In order to examine the causes of the social policy changes in Korea during the late of 1990s, this study tries to compare the social policy decision-making structure between Kim Yong-Sam Government and Kim Dae-Jung Government. This study applies policy network analysis method which measures the relation and power structures of policy actors and as a result shows the characteristics of the policy making structure. Analysing the 6 policy domains and 52 policy events, this study finds that the importance and location of veto points which were created by the social policy decision processes have changed. In Korea, social policy decision processes have been produced power structures in which Ministry of Finance and Economic Planning Board have played a decisive role. In result, these executives can have controlled policy making processes and had veto power, i. e. veto points in policy decision-making structure. But, during Kim Dae-Jung government, accountability issues of financial crisis and reorganization of ministries have changed the importance and location of veto points. Pro-welfare groups of civil society got a chance to penetrate policy decision-making structure during that time. This study argues that these changes of policy decision-making structure may be associated with the social policy changes in Korea during the late of 1990s.

현재 우리나라는 2013년 제주 스마트그리드 실증단지사업을 완료한 이후, 현재 AMI 및 ESS 보급사업을 진행 중이고 더불어 주요 7~8개 도시에 대한 스마트그리드 시티 사업도 준비 중에 있다. 스마트그리드 인프라의 본격적인 확산과 더불어 가장 우려되는 사안 중의 하나가 사이버 보안 이슈이며, 이는 기존의 주요 전력망 보안정책이 폐쇄망 운영을 골자로 하고 있다는 점에서 볼 때 상충되는 측면이 있다. 스마트그리드의 중심이 기존의 대형 전력망 중심에서 스마트 홈 기반 중심으로 옮겨가면서, 전력망은 외부 네트워크와의 연결성이 강화되고 있으며 통신 분야에서 진행되어 오던 사물통신(Internet of Things: IoT) 개념과 결합하면서 그 개방성의 진행이 가속화되고 있다. 따라서 기존의 폐쇄망 정책만으로는 보안성을 확보하는데 명확한 한계가 존재하며 시대적 조류에도 부합하지 않기 때문에, 새로운 패러다임이 필요한 때라고 판단된다. 그 대안 중의 하나로 개방 네트워크로 인해 증가하는 연결성을 보안 위협의 루트가 아닌 보안성을 강화하기 위한 환경으로 활용하는 것이다. 촘촘히 연결된 네트워크를 통해 각 개체가 서로를 상호 모니터링 함으로써 전체 시스템이 오염되는 것을 막을 수 있다. IoT의 도입을 통해 기기 간에는 사회적 연결성이 강화될 것이며, 이러한 연결성과 그 안에 숨겨진 맥락을 통해 이상 여부를 사전에 감지해낼 수 있다. 본 논문에서는 그러한 사회적 관계성에 근거하여 AMI 네트워크에서의 이상 징후를 감지하기 위한 기본적 방법론을 제안하고자 한다.

Under the multiprogrammed situation, the performance of multiprocessor system is affected by the process allocation policy of the operating systems. The lowest communication cost can be achieved when the related processes positioned to the adjacent processors. While the effective allocation is quite difficult to the real situation, and the processing of the allocation policy consumes some computation time. The dual-ring CC-NUMA systems exhibit a quite performance difference according to the process a1location policy due to a lot of unbalanced memory transactions on the interconnection networks. In this paper, I propose a load balanced dual-link CC-NUMA system that does not requires the processes allocation policy. By the program-driven simulation results. the proposed system shows no remarkable difference according to the allocation policy while the dual-ring systems shows 10％ performance improvement by the process allocation. In addition, the proposed system outperforms the dual~ring systems about 1.5 times.

교육전산망이 상용망 서비스 업체들에 위탁 운영되면서 각 대학은 자신의 교내 전산망을 다양한 방법으로 외부와 연결하여 사용하고 있다. 이런 환경하에서 대학들이 전산망 운영정책을 효과적으로 결정하는데 도움을 줄 수 있는 지원 체계가 거의 없다. 본 논문은 대학의 외부망 다원화에 따른 전산망 운영정책을 지원하는 종합 정보시스템 NMIS_U(Network Menagement Information System_University)를 소개한다. NMIS_U는 각 대학의 전산망에 적합한 운영정책 정보를 동적 차트를 통해 실시간으로 제공한다.

