffic accidents.

A Study on Security Policy Violations of Organization Members (조직 구성원들의 보안정책 위반에 관한 연구)

  • This study aims to examine organization members' intention to violate security policies based on the Person-Environment Fit Model. This study investigated the effect of the relationship between organizational security environment and the individual security value on the intention of organizational security policy violation. The security environments are classified into the organizational information security culture and peers' behavior of security compliance, while the personal values are classified into reconstructing the conduct, distorting the consequence, and devaluing the organization as presented in the moral disengagement theory. Based on the concept of the moral disengagement theory, we measured the individual security values as a second order factor. This study found that the information security culture had a statistically significant impact on devaluing the organization, but did not have as much impact on reconstructing the conduct and distorting the consequence. Peers' behavior of security compliance had a significant impact on reconstructing the conduct, distorting the consequence and devaluing the organization, all of which also had relevant impact on the organizational members' intention of security policy violation.This study measured a persons' perception on security policy breach by presenting scenarios of password sharing that is common in many organizations. This study is expected to make practical contributions, as it deals with challenges that many organizations are actually faced with.

Development of Vehicle Detection System for Vehicle Violating the Operation of Multi-Seater Private Lane (다인승 전용차로 위반차량의 검지 시스템 개발)

  • 본 논문에서는 고속도로 전용차로에서의 운행기준을 위반한 차량을 검지하는 시스템을 제안한다. 다인승 탑승차를 별도의 차로로 통행하도록 하여 혼잡도를 해소하겠다는 정책을 시행하고 있으며, 9인승 이상 차량에 6인 이상 텁숭자를 다인승 통행차량으로 정의하며, 이러한 기준을 만족하지 않는 차량을 자동 검지하는 시스템이다. 트리거 신호 검지기와 4조의 적외선 카메라로 차량 내부 촬영하고 결과 이미지를 분석하여 자동으로 다인승 차량을 판별하여 운행 위반을 검지한다. 테스트 결과 주야간에 관계없이 80% 이상의 우수한 검지율을 나타내었다.

The Impact of Traffic Safety Measures on Reducing Traffic Accidents (교통안전정책 강화의 교통사고 감소효과 분석)

  • This article evaluates the effects of eight traffic safety policies such as traffic accident reduction campaign, the seat belt law, three strike out driving while intoxicated, rewarding for reporting traffic offenders on the number of accidents and fatalities. Intervention analysis of time series is used to compare the monthly accident and fatalities with the before and after reinforcement. The results indicate that no significant impact of the traffic enforcement measures on reducing the number of accidents and fatalities.

  • Factors causing traffic accidents are various and traffic law violations can be among them. The efforts to increase traffic law obedience rates of drivers are common in many other countries to reduce traffic accidents, and one of generally applied methods is to increase the amounts of violation fines. Expensive levels of traffic law violation fines could have drivers choose "obey the law" in their decision-making stages since they are economically better-off by following the law. In this sense, this study has developed an economic model to verify whether the current levels of the traffic violation fines of Korea are effective for drivers to choose "obey-the-law" decisions. Speed violations and traffic signal violations have been selected for the case study to verify the relationships between "expected probabilities of being-caught" and "levels of violations fines".

  • 자율 주행 자동차는 다수의 센서와 ECU 등으로 구성된 분산 시스템이다. 이 시스템은 다양한 시간적 제약사항들을 갖는 자율주행 응용들을 구동하며 각 응용들에 대한 시간적 제약사항 위반을 탐지해야한다. 이러한 분산 시스템에서 응용들 간의 통신을 위해 사용되는 미들웨어들 중 대표적인 것은 DDS이다. DDS는 높은 확장성을 지원하는 발행-구독 통신 모델을 기반으로 하며, 실시간성을 고려한 다양한 QoS 정책들을 제공한다. 하지만 DDS는 자율주행 응용이 요구하는 시간적 제약사항들 중 deadline과 correlation 제약 사항에 대한 위반 여부를 탐지하지 못한다. 본 논문은 DDS 기반 시스템에서 deadline과 correlation 제약 사항 위반 여부를 런타임에서 탐지하는 기법을 제안한다. 본 연구진은 제안된 기법을 DDS의 구현들 중 하나인 Vortex 사의 OpenSplice 기반 시스템에 구현하였다. 실험을 통해 검증한 결과, deadline과 correlation 제약 사항에 대한 위반 여부를 적은 오버헤드와 함께 성공적으로 탐지하였다.

  • 본 논문에서는 오염배출 기업의 도덕적(道德的) 해이(解弛)(moral hazard)를 고려한 규제자의 강제정책(enforcement)에 관하여 분석한다. 또한 환경규제위반의 경우 일반적인 범죄와는 달리 의도적인 위반 이외에도 기술적 한계에 의한 불가항력적인 위반의 가능성이 있으므로 이를 고려하여 기업의 행태를 분석한다. 규제자의 강제 수단은 벌칙의 수준과 벌칙이 주어지는 기간으로 나누어 볼 수 있다. 벌칙의 강도와 벌칙이 주어지는 기간간의 관계는 사회후생을 고려한 경우 독립적이지 않고 서로 trade-off의 관계에 있다. 따라서 규제자는 벌칙의 구조를 결정함에 있어서 이러한 관계를 고려하여야한다. 크게 두가지의 선택이 있을 수 있는데 하나는 높은 수준의 벌칙과 짧은 벌칙 기간이고 다른 하나는 낮은 수준의 벌칙과 긴 벌칙 기간이다. 본 논문에서는 벌칙이 사회에 미치는 왜곡을 고려한 최적 벌칙 구조에 관한 분석을 목적으로 한다.

Understanding an Employee Information Systems Security Violations (조직 구성원들의 정보보안 정책 위반에 영향을 미치는 요인)

  • The purpose of this paper is to find an answer why employees in organization violate the organizational information security policy. To do this, this study is rooted in the moral disengagment theory. This study found that moral belief and perceived sanction have an effect on security policy violation. However, if moral disengagement is involved in the research model, perceived sanction is not significant. Finally, SETA, moral belief, and perceived sanction have a negative effect on moral disengagement, which in turn moral disengagement influences positively the security policy violation. The conclusions and implications are discussed.

A Study of Intention to Violate COVID-19 Precautions from the Perspective of the Black Swan Theory (블랙 스완 이론 관점에서 바라본 코로나-19 예방 수칙 위반 의도에 관한 연구)

  • Despite increasing damages caused by violations of COVID-19 precautions, studies on violations of precautions have not yet received much attention. This study identified antecedents that could theoretically influence the intention to violate COVID-19 precautions based on the black swan theory, and collected 215 responses by conducting an online survey from February 11, 2021 to March 10, 2021. As a result of the regression analysis, this study found that dissonance with COVID-19 preventive information, representativeness bias, and availability bias increase the intention to violate COVID-19 precautions. However, optimistic bias did not have a significant effect on the intention to violate precautions. This study not only provides new antecedents but also suggests theoretical evidence for decreasing intention to violate precautions. This study also proposes the necessity to identify differences in violation intention by regions, countries, and theories.