인터넷은 트래픽의 유형과 내용에 대해 대체로 중립성을 지켜왔다. 이러한 인터넷의 망중립성은 콘텐츠 및 애플리케이션과 네트워크의 선순환적 발전을 유도하여 인터넷의 비약적 혁신과 성장을 가능하게 하였다. 그러나 최근 들어 스마트TV와 같은 새로운 서비스가 등장하여 데이터 트래픽이 급증함에 따라, 망에 대한 투자 주체로서 이에 따른 권리와 함께 망의 연결성 책임에 따른 망 관리가 필요한 통신사업자와 망의 공공성을 강조하는 콘텐츠/애플리케이션 사업자간에 갈등이 발생하고 있다. 본고에서는 이러한 갈등을 해결하기 위한 망중립성 정책 개념의 진화 체계와 각국의 망중립성 정책을 살펴보고, 스마트 TV 등장에 따른 망중립성 이슈가 무엇인지를 설명한다. 또한 글로벌 이슈화 되고 있는 망중립성 정책을 우리나라에서는 어떤 방향에서 보완해야 하며 그 목표는 무엇이 되어야 하는지에 대해 제언 한다.

A blog is a personal website where its owner publishes his/her articles for others. A blog can have relationships with other blogs. In this paper, we define a network that is composed of blogs connected together with such relationships as a blog network. Blog networks can have two different propensities characterized by the articles published in the blogs: information-valued propensity and friendship-valued propensity. The degree of each propensity of a blog network plays an important role in deciding business policies for blog networks. In this paper, we address the problem of determining the degrees of two propensities of a given blog network. First, we determine the degree of the propensity of every relationship, a basic unit of a blog network, by using classification that is one of data mining functionalities. Then, by utilizing the result thus obtained, we compute the degrees of two propensities of the whole blog network. Also, we propose a method to solve the problem that the degree of propensities depends on the size of blog networks. To verify the superiority of the proposed approach, we perform extensive experiments using a huge volume of real-world blog data. The results show that our approach provides high accuracy of around 93% in determining the degrees of both propensities of relationships between arbitrary two blogs. We also verify the applicability of the proposed approach by showing that if determines the degrees of the information-valued and friendship-valued propensities correctly in real-world blog networks.

Writing high-quality papers and publishing them at prestigious academic journals would be something that every scholar strives for. This study made a network with nine academic journals in South Korea in the field of public administration and public policy and analyzed the influence of academic journals through social network analysis. Using centrality measures, such as degree centrality, beta centrality, and eigenvector centrality, this study found that Korean Public Administration Review has the highest influence on the journal network, followed by Korean Public Studies Review. However, different choice of centrality measure led to different ranking of journals in terms of their influence.

The aim of this study is to analyze the President Directions Item using Semantic Network Analysis. This study has three contributions. First, this study shows the difference of policy directions through the frequency and contents of key words. Second, this study suggest patterns changes of decision-making of the president and bureaucracy through the key words network structure. Third, this study infers the interaction between the president's will and context of institutions.

Informatization in Korea has undergone significant changes. So far, most studies on informatization policies have been carried out just on the basis of their structural or functional backgrounds. However, actually, informatization policies have changed dynamically as a lot number of people and organizations have participated in their formulation and implementation. So, this study approaches them with an actor-network view that is distinct from but contains a chronological perspective, which other studies have overlooked so far. This approach allows us to have a clear picture of the changes in and to look into the characteristic of informatization policies from the Chun Doo Hwan government to the Lee Myung-bak government. Consequently, on the basis of the actor-network view, it is found that information and communication technologies, knowledge, and professionalism have dominated the characteristics and streams of informatization policies and brought about changes.
